    fronts as Narendra Modi govern-

    ment takes over. Besides hunger,

    malnutrit ion and death, food

    grain shortages fuel inflation as well. A rise in

    food grains prices is often the driving force

    behind a general price rise. Indeed, the coun-

    trys democratic system itself can be seriously

    threatened by a growing army of unemployed

    youngsters whose anger and frustration is all

    the greater because they are in the midst of a

    glittering and expanding world of consumer

    goods and services open to only those with

    sufficient income. An increasingly large num-

    ber of people, particularly those in the rapid-

    ly growing middle class, enjoy the good life in

    various degrees, and those who cannot afford

    to, see it all around them.

    The result is simmering discontent and

    the emergence of extremist mass movements.

    The argument that food grain can always be

    imported to overcome shortages assumes that

    supplies from abroad will always be available.

    This may not be the case. Besides, there is the

    question of foreign exchange availability given

    growing imports in other areas and the drain

    on account of increasing fossil fuel imports.

    In any case, there will be the question:

    Should foreign exchange be spent on food

    grain imports when one can prevent the need

    for it by bringing down the rate of population

    growth? There are other compelling reasons

    for stepping up the family planning pro-

    gramme besides considerations of security

    and the need to contain inflation and acceler-

    ate growth. The pressure of population is

    extending agriculture, infrastructure roads, railway lines, for example into ani-

    mal habitats, leading to frequent human-ani-

    mal conflicts with deadly consequences for

    animals. Besides, growing population and

    prosperity has meant more private

    petrol/diesel-powered transport and more

    pollution.

    Narendra Modi hasissued a list of do's

    and don'ts for his

    new council of ministers, espe-

    cially advising them to be careful

    while making appointments with

    strangers, reports said the new

    Modi-government is likely to

    take to social media in a big way.

    PM Modi has urged all his

    ministers to create Facebook

    pages, and sign up to Twitter, in

    a bid to make all government

    operations transparent and easi-

    ly accessible to people.They have been asked to put

    all policy initiatives in the public

    domain through these platforms,

    initiate discussions, seek feed-

    back and incorporate valuable

    suggestions, besides maintaining

    a constant dialogue with people.

    It has been established that

    Modi's poll campaign was a

    thumping success; and that

    social media had a big role to

    play in this success. The PM is

    applying the same success

    mantra to his governance.

    Already, a number of top BJP

    leaders, including Modi, have

    their own Twitter handles and

    Facebook pages. Rajnath Singh,

    Sushma Swaraj, Arun Jaitley

    and many other top politicians

    use Twitter to reach out to the

    public. They will now use these

    accounts to communicate with

    the people on a larger scale. Modialso uses his personal website to

    interact with people and has

    reportedly launched a big cam-

    paign to get the youth to sign up

    and connect with the prime min-

    ister. Taking it a step further,

    Development Maneka Gandhi

    said she will soon launch a

    Facebook page purely to address

    public grievances.

    The complaints page would be

    for grievances on issues like

    adoption, sexual offenses andatrocities against women. The

    ministry will interact directly

    with the aggrieved through the

    page. It could also be used to

    bring pending issues to the min-

    isters attention.

    government and the people.

    Commission has upheld deci-

    sion of Raipur District Forum,

    and directed Punjab National

    Bank and Axis Bank to pay

    over Rs 80,000 as compensa-tion to a resident of

    Mahasamund for a wrongful

    debit of Rs 1,000.

    Complainants, Nirmala

    Patel and her husband Jairam

    Patel, had accused the banks

    for deficiency in service, as she

    was short-changed during a

    withdrawal made by her hus-

    band from an ATM.

    Nirmala, an account hold-

    er with PNB, had complained

    that her husband Jairam, had

    gone to withdraw Rs 2,000

    from an Axis Bank ATM inNovember 2011. Though her

    account was debited for Rs

    2,000, the ATM had dispensed

    only Rs 1,000. She stated they

    immediately lodged a written

    complaint with both banks

    about the wrong debit. As the

    banks refused to attend to

    their complaint, they filed a

    case before consumer forum

    where PNB authorities

    claimed that complainant had

    violated bank rules by allow-

    ing her husband to use her

    ATM card.

    They also maintained that

    since the money was not with-

    drawn from their bank, the

    responsibility of wrong debit

    lay on Axis Bank. Refusing to

    accept their plea, forum

    directed both banks to pay Rs

    1,000 to the complainant

    along with compensation of Rs

    100 per day, as per RBI direc-

    tions, from November 7, 2011

    till date of payment. The

    forum relied on the RBI circu-

    lar which makes it mandatory

    for banks to reimburse cus-

    tomers the amount wrongfully

    debited on account of failed

    ATM transactions, within a

    maximum period of 12 work-

    ing days from the date of

    receipt of customer complaint

    or else pay compensation of Rs

    100 per day to the aggrieved

    customer for delay.

    Upholding forum's order,

    commission noted that both

    banks failed to perform their

    basic duties. They ordered

    them to pay a compensation of

    Rs 100 per day from February

    26, 2014 and interest of 6%

    per annum on wrongful debit

    of Rs 1,000.

    Chief Minister Raman Singh has

    said conventional warfare against

    Maoist guerrillas has not been so

    effective. "The strategy has to change

    to track them with the use of modern

    technology," the chief minister said.

    Singh hinted at possible changes in

    the strategy to fight Maoists, saying

    that a comprehensive development

    plan for tribal areas coupled with

    high technology backed action to

    counter Naxalites would be put in

    place.

