INCIDENT

A PCR call was received at PS South Rohini at 2.05 AM in the intervening night of 23/24-07-12 regarding burglary and stabbing incident at G-30/340-341 Sec-3 Rohini. The staff of Police Station South Rohini rushed to the spot and found blood scattered around the main gate of the house. A house breaking tool made of an iron rod was also lying on a sofa in the room.

On enquiry, it was found that an old lady Smt. Shanti Devi, 65 yrs, W/o Bhishan Lal was shifted to Jaipur Golden Hospital due to stab injury while resisting the burglars. She was declared dead on arrival at the hospital. Sh. Bhim S/o Bishan Lal, the son of deceased Shanti Devi stated that he along with his father Bhishan Lal was also sleeping in adjoining the room on the same ground floor. They had bolted the door from inside. Bhim suddenly woke up on hearing the sound of an attempt to unlock the almirah by a thief. He caught hold off him while his mother caught hold off

another. During the scuffle, the third associate stabbed him on the wrist and his mother in the abdomen.

Another call with the same modus operandi was also received at Police Station South Rohini at 2.38 am. Smt. Rasham Rani , 67 yrs, w/o Lt. Jagdish Lal R/o D-17/252 Sec-3 Rohini was shifted to BSA Hospital with 3 stab injuries. Wire mesh of the front window of ground floor was broke open. The incident was detected when the son in law, Sh. Shishupal Satija woke up hearing the screams of his mother in law. Sh. Shishupal Satija informed that she was stabbed by two unknown persons wearing black clothes. She died during treatment in the hospital. 3-4 silver coin, one wrist watch and some cash were stolen from the house.

Two separate cases vide FIR No. 152/12 and 153/12 u/s 302/460/34 IPC were registered at PS-South Rohini and investigation taken up.

TEAM/ INVESTIGATION:

Teams headed by Inspr. Anil Berwal and Inspr. Vishuddhanand Jha were constituted under Sh. Ved Parkash ACP/Rohini and Sh. Jai Parkash, SHO/South Rohini for apprehending the culprits of brutal murders. The dedicated staff of police station South Rohini comprising SI Md. Imteyaz Alam, SI Ravi Kumar, SI Avdesh, ASI Harjeet, ASI Bani Singh, ASI Surender, HC Suresh Kumar No. 323/OD, HC Mangal No. 996/OD,HC Jeet Singh579/OD,Hc Akhilesh No 3189/OD,Hc Sushil 3025/OD, Hc Rajesh 925/OD, Ct Raman 2610/OD,Ct Sanjay No 918/OD,Ct Narender No 1911/OD , Ct Pritam No 2561/OD, Ct. Raj Kumar No. 1526/OD, Ct. Abhay No. 2075/OD, Ct. Ram Avtar No. 1165/OD, Ct. Sanjay No. 2692/OD, Ct. Sanjay No. 1290/OD, Ct. Dharmender No.678/OD , Ct. Vijay No. 2554/OD, Ct. Sandeep No. 1973/OD, Ct. Ishwar No. 1110/OD, Ct. Birender No. 2248/OD, Ct. Vishram No. 2186/OD, Ct. Banwari No. 1994/OD, Ct. Ajay No. 2382/OD, Ct. Parmod No. 2555/OD, Ct. Lalit No. 1683/OD, Ct. Mahendra No. 1947/OD,Ct Manoj 863/OD, Ct Harkesh 1128/OD worked hard and interrogated local ruffians, criminals having the past record with similar modus operandi and also criminals recently released from jail.

Ct. Raj Kumar of PS-South Rohini developed a vital input about a gang headed by Rajesh @ Tinku @ Kanta S/o Roop Singh R/o F-29, Mangolpuri having suspicious movement in the area on the night of the incident. All the staff were kept on high vigil. Ct. Raj Kumar further received the input that the gang is likely to commit the similar crime in the area and spotted three persons of the same descriptions as those of criminals involved in the above incidents under suspicious movement near the park of H-32, Sector-3 Rohini during the intervening night of 24/25-07-2012. The above input was immediately communicated to the members of the team.

Subsequently, three persons were apprehended. On sustained interrogation, they disclosed their name as:

(1). Rusy @ Surender S/o Thakur Das R/o B-618 Mangolpuri Delhi (Age 22 yrs).

(2). Ravinder @ Tunda S/o Rajesh R/o Jhuggi Hanuman Mandir, RTV Bus Stand Gali No. 22,Budh Vihar, Ph-II Sec-23 Rohini Delhi, (Age 21 yrs)

(3). Rajesh @ Tinku @ Tanta S/o Roop Singh R/o F-29, Mangolpuri Delhi, (Age 25 yrs).

A house breaking implement similar to the recovered from G-30/340-341 Sec-3 Rohini was found in the possession of Rusy @ Surender, a button actuated knife from the possession of Ravinder @ Tunda and another button actuated knife from the possession of Rajesh @ Tinku @ Kanta. They were subjected to sustained interrogation. They confessed their involvement in above two cases of murder with burglary. Accordingly they have been arrested in the two cases.

Three stolen silver coins recovered. The clothes worn by them at the time commission of the murders and having blood stains recovered at their instances. The two ATM cards of SBI Bank of Sh. Dalip , the son of deceased Shanti Devi recovered from the possession of accused Rusy @ Surender S/o Thakur Das.

The gang leader Rajesh @ Tinku @ Kanta S/o Roop Singh R/o F-29, Mangolpuri Delhi has previous record of three cases of burglary and NDPS Act.

Accused Rusy @ Surender S/o Thakur Das has previous involvement in three cases of hurt and Arms Act. He was released from jail two months ago.

