Potatoes, Eggs, and Coffee BeansOnce upon a time a daughter complained to her father that her life was

Creation of too many districts at one strokeby O Ibobi’s government almost makes districtstoo cheap. If seven districts could be created at atime then what was preventing Ibobi and his partyfrom creating one or two for the last many yearswhen not only demand for such were genuine butalso went violent at times? Demand for Sadar Hills(now Kangpoki) full-fledged district status was asold as Manipur state itself. Demand for conversionof Jiribam sub-division to full-fledged district hasalso been there for quite some time. Similardemand for Kakching and Tongjel Maril (Noney)were also there but not so vociferous as Sadar Hillsand Jiribam. Pherzawl, Tengnoupal and Kamjongare also now districts though its citizens mainlyresorted to petitioning. Sadar Hills (Kangpokpi)was as good as full-fledged district since long back.Like other hill districts of the state Sadar Hillsalways have Autonomous District Council (ADC)functioning from the beginning. On 8 Decembermidnight last Ibobi government struck and putSadar Hills (Kangpokpi) and six other “sub-divisions” at par with it (Kangpokpi) by declaringthem all districts. Chief Minister (CM) Ibobiasserts that these new districts have beencreated never on ethnic lines but mainly foradministrative convenience as if administrativeinconvenience were not felt earlier but realizedall of a sudden to the extent that a “surgical strikelike action” was required at last. True, the UNCand its co-frontal Naaga bodies’ opposition to anymove towards creation of more hill districts couldhave been a stumbling block but after thecreation of Thoubal and Bishnupur in 1982 andthe subsequent bifurcation of Imphal district intotwo in 1997-98 no new hill district was carved outsince statehood till 8th December 2016 midnight.The only hill district to have been shaken pre-8thDecember 2016 is Tengnoupal district whosedistrict headquarter was not only shifted toChandel but its district name also assumed thenew headquarter’s name. This happened duringhey days of former chief Minister RishangKeishing. But unlike the Tughlaqian puzzleChandel district headquarter was never shiftedback to Tengnoupal. The issue of Sadar Hills andTengnoupal was political convenience andconspiracy filled and no administrativeconvenience factor was ever kept.

It is more than obvious that the declarationof seven new districts this time is vote-orientedconsidering the timing, which is done at a timewhen election code of conduct for the upcoming2017 state assembly elections is expected to beannounced any moment from now. Deputy CMGaikhangam defends the government’s actionin this regard by saying that the seven districtshave been created after long years of exercise.Telengana State had on October 11 last created21 new districts after a year of thorough planningand exercise. Strange Manipur is said to havetaken years for similar exercise. One uniquething about the new district creation this time isthat no formal inauguration program, nobandobast, no unveiling of plaques, etc. wasrequired but just a late night issuance of orderfrom the CM secretariat got the great job done.

Here's why you shouldn'twrap your food in

newspaperEarlier a number of studies have shown that

wrapping food in newspapers is veryunhealthy and unsafe for consumption.

Now, the Food, Safety and Standard Authority of India(FSSAI) is echoing the same thoughts and warning thatsuch unhealthy practice can be injurious to health evenif the food is prepared in a safe and hygienic manner.

Since the ink used in newspapers has multiple bio-active materials with known negative health effectscan easily leached into foods wrapped or served inthem, it poses a potential risk to human health whenconsumed. Also, the solvent used to dissolve ink on thepaper can be potentially carcinogenic.

"Wrapping food in newspapers is an unhealthy prac-tice and the consumption of such food is injurious tohealth, even if the food has been cooked hygienically,"the Food, Safety and Standard Authority of India(FSSAI) said in an advisory.

"Printing inks may also contain harmful colours, pig-ments, binders, additives, and preservatives. Besideschemical contaminants, presence of pathogenic microorganisms in used newspapers also poses potential riskto human health," the advisory said.

The advisory also said that even paper/cardboardboxes made of recycled paper may be contaminatedwith harmful chemicals like phthalate which can causedigestive problems and also lead to severe toxicity.

"Older people, teenagers, children and people withcompromised vital organs and immune systems are ata greater risk of acquiring cancer-related health com-plications, if they are exposed to food packed in suchmaterial," the advisory warned.

The advisory comes after Health Minister JP Nad-da's directions to the food regulatory authority againstthe practice of wrapping and covering food items innewspapers in India.

Speaking in this regard JP Nadda said: "It has beenobserved that vendors have been using newspapersin packing and serving food, which is harmful. I urgethe public to dissuade the vendors from doing so."

According to the advisory, the Commissioners ofFood Safety of all States/Union Territories will initiatesystematic campaigns for generating awarenessamong all the stakeholders to discourage the use ofnewspapers for packing, serving and storing food items.

If you need something to absorb or soak excessiveoil from fried foods, try using either tissue paper orkitchen paper towels. If you must, opt for white plainpapers instead of newspapers.

Excess drinking during adolescence can harm braindevelopment

A recent study states that excess intake of alcohol during youth can harm braindevelopment severely.

It can also raise the risk of substance use disorder in later stage of life.

"The maturation of the brain is still ongoing in ado-lescence, and especially the frontal areas and thecingulate cortex develop until the twenties. Our find-ings strongly indicate that heavy alcohol use may dis-rupt this maturation process," said first author of thestudy Noora Heikkinen from University of EasternFinland.

Cingulate cortex has an important role in impulsecontrol, and volumetric changes in this area may playan important role in the development of a substance

use disorder later in life.The study -- published in the journal Addiction --

performed magnetic resonance imaging (MRI) of thebrain structure on young and healthy, but heavy-drinkingadults who had been heavy drinkers throughout theiradolescence, as well as on age-matched light-drink-ing control participants.

They participated in three cross-sectional studiesconducted over the course of ten years, in 2005, 2010and 2015. The participants were 13 to 18 years old atthe onset of the study.

All participants were academically successful, andthe prevalence of mental health problems did not dif-fer between the two groups.

Although the heavy-drinking participants had usedalcohol regularly for ten years, approximately six-nineunits roughly once a week, none of them had a diag-nosed alcohol use disorder.

MRI of the brain revealed statistically significantdifferences between the groups.

Among the heavy-drinking participants, grey mattervolume was decreased in the anterior cingulate cor-tex bilaterally as well as in the right insula.
