State government may be finding it

difficult to recruit doctors to improve ithealth care infrastructure but when itcomes to flying state owned aircrafts, there seem to be no dearth of aspirants.

Nearly 20 applications have beenreceived for the two vacancies adver-tised recently.

Though the state's two aircrafts, a

King Air B-200 Aeroplane and an Agusta-109 Helicopter, are still flying, they were under the constant threat of being grounded as the aviation depart-

ment was operating them with the bare

minimum strength of four pilots. Whilethe department has a sanctioned

strength of six pilots, three each for theplane and the chopper, the recent resig-nation of two pilots, including the chief pilot, Captain D S Mishra, has made the

situation tight for the department. According to sources, in the past

couple of months there have been fewoccasions when pilots had to be hired on

per-day contract basis to fly the air-crafts, as one of the regular pilots couldnot fly due to health reasons. Officialssaid that as per the guidelines of the

Director General of Civil Aviation(DGCA), minimum three pilots arerequired for a plane or a helicopter.

Sources said hiring pilots on per-day

contract basis costs the exchequer quitea lot, as they charge almost three to fourtimes the regular daily salary of the

pilot on rolls. In contrast to the monthlysalary of Rs 3,62,000, a pilot on per-daybasis is paid almost Rs 30,000 plus costsof accommodation and expenses for

travelling. The chief pilot, DS Mishra

had been flying the state chopper eversince Chhattisgarh was formed. He's

credited with undertaking flights inadverse conditions in the naxal hitareas of Bastar region. He was part of several search and rescue operations

    undertaken by the government during

incidents of naxal hits in the remoteareas of the state.

    When contacted, aviation secretary,

RS Vishwakarma, said that 19 applica-tions were received for the post of seniorpilots. Of these, 13 applications are for

the plane and six for helicopter. Headded that salaries paid by theChhattisgarh were the best, as com-pared to similar jobs in other states.

Congress MLAs protested ration card can-

cellation issue in the House. Congress member

Bhupesh Baghel demanded a discussion on

issue on ration cards but the Speaker denied

stating that discussion has already been held in

the Question Hour. Leader of Opposition TS

Singhdeo said that the discussion in the

Question Hour was limited to a few districts

and should be taken up for discussion.

    Soon, Opposition members started shouting

slogans while demanding discussion on ration

card issue. The Congress members later

entered the well of the House in protest leading

to their suspension. In the absence of the

Congress members, the Treasury bench mem-

bers requested the Speaker to initiate action

against Congress member Bhupesh Baghel for

    dishonouring the Chair.

We had sought from the Government to

take steps for stopping cancellation of ration

cards of eligible people and to take action

against ineligible people; mostly black marketeers and hoarders. But the Minister failed to take any initiative or give assurance on

both the aspects, said Leader of Opposition TS Singhdeo.

Members of the Treasury bench said that verification and cancel-

lation of ration cards was a routine work under public distribution

    system (PDS).

Congress member Bhupesh Baghel alleged that the State

Government had been frequently changing the ration cards in the

name of colour or the woman head of the family. This had resulted

in waste of crores of rupees in printing and transportation of

cards, he said. He further alleged that poor people were suffering

due to the verification process as they had been deprived of ration

for past few months. Scores of people are visiting the Food depart-

ment to restore the cancelled ration cards, he said, while accusing

the government officers of corruption and sought action against

them. Food Minister Punnulal Mohle gave explanation on the

notice of Congress member Bhupesh Baghel and said that as

many as 1.81 lakh ration cards had been cancelled in the State

while 11.96 lakh card holders had been found ineligible in the sur-

vey. The Government was committed to provide ration to poor

people but it also involved taking measures to ensure that ineligi-

    6 JULY 28 TO AUGUST 03, 2014 (MP & CG)EDITORIAL

ven though the eye of thestorm is a late, retiredMadras HC judge, the ram-

ifications are far wider thanwhat meets the eye. The col-legiums system, wherein a selectcoterie of SC and HC judgesdetermines topmost appoint-ments to apex and high courts, has rightly come under the scan-ner because of its continuedopacity and tendency to shieldthe black sheep in the herd.Katjus accusations are the lat-est in a long line of charges, for-mal and informal, that havebeen leveled at senior judges, especially SC justices, including corruption, fraudulence, conniv-ing with bureaucrats and politi-cians and even sexual violations.

