INTRODUCTIONThe Tezpur Sadar Revenue Circle at a glance:
The Tezpur Sadar Revenue Circle is situated in the Tezpur Town with 131(one hundred and thirty one)
number of villages. Total area under the Revenue Circle is 2,11,820 Bighas 3 Katha & 13 lessa. As per
2011 census the total population of Tezpur Revenue Circle is 2,74,718. (Two lakhs seventy four
thousand and seven hundred eighteen) only. The Circle is bounded by the mighty Brahmaputra River on
north, Chariduar on the south, Naduar on the east and Thelamara, Dhekiajuli on the west. The
Brahmaputra River is flowing all along the Tezpur town and other revenue village in Northern bank with
small rivers like The Marabharali, Gabharu, Dipota, all originate in foot hills of the Himalayan Range.
The mighty Brahmaputra River flows along northern boundary of the circle. Jia-Bharali River flows
through East south part of the Circle. A major part of the Tezpur Sadar Revenue Circle is a perennially
flood /erosion effected circle. The Revenue Circle consists of 4(four) Mouza namely

3. Halleswar
4. Bihaguri
Topography: - The Circle is bounded by the mighty Brahmaputra River on north, Chariduar on
the south, Naduar on the east and Thelamara, Dhekiajuli on the west.
A major part of the Tezpur revenue circle is a perennially flood /erosion effected circle.
The Brahmaputra River is following all along the Tezpur town and other revenue village in
Northern bank with small rivers like The Marabharali, Gabharu, Dipota, all originate in foot hills
of the Himalayan Range.
Rivers: - The mighty Brahmaputra River flows along northern boundary of the circle. Jia-Bharali
River flows through East south part of the Circle.
Occurrence of Flood:-Flood occurs generally in low lying area of the circle and northern part of
the circle where The Brahmaputra River raises above the danger level during the period from
June to August every year. The occurrence of flood in the circle is primarily due to river
Brahmaputra, Jia-Bharali and their tributaries.
For smooth conduct of the probable flood relief works, the Tezpur Revenue Circle is divided into 3(three) Zones as follows:

The above committee shall do the duties related to relief and rescue operations along with concern Police I/C and O.C’s within their Jurisdiction area. The members of the committees shall carry out relief duties along with Medical Officers, Veterinary Officers, P.H.E and Agriculture Extension Officers. Officers shall carry out the duties as per priority of the situation under the direction of Circle officer of Tezpur, Sonitpur. For setting of all relief camps and distribution of relief the L.M’s concerned shall take the suggestion of local G.B’s and representatives of P.R.I’s in suitable locations.

Bhojkhowa Chapori Piped Water Supply Scheme.
In the Relief Camps, the P.H.E will give disinfectant in the drinking water. PHE shall also spray Bleaching Powder as disinfectant. The PHE department will also install Hand Tube-wells in the Relief Camps for drinking water. The Food & Civil Supplies department, Sonitpur shall procure Rice, Dal & Salt for distribution of G.R in and around the Relief Camps.

For rendering smooth and affective service in Vety. Flood relief -
1) The Sub-Division is divided into 4 (Four) Zones.
2) Each Zone is entrusted with a Zonal Officer to be assisted by the sector officers of the Deptt.
3) Each Zonal and the sector officers should keep contact with the respective Circle Officer,(Revenue) of the locality during the flood and apprise him about the flood situation. Requisition for cattle feed, fodder, boat for flood relief and rescue operation etc.
4) Each Zonal officer will be assisted by more then one sector officer {Local V.O. / B.V.O.} with their field staff.
5) All Zonal Officers will strictly supervise and guide the sector officers and their staff in their respective zones. They will keep close contact with the control room set up at the D.V.O. Office, Sonitpur, Tezpur. The Zonal and sector Officers are requested to submit the daily/weekly and the monthly flood report regularly to the control room.
6) Regarding the requirement of cattle feed and fodder the Zonal/sector Officer are requested to contact with the flood control room as and when necessary.
7) Regarding requirement of medicine and vaccines the sector Officers will contact the District A.H. & Vety. Officer, Sonitpur, Tezpur.
8) Dr. Tirath Singh, V.O, Rangapara will act as the liaison Officers and he will also Supervise procurement and distribution of Cattle feed and fodder as and when necessary.He will keep close contact with the civil authority through the D.V.O., Sonitpur.
9) No Officer, Field staff and Office staff is allowed to proceed on leave during flood unless some unavoidable circumstances arise.

7. Supply of Essential Materials:
The Food Civil Supplies & Consumers Affairs (FCS & CA) department will be maintaining buffer stock for engargency procurement during relief operations during flood.
8. Social Welfare Department:
During any disaster situation, the weakest and the neglected section of the society i,e
children, old and infirm, handicapped and expecting/nursing mother suffer the most. The
community has a special responsibility for protecting them. The Social Welfare Department is
entrusted with the responsibility of proper care of this section.
9. Search & Rescue and Evacuation Teams:
The immediate need at the time of Flood is to rescue the marooned people. The Circle
team will operate under the leadership of Circle Officer and he will be assisted by the other
CDMC members. The assistance from VDP, VLMCC members, NDRF, SDRF, Army, CRPF and
other agencies such as Civil Defence & NGO volunteers shall be taken whenever and wherever
necessary. The PWD and the WRD will play a pivotal role in the immediate restoration of road
communication and clearing of debris.
10. Fire and Emergency Service:
The fire & Emergency Services is responsible to attend to control any Fire related case apart

