    It is my great honour and privilege to be elected and to serve the Federation for my second term in the coming two years.

    New Year's Eve is always the most cherished, the hopeful and most loved day in a year, and a time for family and friend reunion. It is a great pleasure of the Federation to have this annual dinner with you and to review 2017 tonight.

    The Federation of Medical Societies of Hong Kong, as an umbrella society of at present 141 medical, dental, nursing and allied health societies, will continue our mission to take up the role of promoting the advancement of knowledge and high quality medical and health care, as well as by providing various continuing educational activities.

    For example, the certificate courses held jointly with member societies have proved popular, covering diverse topics and areas. Our publication, the Hong Kong Medical Diary, is of professional interests with different monthly topic reviews and update knowledge. Annual scientific meetings with the theme of "Innovations in Medical Care" have addressed important areas of medicine with talks delivered by various local experts.

    To foster the development of palliative and end-of-life services for advanced diseases in Hong Kong, a "Care for the Advanced Diseases Consortium" (Chinese name of the consortium: 晚期病患醫療及各界關顧聯盟) was formed with founder members and advisors from leading doctors and nurses, Non-Governmental Organisations and Patients’ Associations with the aim to raise public awareness and to unite different stakeholders and gather broader views from health care professionals, patients and carers and to provide suggestions to Government. In order to kick off in engaging medical professionals, three joint CME seminars have been organised by the Consortium with the HKMA on Care for Advanced Diseases.

    Apart from offering continuing education, the Federation also provides lots of other support to our member societies. For example, our Federation premises are popular venues and open for rental by our member societies for meetings, seminars and conferences. Furthermore, we offer administrative support to assist different member societies to organise local and international conferences. Our secretariat has different packages of services to suit societies' needs include handling minutes, accounts, regular meetings, as well as annual scientific meetings etc.

    On the charity side, the Federation's Foundation continues to organise Public talks on different important health issues, as well as conduct projects for children in need, such as, our Music & Academic Scholarships and Expressive Art Therapy Classes for bereaved children and those with emotional and stress problems. On the fraternity side, we have successfully organised the President Cup Soccer Five & Basketball Tournament in October this year.

    As for tonight, with the theme of "Federation Galaxy", Galaxy is a gravitationally bound system composed of billions of stars, dust, unknown dark matter and lots of mysteries inside. Each medical or health professional has a mission to act like a star to protect and help our patients to get rid of their disease and maintain their good health. Facing with increasing challenge from different complexity of diseases, The Federation of Medical Societies of Hong Kong would like to work closely together with our member societies, as well as all medical and health professionals together to form a galaxy to try our best to manage various diseases and improve the present medical and health system. We hope you will enjoy the entertainment and excitement we have prepared for you and to welcome 2018 through glamorous ambience and wonderful melodies.

    Finally, I have to thank all for the effort and support from our past and newly elected Exco members, Foundation directors, council members and staff of the secretarial board in 2017. We cannot succeed without your collaboration. With continuous support and contribution, we are confident in further excelling in 2018. We look forward to working alongside with you all in the near future.

    Once again, on behalf of the Federation, I wish you and your family all the best, and may you all have a happy, healthy, wealthy and prosperous year ahead.

    MAJOR ACTIVITIES OF THE FEDERATION 2016-2017

    I am pleased to present the Annual Statement, which outlines the fruitful and productive year of 2017 during which we have taken the Federation and Foundation to new heights.

    The Federation was founded by two dedicated founder members, the Hong Kong Chinese Medical Association (present name Hong Kong Medical Association) and the British Medical Association (HK Branch) on 18 February 1965. After half a century, the Federation has grown from an initial 13 member societies to the current total of 141, representing more than 50,000 individual professionals in total encompassing medical, dental, and nursing specialities, subspecialties and allied health professionals societies of Hong Kong.

    With the support and active participation of member societies and their members, the Federation organised dozens of professional projects/activities and services in 2017, including certificate courses, symposiums, conferences, talks and community and charity projects.

