Executive Summary

Human liberty Network was organize an event “Talk with Minister” on 24 th July 2017 and had very wonderful talk with Ms. Swati Singh honorable State Minister (Independent Charge), Women and Child Development, Uttar Pradesh. During this talk Mr. Suneel Kumar, Deputy Director NIPCCD Lucknow raised issue of ICPS implementation in Uttar Pradesh. In the response of his concern Minister madam guided to give recommendation in written that how government can improve implementation of ICPS in the state and on the bases of her guidance Human Liberty Network and NIPCCD jointly organized meeting with members of civil society organizations on 25th September 2017 from 11am to 02 pm at NIPCCD Lucknow to discuss gaps and recommendation to improve implementation of ICPS in the state. Meeting began with inaugural address by Dr. D.D. Pandey, Regional Director, NIPCCD Lucknow following of this Shri R.P. Shahi from Aangan Trust and member of human Liberty Network shared about Human Liberty Network. Subsequently Mr. Suneel Kumar, Deputy Director NIPCCD Lucknow oriented participants about ICPS. Later on Bhupendra from CHETNA and member of Human Liberty Network made 04 groups of participants to discuss gaps and recommendations to improve implementation of ICPS. All 04 groups presented their views one by one and during presentation Mr. Puneet mishra, Deputy Chief Probation Officer & In-charge of State Child Protection Unit Uttar Pradesh along with his colleague updated to participants about efforts of government to improve implementation of ICPS. In the end Mr. Subodh Bharti, Deputy Secretary of U.P. State Legal Service Authority promised for all possible support from his end.

Minutes of the meeting

Meeting began with welcome address by Mr.Bhupendra from CHETNA & Human Liberty Network (hereinafter will be refer as facilitator). He appreciated to participants for their participation in this important meeting. He also paid his gratitude to NIPCCD to do this meeting jointly with human Liberty Network. He requested to all participants to introduce him/her self with the name of their organization and their working area. During Introduction 31 participants from 41 districts shared their work.

Following of this facilitator requested to Dr. D.D. Pandey, Regional Director, NIPCCD Lucknow for inaugural address. During his address he thanks to Human Liberty Network for their constant efforts as well as to provide common platform to all grass root organization to share their views about Child Protection status in the state and to give recommendation to improve it through this meeting. Civil Society Organizations play an important role in Indian democracy, added by him. He gave well wished to all participants and revealed his expectation from participants that today we all field experience based organization should explore practical and innovative recommendations because ICPS is a very good scheme but its implementation needed improvement so if some general recommendation will come out it may already in ICPS. Whatever recommendation today we will give it should be translated in practicality, added by him.

In the subsequent of inaugural address facilitator requested to Shri R.P. Shahi from Aangan Trust & Human Liberty Network to share detail about Human Liberty Network. Speaker shared in detail about Human Liberty Network through Power point presentation. Human Liberty Network is a group of NGO’s working to reduce prevalence of modern slavery (human trafficking, bonded labour and child labour) as well as to support survivals for their rehabilitation in Bihar and Uttar Pradesh, shared by him. In this network total 16 organizations has membership and covering 19 district of Bihar and 11 Districts of Uttar Pradesh, added by him. He also shared vision

“human trafficking and slavery free society” and mission “ to create enabling environment by engagement of system & society to combat slavery and human trafficking as well as to facilitate implementation, amendment and formulation of related policies and programs” with participants.

Later on facilitator, requested to Mr. Suneel Kumar, Deputy Director NIPCCD Lucknow to do a brief orientation on Integrated Child Protection Scheme. Speaker explained ICPS very well in a very short time he precisely shared requirement of this scheme, name of many schemes which has merged in ICPS, objective of ICPS scheme, target audiences of the scheme. Apart from this he added, service delivery structure at central, state and District level- Central Project Support UnitCentral Adoption Resource Authority (CARA)NIPCCDMr. Suneel Kumar, orienting to participants

During orientation of Integrated Child Protection Scheme, Mr. Puneet mishra, Deputy Chief Probation Officer & in-charge of State Child Protection Unit Uttar Pradesh also added number of institutional service which is mentioned in above image.

Following this educating session facilitator requested to all participants to divide into 04 groups and given task that through group discussion please find main gaps in implementation of Integrated Child Protection Scheme as well as to give recommendations to improve implementation of same. All participants divided into 04 groups and did wonderful group exercise, after 30 minutes facilitator requested to do group presentations one by one. As per request of facilitator all groups did their presentations and through these presentation they highlighted following gaps and given following recommendations

Recommendations Mass awareness campaign at village, block,

district and school level through civil society organizations about ICPS

State government should issue a guideline to conduct regular meetings of District Child Protection Committee (DCPC), Block Child Protection Committee (BCPC) & Village Child Protection Committee (VCPC)

Minutes of DCPC, BCPC and VCPC should available online

There should be a monitoring mechanism at state level to monitor regular meeting of DCPC

Day to day work of DCPU should monitor at state level

Appointment of Non-Institutional Protection officer as other states

Timely payment of service providers like DCPU and Childline

Social Audit as MANREGA required DCPC should do district need assessment and

should include civil society organization On the bases of need assessment DCPC

should prepare district action plan including children into bagging and other underprivileged children

Accountability of duty bearer should fix and there should be a complaint mechanism at state level

Participation of children should ensure through baal samvaad on protection issues in schools

Mr. Puneet mishra, Deputy Chief Probation Officer & in-charge of State Child Protection Unit Uttar Pradesh shared some updates with participants and said that recommendations given by participants are very valid and welcome and government has already worked on some of the recommendation given by participants. Online monitoring system has preparing by department and it will be implemented very soon, said by him. He also promised that when these recommendations will reach to him through Human Liberty Network he will try to share same with appropriate authority. As far as training is concern he said that training of duty bearers including CWC, DPCU and NGO’s NIPCCD regular do training programs.

Following of this facilitator requested to Mr. Subodh Bharti, “Deputy Secretary of U.P. State Legal Service Authority” to say few words about today’s meeting. Speaker firstly thanks to Human Liberty Network to invite him in this program and appreciated efforts of all participants

who participated and shared very true challenges and given wonderful recommendations. He accepted that awareness of this scheme is not up to the mark and many judicial officers are not aware about this scheme. In the end he promised that state legal service authority is ready to provide all possible support to strengthen ICPS

In the end of the meeting Shree R.P.Shahi, Aangan Trust & member of HLN gave vote of thanks to everyone and promised to share minutes of the meeting, list of participants and other updates with participants very soon.