THELAMARA REVENUE CIRCLE FLOOD CONTINGENCY PLAN
Introduction
Disaster threatens sustainable economic development worldwide. In the past twenty years, earthquakes, floods, tropical storms, droughts and other calamites have killed millions of people, inflicted injury, disease and caused homelessness and misery to around one billion others in the world. These have caused damage to infrastructure worth millions of rupees. Disaster destroys decades of human effort and investments, thereby, placing new demands on society for reconstruction and rehabilitation . Disaster management thus requires a multi-disciplinary and proactive approach. The community, civil society organizations, media and the proverbial man on the street, everyone has to play a role in case such exigency occurs. The various prevention and mitigation measures outlined below are aimed at building up capabilities as also how to deal with disasters.
The state of Assam is prone to natural disasters like earthquake, floods, landslides, fire, storm and occasional draught. As per National Center for Seismology the North Eastern Region including Assam falls in a Zone called seismic zone Five. Zone 5 covers the highest risks zone that suffers earthquake of intensity more than 9 magnitude. Natural hazard like flood, earthquake, storm produces different amount of disastrous impact on different group of people which are in very vulnerable areas.
1.1 OBJECTIVE
The objective of a Circle Disaster management plan is to localize a Disaster and contain its effect to the greatest extent so as to minimize its impact on life, environment and property. Response to any disaster, in the absence of a well-defined plan, would be arbitrary, leading to overemphasis of some actions and absence of other critical actions. A formal plan for Managing Disaster is therefore necessary. This Circle Disaster management plan has a strong preparedness focus which aims at reducing our vulnerability to disasters and at the same time, it includes a plan of action/response mechanism for dealing with earthquakes, floods, cyclones, epidemics, fires etc.
This document provides basic information required for the management of disasters in Thelamara Circle by:
Defining the Risks and Vulnerabilities of citizens of the Circle to different disasters;
Identifying private and public sector stakeholders with prime and supporting responsibilities to reduce or negate these vulnerabilities
Defines actions to be taken by these parties to avoid or mitigate the impact of possible disasters in the district.

The mode, degree and extent of response to fight out any Disaster depend upon the nature, degree and extent of Disaster, but some points are common to all kinds of situations. For example, first and foremost, appropriate and adequate steps for preventing the disaster should be undertaken. Secondly, preparedness is required to contain the damages and casualties resulting from the Disaster. Thirdly, steps for rehabilitation and restoration of community life within a reasonable time should be focused on.
Hence, some necessary and common steps are as below:
1. Establishment of Central Control Rooms and capacity enhancement of Emergency Operation Center at District Level and Circle Level.
2. Circle Disaster Management Committee to meet post early warning or immediately post disaster occurrence.
3. A general line of action and some special duties to various officers and departments will have to be assigned, keeping in mind a timeline for finishing specific tasks.
4. Voluntary Organizations may have to be involved and their role will have to be clearly specified and coordinated.
5. Media may have to be briefed to suppress all kinds of rumors.6. Information regarding resource inventory of Health Services, Transport Services, Evacuation &
Rehabilitation Centers and Food etc. needs to be kept handy so that resources can be deployed where required.
7. Consistent follow-up of relief operations and constant reporting of pre and post disaster work.

Thelamara Revenue Circle is bounded by Arunachal Pradesh in North, Gabharu River in the East ,Belsiri River in the West and Mighty Brahmaputra in the South. 1.8 Control and Warning Team regarding Flood:
The District Disaster Flood Control Room (FCR) will operate round the clock during the flood season. The FCR will primarily be mandated with the collection and dissemination of the information regarding weather forecasting and send warning signal to various destinations. It will inform to the Field

1.9 Search and Rescue and Evacuation Team:-
The immediate need at the time of onslaught of Flood and Earthquake is to rescue the marooned people .The Circle Team will consist under the leadership of Circle Officer and he will be assisted by other CDMC Members .The assistance from SK, Lot Mondal, VDP, VLMCC members, NDRF, SDRF, Army ,CRPF ,other agencies shall be taken whenever necessary .The PWD and the WRD will play a pivotal role in immediate restoration of road communication and clearing of Debris.
1.10 Shelter Management Team :-
It is expected that the affected people after evacuation shall be brought to safe shelter relief camps as provided under Assam Relief Manual. This team is headed by the Circle Officer. This team is supported by the CDMC Members, respective VLMCC members, Logistic cell and other sub-ordinate officers and staff and concerned line departments. Inspector of Schools has mentioned that the High schools have all
type of facilities such as Ramp ,D. Water, Electricity & Toilet . L.P Schools and M.E Schools has been identified due to non presence of High School in some Vulnerable Places.
2.0 Health Management Team:-
In order to provide prompt and adequate first aid and primary medical service to the Victim and cross –Check the outbreak of epidemic in the flood affected areas there will be Health Management Team under the leadership of Medical and Health Officer-i,Naharbari PHC. Special Mobile Medical Team will be constituted to reach out to the affected people .Health Deptt will make special vigil about the health condition of expectant mother and children in the affected areas and all grass root health functionaries may be instructed in this regard.

2.4 Forest Department:
The Forest related activities will be looked under the supervision of Range Officer, Kalamatai Range.
The respective Range Officers will:
Collect necessary flood situation report on daily basis from respective beat and subbeat office as well as village Headmen and submit to Circle Office.
Identify Schools and intimate the Headmasters for setting up of relief camps as and when required.