    The member societies of FMSHK are starting to actively seek our services for both their administrative work and event organising; a number of member societies are currently organising international conferences. Through attending the events/activities of member societies, I was able to get to know the latest trends in medical development, and get to know the President of our member societies; it has definitely helped me to guide the Federation in the right direction.

    Going forward, as an umbrella organisation for all medical, dental, nursing and allied health societies of Hong Kong, the Federation will continue to uphold its commitment to promote the common good of fellow health professionals. Thank you in anticipation of your support. The Federation looks forward to working alongside you in the near future.

    New MembershipWith one new member society joining our Federation this year, we now have 141 member societies under the Federation, illustrating that there is a clear sense of belonging and identity within the Federation family. We have accepted a new associate member society, namely, the Hong Kong Obesity Society. Their profile and activities have been introduced to all our members and fellow professionals through our various channels. I would like to extend a very warm welcome from the Federation to our new member, and look forward to engaging them in future joint activities.

    Professional EducationFMSHK Annual Scientific Meeting 2017 On 10 September 2017, the Federation of Medical Societies of Hong Kong successfully held the Annual Scientific Meeting 2017 at the Sheraton Hotel and Towers, with the theme of “Innovations in Medical Care”.

    A total of 13 medical talks were delivered by a panel of distinguished speakers. They shared with us the latest knowledge and developments for Diagnostic Imaging, Epilepsy, Hospital Infra-structure, Gastrointestinal Disease, Diabetes Mellitus, Osteoporosis, Metabolic Disease, Paediatric Disorders, Psychiatry and Orthopaedics.

    FMSHK was much privileged to have the Officiating Guest, Professor the Hon Sophia CHAN, JP, Secretary for Food and Health; and the Honourable Guests, Professor Gilberto LEUNG, Vice-President (Education and Examinations) of The Hong Kong Academy of Medicine, Dr the Hon Che-hung LEONG GBM, GBS, OBE, JP, Professor the Hon Joseph Kok-long LEE,

    PhD, RN, SBS, JP, Legislative Councillor (Health Services), Dr LEE Tsz-leung, The Hospital Chief Executive of the Hong Kong Children’s Hospital, Dr Mario WK CHAK, the President of the Federation, Dr Raymond SK LO, the Immediate Past President, Dr Chi-wai MAN and Dr Jane Chun-kwong CHAN, the Vice-Presidents to officiate the opening ceremony.

    Professor CHAN and the Honourable Guests showed us the 10 important steps to achieve innovation momentum, namely, Clinical Challenges, Motivation to Change, Updated Knowledge, Big Data, Technology Development, Overseas Collaboration, Patient Engagement, Small Scale Pilot Project, Dedicated Focus and Effort and Innovation Momentum.

    We would like to take this opportunity to express our sincere gratitude to our Officiating Guest, Honourable Guests, Co-chairmen, Chairpersons and Speakers for their contributions that made the event a great success. Our gratitude also extends to various sponsors for their generous support.

    Starting from 22 December 2017, the Federation will collaborate with a popular health programme of RTHK Radio One to run a regular series on medical and healthcare information in “精靈一點”. It runs from 2pm to 3pm every Friday. The 9 sessions will be related to the theme of FMSHK Annual Scientific Meeting 2017 – “Innovations in Medical Care”. Speakers in the ASM are invited to attend the interviews to disseminate medical and healthcare knowledge on latest patient care to the general public.

    Certificate CourseA total of 18 certificate courses have been held so far this year. The impressive range of different courses was held in collaboration with member societies, and all were well organised with good attendances and feedback. The topics this year ranged diversely and spanned across different disciplines, including Rheumatology, Development and Disorders of Speech and Language in Children, Common Geriatric Problems, Introduction to Oral and Maxillofacial Surgery, Respiratory Medicine, Renal Medicine, Palliative Medicine for Health Care Workers, Mental Health, Healthcare Mediation, Complaint Management, Sports Emergency, Wilderness Medicine, Best Practices in Quality of Life Evaluation & Assessments, Applications of Mindfulness - Theory, Evidence and Practice etc. New topics proposed from our member societies like Difficult Communications in Healthcare, Psychologists & Mental Health Professional as Expert Witnesses, and A Short Course in Clinical Toxicology are most welcome. A certificate course in Clinical Cytogenetics and Genetics is planned for December 2017 to January 2018.

