trying to portray him as."Obama looked bemused,

puzzled and exasperated byRomney's tactics, staring in-tently at him as he spoke, ap-parently trying to keepfrustration in check.

The president accused hisopponent of being "all over themap" on a wide range of issuesand dismissed Romney's claimsthat he had run down the armedforces to levels not seen sinceearly in the 20th Century.

"You mentioned the navy, for example, and that we havefewer ships than we did in1916. Well, governor, we alsohave fewer horses and bayo-nets because the nature of ourmilitary's changed," he said, tolaughter from the audience.

"We have these thingscalled aircraft carriers whereplanes land on them. We havethese ships that go underwater, nuclear submarines."

Romney, a former Massa-chusetts governor, warned Is-lamic extremism was rampantin post-Arab Spring societiesand blamed a lack of US lead-ership over the last four years, warning "we can't kill our wayout of this mess."

Romney demanded tight-ened sanctions on Iran over itsnuclear program, saying thecountry's leaders "saw weak-ness where they had been ex-pected to find Americanstrength" and accused Obamaof neglecting close ally Israel.

The president, who with-drew troops from Iraq, pointedto Romney's past statements insupport of maintaining an un-popular US military presencein the country, invaded in 2003under former Republican pres-ident George W. Bush.

The rivals are effectivelytied in national polls afterRomney surged following hisfirst debate win in early Octo-ber and started chipping awayat Obama's foundation in theswing states that will decide theelection.

China harder on trade and cur-rency issues but toned downearlier rhetoric, following war -nings his approach could sparka trade war.

"We can be a partner withChina. We don't have to be anadversary in any way, shape orform," he said, despite his vowto brand Beijing a currencymanipulator on day one of hispresidency.

Oddly, neither candidatementioned the eurozone crisis -- widely seen as the country'sbiggest external economicthreat -- aside from Romneyreprising his warning that thedebt-laden US economy underObama was "heading towardGreece."

An instant poll by CBSNews found that Obama wonthe debate by 53 percent to 23percent, after a clash that ap-peared to polish his leadershipcredentials and saw him show-ing the passion missing in hisdisastrous first debate.

CNN's poll found Obamabeat Romney 48 to 40 percent.

But foreign policy is seen asunlikely to decide the election, with voters preoccupied by thesluggish economy, and it willtake several days to gaugewhether the clash had any im-pact in the tied up polls.

Dotty Lynch, professor ofPublic Communication at Ame - rican University, said that byagreeing with Obama on for-eign policy -- the incumbent'sstrong suit -- Romney had triedto maneuver the evening ontomore favorable ground.

"By agreeing on the bigpoints of foreign policy, Rom-ney played it safe tonight andtried to move the conversationto the economy, where hethinks he's stronger," she said.

George Washington Univer-sity professor Chris Atertonsaid Romney may have wonover some independent voterssimply by showing that he isnot "the dangerous, wild con-servative that Obama has been

BOCA RATON (AFP) -Barack Obama pummeled MittRomney as "all over the map"on foreign policy, dismissinghis "wrong and reckless" posi-tions in the heated final debateof a knife-edge White Houserace.

With just two weeks untilpolling day, Obama has unex-pectedly found himself runningneck-and-neck with a chal-lenger who had long trailedhim, and Monday's face-off onworld affairs was perhaps a lastchance to land a decisive blow.

"I know you haven't been ina position to actually executeforeign policy, but every timeyou've offered an opinion, you've been wrong," PresidentObama told his foe, coming outswinging in the debate in BocaRaton, Florida.

Republican challengerRom ney played it safe, avoid-ing any catastrophic error thatwould have undermined his bidto be commander-in-chief, butwas often on the defensive, apart from when lambastingObama over the strugglingeconomy.

Obama had the best lines ofthe night and sharply cross-ex-amined Romney on his ap-proach to Syria, Iran and traderows with China, accusing himof "airbrushing history" bydumping earlier hawkish con-servative positions.