2.8 Water Resource Department:
The problem of flood and erosion is unique and acute. Among the flood prone districts in Assam, Tezpur
district is one of the highly flood prone district. The jurisdiction under Tezpur Water Resources Sub - Division
covers mainly the mighty river Brahmaputra with tributaries like Gabharu, Belsiri, which are Perenial in nature and
cause large scale flood devastation.
The dyke/embankment system under this Sub-Division is as follows:
1. B/Dyke from Depota outfall to Gabharumukh = 10.00 Km
2. Gabharu L/Bank embankment from Barapani to outfall & Gabharu R/Bank from Kalakusi to outfall
(Nabeel) = 30.00 Km.
3. Belsiri dyke on both banks from Ghilamara Singri PWD road to out fall = 10.50 Km.
Control Room / Flood Cell in this division office will be functioning from 15th May 2017. It will remain open
round the clock to receive flood data/flood related message and transmit these data/information to the authority
concerned as and when necessary. Any breach/cut, erosion report over topping are to be reported
by field office immediately to the Control Room and Office in-charge of the Control Room will disseminate the
same through W.T. message etc to the concerned higher Authority. The Control Room will be functioning up to
15tn October/2017. The Assistant Engineer Mamu Loying of this division will be overall In-charge of the Control Room (Contact No. 7670005454). Control Room : 03712 – 292808.
Assistant Engineer Mamu Loying shall be the in-charge of the Divisional Control Room who will be
assisted by Sri Nilamoni Bhuyan, JE and Sri Robin Bora, Sub-Engineer Gr-ll, for smooth running of the Control

The flood materials like empty cement bags, 8G wire, Wire rope, U-Bolt procured as per requirement and

3.1 EARTHQUAKE:
As the Northeastern region including Assam is located in Seismic Zone V, there is a high probability of occurrence of Earthquake. Also people live in kutcha houses and bank of the river under Thelamara Revenue Circle are very vulnerable for earthquake. Most of the school building are in very vulnerable condition. Also as of now as per previous record however no earthquake damage has been reported.
3.2 STORM:
The Thelamara Revenue Circle is mostly affected by storm. During the last few years we have noticed that most of the houses and most of the population were affected by storm than earthquake and fire and most of the kutcha houses were damaged.
3.3 FIRE:
The fire takes place in Thelamara Revenue Circle due to short circuit , thatched house. Mainly fire takes place from March to April when the climate remains very dry and probability is more instance of fire breakout.
3.4 FLOOD
Every Year Thelamara Revenue Circle experiences considerable inundation with the annual flood season. The annual floods primarily affect the agricultural fields causing significant loss in crop production. A large number of population also are rendered homeless forcing them to take shelter in safer places. its intensity of losses due to the recurring floods have increased over the years necessitating a comprehensive plan to arrest the probable losses to human settlements ,property ,land and other infrastructures including health hazards associated with floods.
The tributaries of the Brahmaputra have considerable hill catchments especially in upper stream. The heavy monsoon rains that fall on these hills soften the top soil on the steep slopes. The streams and rivers carry these sediments down the steep hill slopes and these sediments are deposited on their beds, thus choking the channels. The heavy water and silt discharges occurring in upper region of the rivers during the peak monsoon find their way through numerous streams and rivulets resulting in excessive spilling over on the banks of the rivers and their tributaries and consequent water logging in extensive areas of the plains of the district

PREVENTION & MITIGATION PLAN
FLOOD MITIGATION:
Flood mitigation refers to the measures aimed at prevention and preparedness. It reduces the actual or probable impact of floods on the people and their environment. The objective of flood mitigation is to control changes in the volume of run-off, peak stage of the flood, time of rise and duration of floodwaters, and location of flooding. The mitigation measures should be oriented to take proper care of these problems and thus will automatically reduce the impact of flood in the district. The various measures adopted for flood mitigation may be categorized in two groups structural and non-structural.
3.5 Structural
• Construction of embankments/floodwalls along the river bank and improvement of the channel (by WRD).
• Diversion of flood water (by WRD).• Careful location of new facilities, particularly community facilities such as schools, hospitals and other
important infrastructure away from flood prone areas.
3.6 Non-structural
• Collection of daily rainfall data (by WRD).• Flood forecasting and warning (by WRD & General Administration).• Prepare detailed floodplain map of the district, based on extent of land submerged, and assessment of
damages. Analyze how the pattern of flooding has changed over a period of time (by WRD &General Administration).
• Plantation in the catchment areas to check soil erosion (by Forest Dept),• Awareness programme.
3.7 CYCLONIC STORM:
Thelamara Circle is frequently strike by cyclonic storm during pre-monsoon season causing widespread damage to the crop and other properties. The main mitigation strategies for stormhazards are a well informed public and an effective warning system. The following mitigation measures can be adopted to reduce the impact of cyclonic storm.
• Planting wind breaks in the most vulnerable locations (by DFO).
• Construction of strong wind safe public buildings which can be used for community shelter in settlements (by UD & PWD).
• Crops can be protected by introducing agricultural practices and cultivation of those crops which are more resistant to high winds.
• Compilation of meteorological data for forecasting of storm (by Deptt. concerned).• Public dissemination of information through mass media, poster campaigns and
village meetings (by Circle).
3.8 FIRE ACCIDENT MITIGATION:
The following mitigation measures may be taken up to contain fire accident:
• Installation of fire extinguisher cylinders in all institutions (by concerned institute).• Construction of fire hydrant in fire prone areas (by PHED/Police/DA).• Installation of fire warning systems in community facilities such as in school and hospitals
(by concerned institute).• No attachment of thatch houses in govt. buildings (by DA).
3.9 EPIDEMICS:
The Health Department and Veterinary Department are the nodal agency responsible for monitoring and control of epidemics. Mitigation measures for control of epidemics would include:
• Identification of areas prone to certain epidemics must be updated to access field requirements .
• Testing laboratories in district hospital must be well equipped and updated .• Regular flow of data from both govt. establishment and NGOs run hospitals .
Analyzing and collating the data at regular intervals to access epidemiological monitoring requirements (by DMO/DVO).
• Awareness campaign to the PRI members and the villagers about various kinds of disease and their causes that are prevalent in the area .
4.0 ROAD ACCIDENTS:
Many lives were lost and causalities are reported annually due to road accident, which is cause due to reckless driving and poor road conditions. The following measures may be adopted to mitigate road accidents: -
• Installation of speed monitoring machine in busy areas (by Transport Department, police).• Strict implementation of motor vehicle Act (Transport Department, Police).• Installation of traffic sign boards (by Police).• Carry of First Aid Box in every vehicle must be made mandatory (by Police/DTO (transport).• Insurance of all vehicles must be updated (by Police).• Awareness about traffic rules should be imparted to all drivers and commuters through IEC (by
police).
Several steps are taken to mitigate the problem. During the previous flood water pump was installed in some villages to remove the stagnant water from the village.