They disclosed the involvement of their two more accomplices who were watchful near the places of incidents to alert them regarding any movement including police. Raids were conducted at their hideouts. One more accused named Mahesh @ Chikna Kalia s/o Surender Lala r/o Jhuggi No 302, Indira Camp , Near Jaipur golden Hospital, New Delhi have also been arrested.

Fifth accomplice is a juvenile in conflict with law who was apprehended after getting further inputs. Legal action is being taken.

Involvement of all arrested accused is also being probed in other cases of similar modus operandi.

BLIND MURDER CASE OF PS MAURYA ENCLAVE (NORTH-WEST DISTT) SOLVED WITH THE ARREST OF FOUR ACCUSED PERSONS

With the arrest of Four persons by team of Sub-Division Saraswati Vihar, North-West District has solved a blind murder case.

INCIDENT

Briefly the facts of case are that on 18/07/12 a PCR call vide DD No. 6A was received at PS Maurya Enclave regarding a semi-burnt male dead body lying near bank of canal (flowing near VIPS institute) Ekta Camp AU Block Pitam Pura, Delhi. On reaching the spot a male dead body aged about 25 years, height 5'6", stout built, round face, wheatish complexion wearing blue jeans blue & green T-shirt was found. The hands of the body were tied with red-cloth. Mouth and eyes of the body were also tightly tied with doctor tape. The body was in semi-burnt condition, indicating that someone has tried to conceal the identity of the deceased by burning the face and clothes of the deceased. The place of occurrence was got inspected through Crime team and efforts were made to fix the identification of deceased. Case was registered vide FIR No. 180/12 U/s 302/201 IPC, P.S. Maurya Enclave. One boy (identity withheld) aged 11 years, who lived in the Ekta Camp, provided certain crucial clues regarding the incident. He told that he had seen a swift car driven by a young men and accompanied by a lady and few others have duped the body of the deceased near the canal and they have also tried to burn the face and clothes etc. of the deceased by pouring petrol over the body. Later the deceased was identified through ZIPNET as Shivam Kapoor @ Panday S/o Sanjay Kapoor R/o 14 Gandhi Square, Malka Ganj, Delhi. As per ZIPNET, missing report of Shivam Kapoor was lodged at PS Sabzi Mandi and parents and relatives of the deceased were contacted who have correctly indentified the deceased as Shivam. During the course of investigation it was revealed that deceased was last seen in the company of one Runeet. This information was developed and it was revealed that one of the friend of Runeet namely Abhey Diwan and his wife were missing since the day of the incident and they also poses a Swift Car. Accordingly a search was made and they were apprehended. All the suspects were interrogated and on 25/07/12 accused (1) Jatin (2) Abey Diwan (3) Runeet (4) Mahima were arrested when they confessed their involvement in the present case. On sustained interrogation, It was revealed that accused Abhey Diwan is a gambler and he was running under loss of 70 lac. Accused Abey along with co-accused Jatin, Runeet made a plan to kidnap some affluent person and demand huge sum of money as ransom so that they could clear their debt as they were constantly being pressurized from the bookies. The accused purchased a Pistol , Bandage, Tape and other items .The accused Abhey use to Visit Malka Ganj to meet Runeet who is resident of Malka Ganj. Few days prior to this incident, when accused Abhey Diwan and Runeet were roaming in the area of Malka Ganj in the swift car, then the deceased Shivam Kapoor, who was friend of Runeet, met them while he was standing in front of his house. Accused Abhey Diwan asked Runeet about financial status of Shivam Kapoor, Runeet told that recently his father has sold one property and he has enough money to deliver as ransom. On 17/07/12 accused Abehy and Runeet were roaming in the area of Malka Ganj in the Abehy white swift car. When both accused ware standing near Gurudwara Malka Ganj. Deceased along with his friend Vishal were passing from there and met Runeet and Abey. Runeet asked deceased Shivam that he has to discuss something personal with Shivam. Thus deceased went to drop Vishal and came back to Gurdwara Malka Ganj and Parked his scooter and met Runeet. Abhey Diwan asked deceased to sit in the car. No sooner Shivam Kapoor sat inside the car Runeet started driving the car. There after Abhey Diwan took out the Pistol and fired in the stomach of Shivam@Pandy. Thereafter the accused Abey and Runeet tied the both

hands of the deceased and thereafter Abay attacked the deceased with a sharp cutter on different parts of his body. The accused Abhey Diwan also gave sedative injection to deceased and when he became unconscious, accused Abhey Diwan left the accused Runeet and deceased in the swift car at Sec- 15 Rohini. Accused Abhey called his wife Mahima Diwan downstair and went to Faridabad in other car with his wife after that both brought fourth accused Jatin, who is common friend of Abhey Diwan and Runeet. Thereafter all the four accused namely Jatin, Runeet, Abhey and Mahima Diwan boarded the same swift car and went to dispose of the dead body. To make sure that Shivam has died accused Jatin fired in the head of deceased. Then they had purchased a bottleful of petrol from a nearby petrol pump and dupe the body near Ekta Camp Jhuggi. The accused also poured Petrol on the body of deceased and lit fire and went away with swift car . As per their plan they wanted to kill the victim and would have then demanded the ransom money from the parents of the deceased using the mobile phone of the deceased. During the investigation swift car, weapon of offence , mobile phone of deceased have been recovered on the pointing out of accused .