In this light, it is imperativeto review longstanding failingsof judicial collegiums and substi-tute this gravely inadequate sys-tem with a more robust andtransparent judicial appoint-ments commission (JAC). Even

though the JAC Constitution(120th Amendment) Bill, 2013 ispending to be debated in thelower and upper houses of Parliament, what needs to betaken into account as well is thetendency of both legislature andthe executive to meddle in thepost-appointment affairs of thehigher judiciary.

Hence, while the bill, if passed, empowers Parliamentto legally prescribe functionsand procedures of the commis-sion, it equally bolsters the leg-islature to influence court deci-sions, particularly in high-pro-file cases with massive revenuestakes and formidable publicinterest. What the new uniongovernment must ensure, there-fore, is that transparency at alllevels of functioning is instilled, and that every appointment, extension of term as well asdenial of such must be support-ed with sufficient and justifi-able reasons.

    E

inance minister, ArunJaitley, used thismonths budget to set

a goal of ending defecating in the open by 2019. Ending open defecation would bring immense benefits. Some130 million households lacktoilets. More than 72% of rural people relieve them-selves behind bushes, infields or by roadsides. Of the 1 billion people in theworld who have no toilet,

    India accounts for nearly600 million.

The costs are high.Public safety is one under-appreciated problem, asyoung women have to leavetheir rural homes afterdark. A broader matter ispublic health. Open defeca-tion is disastrous whenpractised by groups in closecontact with each other.

Because Indias popula-tion is huge, growing rapid-ly and densely settled, it isimpossible even in rural

areas to keep human faecesfrom crops, wells, food andchildrens hands. Ingestedbacteria and worms spreaddiseases, especially of theintestine. They causeenteropathy, a chronic ill-ness that prevents the bodyfrom absorbing calories andnutrients. That helps toexplain why, in spite of ris-

ing incomes and betterdiets, rates of child mal-

nourishment in India do notimprove faster. Unicef esti-mates that nearly one-half of Indian children remainmalnourished.

Hundreds of thousandsof them die from preventa-ble conditions each year, especially in the north, which has most of the opendefecation. Faeces ingroundwater spread dis-eases such as encephalitis,an annual post-monsoonscourge in eastern UttarPradesh. Diarrhoea leavesIndians bodies smaller onaverage than those of peo-ple in poorer countrieswhere people eat fewer calo-ries, notably in Africa.Underweight mothers pro-duce stunted babies proneto sickness who may fail todevelop to their full cogni-tive potential. Dean Spears,a Delhi-based economist,

says the costs of all this, inincomes and taxes forfeited,

are far greater than theprice of fixing it. How to doso? India fares worse onsanitation than a host of poorer places including

Afghanistan, Burundi andCongo. Leaders need also toconfront the cultural rea-sons for bad sanitation.Hindu tradition encouragesdefecation in the open, farfrom home, to avoid ritualimpurity. The mere avail-ability of government-builtlatrines will not end opendefecation for decades yet. What is needed instead arepublic campaigns, inschools and in the media, toexplain the health and eco-nomic benefits of using toi-lets and of better hygiene.Researchers found that onlya quarter of rural house-holders understood thatwashing hands helps pre-vent diarrhoea.

    Ending open defecation would bring

    immense benefits

said that development of Vindhya regionwill acquire wings with this decision of theUnion Civil Aviation Ministry. He saidthat despite all richness of resources,

entire Vindhya region including Rewaremained relatively slow in progress anddevelopment due to lack of suitable modes

of transport and communication. It isnoteworthy that the Centre has recentlydecided to construct 50 low-cost airports in18 states. These include Rewa, Jabalpur

    and Gwalior in Madhya Pradesh.

Rajendra Shukla said that as perinformation, facilities for 4 types of air-craft will be available at low-cost airports,

to be developed in phases. Mobile controltowers will be used at these small airports

which will not have approach light facility. These airports will be guarded by state

Balaghat (Madhya Pradesh) With anaim to provide clean energy access, anNGO WWF-India has installed a 10 KWmicro solar PV power station in the

Bajgundi Forest Village, AamgahanPanchayat, Balaghat District of MadhyaPradesh The plant, inaugurated recentlyhas been set up by WWF-India through

Energy Green, the implementing agencyresponsible for setting up the solar PV plant in the village.