Training on Earthquake and Flood Risk Mitigation and Management conducted in different schools and hospitals.

Occurrence of Floods:
Flood occurs generally in the low lying areas of the Circle during June to August every year .Late Flood during the later part of September & October is also a possibility.
4.3 Reasons For Vulnerability:
Annual Rainfall:- Ranges between 1500 mm to 2600 mm and is concentrated in 4 months of June –September.
The occurrence of Flood in the circle is primarily due to the River Brahmaputra, Belsiri & Gabharu.
Thelamara Revenue Circle is located on foothills of Arunachal Pradesh on the north and falls under one of the highest rainfall areas in the country.
As a result large –scal erosion in the increasingly agriculture land,deposition of the sediments in the river bed takes place and as a results channel’s carrying capacity is reduced and flash out of rain water in the catchments areas.
A large number of human habitation is concentration in the most vulnerable areas i.e the river banks.
4.4 Lessons From Last Flood .
The District administration with the help of Circle Officer and its Staff has been successfully managing the disaster caused by hazards like Flood in every year, but there have been a number of lessons that needs constant verification and updation for a successful execution of the plans .

The health of expectant mother should be taken care during Flood .Health of Pregnant women in the community should be strictly monitored and institutionalized,if there is a chance of delivery during flood.The Daily Flood Report generated should also the number of expectant mothers in the affected villages.

4.6 Action Strategy:-
In order to meet the disaster triggered by floods in the circle the following strategy is adopted:-
The relief operation shall be carried on strictly as per Assam Relief Manual .
The overall Flood Management operation shall be carried out by a CDMC (Circle Disaster Management Committee) and VLMCC headed by Circle Officer and Field Officer(DM) . The CDMC Committee shall be supported by Relief Team & Search and Rescue Team of the Respective VLMCC Committee which will ensure logistic for carrying out the search and rescue operation and the relief activities. The CDMC will also supported by Medical Action Team , Agriculture Action Team ,Veterinary Action Team and PHE Action Team.
Assistance from all concerned including Army, SDRF,CRPF ,NDRF and public undertaking such as NGOs and other Humanitarian agencies shall be taken for the purpose of search and Rescue ,evacuation ,Health and Hygienic and relief operation in the Circle as and when required.
Relief operation will be conducted under the direct supervision of the Circle Disaster Management Committee (CDMC).

Comprehensive Contingency Plan of Flood Relief under Dhekiajuli Revenue Circle, 2018-19.
INTRODUCTION
Situated on the extreme west of Sonitpur District, Dhekiajuli Rev. Circle is bounded on the south by the river Brahmaputra and on the north by Chariduar Reserve forest, sharing its geographical boundary with Arunachal Pradesh. The Circle shares its boundary on the east with Thelamara Rev. Circle and on the west with Udalguri District. However, the river Pachnoi which flows from Arunachal hills down to Brahmaputra demarcates the boundary between Orang National Park and Dhekiajuli Rev. Circle, Sonitpur on the south-west side.
Brief History of Flood in recent years
Criss-crossed by rivers Gabharu, Belsiri, Pachnoi, Sapoi, originating from the Arunachal hills and small rivers like Dhirai, Gadhajuli etc., the Dhekiajuli Rev. Circle has suffered moderate flood in 2007-08 and 2008-09 flood season and more recently during 2016-17 & 2017-18. There was only one human casualty in 2007-08. Relief operation in inundated areas was properly taken. In 2008-09 flash flood occurred in Rakshasmari area with the river Sapoi causing breaches on embankment and approach roads of Rakshasmari to Hugrajuli. Erosion also took place along Pachnoi river in Fatasimalu, Borbhagia etc. in Borsola Mouza. Again, recently during floods occurring in 2016-17, a large portion of the road in Singri-Shitalmari area has been washed away, creating disruption in road connectivity. Flood 2017-18 :
In the recent flood of 2017-18, a large portion of roads, bridges and culverts under the circle were heavily damaged or washed away, creating disruption of communications. Flood havoc occurred in three different waves. The first wave occurred during the month of June, 2017, where major flood inundation occurred as a result of flash flood. The second and third waves occurred during the months of July and August, mainly due to inflow of rising water level of the Belsiri and the Brahmaputra rivers into surrounding low-lying habitable areas.
During the third wave of flood, a portion of the Singri-Chitalmari embankment was washed away on the evening of 13th of August, 2017, by the rising water of the Brahmaputra. As a result of this, the nearby villages were inundated by the inflow of water and the population of these villages were quickly shifted to raised areas in the neighbouring region along with distribution of relief.``` Villages affected both totally and partially during Flood 2017-18 are 1 No. Bosashimalu, 2 No. Bosashimalu, Hatiborijan, Belsiri Chapori, Dherai Mukh, Dherai Ati , Benchimari, Goroimari Pathar, Hatiborijan, Belsiri Chapori, Nichalamari Chapori, Borbhogia, Dherai Majuli, 1No. Chitalmari, 2 No. Chitalmari, 3 No. Chitalmari, Chitalmari Chapori, Tintikia Char, Dhekiajuli Town Ward No-1, Ward No-10, Ward No-2 Rowmari Pathar, Mora Belsiri, 1 No. Chenimari, 2 No. Chenimari, Panbari, Pachnoi, Foizabad, Narengkati Bangali, Gormara Sesabil, 3 No. Rangora Bill, Gorjuli, Gorpara Pathar, Panbari Tea Estate etc.