NAME AND PROFILE OF ACCUSED:-

1. Abhay Diwan @ Gappy S/O Govind Diwan R/o C-2/16, Sec-15, Rohini, Delhi Age 27yrs (Under-Graduate) He was born on 8.08.1984 in a middle class family. He has one brother and one sister. He is eldest son in the family. His father used to work as property dealer in Rohini. He came in contact with his wife Mahima (who was also doing BBA from the same institute) when he was doing BBA from Technia Institute, Rohini. Because of the love affair he left his studies after IInd year. Later he got married to Mahima and started working as Property Dealer. However, he fell in bad company and started BETTING. Because of this bad habit (gambling through betting on cricket matches) he incurred heavy loss and thus he obtained loan from Muthoot Finance by pledging the gold of his wife. He played more in order to win and clear debt but couldn't come out of this vicious circle. He thought of making easy money by kidnapping some affluent person and then obtaining huge sum of money as ransom. Jatin was his old friend. Financial condition of Jatin was also not good. Gappy has arranged a pistol through one of his contact at Chanderawal. Through Jatin, he came in touch with Runeet Gulati. It was through Runeet that they obtained information about the present victim.

2. Jatin S/o Niranjan Lal R/o P-44, 2nd Floor, Lajpat Nagar, Delhi Age 24 yrs. (8th Class) He was born in lower class family in Malka Ganj. His father is PURI-BHAJI seller at Old Delhi Railway Station. He studied upto VIIIth class and then joined the property dealer office of Gappy as helper. Later when Gappy started gambling, then he is the one who used to deliver/collect payments on behalf of Gappy. When the economic condition of Gappy deteriorated then he joined hands with him to make easy money by obtaining ransom by kidnapping some affluent person.

3. Runeet Gulati S/o Late Sh. Som Nath R/o D-41, Malka Ganj, Delhi Age 20yrs. (Under-Graduate). He was born on 18.05.1992 in a middle class family residing at Malka Ganj. His father was an alcoholic and used to work as a supervisor in a chemical shop situated in Sadar Bazar. Accused has two elder sisters. Because of alcoholism father of the accused had developed serious ailment of liver and he remained at home for almost 8 years. Mother of the accused used to earn the livelihood by running a beauty parlor at Malka Ganj. Ultimately father of the accused died on 26.01.2009. Accused did his XII th class (science non-medical) from Ravindra Public School but he did not score well in his exams (only 52%) and thus did not get admission anywhere in Delhi. As a result his mother took further loan to get him admitted in IHM (Banglore) for Hotel Management Course. He had a friend by the name of Rahul in Malka Ganj and through him he came in touch with Jatin. Through Jatin he met rest of the Co-accused namely Gappy and his wife. All of them conspired and committed this gruesome murder. They wanted to extort money from the parents of the deceased as a ransom demand. In order to destroy all the evidences, they had killed the victim at the very first instance.

4. Mahima W/o Abhay Diwan R/o C-2/16, Sec- 15, Rohini, Delhi Age 25yrs. (BBA-IInd year) Mahima was born in Middle class family in Sector-15, Rohini and was doing BBA from Technia Institute, Rohini. Here she fell in love with Gappy and later married him. She left her BBA. Later Gappy fell in bad company and lost huge sum of money in gambling. Gappy told her, his plan of kidnapping and killing some affluent person and then using the mobile phone of the victim to demand ransom money from the family of the victim. She suggested that duping the body of the victim would be easy, if accompanied by a lady. She volunteered herself in duping the body of the victim.

Two Auto Lifters arrested within 24 hours by Bhalswa Dairy Police

With the arrest of two persons namely Lalit Pal S/O Kishan Pal R/O H. NO. 173, near Pal Medical Store, Holambi Kalan, Delhi aged 21 yrs and Anil Kumar S/O Kishan Singh R/O H. No. 152, Modiram Gupta Ka makan, Holambi Kalan, Delhi,aged 21 yrs, (North West District) Police has solved the theft case registered vide FIR NO. 384/12 U/S 379 IPC PS Narela within 24 hours.

INCIDENT:-

On 24.7.2012 HC Jitender alongwith Ct. Devender and Ct Narender 1927/NW were patrolling in the area, where an informer met HC Jitender and told that a tempo 1110 Eicher was parked near Gurudwara Bhalswa Dairy which was stolen by three boys sitting in the said vehicle. On this information, HC Jitender along with raiding party reached the spot . On seeing the police staff, all accused persons tried to run away from the spot, but two of them were nabbed by the staff. During interrogation, it was revealed that the above said vehicle bearing No. HR-67-2852 was stolen with 9 tones of Iron rods from the jurisdiction of PS Narela and a case FIR No. 384/12 U/S 379/IPC has been registered . After verifying the above said information, both the above said accused persons were arrested and case property was taken into police possession. The value of iron rods is approximately 4 Lacs .

TEAM: -

To nab the culprits a team of PSI Jagbir, HC Jitender, Ct. Devender , Ct. Sanjit and Ct. Narender was constituted under the supervision of Inspr. A. K. Singh, SHO/PS B. Dairy, and sources were deployed. After interrogating two persons, the said team was successful in arresting both the accused within 24 hours of the incident.

Accused Lalit Pal S/O Kishan Pal R/O H. NO. 173, near Pal Medical Store, Holambi Kalan, Delhi studied till 9th class then he started as the work of labor . Accused Anil Kumar S/O Kishan Singh R/O H. No. 152, Modiram Gupta Ka makan, Holambi Kalan, Delhi studied till 10 th class and then he also started to work as labor . Both the accused persons are in the habit of drinking during late night.

A GANG OF ILLICIT ARMS TRAFFICKER (GUN RUNNER) CONSIGNMENT OF 7 ILLICIT ARMS AND AMMUNITION RECOVERED TWO RECEIVERS OF ILLICIT ARMS ARRESTED

With the arrest of (1) Rajeev Kesari aged 26 years s/o Paryag Kesari r/o D-1/229, Sant Nagar, Burari, Delhi; (2) Jitender Pal Singh @ Lucky aged 37 years s/o Trilochan Singh r/o KD-51A, Ashok Vihar Phase-I, Delhi and (3) Parveen Kumar @ Ludi aged 22 years s/o Bishambar r/o Vill. Rajpura, Delhi, Crime Branch has busted a network of inter state traffickers of illicit arms and ammunition.

