AS WE celebrate Mother’sDay this month, it might beworth mentioning that, ac-cording to a study conductedby the University of Northum-bria, women are geneticallypre-disposed to gardeningthanks to an evolutionary di-vergence that had women‘gathering’ while prehistoricmenfolk ‘hunted’.

Women also make the bestplant people because they havebetter colour recall than men.Recent research from the RHSshows women gardeners' voic-es speed up growth of tomatoplants much more than men's.

Coupled with the fact that15% of the hours the averagehousehold devotes to work inthe home is spent on garden-ing, it is hardly surprising that alot of gardening knowledge andexpertise is handed down frommother to daughter.

Mother's Day, traditionallyknown as Mothering Sunday,

In addition to Mother’s Day,March is the month that thingsget going in the garden. Rakeout moss and dead grass fromthe lawn and start mowing. Di-vide perennials, like hostas andtasters, so they grow bigger andbetter by being halved and re-planted.

I should add that dividends re-ceived under ISAs are excludedfrom higher rate tax.

The law now states that pen-sion contributions have to bemade within the individual taxyear to which they apply andtherefore if you are self-em-ployed or your income is not

sure that you have made anylump sum pension paymentsbased on an assessment of ex-pected income.

Since A-Day in April 2006,personal pension contributionsmay be as high as earned incomein that year, with upper limits. The Chancellor has now intro-duced, with effect from April6, new rules that will apply tothose earning over £100,000,£130,000 and £150,000 respec-tively per annum.

For those who wish to makelarge capital gift paymentsto your family, you may liketo know that payments up to£3,000 per annum are exemptfrom any potential inheritancetax liability and can be maderetrospectively to the previoustax year.

Also, if you have a substantialsum and wish to make gifts toyour family shortly before theend of the tax year and have notmade gifts in the previous year, you may give £6,000 on April 5and a £3,000 more on April 6,making a total of £9,000.

Gifts that form part of normalexpenditure and are made out ofincome rather than from capital,do not attract potential inherit-ance tax liability.

Couples in receipt of an annu-al income, either from employ-ment or from pensions, and alsohave investments should try toensure both parties have takenadvantage of their tax allow-ance.

Note: transfers of investmentsbetween legal partners is al-lowed without gift or IHT im-plications. Also remember that, although old age pension is paidgross, it is nevertheless liable totax and forms part of your taxa-ble income.

planning viewpoint and youshould bear in mind that I amnot an accountant: but if youhave any individual queries youwould like answered, you aremost welcome email me [email protected].

I hope these comments willhelp you to pay a little less taxin the future and to arrange yourincome and investments in anattractive format.

THE TAX year runs fromApril 6 until April 5 of the fol-lowing year.Personal and employed income

is based on the income receivedin the 12 calendar months re-

You may be interested to knowthat income tax was originallyintroduced in 1799 as a tempo-

-poleonic Wars with France.

Each year, there is a pre-Budget speech by the Chancel-lor in November when, in gen-eral terms, the Nation’s Budgetspending for the following yearand the personal allowancesfor individuals are announced

changes, in the Budget pub-lished in March each year.

This year there has been no in--

cellor has not increased per-sonal allowances. They remainthe same as in the current yearnamely, a basic personal al-lowance of £6,475 per annum(£125.52 a week) and the next£37,400 at 20% tax rate.

Thus, you will not pay higherrate tax until your gross incomeis £43,875 or more. You can ef-fectively increase your personalallowance by making personalpension payments. Thus, if youpaid £5,000 into a pension, youwould not be liable to pay high-er rate tax until your annual in-come was £48,875.

For those between 65 and 74,personal allowance is increasedto £9,490 per annum if your to-tal annual income is £22,900 orless. This additional allowanceof £3,050 reduces by £1 forevery £2 income over £22,900. For those with an income over£29,000, the basic personal al-lowance of £6,475 applies.

These allowances apply toboth husband and wife/partner.With careful planning, a couplecould have an income in excessof £90,000 pa before payinghigher rate tax. Income receivedfrom ISAs - cash or stocks andshares - are not liable to incometax. Additionally, if you take anincome of up to 5% (of the orig-inal capital sum) from a life in-vestment bond, that too is paidtax free and neither of theseitems need to be declared onyour tax returns.

If you receive dividends fromshares or ISAs, tax is deductedat 10%, and no further tax be-comes payable unless you moveinto a higher rate tax bracket.Note: non-tax payers cannot re-claim the tax paid on these div-idends.

with substantial investments, capital gains tax is levied onindividual gains in excess of£10,100 in the current tax year, but in the case of joint holdings, that allowance is doubled formarried couples and legal part-ners.

If you are sitting on gainsin excess of this amount, youshould give active considera-tion to encashing part of yourinvestments and re-investing,thus taking advantage of yourtax free allowance in this taxyear.
