We are very pleased to welcome participants of the International Olympiad in

Informatics in Kazakhstan!

We are sincerely thankful for your participation in the Olympiad. We hope that

the days, spent on the hospitable Kazakh land, and spirit of the southern capital of our

country – Almaty will make a deep impressions and great pleasure on you.

We are very grateful for supporting our initiative to host the 27th IOI in

Kazakhstan. Undoubtedly, holding of the high-level educational activities contributing

formation of intellectual potential is an important thing for country’s development.

From the very beginning of own history Kazakhstan making great investment in

human capital and to the newest educational technologies.

Today, the basic priority in education sphere has projects accumulating the most

advanced scientific and educational technologies, as Al-Farabi Kazakh National

University is the higher educational institution with rich traditions, with many years of

experience in educational and scientific areas.

The University has a huge educational, scientific, spiritual and educational, in-

novative and productive potential, which aimed for preparation specialists of higher

qualification, further integration in the world educational area, development of fun-

damental and applied research, their implementation in production.

We are proud that we have a chance to collect young intellectuals - young pro-

grammers in Almaty.

Students & Guides live in the Campus of Al-Farabi Kazakh Na-tional University.

Al-Farabi Kazakh National Uni-versity is the leading institution of the system of higher education of the Republic of Kazakhstan, which was the first to pass the state certi-fication and which has justified its right to realize academic activity on all specialties and at all levels.

The university consists of 14 functioning faculties, 98 depart-ments, 20 scientific research insti-tutes and centers, a techno-park;

more than 2 000 professors, doctors, scientific candidates and PhD’s, more than 100 academicians of the largest academies, about 30 honored figures of the Republic of Kazakhstan, more than 30 laureates of State and nominal awards of RK and 40 lau-reates of the young scientists’ awards, 45 fellows of state scientific fellowships. More than 18 000 students and masters at the multilevel system of higher professional edu-cation study in the university.

GENERAL INFORMATION ABOUT KAZAKHSTAN

The Republic of Kazakhstan is a unitary state with a presidential form of government.

According to the Constitution, the state proclaims itself a democratic, secular, legal and social state whose highest values are an individual, his life, rights and freedoms.

Kazakhstan gained independence on December 16, 1991. The capital is the city of Astana. The state language is Kazakh. The Russian language has the status of a lan-guage of interethnic communication. Monetary unit - tenge.

Kazakhstan is located in the centre of the Eurasian continent. Its territory is as large as 2 million 724,9 thousand square kilometres and accordingly it occupies the ninth place in the world by its size. By its administrative-territorial structure the country is divided into 14 regions and 2 cities of republican significance.

The population of Kazakhstan as of June 1, 2012 was 16 million 760 thousand people. National Flag of the Republic of Kazakhstan

National Flag of the Republic of Kazakhstan is a piece of right-angled cloth of sky-blue colour with a picture of a golden sun with its 32 rays in the centre, with a soar-ing steppe eagle beneath. Flagstaff has vertical line with national ornament. The picture of sun, its rays, eagle and ornament are of golden colour. Width/length ratio of the flag is 1:2.

National Emblem of the Republic of Kazakhstan The central element comprising the main concept of the Na-

tional Emblem of the Republic of Kazakhstan is a picture of a shanyrak (the cupola of a yurta), from which uyks (body brack-et) like sun rays are being radiated in framing of wings of mythi-cal horses. The image of a shanyrak in the National Emblem of the Republic of Kazakhstan implies an image of a common house of all people living in Kazakhstan. The happiness there depends on welfare of everyone, just like the strength of shanyrak de-pends on reliability of its uyks (body brackets). In the National Emblem there is a picture of Tulpar, a mythical horse with

wings. The same horses decorate the helmet of Issyk Golden Man. The wings symbolize a dream of building a strong, prosperous state. They are also an evidence of clear in-tentions and striving for the improvement and achievement of harmony within the community, with the nature and the world civilization. In the National Emblem of the republic there are depicted two mythical horses, as if thy guard the shanyrak from both sides. They also vividly express an idea of serving to the common house, the fa-therland. To cherish the fatherland as an apple of eye and devotedly serve it, it is one of the important leitmotifs designed in the image of mythical horses. In colour picture the National Emblem of the Republic of Kazakhstan are of two main colours: golden and sky-blue. The first one stands for a bright, clear future. The blue sky is single for all nations in the world. Its colour in the National Emblem stands for Kazakhstan’s desire for peace, agreement, friendship, and unity with all nations in the planet.

ALMATY IS THE SOUTHERN CAPITAL OF KAZAKHSTAN

Today’s Almaty is the Kazakh-stan's largest metropolis, scientific and educational, cultural and historical, economic and financial, banking and in-dustrial center of the country.

Almaty is located in the south-east of Kazakhstan, at the foot of the northern of Tien Shan ridge - Zaili Alatau.