INFORMATION & OPERATION

In the recent past, it was observed that the use of fire arms during robbery incidents was increasing. Sustained efforts were made by a team of Inter State Cell, Crime Branch comprising of Inspr. Rajbir Singh, SI Lokesh Sharma, ASI Ishwar Singh, HC Dinesh, HC Rishikesh, HC Hansraj, Ct. Rambir, Ct. Semchand, Ct. Anil Hooda, Ct. Ravi Prakash, Ct. Sandeep, Ct. Amit and Ct. Shashikant under the close supervision of Sh. Rajender Bakshi, ACP/ISC to find out the links of supplier of illicit fire-arms. Finally, the team was able to zero in on one Rajeev Kesari as prominent supplier of illicit arms and ammunition to criminals of North West Delhi and Outer Delhi. It was also learnt that he procures these illicit weapons from Munger, Bihar and supply them to several criminals through his network as he himself is an active criminal of Ashok Vihar area.

Surveillance was mounted on his activities and it was revealed that he has recently brought a consignment of such weapons from Bihar to Delhi. Acting upon this information, Rajeev Kesari was apprehended near Transport Authority, Ashok Vihar in the evening of 17.07.12 by the police team. Five illicit pistols of 7.65, 315 & 12 bore and 25 live cartridges were recovered from his possession. Accordingly, a case FIR No. 193/12 u/s 25 Arms Act was registered at PS Crime Branch and investigation was taken up.

INVESTIGATION & INTERROGATION

Interrogation of accused Rajeev Kesari revealed that he was operating as a small time tout at Transport Authority, Ashok Vihar. He was a close friend of one Dimpy Sharma of Wazirpur Village who is working as tout at Wazir Pur Transport

Authority. In the year 2004, Rajeev Kesari along with Pankaj Chaudhary had assaulted Dimpy’s father and also fired from a country made pistol in which one Sumit Khari, an associate of Dimpy’s father, received gun shot injuries. Rajeev Kesari and Pankaj Chaudhary were arrested in case of Attempt to Murder but after coming out of jail, Rajeev Kesari again developed intimacy with Dimpy Sharma. He also developed links with gun running mafia of Saharsa and Munger District, Bihar and started procuring illegally manufactured weapons from Bihar and supplying them to criminals in Delhi at huge profit. He further disclosed that he has already brought and supplied consignments of weapons. The consignment recovered from him was also brought from Bihar one day earlier and he was going to supply the same through his contact.

On the basis of information provided by accused Rajeev Kesari, one Jitender Pal Singh @ Lucky r/o KD-51A Ashok Vihar Phase-I, Delhi, was apprehended. During questioning, he informed that he had purchased a pistol with two magazines from Rajeev Kesari sometime back and he had kept the same in his locker at Punjab & Sindh Bank, Gujranwala Town, Delhi. At his instance, the said illicit pistol of 7.65 bore along with 2 magazines was recovered from the bank locker. Accordingly, a case FIR No. 195/12 u/s 25 Arms Act was registered at PS Crime Branch and Jitender Pal Singh was arrested. During interrogation, he revealed that he had purchased this weapon from Rajeev Kesari as he feared enmity with some other property dealers of the area and he kept the weapon in the bank locker so that he may use it at the time of requirement.

During further investigation, one Parveen @ Ludi of Village Rajpura, Delhi has also been arrested and one more country made pistol has been recovered from his possession which he had purchased from Rajeev Kesari sometime back. Accordingly, a case FIR No. 196/12 u/s 25 Arms Act was registered at PS Crime Branch and Parveen @ Ludi was arrested.

Further investigation is under progress.

A team of officers of the Crime Branch led by Inspr. Jitender Kundu of SIT under the supervision of Addl. DCP/SIT Shri Joy Tirkey have apprehended two persons involved in trafficking of drugs and have recovered 200 Kg. contraband ganja. The contraband ganja (cannabis) recovered is worth Rs. 2 crores (approximately) in the International Market.

Information was received on 25/07/2012 in the evening by SIT/Crime that a huge consignment of contraband ganja is being brought to Delhi. The information further entailed that one person would be coming near G.D. Goenka School, Model Town-III, Delhi on the night intervening 25-26/07/12 to deliver a consignment of contraband ganja to one Basudev Das @ Badal. Acting upon this information, a trap was laid at the spot and at about 0130 hours, two persons were apprehended with a truck containing huge quantity of contraband ganja. They were identified as (1) Shree Ram aged 30 years s/o Mata Badan r/o Karan Enclave, Chipiyana, Buzarak, Gautam Budh Nagar, UP (permanent resident of Vill. Makdumpur, Distt. Sultanpur, UP) and (2) Basudev Das @ Badal aged 41 years s/o Mahant Charan Das r/o Jhuggi No. 37/139, C-Block, Jahangirpuri, Delhi. 200 Kg. contraband ganja was recovered from the truck. Subsequently, a case under the appropriate sections of the NDPS Act was registered at PS Crime Branch.

Both of them were subjected to intensive examination in which it was revealed that accused Shree Ram had received the consignment of contraband ganja from one Bapu of Angul, Orissa and he had brought this consignment to Delhi to deliver it to Basudev Das. After purchasing contraband ganja from Shree Ram, Basudev Das used to further sell it to his customers in New Delhi area at huge profit. Both of them were engaged in this racket since some time.

To earn easy money, they joined this racket. Shree Ram has studied upto 8 th standard while Basudev Das is illiterate.