Identification of Vulnerable Areas There are a total of 15 villages identified to fall under vulnerable category. These villages basically experience moderate to low flood/erosional activites as compared to the most vulnerable areas.
Formation of Circle Level committee:
A circle level committee has been formed for Dhekiajuli Rev. Circle. The committee with the circle officer as chairmen has been formed with the following members with a view to taking up timely rescue and relief operations in a smooth and effective manner.
The entire Revenue Circle area has been divided into two zones with the setting up of two task forces to be headed by BDO, Dhekiajuli for Dhekiajuli zone, BDO, Borsola for Borsola zone. The two zones are co-terminus with the development Block area of the two blocks. Each task force is also to be manned by other concerning officers. Resolution was also taken for forming grass root level rescue and relief committee with concerned GP sectetaries as nodal officers. They will be assisted by grass root level Government functionaries and PRI members as ex-officio members of the committee.

Function of the committees will be to share flood related information form grass root level to Circle level. The final decision regarding relief requirement and distribution will be taken by the Circle level committee with the District Administration as District Relief Officer. The distribution of relief materials at relief camps and flood affected places will be coordinated by the zone level task forces with the help of Lot Mandal concerned. The OCs of Police Stations in their respective zones will keep available country and engine boats ready for any emergency use.

RELIEF OPERATIONS
Trucks needed for carrying relief materials are provided by the Dhekiajuli Police Station on requisition. Probable relief camps have been already identified by concerned LMs for quick actions during flood emergencies. It is also ensured that drinking water facility and toilets are in usable condition at the proposed sites. SDO, PHE, SDM & HO, Dhekiajuli have already ensured service of their staff at the proposed relief camps/centres.
Name of the proposed Relief Camps/Centres : Some of the important relief camps are Borbhagia L.P. School, Niz Borsola L.P. School,
Dhirai Jaroni L.P. School, Dhirai Majuli L.P. School, Borsola weekly market. However, LP/ME schools can be selected as relief camps only in the absence of High Schools. The Inspector of Schools, Sonitpur has already provided the names of high schools, to be used as relief camps in the flood prone areas. In certain places where there is a lack of relief camp due reasons such as inaccessibility, unavailability of schools nearby etc. certain central places such as markets, religious institutions etc. are selected as relief centres.
Raised Platforms : Similarly, a number of raised platforms are being identified. BDOs have been entrusted
with the responsibility of constructing toilets, if required, on the site of the raised platforms. SDO, PHE, Dhekiajuli is to install required no of hand tube wells on the site with proper steps to ensure clean drinking water. Names of identified raised platforms are at No. 1 No. Basasimalu, 2 No. Basasimalu, Borbhagia & Niz Borsola.
Communication Plan:
Indent for vehicles/POL to carry relief materials to relief centres and flood affected places will be placed with Deputy Commissioner, Sonitpur when required. Requirements of POL and extra vehicles, apart from official vehicle of Circle Officer will be placed before the authority when required. Besides, OC, Dhekiajuli is also entrusted with the duty of providing vehicles on short notice for delivering GR materials to affected population. Country and Engine boats available in the circle area have already been identified with names of owners and will be taken into service whenever necessity arises.

Water Resource Department The Sub-Division action plan is prepared considering vulnerability of the embankment reaches
along with required men and materials required for flood fighting. Control Room / Flood Cell in this division office will be functioning from 15th May 2017. It will remain open round the clock to receive flood data/flood related message and transmit these data/information to the authority concerned as and when necessary. Any breach/cut, erosion report over topping are to be reported by field office immediately to the Control Room and Office in-charge of the Control Room will disseminate the same through W.T. message etc to the concerned higher Authority. The Control Room will be functioning up to 15 tn October/2017. The Assistant Engineer Mamu Loying of this division will be overall In-charge of the Control Room (Contact No. 7670005454). Assistant Engineer Mamu Loying shall be the in-charge of the Divisional Control Room who will be assisted by Sri Nilamoni Bhuyan, JE and Sri Robin Bora, Sub-Engineer Gr-ll, for smooth running of the Control Room.
The flood materials like empty cement bags, 8G wire, Wire rope, U-Bolt procured as per requirement and these materials will be stored in the Sub-Divisional stores. On each Sub-division, sectional officer (store) concerned will be in charge of flood fighting materials. Respective Asstt. Executive Engineers will issue such materials to the field officers. Field officers will be responsible to ensure availability of flood materials at vulnerable points before high flood in river is apprehended. They shall be in constant touch with Divisional Control Room and collect message on flood forecasting, flood warning etc. Concerned Asstt. Forest Department
The Forest related activities will be looked under the supervision of Range Officer, Dhekiajuli. The respective Range Officers will:
Collect necessary flood situation report on daily basis from respective beat and sub-beat office as well as village head and submit to Circle Office.
Identify Schools and intimate the Headmasters for setting up of relief camps as and when required.
Any decision for setting up of relief camp shall be taken only after consultation with Circle Officer.
Supply of Essential Materials
The Food, Civil Supplies & Consumer Affairs (FCS& CA) department will be maintaining
buffer stock for emergency procurement during relief Operations. Social Welfare Department
During any disaster situation, the weakest and the neglected section of the society i.e. children,
old and infirm, handicapped and expecting/nursing mothers suffer the most. The community has a special responsibility for protecting them. The Social Welfare department is entrusted with the responsibility of proper care of this section.
Search and Rescue and Evacuation Teams
The immediate need at the time of onslaught of Flood is to rescue the marooned people .The Circle Team will operate under the leadership of Circle Officer and he will be assisted by other CDMC Members. The assistance from VDP, VLMCC members, NDRF, SDRF, Army, CRPF and other agencies such as Civil Defence & NGO volunteers shall be taken whenever and wherever
necessary .The PWD and the WRD will play a pivotal role in the immediate restoration of road communication and clearing of debris.
Fire & Emergency Service
The Fire and Emergency Service is responsible to attend to control any Fire related cases apart from other emergency situations. As the occurrence of fire cannot be predicted, it is better to practice a number of preventive measures in this regard. Mock drill on Fire should be organised at public events to create mass awareness among general public. Besides, installation of fire prevention systems like Fire Extinguishers, Smoke Detectors etc. must be made compulsory at all public institutions apart from homes.
Major source of occurrence of fire under Dhekiajuli Circle is manmade, that mainly occurs as a result of short circuit of electrical wiring, unattended fires which spreads from the source area, LPG explosions due to lack of proper use, from different fuel sources etc.