    According to Census 2011, Balaghat

district has over 1.14 lakh households thatare dependent on kerosene for their main

source of lighting. The installed solarplant will provide an alternate to this andhelp provide clean energy access to 62

households, one school, one anganwadiand one community hall in the village. Inaddition, stand-alone solar home lighting

systems are also provided for two remotehouseholds. Each household is connectedwith a solar off-grid distribution line, twoCFL points and a mobile charging port. In

addition to this, 27 LED street lights havebeen set up through the length andbreadth of the village, which is approxi-mately 80 km from Mandla and 40 km

from the Mukki gate of the KanhaNational Park.

    Working alongside local communities

for the maintenance and upkeep of thisproject, the local youth has been trained inhandling minor repairs and day-to-daymaintenance of the plant. In addition,

awareness and capacity building exerciseshave also been carried out for the vil-

lagers. One of the most unique featuresabout this installation is that the plant isoperated and maintained by the Eco

Development Committee of the village, the members of which are selected fromamong the village itself. Energy usage

charges are decided by the community soas to take care of the operational costs of the plant. Load limiters have also beeninstalled in each household of the village

which ensures availability of the specifiedquota of electricity round the clock, and nooverdrawal of power by any individualhousehold.

Ravi Singh, CEO, WWF-India, on theoccasion said, "The micro solar powerplant in Bajgundi empowers the lives of

the village community by providing thembasic access to electricity in a clean andsustainable manner. This in turn helps inmainstreaming the community by enhanc-

he Indian electricity sector isdependent on coal for almost 70 per-centof its total generation, which is

in line with other countries having large coalreserves like China, South Africa, and

Australia. India, having the fourth largestcoal reserves in the world, established alarge coal generation fleet to provide cheapand domestically sourced coal. The coal wassupplied by Coal India Limited (CIL).However, while electricity demand increasedrapidly during the 1990s and early 2000s,domestic coal production has lagged behind. The Ministry of Coal under the previousadministration was caught up in corruptionscandals (aptly named Coalgate' by themedia) under which they allotted coal blocksto electricity generators and other compa-nies without a competitive bidding process.

As these issues were further exacerbated bythe general corruption charges against theUPA-led government, India started import-ing significant quantities of coal to make upfor its domestic production deficits.

Importing coal at high internationalmarket prices has lead to cost increases forthe power and other industrial sectors. ThePlanning Commission estimates that coalimports will keep increasing in the future tomeet domestic production targets. India'slargest coal consumer, the National ThermalPower Corporation (NTPC), has had toimport twice as much coal during the 2013-2014 fiscal year.

Due to fuel shortages and general infra-structure build out issues, access to electric-

ity in India still lags behind OECD coun-triessignificantly. Even the official estimateof 75 percent nationwide electricity accessmasks the irregular delivery of electricity. While the official overall deficiency in elec-tricity supply over demand is estimated tobe 5.1 percent for the fiscal year 2014-15,

this data conceals the greater deficits in thesouthern and north-eastern regions of India, which could exceed 22 percent at peak load

times. The electricity sector is the largest buyer

of coal in India with NTPC being the largestsingle buyer (85 percent of NTPC's genera-tion is coal based). Further, the New andRenewable Energy Ministry has thus farhad a hard time moving forward on projects

under the Jawaharlal Nehru National SolarMission (JNNSM) since it has not beenincluded in the official power ministry. The

solar scheme envisions 20,000 MW of gridconnected and 2000 MW of off grid power by2022, which has been further increased bythe Modi government to three percent of total electricity generation in India (about35,000 MW). However, progress on thescheme has been slow under the previous

UPA-led government with only about 80 per-cent of the yearly projected solar power evenunder construction at this point.

Thus the much needed integration of renewable resources into the power grid hastaken longer and has run into more bureau-cratic issues. The integration of this min-istry will lead to better implementation of central government renewable energy policyin India.

    Importing coal leading to high

mall coal mining projects havebeen exempted from publichearings and moratorium on

expansion of industries in criticallypolluted areas has been lifted.