ONE EXTORTIONIST ARRESTED & A CASE OF EXTORTION SOLVED

With the arrest of one Dinesh Sharma s/o Ram Kishan Sharma r/o H No. 17/3 Gali no.3 Sanjay Mohalla Bhajanpura Delhi the North-East police staff of PS- Jafrabad Delhi along with the special team of North East district has solved a case of extortion registered vide case FIR no. 187/12 dt 22.07.12 PS-Jafrabad Delhi.

INCIDENT: On 22-07-12 Complainant Pradeep Gupta reported that he has been getting threat calls by unknown caller, demanding Rs 20,00,000/- and also threatening him if his demands are not fulfill then he will kidnap his children’s from the school and if any sort of information given to police regarding threatening call or demands. In this regard, a case FIR no. 187/12 u/s 387 IPC was registered at PS- Jafrabad Delhi.

INVESTIGATION: In order to investigate the matter and to nab the accused person a special team was constituted comprising of Insp. Sanjay Gade I/C Spl Staff, Insp. NR Lamba SHO Jafrabad, SI Gaurav Chaudhary, HC Rishi Yadav , HC Harkesh Kumar , Ct. Amit Kumar, Ct. Kavinder and Ct. Joginder Kumar under the supervision of Sh. M.L Sharma ACP/Ops. The phone number provided by the complainant was put under observation and the location of the accused was found to be in Mumbai, a team was immediately left for Mumbai on 23-07-12 but the accused moved from Mumbai to Delhi in the morning of 24-07-12. Team followed the movement of the accused and reached Village Khawaspur Bulandsher (UP) and hunt was made in different areas of village Khawaspur and the accused was arrested with two mobile phones, three SIM Cards and two boarding passes (From Delhi to Mumbai and vice versa) from his possession. Accused Dinesh disclosed that he is a cable operator of village Ghonda area Delhi. His office was near to the complainant’s house, accused has provided a cable connection to the complainant and he was well familiar about the status of the complainant, so he planned to extort the money from him.

INCIDENT & INVESTIGATION

Keeping in view the spurt in vehicle theft in the area, all the field staff were strictly directed by ACP Sub-division Sh. Satish Yadav and SHO/ Mianwali Nagar Inspr. Rajesh Kumar to keep close vigil in the area by way of vehicle checking. Acting upon the directions, ASI Dipender Singh, HC Narender, No. 200/W & Ct. Rameshwar, No. 1998/W were deputed at special vehicle checking picket on 25.07.2012 at N. S. Road, Mianwali Nagar. During checking, a Discover motorcycle No. DL 9S P 7948 was seen coming from Rohtak road side. After noticing the police checking, the motorcyclist applied sudden brake and tried to turn back in order to escape. The alert checking staff on suspicion immediately nabbed them. They were asked to produce the papers of the vehicle and their identity proof. But they could not produce any document of the motorcycle. On inquiry, it was found that the motorcycle was stolen from P. S. Parshant Vihar vide FIR No. 237/12. During interrogation they disclosed their names as Hasmuddin S/o Ali Hasan R/o H. No. 2210, Gali No. 23, Rajiv Gandhi Nagar, New Mustfabad, Delhi – 94 & Harun S/o Abbas R/o C-407, Gali No. 4, Old Mustfabad, Delhi. On enquiry it was established that Hasmuddin is a History Sheeter of P.S. Gokul Puri area. They were immediately apprehended and arrested U/S 41.1 (D) Cr.P.C. The motorcycle was also taken into police possession.

INTERROGATION & MODUS OPERANDI

Both the accused were put under intensive interrogation. They disclosed that basically they are auto-drivers, but used to steal motorcycles and other articles to earn quick money. They disclosed that they had stolen another motorcycle last year from P. S. Janak Puri area, which they could not sell further and are in process of selling it in parts. Besides this, they also used to steal batteries from vehicles. All the stolen articles have been kept at MCD Park, G-Block, Jahangir Prui, Delhi. On their instance, the other stolen motorcycle registration No. DL 4S AX 7845, Yamaha FZ, stolen from P. S. Janak Puri area vide FIR No. 271/11, and six stolen auto batteries were also recovered. All the items were taken into police possession.

On further interrogation it was revealed that both the accused are auto drivers. Hasmuddin is an active criminal of P. S. Gokul Puri area. He was involved in seven criminal cases of snatching and theft etc. in the past. Accused Harun came in contact with him recently and they both started stealing motorcycles and other articles to get quick money.

The staff involved in good work is being rewarded suitably.

ALERT NIGHT PATROLLING STAFF CAUGHT NOTORIOUS SNATCHER STOLEN LAPTOP AND TWO SNATCHED GOLD CHAINS RECOVERED 2 CASES OF SNATCHING / THEFT WORKED OUT

With the arrest of notorious snatcher namely Harsewak Singh (age 22 years) s/o Bhinder Singh R/o Gurudwara Nanak Pura Staff Quarter No. 2, Moti Bagh, New Delhi, staff of PS S.J. Enclave, South District has solved 2 cases of snatching/theft reported in the areas of PSs S.J. Enclave and Sarojini Nagar and recovered one laptop and two gold chains.

BRIEF FACTS:

On the intervening night of 24/25-07-12, Const. Ujagar Singhy, No. 1152/SD and Const. Ravi Chauhan No. 6061/DHG were on motor cycle patrolling duty in the area of Green Park Extension, heard a help call from a lady whose laptop was snatched by a motorcyclist while she was returning back to her residence in X-Block, Green Park. She was in Auto Rickshaw along with her colleagues. Const. Ujagar and DHG Constable immediately followed the motor cyclist and after chasing him for about 1 ½ KMs they apprehended the m/Cyclist who was trying to flee. The snatched laptop from the lady was recovered from his possession. He was identified as Harsewak Singh s/o Bhinder Singh R/o Gurudwara Nanak Pura Staff Quarter No. 2, Moti Bagh, New Delhii. The complainant lady introduced herself as Sara Kaushik D/o Sh. Vinod Kumar R/o X-12, Green Park, New Delhi. Motor cycle No. DL 4SBD 8615 (Bajaj Pulsar) used in commission of crime was seized. In this regard, a case vide FIR No. 259/12 dated 25.07.12 u/s 356/379/411 IPC was registered at PS S.J. Enclave and investigation was taken up.