The Officer In-Charge of Dhekiajuli is requested to direct his officers to keep strict vigil
during the periods of disaster to maintain law and order among the general public and also keep necessary information on the condition of embankments/dykes, roads, bridges, tall structures etc. The trained local youth of the vulnerable areas may be kept at hand in search and rescue operations when disasters like flood, earthquake etc occur. Similarly, the VDP personals at each strategic/endangered reaches should be engaged in the management processes. Sufficient armed forces are to be kept in reserve at the respective police stations/outposts to maintain law and order when such situation arises.

INTRODUCTION
This Chariduar Revenue Circle was created in the year 1988 and is the Tezpur Sub-Division of
Sonitpur District. The Chariduar Revenue Circle is a flood affected circle. Under the jurisdiction of
Chariduar Revenue Circle area, there are 5(five) nos. of villages, which are most vulnerable from the
flood point of view. The most vulnerable villages are 1) Samdhara 2) Bihia 3) Korokani 4) Dikraijan and
5) Singitoli. Flood generally occurs in these villages due to rise in water level in the upstream i.e. in the
hills of Arunachal Pradesh and as a result the water level of river Jiabharali is raised and causes heavy
flood in those villages. There are 49 villages in the circle in which partial flood occurs.
CIRCLE BOUNDARY
It is located at a distance of 30 kilometre from Tezpur towards the north direction in
the Balipara - Bhalukpung Road. It is the bordering Revenue Circle of Arunachal Pradesh. Earlier this office
was situated in the office of the Political Officer Chariduar. It has the boundary to the north with
the Arunachal Pradesh, in its south Tezpur Sadar Revenue Circle, towards the East the River Jia Bharali
and Naduar Revenue Circle and the west the Sonai Rupai Reserved Forest and Dhekiajuli Revenue Circle.
There are 03 (three) nos of Reserved Forest viz; Balipara Reserved Forest, Chariduar Reserved Forest and
Sengalimari Reserved Forest around this revenue circle. The famous Nameri National Park is also located
in this Circle.
CAUSES OF FLOOD
Flood generally occurs in the villages due to rise in water level in the upstream i.e. in the hills
of Arunachal Pradesh and as a result the water level of river Jiabharali is raised and causes heavy flood
in those villages. To take measure for smooth relief operation during the flood, some
institutions/places which are generally located on high land have been identified for the purpose of using
the structures/places as relief camp / centre etc. The flood prone villages are located in the Panch Mile
area and there is precedent of occurrence of heavy flood in last few years. There are two main
roads leading to those villages namely 1) Dolabari-Borghat-Khanamukh road and ii) NH-15 (Meat
supply point)-Manshiri-Panch mile PWD road. Morever there are two more rivers Jorasor and
Mansiri which flow through the circle that contributes to partial flood during the rainy season.
Rivers Jorasor and Mansiri originate in the hills of Arunachal Pradesh and meet at Patgaon
after flowing for more than 25km through Sonitpur. Jorasor has always been a cause of headache since it
floods Balipara villages during rains. The level of Mansiri, however, has been lowering, since it got
delinked from its hill source.
IDENTIFICATION AND CLASSIFICATION OF FLOOD PRONE AREAS
For relief and rescue operation 2(Two) nos. of Zone namely Zone-I and Zone-II have been
created under Chariduar Revenue Circle for the purpose of smooth relief and rescue
operation. Under Zone-I the villages that are most vulnerable from the flood point of view are kept and
the villages that are less vulnerable from flood point of view are kept in Zone-II.
For each zone, a Zonal Team comprising officials of different departments has been
constituted to look after all the events relating to any Natural Calamity at the time of occurrence of the
calamity. The team will function under the supervision of the Circle Officer Chariduar and give reports
regarding relief and rescue operation likely to be done during emergency. They will take all
possible measures with regard to relief and rescue operation with intimation to the Circle Officer
Chariduar.

