Gov. Evers Issues Executive Order Declaring Public Health Emergency and Requiring

Face Coverings Statewide

Effective Date: 12:01 a.m. on Saturday, August 1, 2020 Expiration Date:September 28, 2020 or by a subsequent superseding order

Mandatory Face Covering Order:

Requirement: Every individual, age five and older, in Wisconsin shall wear a face covering if both of the following apply:

1. a. The individual is indoors or in an enclosed space, other than at a private residence; and;

2. b. Another person or persons who are not members of individual's household or living unit are present in the

same room or enclosed space.

Face coverings are strongly recommended in all other settings, including outdoors when it is not possible to maintain

physical distancing.

Exceptions:

While eating or drinking.

When communicating with an individual who

is deaf or hard of hearing and communication

cannot be achieved through other means.

While obtaining a service that requires the

temporary

removal of the face covering, such as dental

services.

While sleeping.

While swimming or on duty as a lifeguard.

While a single individual is giving a religious, political,

media, educational, artistic, cultural, musical, or theatrical

presentation for an audience, the single speaker may

remove the face covering when actively speaking. While

the face covering is removed, the speaker must remain at

least 6 feet away from all other individuals at all times.

When engaging in work where wearing a face covering

would create a risk to the individual, as determined by

government safety guidelines.

When necessary to confirm the individual's identity,

including when entering a bank, credit union, or other

financial institution.

When federal or state law or regulations prohibit wearing

a face covering.

Exemptions

Children between the ages of 2 and 5 are encouraged to wear a mask when physical distancing is not possible. The

CDC does not recommend masks for children under the age of 2.

Individuals who have trouble breathing.

Individuals who are unconscious, incapacitated, or otherwise unable to remove the face covering without

assistance.

Individuals with medical conditions, intellectual or developmental disabilities, mental health conditions, or other

sensory sensitivities that prevent the individual from wearing a face covering.

Incarcerated individuals. The Wisconsin Department of Corrections shall continue to comply with COVID-19

protocols to ensure the health and safety of its staff and individuals in its care. Local governments are strongly

encouraged to continue or create COVID-19 protocols to ensure the health and safety of their staff and individuals

in their care.

Dodge County Public Health and Dodge County Emergency Management coordinated with Wisconsin National Guard to complete a 2 day specimen collection for COVID-19 testing. Anyone age 5 or older was eligible for a nasal swab regardless of symptoms. The Dodge County Highway provided us their Garage in Mayville with two lanes for testing which could accommodate up to 45-50 tests to be collected each hour.

Recent Clusters of Positive Cases

WEEKLY COVID-19 REPORTDODGE COUNTY, WI

This past week our County experienced the largest spike in community positive cases (not from the department of corrections) since the COVID-19 pandemic began. Our team of contact tracers works diligently to interview these folks within 24 hours of the test result time reported by the laboratory. During these interviews it is important to try to identify those who the positive may have exposed during their infectious period (2 days before symptoms started until current date). It is also important to explore back 14 days prior to illness to try to pinpoint where they may have been exposed to the virus. The Wisconsin Department of Health Services has a questionnaire that we follow to collect this info. We understand it's summer and that summertime in Wisconsin is sacred, we do! However, many people this week reported attending a large gathering in the 14 days prior to illness. We strongly encourage folks to still take proper precautions if they will be attending these sorts of events. Interim guidance on large gatherings: At this time, DHS does not advise large gatherings, and there is no projected time frame available as to when this advisory would change.

Mass Gatherings Recommendation Under Phase 2:DHS Advise on large gatherings:Public health experts agree that large gatherings of people in sustained, close contact greatly increases the risk for spread of the virus among those who attend the events and to the communities these individuals return to after the event. The communal nature of such events makes it especially challenging to accommodate the physical distancing and sanitation recommendations required to slow the spread of disease. This includes but is not limited to fairs, festivals, parades, and conferences. Given the state of COVID-19 transmission in Wisconsin, DHS recommends you not engage in public or private gatherings of people that are not part of a single household or living unit. This recommendation will change as the state progresses through the different phases of Wisconsin’s roadmap outlining public health principles to decrease COVID-19 cases and death.

DATA LOGGING PROCESS:

The Dodge County Human Services and Health Department-Public Health Unit is dedicated to keeping the public informed about COVID-19, including providing accurate data and current guidelines. Recently, there have been news reports stating that the COVID-19 data put out by health departments is inaccurate due to a backlog of health departments entering negative results. This is not the case for Dodge County.