The environment of coal-richSingrauli region, a critically pollutedindustrial region spread over easternMP and UP, faces a double whammy.Small coal mines, owned mostly byIndias public sector undertaking, CoalIndia Limited (CIL), have now beenallowed to expand their capacity with-out any public hearing. Whats more, a

moratorium imposed on expansion of industries in the region has been liftedby the Union Ministry of Environmentand Forests and Climate Change(MoEF&CC). MoEF&CC has easedthe norms for expansion of coal miningprojects producing up to eight milliontonnes of coal in a year across thecountry. Further, the ministry has alsoagreed to a proposal to adopt a clusterapproach in clearing smaller mines inthe coal-rich belts in the nation.

On top of this, MoEF&CC in ameeting with coal ministry agreed to a

proposal which is likely to help boostcoal production. The environment min-istry will be adopting a cluster-basedapproach in clearing these mines withone public hearing, one productionlimit and one set of pollution controlnorms instead of clearing individualmine leases.

    Double blow for environment

On the other hand, in a bid to arrest theslow growth of industries and manufacturing, the ministry also lifted a moratorium on eightcritically polluted clusters across the country.

According to sources , the info rmation hadalready been made public by Gujarat stateenvironment minister, Ganpat Vasava, earlierthis month.

In a public rally and later in an interview toa local newspaper, he said that moratorium oncritically polluted clusters have already beenlifted. Now industries in critically pollutedareas will be allowed to expand. This will fur-

ther increase pollution in already heavily pol-luted industrial areas. The eight critically pol-luted areas are: Ghaziabad (UP), Indore (MP),Jharsuguda (Odisha), Ludhiana (Punjab),Panipat (Haryana), Patancheru Bollaram(Andhra Pradesh), Singrauli (UP & MP) and

Vapi (Gujarat). Of 3,266 indus tries identi fiedunder 17 categories of highly polluting indus-tries, 2,328 are complying with prescribednorms, 571 are non-complying and 367 havebeen closed down. In total, India has about 83polluted clusters as per latest CEPI assessmentof 2013.

He alsoadded that the best site available for themuseum will be selected and also said that he may visit a prospective site soon. Each year since 1999, the Kargil VijayDiwas is celebrated on July 26 everyyear to mark the exit of Pakistan Army

from Indian territory and Indian Army bunkers captured by them. On 'VijayDiwas' the nation remembers the sol-diers who laid down their lives in thecold desert of Ladakh, fighting toreclaim every inch of their motherland.Fought under the NDA government led

by the then Prime Ministe r Atal BihariVajpayee, the Kargil conflict was themost serious military engagement

between the two neighbours since thewar of 1971 that resulted in the divisionof Pakistan into two countries and thecreation of Bangladesh.

New Delhi: Prime MinisterNarendra Modi had in his pollcampaign promised a lot of boldsteps that he will be taking if voted to power and made the PMof the country. Now, he has report-edly asked the BJP's 280 Membersof Parliament to explain to thepeople the bold administrativesteps taken by his government inits first 50 days.

After Modi took office as thePM two months back, his govern-ment presented the first UnionBudget which targetted growth. With first session of the 16th LokSabha about to end, the PM isholding meeting with his MPs inbatches. It is being reported that

Modi has told MPsthat his govern-ment is working towards taking thebenefits of the boldpolicy decisionstaken by his gov-ernment to the lastperson and wantshis MPs to explainthis the people whoelected them.

gress being the second largest party isentitled to hold the position of LoP even if you keep in mind the evolving jurispru-dence of Parliamentary traditions and con-ventions." "I think it needs to be pointed out that the opinion of the AttorneyGeneral (AG) is after all by its very defi-nition and opinion, which is advisory innature, and is not binding upon the personwho has asked for it. There is a legality of

the issue, politics of India and the evolv-ing jurisprudence of Parliament." Tewarialso said that the Attorney general also inhis opinion has alluded to a conventionwhich is by no stretch is statuary rulewhich needs to be broken. "What needs to

be kept in mind is that since 1993, whenthe Parliament legislated the act to setupthe Human Rights Commission, increas-ingly, the leader of opposition has played an important role in very sensitiveappointments which have a bearing on thedirection of the country," he added."Therefore, to deny the Congress party thestatus of Leader of Opposition ( LoP)would tantamount to shutting out the

voice of opposition. This would be majori-tarian and authoritarian in character, and undemocratic; because after all theessence of any democracy is that there is aruling party and an o pposition party," said the former union minister. Congressleader Abhishek Manu Singhvi also told ANI, "I am not at all surprised. I think theAG has barely repeated not only the gov-ernment's stand but has said what the gov-ernment wants to hear." There has been atussle going on between the governmentand the Congress on the issue of Leader of the Opposition in the lower house of par-liament ever since the 16th Lok Sabhacame into its existence.