SHELTER AND ESTABLISHMENT OF RELIEF OPERATION
The rescued people must be provided shelter and relief till the disaster is over. So the relief
camps must be identified beforehand and basic facilities of sanitation,drinking water and food supply
must be present at those camps. Hence altogether 42 nos of educational institution and other
institutions have been selected as Shelter or relief camps in order to provide the basic facilities to the

COMMUNICATION PLAN:
Indent for vehicles/POL to carry relief materials to relief centres and flood affected places will
be placed with Deputy Commissioner, Sonitpur when required. Requirements of POL and extra
vehicles, apart from official vehicle of Circle Officer will be placed before the authority when
required. Country and Engine boats available in the circle area have already been identified with names
of owners

It is informed that no Machine Boat is available under Chariduar Revenue Circle; however, during
flood 2-3 nos. of Machine Boats may have been required for the purpose of rescue/evacuation operation

1.PUBLIC HEALTH DEPARTMENT
In Charge: Representative from PHE (Section and Zone wise as designated by PHE Deptt)
The PHE department will keep buffer stock of bleaching powder and water-purifying material so that pure
drinking water can be provided to the flood affected people. ABITA and other Company TE will provide
edible water tank to the relief camp Minimum 100 bags of bleaching powder will be required at the time
of flood. The department is also requested to constitute response teams covering all the villages / relief
camps/ relief centers etc. for taking stock pertaining to availability of pure drinking water and to provide
pure drinking water to the flood affected people. The department will also keep vigil regarding sanitation
of the food affected people and take necessary action in this regard. They will have the responsibility of
construction of Pit Latrine, if the flood situation requires so in addition to other duties. They will discuss the
matter with the Circle Officer before carrying out any work of construction of Pit Latrine so that exact
location can be identified.

3.WATER RESOURCE DEPARTMENT
The Sub-Division action plan is prepared considering vulnerability of the embankment reaches along
with required men and materials required for flood fighting. Control Room / Flood Cell in this division office
will be functioning from 15th May 2017. It will remain open round the clock to receive flood data/flood
related message and transmit these data/information to the authority concerned as and when necessary.
Any breach/cut, erosion report over topping are to be reported by field office immediately to the
Control Room and Office in-charge of the Control Room will disseminate the same through W.T.
message etc to the concerned higher Authority. The Control Room will be functioning up to 15 tn
October/2017. The Assistant Engineer Mamu Loying of this division will be overall In-charge of the Control
Room (Contact No. 7670005454). Control Room : 03712 – 292808.
Assistant Engineer Mamu Loying shall be the in-charge of the Divisional Control Room who will be
assisted by Sri Nilamoni Bhuyan, JE and Sri Robin Bora, Sub-Engineer Gr-ll, for smooth running of
the Control Room.
The flood materials like empty cement bags, 8G wire, Wire rope, U-Bolt procured as per requirement and
these materials will be stored in the Sub-Divisional stores. On each Sub-division, sectional officer
(store) concerned will be in charge of flood fighting materials. Respective Asstt. Executive Engineers will
issue such materials to the field officers. Field officers will be responsible to ensure availability of flood
materials at vulnerable points before high flood in river is apprehended. They shall be in constant touch
with Divisional Control Room and collect message on flood forecasting, flood warning etc. Concerned
Asstt. Executive Engineers will ensure of daily flood data and submit to Divisional Control Room through
messenger

The Food, Civil Supplies & Consumer Affairs (FCS& CA) department will be maintaining
buffer stock for emergency procurement during relief Operations
9.ROLE OF POLICE
The Officer In-Charge of Chariduar is requested to direct his officers to keep
strict vigil over the Jia Bharali River as well as the Mansiri and Jorasor rivers and keep
information on situation of the embankments/dykes, roads, bridges etc in the time
of flood. The trained local youth of the vulnerable areas may be kept at hand in
search and rescue operations during devastating floods. Similarly, the VDP personals at
each strategic/endangered reaches should be engaged in the management processes.
Sufficient armed forces are to be kept in reserve at the respective police
stations/outposts to maintain law and order during floods when such situation arises.
ASSESMENT OF DAMAGE

CHAPTER -IINTRODUCTION
The Naduar Revenue Circle is one of the Revenue Circle amongst the Sonitpur District. The Naduar Revenue Circle is situated at the Eastern part of Tezpur sub- Division, covering boundary of both Sonitpur and Biswanath District. It is bounded by Ghiladhari River on the Eastern side, Jiabharali on the Northern side, the mighty Brahmaputra on the Southern and western side.

The Naduar Revenue Circle has five Mouza's namely Sootea, Nagsankar, Borbhagiya, Chilabandha and Murhadol covering 188 no.s of villages. The Sootea and Nagsankar mouza are falling on Biswanath District. & the remaining two mouzas namely Borbhogia, Chilabandha, Murhadol mouzas falling on Sonitpur District. The Sootea Mouza, Chilabandha Mouza, and Borbhogiya Mouza are likely to be affected by flood.
The Naduar Revenue Circle has two Development Blocks namely (1) Naduar Development Block, and (2) Sootea Development Block and has twenty (20) Gaon Panchayats having 10 for each development block.
The Villages which are likely to be affected by flood at Naduar Revenue Circle are divided into the two zones. There are two Mouzas namely Sootea and Nagsankar are falling on the Zone 1, and the other three Mouzas i.e. Murhadol, Borbhagiya,and Chilabandha are falling on the Zone 2.
The Naduar Revenue Circle is a partially flood affected circle. The villages normally affected by flood/ errosion are situated on the bank of the river Brahmaputra, Bharali, and Ghiladhari. Naduar Revenue Circle expreiences flood of low to moderate intensity during the Monsoons Season. Flood occurs generally in the low lying areas of the Naduar Revenue Circle during May to August every year, and there is also a possibility of occurring late flood during the later part of September and October too.
DEMOGRAPHY PROFILE :
The major communities in the circle are Assamese, Muslims, Nepalis, Adibashi, and minorities are Bengalis and Hindi speaking people.
SOCIO-ECONOMIC PROFILE:
The main source of economy of the circle is Cultivation of Paddy, Jute and Vegetables.
OBJECTIVIES
This plan aims to deliver emergency services during flood and minimize the disruption caused. To protect life , property and resources. Outline the roles and responsibilities of all the Line Departments before, during and after a flood
incident. Outline the causes and context of flooding in Naduar Revenue Circle and describe the flood risks and
vulnerabilities in the low lying area. To make available vital information, records, materials, supplies, and equipments to ensure the safety from
flood. To define the response measures at various stages of flooding as well issues such as
response team composition, communication flow etc.
CHAPTER-2
PREVALENT HAZARDS
In the year 2012 the unprecedented flood commenced from 26/06/2012 in which the highest water level of the Brahmaputra was 66.11 Mtrs against the danger level of 65.227 Mtrs. This flood occurred in some villages by the river Brahmaputra. The 2012 flood caused huge damage to roads, bridges , embankments and school buildings.