The Republican, who hasspent months attempting topaint Obama as a weak ap-peaser, actually backed muchof the substance of the presi-dent's global strategy, courtingwavering voters ahead of theNovember 6 election.

In a clear bid to moderatehis image, Romney endorsedObama's decision to withdrawfrom Afghanistan in 2014, sup-ported the president's lethaldrone war against terror sus-pects and congratulated him onhunting down Osama binLaden.

THE HAGUE (AFP) - Re-searchers in bicycle-madNetherlands have come upwith a novel way to get morecyclists out during the harshwinter months while also low-ering the number of injuries:heated bike paths.

"The idea is to install a sys-tem under bike paths to pre-vent ice forming in winter,"engineer Marcel Boerefijnfrom the Tauw engineeringconsultancy told AFP.

Several Dutch municipali-ties have already expressed in-terest in the system that usesgeothermal energy drawnfrom 30-50 metres (100-160feet) below ground.

While the idea would cost20,000-40,000 euros (25,000-50,000 dollars) per kilometreof bike path, of which the

"There would be lots ofsavings: less salt to melt theice, less medical costs becauseof accidents and fewer car ex-penses because people wouldrather travel by bike," he said, citing a figure of 7,000 bikepath accidents a year.

The eastern Dutch town ofZutphen, population 40,000, isawaiting the results of a pre-liminary assessment expectedearly next year before embark-ing on a feasibility study at amunicipal level.

BRUSSELS (AFP) - The Eu-ropean Commission yesterdaybacked plans by 11 EU nationsto launch a hotly contested"Robin Hood" financial trans-actions tax (FTT) that is tippedto raise billions for the publicpurse.

After moves to launch thetax across the European Unionwere scuttled during monthsof raucous debate by Britainand others, the EU executiveproposed that countries infavour, including France, Ger-many, Italy and Spain, goahead on their own.

Proponents of a transac-tions tax, which has its roots inthe 1970s, believe it will helpcurb the culture of greed thatled to the 2008 global financialcrisis and ensure that a bailedout industry pays its fair share.

FRANKFURT (AFP) - A topofficial from the European Cen-tral Bank has said that the bankmight consider cutting its inter-est rate from its already histori-cally low, as the eurozone crisiscontinues to bite. ExecutiveBoard member Benoit Coeuresaid the bank "recently has notconsidered it a priority to cutthe policy rate" but added: "Itremains certainly an option."

He said the priority hadbeen to take emergency actionto shore up the eurozone via itsdisputed bond-buying programto reduce the borrowing costsof stricken countries such asSpain and Italy. The program -- known as Outright MonetaryTransactions -- is ready toswing into action, Coeure said.

"We are only waiting nowfor countries to agree with theeurogroup and also with theIMF for conditionality to be inplace and then OMT can start,"he said, referring to eurozonefinance ministers.

The ECB's interest rate cur-rently stands at 0.75 percent, the lowest level in the bank'smore than 10-year history.

Gazprom chief executiveAlexei Miller said the com-pany intended to launch nearly150 wells this year that feedinto pipelines to Europe andreplace supplies lost from thecurrently suspended Shtokmanfield project in the BarentsSea.

MOSCOW (AFP) - Russia'senergy giant Gazprom yester-day launched production atone of the world's largest nat-ural gas fields originally dis-covered some 40 years ago inthe frozen and hitherto inac-cessible Arctic.

In a live-link up fromMoscow, President VladimirPutin formally pushed the but-ton on the start of commercialproduction at the Arctic de-posit whose discovery by theSoviets in the early 1970s cre-ated excitement and frustrationin equal measure.

The Bovanenkovo field onthe Yamal peninsula in ex-treme northwestern Siberia haswhat Gazprom estimates to be4.9 trillion cubic meters (177trillion cubic feet) of naturalgas -- making it one of theworld's three largest deposits.

But it also lies amid per-mafrost and had long remainedcut-off from access to pipe linesor even basic communication.

"The field will produce 115billion cubic meters (4,060 bil-lion cubic feet) of gas and thatwill go up to nearly 140 bil-lion," Putin told the field'sworkers by live video.