In 1997, by decree of Nursultan Nazarbayev, the President of the Repub-

lic of Kazakhstan, the country's capital was moved from Almaty to Astana. The Law on the special status of Almaty was passed the fol-lowing year, on July 1, 1998. The city is a ma-jor transportation hub in Kazakhstan; it has food processing, light and heavy industry en-terprises operating on its territory. The spe-cial status is also granted to Almaty because the headquarters of the largest Kazakh banks and subsidiaries of multinational financial in-

stitutions and companies are located in it. Modern Almaty is a world-

renowned sports center. Almaty won the international recognition thanks to such prestigious events as “Asian Games 2011”, World Boxing Championships, stages of World Cup in judo and ski jumping, a stage of world “Grand Prix-2013” in vol-leyball and professional cycling race “Tour of Almaty”

Almaty will host the World Winter Universiada of 2017. By the opening of the Universiada, the city will have a sports vil-lage, new ice palace and many other modern facilities built in its territory.

The climate in the city is sharply continental, with considerable fluctuations in temperature not only in different seasons but also between day and night. From a height of 500 me-ters the city climate is closer to the steppe and semi-deserts, coming close to the hot Kaskelen Moyunkuins. In the southern areas, at an altitude of 1520-1750 meters above sea level, in the Medeu Tract and the Kamenski Plateau, you can feel the breath of “Arctic mountains”.

Average annual wind speed is twice as little as in Moscow. Average temperature of July is the same as on the islands of Sri Lanka (Ceylon), Kalimantan (Borneo), or Ja-va. Average temperature of January can be compared with that in the north of Norway.

The period of sunshine is long, up to 1596 hours a year; there are up to 151 frost-free days. The air temperature fluctuates at different heights: at the ascent

of over 1400 meters above sea level, the average an-nual air temperature drops by 0.66° every 100 me-ters.

Rich and diverse is the animal and vegetable kingdom of the Trans-Ili Alatau. The Almaty pre-cincts are part of the Ili-Alatau National Park in the territory of which nature reserves and wildlife are arranged. They are the habitat of many rare birds and

animals listed in the Red Book of Kazakhstan. Among them is the snow leopard, now embellishing the emblem of Almaty.

At the foothills of the moun-tains grain, melon and gourd, and

tobacco plantations and vineyards are interchanged by orchards and berry fields. It was here where fa-mous “aport” Almaty apple breed

was first cultivated. Once this very apple became not only the city’s symbol but also gave it its name ("al-ma" is the Kazakh for "apple").

Higher in the foothills grow wild apples, haw-thorn and apricots. In the mid-mountains, deciduous trees and shrubs give place to the shapely Tien Shan firs. Still higher, the mountains are covered with sub-alpine and alpine meadows, splendid summer pas-tures ("jailau") turning into mountain tundra and fi-nally into the kingdom of rocks and eternal ice.

Gardens and parks, public gardens and boule-vards occupy over 8 hectares of the city territory. Among the green tracts, you can see exotic plants brought from North America, Crimea, Caucasus, Siberia, and Russian Far East. The envi-rons of Almaty can boast rare representatives of the local endemic flora, such as juno, anemone, haw-thorn, and oxitropis, etc.

EXCURSIONS

Central State Museum of Kazakhstan is one of the biggest museums in Central Asia. Its history began in 1930s of the 19th century in Orenburg, when “The Museum of Orenburg Region” was founded in the Neplyev Military Academy.

The first hall consists of the paleontology and archaeology collections.

In the second hall you can see items of traditional Kazakh culture, life and house-

hold. Collection of the third hall is devoted to the history and culture of various ethnicities

that have lived in the Kazakhstan territory. The forth hall is named “the Modern Kazakhstan” and represents the history of the

Kazakhstan republic since 1991, when the country became independent. The fifth hall is called “Open Fund” – “Archaeological Gold of Kazakhstan”. The exhi-

bition consists of unique artefacts from various regions of Kazakhstan: original items made of gold dating back to early nomads era (Saks, Savromats, Usuns).

The sixth hall – “the Museum of Anthropology” is the only one in Central Asia. The seventh hall is a collection of artwork by H.G. Khludov (1850-1935) a distin-

guished Russian painter, ethnographer and historian, a member of Turkestan group of archaeology aficionados, founder of Semirechye department of the Russian Geographic Society, who moved to Kazakhstan in 1879.

«Kok-Tobe» Park

Kok-Tobe ("Green Hill") is the Kok-Tobe Mountain which is the highest point of Almaty city. It is also the name of a popular recreation area on top of the mountain. The mountain's height is 1100 meters above sea level. Kok-tobe is one of the main landmarks in the city, and it is very popular among visi-tors and tourists of Almaty.

The Kok-Tobe recreational area has a va-riety of amusement park type attractions and restaurants. It is connected to downtown Almaty by a cable car line. The City Terminal is located near Hotel Kazakhstan. Also, there is a 372 meters tall TV Tower at the foot of the mountain. The tower can be seen from most parts of the city. The Big Almaarasan Gorge – Nursery “Sunkar”

The Alma-Arasan gorge located 15 km from the city lays. In it there is a hydrogen sulfide spring (the famous sanatorium – Alma-Arasan

resort). It is the most popular place for rest of Almaty population. In winter you can sledge and in summer horse-riding routes are interesting.