New Delhi: In bad news for Congress, Attorney General Mukul Rohatgi has reportedly maintained on Friday that the party has no case for claiming the Leader of Opposition (LoP) post, saying there is no precedence since the days of thefirst Lok Sabha when Jawaharlal Nehru was the Prime Minister. Rohatgi is also believed to have conveyed this to Lok

JudokasNavjot Chana and ShushilaLikmabam had to be con-tend with a silver medaleach after they failed toclear the final hurdle in themen`s 60kg and women`s48kg events, respectively. There was a bronze for foranother judoka, KalpanaThoudam. In weightlifting, there was a silver medal forS Mirabai Chanu, whileGanaesh Mali bagged a

bronze. The paddlers, shut-tlers and squash playershad easy outings on thefirst day, with both bad-minton and table teams

posting convincing wins. Itwas a display of over-whelming domination in48kg women`s weightlifting by the Indians as apartfrom Sanjita`s gold, SMirabai Chanu bagged thesilver medal to make it aone-two for last edition`shosts. In the men`s 56kg contest, the 25-year-old Deylifted a total of 248kg (109+139) after trailing atthe halfway snatch stage, but came back strongly inclean and jerk to win thegold and cap a remarkableday for the Indians at theClyde Auditorium.

few weeks back, itwas MariaSharapova. This

time, it is Sania Mirza. Both tennis stars seem tohave managed to rub a fewIndians the wrong way.

While Marias sin was igno-rance of our God (readSachin Tendulkar), Saniassin is that she chose to stepover to the dark side andmarry the enemy.

Maria was labeled igno-rant and pompous, Saniahas been labeled anti-national. If there is a hier-

archy of sins then being anti-national probably occu-pies the highest spot. Thisis one comparison (and pos-sibly the only) in whichSania beats Maria.

Sania finds herself inthe eye of the storm becauseof a statement made by K Laxman, a BJP legislatorfrom Telangana. He ques-tioned the Telangana gov-ernment's move to makeSania the brand ambassa-dor for the state, stating (and emphasising) the fact

When India experienced the rarephenomenon called 'Missing Ishant'

o one ever imagined that a day will come

when all of India would say 'We missedIshant!'The same Ishant,

who was ridiculed over theyears; the same Ishant who wasthe butt of many a joke; thesame Ishant who receivedintense criticism and abuse. Butas England cruised to a domi-nant position -- amassing 247/2on day one of the third Testagainst India, Ishant Sharma'sabsence was sorely felt.

The lanky Indian pacercame into this series on theback of good performances in

South Africa and New Zealand. And just when it looked like hewas getting into the groove, dis-aster struck in the form of aninjury. He was deemed unfit onthe morning of the third Test. His 7-74 in the Lord's Test wassplendid but now India willhave to do without him. After 10 years of hard workand toil in domestic cricket, Rajasthan pacer PankajSingh was finally awarded his Test cap. From thebeginning, it all went England's way. They won thetoss, elected to bat and the out-of-form Alastair Cookgot a reprieve early on when Ravindra Jadeja droppeda regulation catch at third slip off Pankaj Singh, depriving the pacer of his maiden Test wicket.

Cook and Sam Robson added 55 for the first wick-et and England went into lunch at 78/1. The Indianseamers couldn't take advantage of the crucial firsthour, they found the movement but couldn't find theline to regularly trouble the batsmen. The wicketsremained elusive. Cook and Gary Ballance, then, set-tled down and played with ease as the Indian pacersfluffed their line and length. Ravindra Jadeja did thecontaining job but as the partnership grew, India need-ed a bowler who could script a turnaround.