When a person is tested, their swab is sent to a lab for testing. The labs report the result, positive or negative, to local health departments where the person lives through a statewide secure data system called the Wisconsin Electronic Disease Surveillance System (WEDSS). Local health departments then go into a “staging area”, pull cases into their “jurisdiction”, and assign the case to a staff member for follow-up. When there is a large amount of testing, such as at a community-testing site, there may be hundreds of cases in staging. Dodge County Public Health has assigned staff to move cases from the staging area to their jurisdiction seven days a week to assure timely and accurate reporting.

Dodge County Public Health has seen an average of 200-225 results reported a day and that number continues to trend upwards. Even with those numbers rising, Dodge County Public Health has regularly processed all results, negative and positive, in under 24 hours. This allows Dodge County to report up to date metrics and data to county leaders and the public. The public can be reassured that the data that Dodge County Public Health reports regarding testing, to include positive and negative results, is accurate.

REPORTING DATA TO YOU:

Positive and negative case data is pulled from WEDSS and reported by local health departments and the state Department of Health Services. Positive cases are counted by person positive, not by each test that person may have had done.

COVID-19/WEEKLY REPORT TERMS --What do we mean when we say....

Terminology De�nition

COVID-19

2019 Novel (new) Coronavirus. There are many types of human coronaviruses including some that commonly cause mild upper respiratory tract illnesses. The COVID-19 was �rst identi�ed in Wuhan, Hubei Province, China in December 2019 . COVID-19 is a new virus that hasn't caused illness in humans before and has spread worldwide.

Positive CaseA resident within Dodge County jurisdiction that has a positive COVID-19 laboratory test result. This includes parts of Watertown. Positive cases are counted by person positive, not by each test that person may have had done.

Community PositiveA Dodge County resident with a positive lab result that is not a person under the care of the Department of Corrections.

Recovered caseCon�rmed cases where at least 24 hours have passed with no symptoms (asymptomatic) or the use of fever reducing medications AND at least 10 days have passed since symptoms �rst appeared.

Active caseIndividuals who have a positive laboratory test and are currently ill or under the 10 day monitoring period since a positive laboratory result .

Deceased Person died from complications of COVID-19 diagnosis and is a resident of Dodge County.

HospitalizationsPerson was admitted to the hospital with complications from COVID-19 Symptoms. Duration of admittance may vary.

Facility Wide Investigations at Long-term care facilities

A single con�rmed case in a long-term care facility ( skilled nursing home and assisted living facilities) initiates a facility-wide public health investigation.

Facility Wide Investigations at other facilities

Two or more con�rmed cases in group housing, health care facilities, workplace (non health care)settings and other settings (adult or child day care, restaurants, event spaces, religious settings) initiates a facility-wide public health investigation.

Healthcare WorkerRepresents a broad range of occupations in the health care �eld, including: nurses, certi�ed nurses assistants, physicians, surgeons, physician assistants, health care support staff, emergency medical technicians and paramedics, dentists, other dental workers and pharmacists.

IsolationA method of preventing the spread of communicable disease by separating people infected with a virus from people who are not infected.

QuarantineA method of preventing the spread of communicable disease by keeping someone who might have been exposed to a virus away from others.

Social DistancingAlso called Physical distancing; is a set of non-pharmaceutical interventions or measures intended to prevent the spread of a contagious disease by maintaining a physical distance between people and reducing the number of times people come into close contact with each other.

Pandemic (of a disease) prevalent over a whole country or the world.

Asymptomatic (of a condition or a person) producing or showing no symptoms.

Chapter 252Wisconsin Legislation under statute 252 which de�nes and outlines duties of Public Health in regards to Communicable diseases.

Public Health O�cer "PHO"

The person in charge of a local health department who meets the quali�cations and is responsible for carrying out the duties established under s. 251.06, Stats.

Duties of PHO

Administer the local health department in accordance with state statutes and rules. Enforce state public health statutes and rules. Enforce any regulations that the local board of health adopts and any ordinances that the relevant governing body enacts, if those regulations and ordinances are consistent with state public health statutes and rules. Investigate and supervise the sanitary conditions of all premises within jurisdictional area of the local health department. Have access to vital records and vital statistics from the register of deeds. Have charge of the local health department and perform the duties prescribed by the local board of health. The local health o�cer shall submit an annual report of the administration of the local health department to the local board of health. Promote the spread of information as to the causes, nature and prevention of prevalent diseases, and the preservation and improvement of health. (See WI Statute 251.06)

Contact TracingThe process of identi�cation of persons who mat have come into contact with an infected person and subsequent collection of further information about these contacts.

Contact Noti�cation

Part of the contact tracing process of alerting people of their possible exposure to an infectious person and supporting them in order to stop chains of transmission.
