1.0 INTRODUCTION
On 15 March 1999, the Roy F. Weston, Inc. (WESTON®), Site Assessment TechnicalAssistance (SATA) team was directed by U.S. Environmental Protection Agency (EPA)Remedial Project Manager (RPM) Frank Klanchar to conduct a monitoring wellgroundwater assessment at the Welsh Road Landfill Site located in Honey Brook, ChesterCounty, PA.
2.0 BACKGROUND
2.1 Location
The Welsh Road Landfill Site is located on Welsh Road near the intersection ofWelsh Road and PA Route 10. Approximately 80 percent of the property liessouth of Honey Brook Township in Chester County while the remainder is locatedin Caernarvon Township, Lancaster County. Figure 1, Site Location Map,illustrates the location of the Welsh Road Landfill (Map Expert, 1993).
2.2 Site Description
The site is an inactive landfill which is adjacent to an active junkyard. The areasurrounding the landfill is heavily wooded, with agricultural activity situatedwithin one-half mile south of the site. Approximately 49 homes are locatedwithin a one-half mile radius of the site. Several residents live in trailer homesthat are situated within 5 to 10 feet of the current salvage operation (EPA, 1997).
2.3 Site History
A Focused Groundwater Study and a Feasibility Study was performed by CDMFederal Programs Corporation in 1991. The Final Focused Groundwater StudyReport was submitted to EPA on 13 November 1992. In November 1993, theFeasibility Study was submitted which evaluated the results of the FinalGroundwater Study and presented alternatives to remediate the contaminants ofconcern in the groundwater at the site.
Three contaminants of concern (antimony, copper and mercury) exceeded theirrespective maximum contaminant level (MCL) values in the residential wellsamples collected in 1991 (CDM, 1992). Six contaminants of concern (benzene,antimony, beryllium, lead, mercury and nickel) exceeded MCL values in themonitoring well samples (CDM, 1992). Based on the conclusions of the FinalFocused Groundwater Study and the risk assessment, the remedial actionobjectives for the groundwater at the Welsh Road Site were to prevent the

ingestion of contaminated groundwater and restore the local aquifer quality tobackground concentrations for all contaminants of concern (EPA, 1997).
The EPA installed a water line to nearby residents in May 1998 in accordancewith the June 1990 Record of Decision. The Record of Decision also called for alandfill cap which has been designed and is awaiting construction which maybegin this year (EPA, 1999).
3.0 SITE ACTIVITIES
On 13 April 1999, SATA team member Nancy McLaughlin met with EPA RPM FrankKlanchar to conduct a site walk-through to locate wells to be sampled. On 26 April,SATA team members Nancy McLaughlin, Leigh Dehaven, Wayne Randolph and TerrySchultz arrived on site to sample the previously identified monitoring wells.
3.1 Site Conditions and Observations
According to the RPM, the landfill is capped with approximately 10-12 inches oftopsoil. SATA and the RPM observed exposed debris at various locations aroundthe landfill, especially on the back side where it was falling out of the hillside.SATA also observed car batteries and various other car parts as well asdilapidated cars throughout the junkyard adjacent to the landfill.
3.2 Sampling Activities
SATA collected samples at 20 wells located on and around the landfill. SeeFigure 2, Sample Location Map, for well locations. The wells were purged witheither a 2-inch or 4-inch submersible pump. Purge water was drummed and leftonsite by the wells. The purge water in the drums will either be disposed of orreleased onto the ground depending on the analytical results. Samples werecollected after achieving three consistent readings of temperature, pH, andconductivity, or after purging three well volumes or purging the well dry threetimes. The following table is a summary of the well conditions. See Attachment2, Well Logs, for complete well sampling information.

All samples were analyzed for target analyte list (TAL) metals includingdissolved metals, polychlorinated biphenyls (PCBs), volatile organic compounds(VOCs), total cyanides and base neutral acid (BNAs) extractables. The inorganicsamples were shipped to Chemtech Consulting Group located in Englewood, NJand the organics were shipped to American Analytical Technical Services locatedin Broken Arrow, OK via FedEx.
4.0 ANALYTICAL RESULTS
Of the contaminants of concern above the MCL in 1993 (antimony, beryllium, lead,mercury, nickel and benzene) only lead, mercury, and benzene were detected in themonitoring wells. Lead was detected above the RBC in only one well (MW-2) andmercury in only two wells (SMW-6 and BHW). In well SMW-6, the mercury, the levelalso exceeded the MCL. The MCL for lead is the level that meets treatment technologystandards. The MCL goal is 0. All wells except four contained benzene above the RBCand two wells contained benzene above or at the MCL. Based on these results, the wellscontain significantly lower concentrations of contaminants when compared to the resultsfrom the 1991 focused groundwater study conducted by COM Federal Programs. Thiscould be a result of various factors such as the time of year the wells were sampled,amount of precipitation previous to sampling the wells, etc.
The following tables provide a comparison of the groundwater monitoring well results toEPA Region III Risk-Based Concentrations (RBC) and Maximum Contaminant Levels(MCL). A complete results summary table can be found in Attachment 1.

5.0 FUTURE ACTIONS/RECOMMENDATIONS
Approximately 10-12 wells will be sampled again in July 1999. The wells to be re-sampled will be chosen by the RPM based on their location and the analytical results ofthe April 1999 sampling event. The outcome of the purge water will be determined bythe RPM based on the analytical data.
