IBM’s STRETCH

• In 1956, a group of computer scientists at IBM set out to build the world's fastest supercomputer.

• Five years later, they produced the IBM 7030 – a.k.a. Stretch -- the company's first transistorized supercomputer, and delivered the first unit to the Los Alamos National Laboratory in 1961. Capable of handling a half-million instructions per second, Stretch was the fastest computer in the world and would remain so through 1964.

• Nevertheless, the 7030 was considered a failure. IBM's original bid to Los Alamos was to develop a computer 100 times faster than the system it was meant to replace, and the Stretch came in only 30 to 40 times faster. Because it failed to meet its goal, IBM had to drop Stretch's price to $7.8 million from the planned $13.5 million, which meant the system was priced below cost. The company stopped offering the 7030 for sale, and only nine were ever built.

Denver International Airport’s Automated Baggage System • DIA, the largest airport in the USA by

total land area, and the 6th busiest by passenger traffic.

• In 1991, DIA attempted to remodel and upgrade the arduous, time-consuming luggage check-in and transfer system. The idea involved bar-coded tags being fixed to each piece of luggage that went through ‘Destination Coded Vehicles’ to fully automate all baggage transfers, integrate all three terminals, and reduce aircraft turn-around time significantly.

• Large portions of ‘completed’ works had to be redone, the airport opening was delayed by 16 months, and losses of approximately $2 billion were incurred. The entire project was scrapped in 2005.

The National Health Service

• NHS, England’s publicly funded healthcare system, the largest and oldest in the world.

• The project aimed to revolutionise the way technology is used in the health sector by paving the way for electronic records, digital scanning and integrated IT systems across hospitals and community care. It would have been the largest civilian computer system in the world.

• Unrealistic expectations of both timelines and costs were not helped by inadequate preliminary research, failure to conduct progress reviews, and a clear lack of leadership. The project has been referred to as the ‘biggest IT failure ever seen’ and ‘a scandalous waste of taxpayers money’. Estimates of the damage inflicted upon British citizens fluctuate, currently hovering precariously around the £10billion mark.

ACS’ Understanding Current ICT Landscape The ACS understands that staff retention and development is vital to the success of organisations, especially in the current environment of rapid technological change. Assuring the pipeline of future ICT human capital is critical in Australia but ACS recognise this is a global challenge. There are clear indicators pointing to this: • Government and businesses expeditiously reorganising ICT infrastructure to meet customer demand for

mobility and access to anytime/anywhere services; • Rapid advances in technology such as Internet of Things, big data and analytics that underpin growth of the

digital economy; • Private and public cloud computing to achieve efficiencies of scale; • Changing and emerging technology being adopted by individuals and business to gain competitive

advantages such as: artificial intelligence, blockchain and cyber security ; and • Industry purchasing a vast array of ICT products and services to gain access to innovation and drive

efficiencies. The efficiencies being sought cannot be realised without high level skills. With the proliferation of multiple devices, multiple platforms being introduced into ICT infrastructure, ICT security, enterprise and solutions architecture and systems integration, international competition will be greatly contested.

Core Capability of ACS The ACS exists to advance professional excellence in ICT. The ACS is passionate about the ICT profession being recognised as a driver of productivity and innovation, and business – able to deliver real, tangible outcomes. With members represented education, government and the community, including 329 ICT Professors and Associate Professors, and 15 recipients of the Medal of the Order of Australia (OAM) and Member of the Order of Australia (AM). ACS’ core business is the establishment of professional ICT benchmarks, and then performing the role of independently assessing and validating such benchmarks. The ACS has assessed over 130,000 ICT professionals over the last decade.