Domestic Violence Act shoprotect mothers-in-law: M

mplying that the current pro-visions in the Domestic

Violenc e Act were notenough, Women and ChildDevelopment Minister ManekaGandhi sought an amendment tothe Domestic Violence Act to pro-

vide protection to women whoface abuse from their sons anddaughters-in-law also. Manycases have been brought to the

notice of the minister where eld-erly women have been misbe-haved with or even tortured bytheir sons and daughters-in-lawfor property or other reasons.Even when the case is genuine,no action can be taken againstthe daughters-in-law under thelaw. The minister feels that thelaw should protect all women, regardless of their relationshipwith the oppressor. We areexploring legal options and willmove an amendment soon, said asource close to Maneka Gandhi in

a report in The FinancialExpress. The current Act does notallow women to be charged underthe law. It is only meant to pro-tect women from violence by anyman with whom they live in ashared household, when they arerelated by consanguinity, mar-riage, or through a relationship in

the nature of marriage, adoption,or are family members living together as a joint family."

The report also said thatlegal experts have opposedManeka's move, saying that thiswould result in a series of count-er-cases to fob off genuine com-plaints of abuse made by women.

    Army recruitment scamunearthed in Jharkhand

A sensational case of recruitment scamin the Indian Army has come to the fore. Inthe last year's recruitment drive in thestate, the Army selected 16 such candidateswho were declared "unfit" by its medicalboard. Four of them were even given post-ings. However, the postings of the rest 12candidates were put on hold when the scan-dal came to light during the verification of their certificates.

While the two of the four jawans whowere given postings have been sacked, theprocess of suspension of the rest two is going on. During the certificate verification, Army

Recruitment Board Director ColonelDharmendra Yadav found out an inconsis-tency in the signature on the medical cer-tificates they had produced. He sent the cer-tificates to the Army hospital at Namkumwhere it was discovered that the certificateshad fake signature and seal. Doctors at the

hospital had declared them unfit during thephysical fitness test. Interestingly, their fit-ness certificates had signatures of the samedoctor who had earlier rejected them.

A case was filed against all the accusedat Chutiya police station on July 21 undersections 413, 420, 467, 468 and 471 of theIndian Penal Code (IPC). A probe has also

been ordered on the direction of Dipatoli Army headquarters. "After the scandal wasunearthed, an internal investigation hasbeen ordered. The probe will reveal theinvolvement of our officers in the incident,"said Colonel Yadav.

The recruitment drives were held at inFebruary at Saraikela, in March atHazaribagh and in September at Ranchi. Those who had produced fake medical cer-tificates include Raghuvir Singh, AvadhKumar, Pappu Kumar Yadav, SantoshToppo, Jaipal Munda, Kamaldev Mahto,

Arvind Kumar Sah, Pankaj Kumar Mahto,Jeevan Kispotta, Ranjit Mahto, UmeshUranv, Kundan Kumar, Samir Munda,Kosmas Bodra, Prabhu Bhagat and AjaySawansi.

The four soldiers - Ranjit Mahto,Kundan Kumar, Umesh Uraon and PrabhuBhagat - who had started serving the Armywill be court-martialed on charges of pro-ducing fake medical certificates.

Activists oppose changesin Juvenile Justice Act Earlier, Maneka had also proposed that juveniles who commit rape should be

tried as adults. She had said that according to the police, 50 percent of all sexual crimes were committed by "16-year-olds who know the Juvenile Justice Act so they can do it.""But now for premeditated murder, rape, if we bring them into the purview of theadult world, then it will scare them," she said. However, Maekas claim has been vehe-mently opposed by child rights activists. How can we say 50 percent of sexual crimesare committed by children when NCRB data says only 1 percent of total crimes arecommitted by children. Please pick up the NCRB crime data.

That is the authentic data. Let us look at that data. Where does it suppor t this?said Kushal Singh, chairperson, National Commission for the Protection of ChildRights (NCPCR), reacting to Gandhis statement. The provision to allow children of 16 years and above to be tried as adults if they are accused of serious crimes, saidSingh, went against the philosophy of reformation of the JJ Act. The Ministry hadasked the NCPCR for its comments on the draft bill. We have sent our comments tothem and we have expressed our view that such a provision for lowering the age wouldnot be in the best interest of the childRecently, there have been a couple of aberra-tions. But based on those aberrations, if we begin to punish our children as adultsacross the board, I dont think it will be fair.
