Appendix I – Recommended Local Rule“Preferred Lies” and “Winter Rules” “Specimen” Local Rule (page 108) requires that the

position of the ball MUST be marked when lifted. A player may place his ball only once, and it is in play

when it has been placed (Rule 20-4). Specify area within which to place (scorecard, club

length) Ball must be placed with hand. If the player fails to mark the position of the ball before

lifting it or the ball moves in any other manner, such as rolling it with a club, he incurs a penalty of one stroke.

Rule 23 - Loose Impediments

Loose impediments are natural objects (such as stones and leaves) not fixed or growing, not solidly embedded and not adhering to the ball (Rule 23).

Rule 23 Loose Impediments Rule 23-1. Relief

– Except when both the loose impediment and the ball touch the same hazard, any loose impediment may be moved without penalty

– If the ball moves during the removal, other than on the putting green, the player incurs a one-stroke penalty and the ball must be replaced.

– On the putting green, if the ball moves as a result of removing the loose impediment, no penalty and the ball must be replaced.

– When a ball is in motion, no loose impediment may be moved if it might influence the movement of the ball.

Definition of “Nearest Point of Relief” It is the point on the course nearest to where

the ball lies:– that is not nearer the hole, and– where, if the ball were so positioned, no

interference by the condition from which relief is sought would exist for the stroke the player would have made from the original position if the condition were not there. (i.e. “complete relief”)

the player wishes to take relief, the player must lift the ball and drop it without penalty within one club-length of and not nearer the hole than the nearest point of relief.

(ii) In a Bunker: If the ball lies in a bunker, must drop in the bunker or, under penalty of one stroke, may drop behind the bunker, keeping that point between the ball and the hole.

Water Hazard: If the ball lies in a water hazard, the player is not entitled to relief from an immovable obstruction. Player must take relief under Rule 26 (Water Hazards).

In a bunker, drop in the bunker, and on the putting green place in the nearest position which affords relief, not nearer the hole. Relief is free!!

Also, the player may drop behind the bunker keeping the point where the ball lay between himself and the hole, but it will cost him a stroke to do so.

Rule 25 - Abnormal Ground Conditions, Embedded Ball and Wrong Putting Green

If you have interference with casual water, ground under repair or, a hole, cast or runway made by a burrowing animal, you may drop without penalty within one club-length of the nearest point of relief not nearer the hole.

Rule 26 - Water HazardsIt is a question of fact whether a ball that has

not been found after having been struck toward a water hazard is in the hazard.

In order to apply this Rule, it must be known or virtually certain that the ball is in the hazard.

In the absence of such knowledge or certainty, the player must proceed under Rule 27-1 (Lost Ball).

“Known or virtually certain” is new language for 2008. It replaces “reasonable evidence.”

What do I do if a hazard is not marked?

While “The Committee” is responsible for making sure the course is properly marked; some times this doesn’t happen. The MSHSL “rule” is that the edge of the water serves as the boundary. For consistency, treat all unmarked hazards as “Lateral Hazards.”

Lost or Out of Bounds (Rule 27) What determines if a ball is lost?1 – Can’t find or I.D. the ball within five minutes after

beginning a search for it.2 – Played a provisional ball from where the original is likely

to be or from a position nearer the hole.3 – Put another ball into play under penalty of stroke and

distance.*4 – Put another ball into play because it is known or

virtually certain that the ball, which has not been found, has been moved by an outside agency, is in an obstruction, is in an abnormal ground condition or is in a water hazard; or

*5 – The player has made a stroke at a substituted ball.* - New for 2008

Rule 27 – Ball Lost or Out of Bounds

If your ball is lost outside a water hazard or is out of bounds, add one penalty stroke and play another ball as nearly as possible at the spot from which the original ball was last played (Rule 27-1).

Rule 27–2: Provisional Ball

If your ball may be lost outside a water hazard or out of bounds, you should play a provisional ball before you go forward to look for the original, provided you announce your intention to do so.

NOTE: Be sure to use the “magic P word” – Provisional.

Rule 28 - Ball Unplayable

The player may declare his ball unplayable at any place on the course except when the ball is in a water hazard.

The player is the sole judge as to whether his ball is unplayable.

If the player deems his ball to be unplayable, he has three options:

putting green strikes the flagstick, in stroke play you incur a two-stroke penalty (Rule 17-3).

There is no penalty if you move a flagstick that is lying on the ground while a ball is in motion if you believe the ball will strike it. (New for 2008)

In stroke play only, if a competitor is doubtful of his rights or the correct procedure during the play of a hole he may, without penalty, complete the hole with two balls.

After the doubtful situation has arisen and before taking further action, the competitor must:

Announce to his marker or fellow-competitor that he intends to play two balls,

And which ball he wishes to count if the Rules permit. If he fails to do so, the provisions of Rule 3-3b(ii) apply.

Rule 13-2. Improving Lie, Area of Intended Stance or Swing or Line of Play A player must not improve:

– the position or lie of his ball

– the area of his intended stance or swing

– his line of play or a reasonable extension of that line beyond the hole, or

– the area in which he is to drop a ball,

by any of the following actions:– pressing a club on the ground

– moving, bending or breaking anything growing or fixed (including immovable obstructions and objects defining out of bounds),

– creating or eliminating irregularities of surface,

– removing or pressing down sand, loose soil, replaced divots or other cut turf placed in position, or

– removing dew, frost or water.

However, the player incurs no penalty if the action occurs:– In grounding his club lightly when addressing the ball,– in fairly taking his stance,– in making a stroke or the backward movement of his

irregularities of surface (Rule 11-1), or– On the putting green in removing sand and loose soil

or in repairing damage (Rule 16-1).

Rule 15 - Wrong Ball

In stroke play, if you substitute a ball when not permitted, you incur a two-stroke penalty and must continue play with the substituted ball (Rule 15-2).

However, if you play a wrong ball you incur a two-stroke penalty and must then play the correct ball (Rule 15-3b).

Rule 16 - Putting Green

You may lift, and if desired, clean your ball on the putting green. Always replace the ball on the exact spot (Rule 16-1b).

You may repair ball marks and old hole plugs on the line but not spike marks (Rule 16-1c).

Rule 16-1e– The player must not make a stroke on the

putting green from a stance astride, or with either foot touching, the line of putt or an extension of that line behind the ball.

» Exception: There is no penalty if the stance is inadvertently taken on or astride the line of putt (or an extension of that line behind the ball) or is taken to avoid standing on another player’s line of putt or prospective line of putt.

Rule 16-2. Ball Overhanging Hole

..the player is allowed enough time to reach the hole without unreasonable

delay and an additional ten seconds to determine whether the ball is at rest. If by then the ball has not fallen into the

hole, it is deemed to be at rest.