ELEMENTS AT RISK: The key factor that contributes to vulnerability of human populations/infrastructure to disasters are:
People residing along the bank of the river. People residing in the flood affected villages which are in low lying area. Children and woman of the flood affected villages. People who are live in katcha houses.
People living in remote areas with inadequate road connectivity.
PREVENTIVE / PROTECTIVE MEASURES UNDERTAKEN DURING PREVIOUS DISASTER
The following specific tasks were taken by the Naduar Revenue Circle :
The relief operations was carried out on strictly as per SDRF Guidelines. The Naduar Revenue Circle was equipped with adequate members of boat, vehicles, and other resource
inventories essential for flood management. The overall flood management operation was carried out by a Core Committee headed by Circle Officer.
The Core Committee was supported by Medical Action Team, Agriculture Action Team, Veterinary Action team and PHE Action Team.

DURING AND POST DISASTER
RESCUE AND RELIEF OPERATIONS:
The immediate need at the time of flood is to rescue the marooned people. In the flood affected area a
few number of country boats are available at the disposal of private owners. These boats can be used during the time of flood. For convenience of relief operation also some truck and tractor are available at those area and can use them during flood.
After rescue of marooned people they are to be brought to safe shelter -relief camp.
DISTRIBUTION PLAN:
The relief material will be dispatched by the Lot Mandal in there respective Lots with the help of relief distribution committee formed at each village level constituting of local teacher V.D.P and gaon burah . The lot mandal will be responsible for submitting the APRS and supply gunny bags after distribution.
COMMUNICATION PLAN:
All relief materials send from the District Administration will be dispatch at the local points earnmarked by the Lot Mandal on the N.H. 52, now NH.15 from that point the lot mandal will carry the material by truck, tractor, thela, country boats etc.

Veterinary: The Animal Husbandry and Veterinary shall look after the need of the affected cattle population of the circle. In the time of flood, Most of the Grazing field will come under flood water, as such there will be a huge scarcity of fodder and cattle’s feed. Various disease may also attract the population as well as livestock. Therefore the Veterinary Officers of this locality will give a detail of cattle population and other livestock for making budgetary provision to met up necessary expenditure incurred in connection with procurement of medicine and feed etc and will also make necessary correspondence with their higher authority for supply of sufficient medicine , fodder and cattle’s in advance.

Agriculture: The local officials from agriculture department will make a contingency plan/arrangement areas immediately after the flood is over. The concerned ADO will make necessary assessment of damage of crops due to flood and take action for distribution of seedlings, seeds etc. they will make necessary correspondence with their higher authority before hand for timely receipt of seedlings and seeds, pesticides to be distributed just after theflood period is over. He will also make prior assessment for distribution of rabbi crops etc.

They will repair all the damage and roads well in advance so that the communication may not be disrupted in the time of emergency. ROLE OF POLICE:
1) All officers –in-charge of the Police Station shall be suitably instructed by the Superintendent of Police, to assist the concerned Circle Officer in rescue, relief and tackling the after earthquake/disaster devastation situation.
2) All members of VDP , registered under each Police Station, should be engaged for rescue, relief and for tackling the after earthquake devastation situation.
3) All officers-in-charge of the Police Station/Police Out Post shall coordinate with local Fire Service authorities to press fire tenders into service for rescue operations.
WATER RESOURCE:
The Sub- Division action plan is prepared considering vulnerability of the embankment reaches along with required men and materials required for flood fighting .Control room / Flood cell in this division office will be
functioning from 15th May 2017. It will remain open round the clock to receive flood data/ flood related message and transmit these data/information to the authority concerned as and when necessary. Any breach /cut , erosion report over topping are to be reported by field office immediately to the control room and office in charge of the control room will disseminate the same through W.T. message etc. to the concerned Higher Authority. The Assistant Engineer Mamu Loying of this division will be overall in charge of the control room.
The Flood materials like empty cement bag, Wire rope, 8G Wire, U-Bolt procured as per requirement and these materials will be stored in the Sub- Divisional stores. On each sub division, sectional officer (store) concerned will be in charge of flood fighting materials. Respective Asst. Executive Engineers will issue such materials to the field officers. Field Officers will be responsible to ensure availability of flood materials at vulnerable points before high flood in river is apprehended. They shall be in constant touch with Divisional Control Room and collect message on flood forecasting, flood warning etc. Respective Asst. Executive will ensure of daily flood data and submit to Divisional control room.