    Symposiums and Conference Organising Services One of the services of the Federation that is greatly appreciated by members is our meetings and conference organising services. We have strengthened these services and organised various scientific events for our member societies and partners in recent years. All of them were well attended by members and fellow professionals. The Federation will continue to serve our members’ needs in this regard.

    HKAIM Annual ConferenceThe Hong Kong Association for Integration of Chinese-Western Medicine Annual Conference 2017 was held on 11 & 12 March 2017 at the Hong Kong Baptist University. The theme was “Frontiers of Integrative Medicine Clinical Challenges and Future Directions”. Over 300 delegates attended the conference.

    The 6th Hong Kong-Shenzhen Emergency Medicine Conference The 6th Hong Kong-Shenzhen Emergency Medicine Conference was held in Cyberport on 25-27 May 2017. The conference was organised by the Hong Kong Society for Emergency Medicine & Surgery and also 深圳市醫學會, co-organised by 深圳市醫學會急診醫學專委會 and University of Hong Kong (Emergency Medicine Unit). The theme was “To lead, to develop and to serve”. It was well attended by over 300 delegates, of whom nearly half came from Shenzhen or overseas.

    Lunch Symposium on Adult ADHD The Lunch Symposium on Adult Attention Deficit Hyperactivity Disorder (ADHD) was held in the World Trade Centre Club, Causeway Bay on 29 May 2017. We were pleased to invite Dr Candy LIN, Specialist in Psychiatry, to be our speaker. Over 50 doctors, nurses and allied health care professionals attended the symposium. We thank Eli Lilly Asia Inc. for sponsoring this event.

    The Honorary Fellowship Conferment Ceremony cum HKCHSE Annual Conference 2017The Honorary Fellowship Conferment Ceremony cum Hong Kong College of Health Service Executives Annual Conference 2017 was held on 22 July 2017 at the Cordis Hotel, Hong Kong. The theme was “Invest in Health, Create Wealth”. Over 150 HKCHSE members, guests and industrial partners attended the conference and annual dinner.

    Publics Talks of Hong Kong Society of Sleep MedicineFour public talks organised by the Hong Kong Society of Sleep Medicine were held in the Lecture Hall of the Federation. The first talk on Insomnia was given on 12 March 2017; the second one on the risk of Obstructive Sleep Apnea was held on 18 June 2017. The 3rd talk concerning children sleeping problems at night was held on 17 September 2017, and the 4th talk on the surgical treatment of Obstructive Sleep Apnea is scheduled for 10 December 2017. Over 150 participants had attended the three talks.

    “Functional Foods for Heart Health – An Update” SymposiumA symposium named ‘Functional Foods for Heart Health – An Update’ was held on 23 September 2017 in the Federation’s Lecture Hall. We invited Ms Sylvia LAM, Senior Dietitian (APD, Australia), Pro-Cardio Heart Diseases and Stroke Prevention Centre to be our speaker. Over 60 dietitian, nutritionist and allied health care professionals attended the lecture.

    “Clinical Evidence of Aggressive LDL Lowering in CVD Prevention” Mini SymposiumA minisymposium entitled ‘Clinical Evidence of Aggressive LDL Lowering in CVD Prevention’ was held on 17 October 2017 at Peking Garden Restaurant, Central. We were pleased to invite Professor Hung-fat TSE, Chief of Cardiology of Queen Mary Hospital to be our moderator and Professor Richard O’BRIEN, Clinical Dean of Medicine at the University of Melbourne to be our speaker. We thank Amgen Asia Holding Ltd for sponsoring this event.

