What is the serial number ledger?

> A new capability to further strengthen the SRES.
> A database for us to store solar panel serial numbers in the Australian market and eligible for small-scale technology certificates (STCs) under the SRES.
> Serial number data will be sourced from Australian manufacturers and importers of panels on the Clean Energy Council (CEC) approved PV module list. We will also leverage data from verification services participating in SPV.
> We will use ledger data to support our assessment of STC claims where solar panel validation (SPV) is not used.
Who will provide data to the ledger?

> Serial number data will be sourced from:
> Australian manufacturers and importers of panels on the CEC approved PV module list.
> Verification services participating in SPV.
> We will not source serial number data from overseas entities with panels on the CEC approved PV module list
Why is the ledger being developed?

> Ineligible STC claims remains a focus as per our Compliance Priorities 2020-21.
> Ineligible solar panels are a risk to the SRES, consumers and the solar supply chain (retailers, installers, agents).
> Although we have seen an increase in the use of SPV, many STC claims do not use SPV.
> We seek additional assurances from Australian manufacturers and importers that their serial number data represents solar panels eligible for STCs.
What’s the difference between the ledger and SPV?

> The ledger compliments SPV.
> SPV gives solar businesses confirmation of solar panel eligibility as solar panels are installed.
> SPV provides consumers with additional confidence their solar panel purchase is backed by manufacturer warranty.
> STC claims using SPV are fast-tracked (subject to all scheme requirements being met).
> The ledger enables us to check solar panel serial numbers in STC claims that don’t use SPV.

> It enables us to enhance our regulatory framework.
> It assists to prevent ineligible solar panels receiving Commonwealth incentives under the SRES whilst complimenting SPV.
> Allows manufacturers to remove risk to their brand from unauthorised suppliers bringing potentially ineligible solar panels to the Australian market that could be used in STC claims.
> It decreases burden for manufacturers and agents by reducing the need for us to make individual requests for additional information about solar panel serial numbers to assess eligibility.
How can data be obtained for the ledger?

> manufacturers and importers of solar panels on the CEC approved PV module list have existing obligations:
> terms and conditions for listing PV Modules
Clause 28:The importer or local manufacturer shall keep records of the serial
numbers of all modules supplied to the Australian market and this information shall be made available as required by the CEC and the Clean Energy Regulator.

What does the ledger mean for STC claims?

The ledger enables us to check solar panel serial numbers in STC claims that don’t use SPV.
> This means if manufacturer data is not referenced in our ledger or via SPV, we will seek additional information from agents regarding the eligibility of solar panel serial numbers
> We will seek to process STC claims within average timeframes (4-6 weeks) subject to all eligibility requirements being met
> We will seek to fast-track STC claims that use SPV by processing within 24-48 hours subject to all eligibility requirements being met

To ensure the Ledger holds accurate data we propose to allow data providers to:
>Update, modify and de-activate (not delete) a serial number (e.g. change status from eligible to ineligible)
>Declare that serial number data reflects panels that meet CEC terms and conditions for listing on the CEC approved PV module list (non-SPV participating manufacturers/importers)
>Declare that data is unaltered except where directed by SPV participating manufacturers/importers (SPV verification services)
>Be assessed against the CEC’s data on who is an authorised supplier, to ensure only eligible serial number data is provided to the ledger