INTERROGATION :

During interrogation, at the instance of accused, two gold chains were also recovered from his residence, which were snatched from two different ladies in the area of Sarojini Nagar and Safdar Jung Enclave. He also confessed to have snatched bags from various ladies who were either on foot or were in Auto Rickshaws. He spent the money found in snatched bags and had thrown the bags in the nalahs or in jungle areas. He has been taken on police custody remand to recover the bags.

Harsewak Singh (age 22 years) S/o Bhinder Singh R/o Gurudwara Nanak Pura Staff Quarter No. 2, Moti Bagh, New Delhi has studied up to 12 th class. His father works as kar sewak in the gurudwara. After schooling, he started driving taxi. His father bought a second hand Honda City Car for him so that he may use it as taxi. He has 3 girl friends and in order to make himself rich overnight to meet the expenses of his girl friends, he started committing snatching. He used his father’s motor cycle to commit snatching. He used to target ladies, either walking at lonely streets or travelling in auto rickshaws during night. He used to keep his bike close to the target and after snatching the chain or purse he speed up his bike and vanish from the spot.

With the arrest of a two desperate snatchers viz. Neeraj Kumar Verma(aged-28 yrs) s/o Rajender Kumar r/o Parshuram Colony, Rewari, Haryana and Shatrughan(aged-20yrs) s/o Shyam Babu,r/o Gali –Patan Devi, Mohalla –Chowk, Distt. Patna, Bihar, P.S. Dwarka North has worked out three cases of chain snatching and succeeding in recovering three gold chains.

NAME AND PROFILE OF ACCUSED

1)Neeraj Kumar Verma(aged 28yrs) S/O Rajender Kumar R/O Parshuram Colony, Rewari, Haryana,has done graduation from Meerut Universit. He is married and has one child. In Delhi, he has been residing on rent in the area of Nasirpur. His father is a tailor who is debt ridden. In order to remove the stigma of poverty, he yearned to earn quick bucks and resorted to crime.

2) Shatrughan(aged 20yrs) s/o Shyam Babu,r/o Gali –Patan Devi, Mohalla –Chowk, Distt. Patna, Bihar, is a school dropout of 10th class. He is unmarried and currently unemployed. His father was expired in his early age and and mother has no control over his nefarious activities.

GIST OF THE CASE:-

Smt. Chandra Pandey w/o P.C Pandey reported that on 11.07.2012 , she was standing in front of her Society’s gate i.e Ekta Apartment, Sec.3 Dwarka and was waiting for school bus of her grandson who was about to come from school. In the mean time, one boy came from rear and wrenched her gold chain. His associate was waiting with motor cycle at some distance. Duo managed to flee from the spot.. Upon this, a case under relevant sections of law was registered at Police Station Dwarka North and investigation was taken up in right earnest.

OPERATION AND BREAKTHROUGH

Keeping in view the above incident, local police was asked to collect intelligence about gangs involved in chain snatching. Upon this a team of police Station Dwarka North comprising S.I Girdhari Lal, ASI Jai Singh, H.Ct. Vijender, H.Ct. Balwant, Ct. Shauram and Ct. DhanSingh under supervision of Inspr. Naresh Kumar was deployed to gather information. In the evening of 24/7/11 an information was received that two active chain snatchers who are involved in the above incident will come to Dwarka for committing crime. Information was further developed and it was turned out that the snatchers will come to Dwarka-4 market. On this information, the above mentioned team was deployed and a trap was laid near Sec. 4 Dwarka road leading to Sec.4 market. Checking of vehicles were intensified. At about 8:00 PM two persons came from Sec.5 Dwarka on motor cycle No. DL 6SAE 8542 and were stopped for checking. Initially they argued with the police team and pretended/impersonated as kins of VIP and refused to show the documents. Police party gathered their wits and pressed for verification. Meantime they tried to reverse the motor cycle in haste, but finding the matter suspicious the team swung into action and the duo were over powered. On interrogation and verifivation, the motor cycle original number was retried as HR-36L 2960.

INTERROGATION AND MODUS OPERANDI

On sustained interrogation, the accuseds revealed that they are good friends and were working together as waiters in marriage parties. They have many girl friends and in order to buy gifts for them and to live a lavish life, they indulge in crime. They target gullible ladies and strike generally in the day time. After evaluating the risk factor, they snatch gold chains.

In pursuance of their confession statements, three gold chains have been recovered from the houses of accused persons.

UN-EARTHED THE STORY OF MURDER CASE

With the arrest of one person namely Babloo s/o Roshan Khan r/o N-17 C/435 F Block, J.J.Colony, Wazir Pur Delhi North West District has unearthed a case of murder lodged at police station Bharat Nagar vide FIR No 171/12 dated 26/7/12 u/s 302/307/34 IPC and 25 & 27 Arms Act.