    HKSCNDP ASM 2017The Hong Kong Society of Child Neurology and Developmental Paediatrics Annual Scientific Meeting 2017 was held on 4 - 6 November 2017 at Queen Elizabeth Hospital and The Cityview Hotel. The theme of the meeting was “Paediatric Autoimmune CNS Disorders”. We were pleased to invite Professor Ming LIM, Consultant Paediatric Neurologist of Children’s Neuroscience Centre, Evelina London Children’s Hospital, London UK, to be our Course Director and keynote speaker. Local experts were invited to share their experiences and knowledge. There was a series of lectures and case sharing to provide participants an update on recent developments in the area of CNS autoimmune disorders.

    “Towards a Tobacco Endgame in Hong Kong” ConferenceThe Federation was invited to be one of the supporting organisations of the conference entitled “Towards a Tobacco Endgame in Hong Kong”, which is jointly organised by the Department of Health and the Hong Kong Council on Smoking and Health (COSH). The Federation has invited its members to participate in the event.

    Secretarial ServiceVarious secretarial service packages were developed to support the administrative work of member societies as a members’ benefit. In total, four societies had joined the Elegant Package; one society had joined the Basic Package; while two societies had joined the Simple Package. Furthermore, eight societies had joined the Web Hosting SWIFT package. It’s our aim to provide all-in-one office solution services to our members to share their administrative workload.

    Enhancing Professionalism and Advocacy for our Member Societies and the PublicFor its advocacy role, the Federation continues to actively express our members’ and the public’s viewpoints on professional issues and public concerns.

    World Health Day 2017A press conference for the WHO World Health Day 2017 was held on 7 April 2017 with the theme: Depression: Let’s Talk, and the slogan of campaign was: “ 抑鬱你我齊面對 同心同行衝過去 Depression Matters Let`s Stand Together ”. The Federation was represented by Dr Yin-kwok NG.

    Consultation Paper on Sexual Offences Involving Children & Persons with Mental ImpairmentThe consultation paper entitled ‘Sexual Offences Involving Children and Persons with Mental Impairment’, was published by The Law Reform Commission of Hong Kong (LRC) Review of Sexual Offences Sub-committee. FMSHK was invited by LRC to gather views from professionals in the healthcare industry. The Federation is particularly happy that the recommendations bring our laws up to date with international thinking, particularly in line with Commonwealth countries. The guiding principles are gender equality and child protection. We believe the recommendations largely achieve that. On the other hand, Federation is also concerned about i) the marital defence, ii) the definition of Mentally Incapacitated Person (“MIP”) and the protection of mentally disordered couples.

    Consultation Paper on Draft Standards for Medical ClinicsHKSAR has proposed introducing a statutory regulatory framework for medical devices with a view to protecting public health while ensuring our community’s continued access to the benefits of new technologies. The proposed statutory regulatory regime comprises three main areas: (i) pre-market control – to ensure majority of medical devices conform with the requirements on safety, quality, performance, and efficacy before allowing them to be placed on the Hong Kong market; (ii) post-market control – to enable swift control measures against defective or unsafe medical devices; and (iii) use control – to control the use of selected medical devices which are used for cosmetic purposes. The proposal was submitted for discussion at the meeting of the Panel on Health Services of the Legislative Council on 16 January 2016. The Federation was invited by Legislative Council to give views on the proposal.

    The major concerns of Federation included: i) Applicability to small-sized clinics ii) Applicability to clinics of solo practice, iii) The use of ionising radiation in clinics and iv) Resuscitation in primary clinics.

    Consultation Paper on Draft Code of Marketing of Formula Milk and Related Products The Draft Hong Kong Code of Marketing of Formula Milk and Related Products, and Food Products for Infants and Young Children, published by Food and Health Bureau and Department of Health (DH), were launched in the second quarter of 2017. The Federation was invited by DH to submit suggestions and comments from the healthcare industry providers’ perspectives. Invitations were sent to member societies for review and comments on 13 March 2017.

    Consultation on Private Healthcare Facilities BillThe Private Healthcare Facilities Bill was published by The Executive Council, HKSAR. FMSHK was invited by the Bill Committee of the Legislative Council to submit comments from the healthcare industry. Invitations were sent to member societies for review and comments on 28 August 2017.

