WELCOME TO OUR PUBLIC INFORMATION EVENT WHICH PROVIDES AN UPDATE ON THE ALLOY WHEEL MANUFACTURING FACILITY PROPOSED ADJACENT TO THE LIBERTY BRITISH ALUMINIUM SMELTER IN FORT WILLIAM. We received a very posive response to the proposed development at our public consultaon event which was held on 28th September 2017. Since then, we have collated and reviewed valuable feedback we received on a number of maers, and the informaon displayed here today seeks to respond to such feedback, and provide more detail on the alloy wheel manufacturing facility in parcular. In addion, the wider estate offers a unique opportunity to create an exemplar for the running of a large Highland estate; combining old and new rural and recreaonal acvity, community enterprise and sustainable industrialisaon. The alloy wheel manufacturing facility is just one of GFG Alliance’s projects, with various other projects planned for the site and wider estate, including a potenal Research and Development facility, required housing, and a proposed wind farm at Glenshero. However, the alloy wheel plant is the key first step and facilitator for each of these projects, and the developer requires planning permission for this to guarantee the progression of other projects. Therefore, the alloy wheel plant is the focus of this event and GFG Alliance will connue to engage with the community on the other projects at the appropriate stage in each case. Details of the plans for the wind farm, comprising up to 54 turbines, will be outlined by SIMEC Energy representaves during informaon events at Laggan Village Hall on Monday 20th November and Fort Augustus Village Hall on Tuesday 21st November. Both events will be open between 3pm and 7:30pm for visitors to drop in to see inial plans, hear briefings and share their views. THE SITE

BACKGROUND In December 2016, GFG Alliance completed its purchase of the aluminium smelter, associated hydroelectric station and neighbouring hydro-plant at Kinlochleven, together with over 100,000 acres of estate land around Fort William.

GFG Alliance’s acquisition has been progressed by one of the Liberty House Group’s divisions, Liberty Aluminium, with a view to operating the aluminium smelter, utilising existing and proposed renewable power, and significantly investing in the plant to develop additional industrial processes, such as the alloy wheel manufacturing facility.

The proposed development comprises:

• An alloy wheel manufacturing facility,• A new secondary plant entrance,• Hard standing, landscaping, car parking and ancillary development.

The alloy wheel manufacturing facility will utilise approximately half of the molten aluminium produced by the smelter to cast circa 2 million alloy wheels a year.

Whilst safeguarding the existing 245 direct, indirect and induced jobs associated with the existing smelter operations, the proposed development is expected to create between 380 and 450 direct jobs. These jobs will involve engineering and production, design, IT, finance, sales, human resources, environment and safety and operations. Additional jobs will also be supported and created throughout the construction period and through the use of local suppliers.

GFG Alliance is conscious to avoid any labour market displacement. Accordingly, a number of measures are being developed to encourage new people to the area to meet the employment demand, such as the supply of new homes and recruitment drives around the UK. The housing requirement is being progressed as a priority and discussions with statutory consultees and landowners on potential sites are ongoing. Further detail will be released in due course.

PROPOSED DEVELOPMENT

Since the consultation event, we have been developing the design and the surrounding landscaping proposals. We have retained the orientation and layout of the building and further developed ideas for materials and lighting, and the arrangements for circulation, hard standing and drainage around the building.

The visual footprint would be similar to the existing, with no notable new areas where industrial buildings would become visible, or notably more visible, where they are not currently. Areas where the new building would have greater influence on character than the existing smelters are located to the immediate south and southwest of the proposed building. The findings of the Landscape and Visual Impact Assessment indicate that no significant effects would arise.

ENVIRONMENTAL IMPACT ASSESSMENT

Golder Associates has undertaken an Environmental Impact Assessment (EIA) of the site and the surrounding area. The purpose of the EIA is to identify the aspects of the environment likely to be significantly affected by the development. A number of topics have been assessed and the results are set out in the EIA Report which will be submitted with the Planning Application. The key findings are as follows:

• The Highland Council intends to work with Transport Scotland to undertake a joint issues and interventions appraisal, in line with Scottish Transport Appraisal Guidance (STAG) which will determine the transport planning objectives for Fort William. Pending the outcome of this work, the proposed development will integrate well into the existing transport network and is in accordance with local and national transport policy requirements.

• The facility will operate with the same shift pattern as the existing smelter with shift patterns based on a 12-hour rotational system between 07:00 – 19:00 and 07:00 and 19:00. There will be a maximum of 220 staff on site during shift changeover times.

• Approximately 7 HGV movements a day. • Employees work, for the most part, 3 shifts per week • Day shift 07:00 – 19:00 (a maximum of 120 staff on site) • Night shift 19:00 – 07:00 (a maximum of 100 staff on site) • At any one time, there will be a maximum of 120 new staff on site. As

the shift start and end times are out-with typical commuter peak times on the local road network, the vehicular impact associated with the site will be minimised.

• Mitigation measures:• Encourage pedestrian access by improving routes via existing and

proposed site accesses • Secondary access for HGV exit only • Encourage use of existing bus links • Provision of vehicle and cycle parking spaces • Implementation of a Travel Plan prior to occupation of the proposed

development. • Increasing the use of rail and sea to transport goods will be investigated,

however, potential customers are not located in proximity to either rail or sea transport therefore this option is not particularly viable at the moment.

• Noise effects associated with construction phase road traffic movements, operations phase road traffic movements and operations phase site activities have all been evaluated as being not significant, subject to the implementation of the design parameters specified.

• Mitigation measures:• Construction and Environmental Management Plan will be developed

to determine appropriate controls to minimise noise • Construction activities will avoid night-time hours and will be limited

to Saturday mornings at weekends• Building envelope to provide noise attenuation measures i.e. via

cladding

• The construction and operational phases of the development have been considered, as well as the cumulative effects with emissions from the existing smelter.

• Construction industry good-practice measures and additional site-specific mitigation will be adopted.

• Based on the emissions inventory and proposed emissions control measures included within the assessment, air quality impacts at all human and ecological receptors are considered to be negligible and not significant, and will meet the air quality standards required for regulatory consent by SEPA.

• A desk-based assessment and walk-over field survey has been carried out

• Current and past land-use indicates low to moderate potential for encountering buried remains within the site

• Peat may be masking buried archaeological remains and there is a possibility of remains relating to either or both of two historic battles known to take place around Inverlochy Castle

• Mitigation measures:• Metal detecting• Trial trenching / Watching Briefs • Post-excavation • Construction Guidelines

• No likely significant negative effects • Potential positive impact via woodland expansion and deer management

CONSENTING PROCESS

TIMELINE

Our intention is to submit the planning application to The Highland Council (THC) by 6th November 2017. In preparation of this, we have drafted a Planning Statement which assesses the proposed development against local and national planning policy. The relevant Development Plan for the site comprises:

• The Highland-wide Local Development Plan (as continued in force, April 2012); • The West Highland and Islands Local Plan (as continued in force, April 2012); and,• Statutorily adopted Supplementary Guidance.

The Proposed West Highland and Islands Local Development Plan (WestPlan) will be a material consideration as, although it is not yet adopted, it provides the most recent policy position for the area.

In summary, the principle of industrial development at this location is well established and supported in both the adopted and emerging Development Plan. The Planning Statement will provide a fuller assessment of the proposed development against such policy and will be available to view on THC’s planning portal once the planning application has been submitted.