INCIDENT: On 26/7/12 at 8.40 AM vide DD No. 6A an information regarding quarrel in front of F-237 jhuggi JJ Colony near Barhi Masjid was received at Police Station Bharat Nagar that and same was entrusted to SI Mohinder Singh for enquiry and further legal action. On reaching the spot he came to know that the injured persons have already been removed to BJRM Hospital, Jahangir Puri, Delhi. In the meanwhile, North-West District Control Room flashed a message that one injured namely Mumtaj has sustained stab injuries and she is in serious condition. On hearing this message, Insp. Rajendra Prasad SHO Bharat Nagar along with ASI Dev Raj, HC Ram Rattan HC Rajender Singh, Const. Gurjeet Singh and Const. Kuldeep Singh immediately reached at the spot and made enquiry. During enquiry it had come to notice that Bobby his father Roshan Khan has quarrelled with Mumtaj and her husband Mukhtar. One juvenile and Roshan Khan caught hold of Mumtaj and Babloo stabbed with knife. One Brij Kishor s/o Late Sh. Tej Pal r/o E-157 Wazir Pur, J.J. Colony, Delhi is an eyewitness of this incident hence his statement was recorded. Thereafter SHO alongwith reached the BJRM Hospital and collected MLC of all injured person. Injured Mumtaj was declared brought dead by the Doctor. Hence on the basis of statement of Brij Kishore and perusal of MLCs a case vide FIR No 171/12 dated 26/7/12 u/s 302/307/34 IPC and 25 & 27 Arms Act was got registered at Police Station Bharat Nagar

Delhi and investigation was taken up by SHO Bharat Nagar. During investigation accused Babloo s/o Roshan Khan was arrested and weapon of offence i.e., blood stained knife was recovered from his possession. of Out of three deceased Mumtaj’s husband Mukhtar and accused Roshan Khan are still admitted in the emergency ward for further treatment.

MOTIVE: During investigation it has come to notice that juvenile has drawn a water pipe line from his own money and deceased Mumtaj and her husband used to take water from the said water pipe line and accused Roshan Khan and his associates often objected for this. Today Mukhtar and his wife Mumtaj took water from the said water pipe line. Accused Roshan Khan his son Babloo and a juvenile objected for this. Initially there was a minor altercation between both the parties and thereafter Roshan Khan and his associates started beating Mukhtar and his wife Mumtaj and this quarrel has ended with the death of Mumtaj.

1. Whereas a large number of commercial places/shops have come up in Delhi which are popularly known as Cyber Cafes and a large number of people visit them to use the facilities available in such places including e-mail facility.

2. And whereas it has come to notice that certain criminal anti-social elements/terrorists are using these facilities to mislead the security/investigating agencies, create panic in the public, endanger the security of VVIPs and Govt. Institutions, help in the terrorist activities directly affecting the security of the State.

3. And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life or safety, to thwart/prevent terrorist activities, which may affect the security of the State and disturbance of public order and tranquility.

4. Now, therefore, in exercise of the power conferred upon the Commissioner of Police,Delhi by section 144 Criminal Procedure Code,1973 read with Govt. of India, Minstry of Home Affairs, New Delhi’s Notification No. U-11036/3/1978 (I)-UTL,1.7.1978 and further delegated to the undersigned vide Govt of India, Minstry of Home affairs, New Delhi’s Notification No. F.No. 11.36/1/2010-UTL dated 9.9.2010, I, Ved Prakash, Asstt. Commissioner of Police, Sub Division Rohini, Outer District, do hereby make this written order for strict compliance by the owners of such Cyber Cafes, in the entire area of Sub Division Rohini Outer District:-

i) Prohibiting the use of Cyber Cafe by unknown person and whose identity has not been established by the owner of the Café;

ii) Maintaining a register for identity of the visitor/user;

iii) Make an entry in the handwriting of the visitor/user mentioning name, address, telephone number and identity proof. The visitor/user shall also sign the register kept for this purpose;

iv) the identity of the visitor/user shall be established through identity card, voter card, ration card, driving license, passport and photo credit card (any one of them);

v) The users of cyber café are photographed on continuous basis and a record of the same is maintained properly by the owner of Cyber Café.

vi) Activity server log should be preserved in main server and its record should be preserved for at least six months;

vii) if any activity of the visitor is of a suspicious nature the owner of Cyber Café will immediately inform the police station; and

viii) Record be maintained about the specific computer used by the person.

5. This order shall come into force with effect from 29.07.2012 and shall remain in force for a period of 60 days i.e. upto 26.09.2012 (both days inclusive) unless withdrawn earlier.

6. Any person contravening this order shall be punishable under Section188 of the Indian Penal Code; and

Whereas reports have been received that due to the situation prevailing in the areas of Police Stations specified in the schedule appended to this order, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations and there is every likelihood of breach of peach and disturbance of public tranquility and also there is grave danger to human life and safety and injury to public property on that account.

2. And whereas it is necessary that some checks should be put on landlords/tenants so that terrorists/anti-social elements in the guise of tenants may not cause explosion riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.

3. Now, therefore, I, Ved Prakash, Asstt. Commissioner of Police, Sub-Division Rohini, Outer District, Delhi in exercise of the powers conferred by clause (b) of Sub-section (I) of the Section 70 of the Delhi Police Act, 1978 (34 of 1978) upon me under Section 144 Criminal Procedure Code, 1973, read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. B-11036/1/2008 UTI, dated 26.11.2008 do hereby order that no landlord/owner/person of any house/property which falls under the jurisdiction of area of Sub-Division Rohini specified in the schedule appended to this order, shall let/sublet/rent out any accommodation to any person unless and until he has furnished the particulars of the said

tenant(s) to the Station House Officer of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned in whose jurisdiction the premises fall about the particulars of the said tenants.

4. This order shall come into force with effect from 02.08.2012 and shall remain in force for a period of 60 days i.e. up to 30.09.2012 (both days inclusive) unless withdrawn earlier.

ORDER

Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor Cycles, Scooters and Cars in Delhi through dealers engaged in this profession.

2. And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form No. 29 and Form No. 30 ( part-I-II) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer of the vehicle in the records of Transport Authority. This is to circumvent the requirement of section-50 of the Motor Vehicles Act, 1988, that the fact of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer.