    Report of Consultancy Study on Smart City Blueprint for Hong KongThe Smart City Blueprint for Hong Kong was published by The Office of the Government Information Officer. FMSHK was invited by to submit comments from the healthcare industry. Invitations were sent to member societies for review and comments on 13 September 2017.

    Consultation Paper on Gender RecognitionThe Consultation Paper – Gender Recognition was published by the Inter-Departmental Working Group on Gender Recognition of HKSAR. FMSHK was invited to submit comments from the healthcare industry. Invitations were sent to member societies for review and comments on 29 September 2017.

    PublicationsMedical DiaryOur Medical Diary is sent to our registered medical professional colleagues free of charge, and electronic versions are accessible through our website and the internet. Concise and valuable updates on the latest medical knowledge are provided, crossing different fields and specialties. The twelve issues of 2017 covered Orthodontics, Neurosurgery, Neuroimmunology, Cardiology, Urogynaecology, Immuno Oncology, Minimally Invasive Orthopaedic Surgery, Everyday ENT Practice, Child Psychiatry, Rheumatology, Diabetes Mellitus and Infectious Diseases.

    External ActivityThe Federation has also been active in renewing long term friendship with external organisations. It is our interest to link up with our partners, synergising the enthusiasm and determination to serve the community.

    Federation Visit to NanjingThe Federation was invited to attend the 2017 Annual Scientific Meeting of the Chinese Medical Association on 13-18 January 2017. Dr Mario WK CHAK, President of the Federation of Medical Societies of Hong Kong, together with the Deputy Honorary Secretary Dr Chun-kong NG attended the meeting at the Purple Palace Conference Center in Nanjing. Speakers of the meeting included Dr Ketan DESAI, President of the World Medical Association (WMA) as well as representatives from USA, UK, Thailand, Pakistan, Russia, Sri Lanka, Burma and India etc. In addition, the delegation visited Gulou Hospital and Yuhuatai Community Health Service Center. It was a successful visit and we would like to express our sincere gratitude to the CMA for their invitation and kind hospitality.

    FMSHK Activities for Members FraternityAnnual Dinner 2016- Rainbow ExtravaganzaWith the theme Rainbow Extravaganza, the programme and venue were designed to match a 7-colours theme with wonderful melodies. We were delighted to have exquisite performances delivered by Ms Skye CHAN (陳倩揚) and Ms Amy NG (吳幸美). The Dinner was another successful example of the Federations spirit. It was attended by over 250 guests from our member societies and partners from the medical & health care communities. The Costume Prize and the Dance Fever Competition were absolutely entertaining and great fun.

    We were privileged to have many distinguished guests joining us, including the Chief Executive and Patron of the Federation, The Hon Mr Chun-ying LEUNG; Secretary of Food and Health, Dr Wing-man KO, Under Secretary for Food and Health, Professor Sophia CHAN; Chairman of the Hospital Authority, Professor John LEONG; President of the Academy of Medicine, Prof Chak-sing LAU; Vice-President (General Affairs) of the Academy of Medicine, Dr LAU Chor-chiu; The Hon Professor Kwok-lun LEE and Professor Diana LEE; The Hon Dr Che-hung LEONG and Dr Lillian LEONG; Professor Gabriel LEUNG; Dr Tse-ming CHEUNG and Dr Cissy YU. The presence of these honourable guests brightened up the evening and we would like to express our heartfelt thanks to all of them.

    We were pleased to have several superb and talented performers from the medical communities to give a variety of performances during the dinner, including opening dance performances by Dr HUI Wei-lee & Mr Bun LAU, Mr LAU Wing-chi & Dr Dora WONG; singing performances by Dr Henry YEUNG, Dr Nancy YUEN, Ms Remedy CHIU, Mr Samuel CHAN and the OTA Band; modern & hip-hop dance performance by EC Swag. The dinner was indeed a star-studded event. The

    highlight was undoubtedly the rendition of the Cantopop classic, ‘Friends’, by Dr Wing-man KO, Professor Sophia CHAN, Professor Gabriel LEUNG and our executive committee members. The atmosphere of the evening was brought to a climax with the countdown party and pop-songs performed by Dr Mario WK CHAK, President of FMSHK; Dr Ludwig TSOI, EXCO member of FMSHK & Dr Desmond NGUYEN.