Nursery “Sunkar” is a unique nursery of rare species of birds. The nursery was organized in 1989. It has grown up 1060 individuals and has gratuitously let out in the nature of 360 Baloban falcons. Also in the nursery are reared the breeds of hunting dogs: “Basins” race, the Central Asian sheep-dog.

Kazakh aul "Huns" Kazakh aul “Huns” offers

you staying in yurts with the internal facilities of the nomad-ic era. Guests expect taste Ka-zakh national food and an eth-nographic horse riding show and acquaintance with national customs and traditions.

Kazakh State Circus The Kazakh State Circus manages to combine the

two skills in a stunning display. Clowns, trapeze art-ists, tumblers, the circus has it all! Showtimes and dates are posted on notices around Almaty.

The Park of 28 Panfilov Guardsmen occupies the area

of 18 hectares. It was founded in the 70-s of the XIX century. The Park is a monument of history, architecture and landscape art.

Ascension Cathedral of the Russian Orthodox Church is located in the center of the Park. This is a unique wooden structure has the height of 54 meters.

Museum of Folk Music Instruments named after Yihlasa organized in 1980. The building which occupies the Museum (former House of officers meeting), was built in 1908. The Museum Fund contains more than 1000 units, more than 60 types and varieties of folk musical instruments.

HIGH-MOUNTAIN SPORTS COMPLEX “MEDEU”

The ice skating rink Medeu located at the altitude of 1,691.2 meters above sea level is world-known. It was built in 1972. The ice sur-face occupies 10.5 thousand sq.m., which al-lows to conduct contests in skating sport, hockey and figure skating.

Medeu Soft climate in the gorge, optimal level of solar radiation, not high atmos-pheric pressure, gentle breeze and clean glacial water – all this provided high-mountain skating rink with wide popularity.

More than 120 world records were established here by famous sportsmen.

The mountain valley was named in honor of Medeu, a wanderer who lived in the last century and established own aul in this picturesque site.

High-mountain skating rink is beauti-ful in any weather. You can admire its beau-ty from the high point to which you will be raised by the popular stairs of ascension built at the flank of hill Mohnatka. At the beginning of the last century the monastic grotto was located here.

The system of artificial ice freezing does not have analogs worldwide and allows to maintain the ice surface of the skating rink during 8 months per year. Skating in days off during long years has already become a good tradition not only for city in-habitants but also for guests of Almaty.

Anti-mudflow dam Medeu is located in 25 km from Almaty city at the altitude of 173 3 meters above sea level. It was erected for city protection against mudflow form-ing on peaks of the Western Tien Shan.

The dam has 3 successive altitude levels. Special water reservoir allows to hold about 6 million cubic me-ters of water.

Stairs known to city inhabitants and tourists con-sisting of 842 steps leads to the dam. Contests on ascen-sion along this unique stairs are regularly carried out.

TURGEN GORGE Turgen Gorge (90 km from Almaty)

is an ideal place to enjoy the beauty of the nature. The gorge has hot springs, a trout farm, waterfalls and lots of woods. Rich in coniferous and mixed forests, alpine and sub-alpine meadows, lakes and springs, medicinal herbs and berries, he gorge plunges 44 km to the vast Assy plateau (2,560 m).

The Turgen gorge is famous for its seven waterfalls. The Medvezhy (Bear) Falls drop 30 meters in a beautiful setting amidst overhanging cliffs and green fir trees, while the Bozgul Falls are known for the force of the water, which has worn away an entire tunnel in the rock. The earthquake-damaged cliffs in the gorge still preserve traces of the pre-Ice Age

vegetation. Another notable feature of the gorge is the relict

Chin-Turgen mossy fir forests, which cover the ground and form a thick carpet of trees. The most popular stop in the Turgen Gorge is Botan, the hunting base. Here, where three rivers meet, the gorge is

at its deepest – 920 meters. There is an observatory in the

plateau. Ancient burial mounds and rock drawings are dotted along the Asy River. There are quite a few Sacae and Usun graves in the gorge dating back to 500 BC – 3—BC. The small mountain lakes above the Sinegorye are wond erful for bathing and fishing, while lower down is a trout farm where you can fish and to cook the delicious fish-meal po-tsarski for supper.

ADDITIONAL INFORMATION A SPORTS GROUND There is a sports ground of the host University at the student campus. Participants may play different sport games with guides at their free time. BEVERAGES DURING THE WEEK There will be served water with the meals during the IOI week. CHECK-IN AND CHECK-OUT The hotels and hostel may request a copy of passport during check-in. Supplemen-tary expenses must be settled with the hotel before leaving. IOI2015 INFORMATION DESKS There will be IOI desks at the hotels and at the University hostel. The opening hours can be found on boards by the desks. The daily program and newspaper can be found on these boards as well. TRANSPORTATION All students must stay close to their guides in all time. The guides know the daily program and will make sure that all students are at the right place at the right time. Leaders, observers and visitors must be aware that the busses leave when they are full. It is the leaders, observers and visitors own responsibility that they arrive at the announced times (as announced at the Program IOI2015 & Information Desks).