3. And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/agents of Second Hand Vehicles. Such second hand vehicles are likely to be used for commission of various type of crime like robbery etc. and may be used even in terrorist activity.

4. And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers or agents engaged in the business of facilitating sale and purchase of Second Hand Vehicles making it difficult for the investigation agencies to identify the criminals involved in such crimes.

5. And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and purchase of Second Hand Vehicles so that the anti social elements may not use them to sell the stolen vehicles through them and it is felt that immediate action is necessary in this regard.

6. Now, therefore, in exercise of the powers conferred upon me by virtue of Sec. 144 Cr. P.C., 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL, dated 09.09.2010, I, Ved Prakash, Asstt. Commissioner of Police, Sub-Division Rohini, Outer District, Delhi do hereby make this written order that all such Vehicle dealers who deal in sale and purchase of second hand vehicles including Motor Cycles, Scooters and Cars in the jurisdiction of Sub-Division Rohini, Delhi Shall:-

a) Maintain a register of sellers and purchasers of all the transactions of Second Hand Vehicles. b) Ensure that Form 29, Form 30 and the delivery letter are duly filled with clear mention of the date of

transaction.c) Affix photographs of the seller and purchaser on the register. d) Keep copies of identification documents like election card, ration card, PAN Card, Driving license etc. as

well as copies of Form 29, Form 30 ( Part- I & II ) and Delivery Letter for access by the police as and when required.

e) Inform the nearby police station if the seller or buyer is found suspicious. 7. These orders shall come into force with effect from 31.07.2012 and shall remain in force for a period of 60 days upto 28.09.2012 (both days inclusive) unless withdrawn earlier.

8. Any person dealing in business of sale and purchase of second hand vehicles as dealer or agent who contravenes this order shall be liable to be punished in accordance with the provision of Section 188 of the I.P.C.

Whereas a large number of complaints are being received that people purchasing liquor from liquor vends often start consuming the same it in front of the liquor vend itself or at other public places. Vendors selling eatables and juices, at times, also station themselves unauthorizedly outside liquor vends which further facilitates this undesirable activity. Some time, Baraties of marriage possession also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence under section 40 of the Delhi Excise Act,2009 (Delhi Act 10 of 2012).

2. And where it is necessary to take speedy measures in this regard to prevent danger to human life of safety and to thwart/prevent un-toward incidents which may affect the peace and tranquility of the area.

3 Now therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. F-11.36/1/2010-UTL dated 09.09.10, I, Ved Prakash, Asstt. Commissioner of Police, Sub Division Rohini of Outer District, Delhi do hereby make this written order to do the following for strict compliance by the owners of such liquor vends in the area of Sub Division Rohini of Outer District, Delhi:-

a) Install CCTV with sufficient number of cameras and recording system with play back facility, to cover upto 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor or facilitating consumption of liquor or any unauthorized vendor stationed in the coverage area.

b) The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.

c) The vend owner or his agent shall cause to copy the CCTV coverage on a CD on a daily basis which shall then be handed over to the Beat Constable of the area, against proper receipt in a register to be maintained at the liquor vend.

d) Before starting sales for the day, the Manager of the liquor vend should ensure that the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the Police Station simultaneously to be got duly received from the Duty Officer of the Police Station mentioning Daily Dairy Number on the intimation.

e) During the course of monitoring of the CCTV System, the Manager or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No. 100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

f) The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of nearest Police Station shall also be mentioned on the sign boards.

4. This order shall come into force with effect from 27.07.2012 and shall remain in force for a period of 60 days i.e. up to 24.09.2012 (both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be punishable under Section188 of the Indian Penal Code.

Whereas, there is mushrooming of BPOs (Business Process Outsourcing Centres) prominently known as Call Centres, Corporate and Media Houses in Delhi and other parts of the NCR offering employment opportunity for the youths.

2. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

3. and whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late nigh hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

1. And whereas it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.

2. Now, therefore, in exercise of the powers conferred upon me by the virtue of Sec.144 Cr. P.C, 1973 (No.2 of 1974) read with Govt. of India Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i)UTL dated 09.09.2010, I, Ved Prakash, Asstt. Commissioner of Police, Sub-Division Rohini, Outer District, Delhi do hereby make this written order that all such organizations like BPOs, Corporate & and Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub-Division Rohini, Outer Distt. Delhi shall:-

a) Maintain a data base of all employees, security personnel, cab drivers and contractual workers working with them, for access by the police as and when required.

b) Hire the security personnel and other contractual personnel as far as possible from licensed agencies only.

c) Ensure verification of antecedents of all their employees including contractual employees. d) Ensure that women employees are not made to travel alone with the cab driver and a duly

verified security guard or a male colleague (regular employees of the company) is invariably deployed in each cab carrying women staff during night hours i.e. 8PM to 7AM.

e) Choose the route in such manner that as far as possible a women employees is not the first one to be picked up or the last to be dropped.

f) Ensure that during the night hours the cab involved in transportation of women employees drops such employees right at their houses, remains halted at the point where a women employee has been dropped till she confirms about her arrival/reaching at her residence/place of stay through a telephone call.

g) Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard or the male colleague, during night hours, accompanies the employee on foot upto her house and takes a confirmation about her safe arrival.

h) Exercise effective check and control on the vehicle’s movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designated route etc.

i) Get GPS system installed in the cabs used in the transportation of employees, especially of women employees.

4. These orders shall come into force with effect from 20.07.2012 and shall remain in force for a period of 60 days i.e. up to 17.09.2012(both days inclusive) unless withdrawn earlier.

7. Any person/employer/ transporter etc. contravening this order shall be liable to e punished in accordance with the provision of Section188 of the Indian Penal Code, and