    This year, we had many fabulous prizes which were worth up to $100,000, including the Luxury Prize for a 6-Day-5-Night Vietnam Cruise; Premier Prize for a 7 Days Royal Class Romantic Greek Isles Cruise Vacation; a 3-Day-2-Night HK Weekend Getaway Cruise, Nestle Coffee machines, OTO Neck Massagers, Air Defenders and Egg Machines.

    All in all, it was a beautiful night during which we shared our joy and excitement together. We would like to express our sincere gratitude to all our sponsors, and thank all our guests for joining us on this memorable occasion.

    FMSHK Spring DinnerThe Federation celebrated the 2017 Chinese New Year with a Spring Dinner on 21 February 2017. It was a festive occasion as our President, Officers, Executive Committee Members, Foundation Directors and the Secretariat colleagues gathered for the New Year.

    President’s DinnerThe Presidents’ and Issue Editors’ Dinner 2017 of the Federation was successfully held at the Aberdeen Marina Club on 25 April 2017. It was a great occasion for reunion and fraternity among the Presidents of member societies and the Editors of the Hong Kong Medical Diary.

    During the Dinner, Executive Committee members of the Federation updated our work and activities throughout the year. The Presidents of our member societies were also invited to give us comments and suggestions on the secretarial services offered by the Federation. Souvenirs were presented to Editors of the Medical Diary in appreciation of their dedication and support in ensuring the continuing success of the Diary. We were honoured by the presence of Professor Sophia Chan, then Undersecretary for Food and Health and Dr Constance CHAN, Director of Health, at our Dinner and their speeches on the collaboration between the Government and the Federation.

    Our special thanks go to Meetings & Exhibitions Hong Kong of the Hong Kong Tourism Board as the supporting organisation and Audi Hong Kong as the sponsor. The evening was made more memorable by the delightful vocal performance by Mr Samuel CHAN, Chairperson of Hong Kong Occupational Therapy Association and the talk on Prevention of Sports Injuries by Dr Lobo LOUIE, President of the Hong Kong Association of Sports Medicine.

    Federation President’s Cup Soccer 5 and Basketball Tournament 2017The Federation President’s Cup Basketball Tournament for 2017 was held at Ying Wah College on 8 & 22 October 2017. There were 9 soccer and 6 basketball teams that participated in the tournament this year, including The Federation Invitation Team, The Hong Kong Medical Association, Bupa Asia Ltd, Hong Kong Clinical Psychologists Association, AstraZeneca Hong Kong Ltd, The Hong Kong College of Psychiatrists, Merck Pharmaceutical (HK) Ltd, Pfizer Corporation Hong Kong Ltd, Hong Kong Urological Association and Jacobson Pharma Corporation Ltd.

    This year we were honoured to have again the participation of the Sun Hei All Stars Football team (晨曦明星足球隊) on the final day. Our Federation United Team, comprising members from various teams of the tournament, played a friendly exhibition match with the Sun Hei All Star Football team.

    We congratulate the winning teams and express our sincere gratitude for the support from all the participating teams and guests. We look forward to seeing you again at the Federation President Cup Soccer Five & Basketball Tournament in 2018!

    Community and Charity ProjectsThe Foundation’s Charity Projects for Children in Need continue to gain momentum. The Charity Project for 2017 included Music & Academic Scholarships for Bereaved Children and the upcoming Expressive Art Therapy Classes for Children in Need (with emotional or stress problems or bereaved situation). Throughout the activities & training workshops, we hoped to help the children to build up their positive self-image, problem solving abilities, as well as friendship and team spirit amongst their peers. The programmes received very positive feedbacks from teachers, students & their parents.
