A. State Plan at a Glance I. Brief State Profile MISSION Gujarat has continued to enhance its reputation as a pioneer in introducing new educational initiatives, which have not only improved the quality of higher education in the state, but also served as a model for replication in other parts of the country. Knowledge has long been recognized as a key source of economic growth and a valuable asset that ought to be suitably leveraged by Governments across the world, especially now, in the era of globalization. The continued mission of the Government of Gujarat is to ensure that a greater proportion of the state’s youth population is able to avail access to good quality higher education. VISION For a high-growth economy like Gujarat, built on a thriving agriculture sector and a vibrant industrial base, the knowledge sector is to undoubtedly play a key role in the state’s future growth trajectory. The growth of the future economy will be highly dependent on invention, innovation, ideas and knowledge, the flourishing of which is grossly contingent upon higher education and research. Therefore, with the fact that higher education, skill development and creative thinking can be an economy’s global opportunity, Government of Gujarat aims to ensure that a massive number of youth, who are the highly enthusiastic as well as promising section of the population, get good quality higher education. MISSION

Gujarat has continued to enhance its reputation as a pioneer in introducing new educational initiatives, which have not only improved the quality of higher education in the state, but also served as a model for

replication in other parts of the country. Knowledge has long been recognized as a key source of economic growth and a valuable asset that ought to be suitably leveraged by Governments across the world,

especially now, in the era of globalization. The continued mission of the Government of Gujarat is to ensure that a greater proportion of the state’s youth population is able to avail access to good quality higher

education.

VII. Preparation of State Plan1. Methodology a. Methodology adopted in preparation of State Plan

a) The State Higher Education Plan (2015-16) was prepared in consultation with the members of State Project Directorate. In order to prepare a Comprehensive Plan for the state there were series of consultation meetings with the member of State Project Directorate. In addition to that, workshops were also organised for the principals of Government colleges. The colleges were asked to submit the DPR’s on Vocationalisation of Higher Education, the proposed Universities were asked to present their detail R&I proposals. The objective of State Higher Education Plan was to

Ensure that a greater proportion of the state’s youth population is able to avail access to good quality higher education.

To enhance the quality of education by mobilizing the resources by increasing accessibility, equity and excellence in Higher Education.