    "Tackling Maoist menace is high

    on BJP agenda. It has already been

    discussed at party level," he said. The

    CM said, "We have always main-

    tained that it's a national problem

    affecting many states and a compre-

    hensive national policy and strategy

    is needed to deal with it. Our focus

    will be on taking up massive develop-

    ment initiatives, including construc-

    tion of roads and other infrastructure

    in Maoist affected areas by ensuring

    security with deployment of adequate

    forces and simultaneously using high-

    end technology, including deployment

    of unmanned aerial vehicles (UAVs)

    and other state-of-the-art equipment

    to track down Maoist leaders.

    Pointing out that Chhattisgarh

    needs focus on development of nation-

    al highways and railway networks,

    chief minister said a national policy

    on procurement of minor forest pro-

    duce is needed that would directly

    benefit a vast tribal population.

    growing state of the country. Its

    growth rate is in double digit constant-

    ly for the last 10 years. Agriculture

    growth rate is 18 percent. Chauhan

    development training to youths. He

    suggested that Singapore should intro-

    duce its teachers training programme

    launched in Maharashtra in Madhya

    Pradesh also. He said that Singhs

    visit will enhance and strengthen cor-

    his last Singapore visit, high-level

    meetings at Dalyang and tour of lead-

    and investment process need to be car-

    percent agricultural growth rate

    Higher Education Minister

    Umashankar Gupta has directed to

    change Directors of Regional Centres of

    Bhoj Open University every 3 years. Thestate has 10 regional centres. The Higher

    Education Minister reviewed activities of

    Bhoj Open University here. Minister of

    State for Higher Education Deepak Joshi

    was also present on the occasion. Gupta

    directed to form new set-up of the univer-

    sity within 15 days. He said that there

    should be centralized valuation of univer-

    sitys exams. Strict action should be pro-

    posed against professors refusing to do val-

    uation work.

    Close redundant courses- The

    Higher Education Minister directed to

    review courses of the university and close

    redundant ones. The university is conduct-

    ing 100 courses. He directed the committee

    to take early action regarding appoint-

    ment and regularisation of staff. Gupta

    said that teaching material should also be

    improved. Vice-chancellor Dr. Tariq Zafar

    informed that there are 228 study centres

    under the regional centres. He informed

    about courses and other activities of the

    university. Principal Secretary Higher

    Education J.N. Kansotiya, Commissioner

    Higher Education V.S. Niranjan and

    other officers were present on the occasion.

    State governments full focus on

    education and health- Chief Minister

    Shivraj Singh Chauhan has said that state

    governments full focus is on education and

    health. Five new medical colleges are

    being opened in the state. More colleges

    will be opened in needed. Shortage of doc-

    tors will not be allowed in any case. He

    said that pace of states development will

    be accelerated further by taking full coop-

    eration of the Central government.

    Chauhan inaugurated Rs. 2.20 crore 50-

    bed community health centre at

    Nasrullahganj in Sehore district. He also

    inaugurated Rs. 17 lakh Kisan Gyan

    Kendra at Nasrullahganj. Later, the Chief

    Minister participated in Mukhyamantri

    Kanyadan and Nikah Yojana and blessed

    newly married couples at mass marriage

    ceremony. These included 8 Muslim cou-

    ples. Chauhan said that from next year

    Rs. 10 thousand FD will also be made in

    the name of bride.

    CM invites Singaporeanindustries toinvest in state

    SMadhya Pradesh has created

    history by posting the highest

    ever agricultural growth rate,

    indeed a tribute to the commit-

    ted efforts made by the state

    government to boost farm sector.

    As per the figures of advance fig-

    ures for year 2013-14 released

    by Central Statistics

    Organization(CSO), Madhya

    Pradesh has clocked a 24.99 per-cent agriculture growth rate.

    This includes animal husbandry

    sector.

    It may be mentioned here

    that Madhya Pradesh enjoys an

    enviable distinction of being

    bestowed the prestigious Krishi

    Karman Award by Government

    of India for last two years in a

    row in recognition of its out-

    standing performance in agricul-

    ture sector. This rate was 20.16

    percent in year 2012-13 and

    19.85 percent in year 2011-12 in

    the state.

    In farm sector in base year

    2004-05 the income from GDP

    was 31238.30 crore which rose to

    Rs. 69249.89 crore in year 2013-

    14. This represents a 121 per-

    cent increase compared to the

    base year.

    The wheat production was 73

    lakh 27 thousand MT in year

    2004-05, which increased to 193

    lakh MT in year 2013-14.

    Similarly, soybean production

    has increased from 37 lakh 60

    thousand MT to 50 lakh MT dur-

    ing the period. Rice production

    increased from 13 lakh 09 thou-

    Innovative schemes

    MP has implemented fruitful innovative schemes including interest free farm

    loan, expansion of seed producing cooperative societies, remarkable increase in

    seed transplantation in wheat, maize and gram, constitution of Krishi Cabinet deep

    ploughing by farmers through Haldhar Yojana, distribution of ridge and furrow

    machines, paddy production, distribution of hybrid maize to farmers at 90 percent

    subsidy, development of 139 villages under Yantradoot Gram Yojana, scheme for

    advance storage of fertilizers and e-Procurement. Economic Growth As per the

    advance estimate figures of the CSO MP registered 11.08 GSDP growth at constant

    prices in year 2013-14, which is the highest in major states. The GSDP of MP in

    base year 2004-05 was Rs. 112926.89 crore which increased to Rs. 238526.47 crore

    in year 2013-14. Thus, a 111 percent increase has been recorded in year 2013-14

    compared to the base year in the state.

    als. During year 2012-13, productionof pulses, paddy and coarse cereals

    was 50 lakh tonnes, 30 lakh tonnes

    and 36 lakh tonnes, respectively.

    discussed possibilities of

    tourism exchange and

    potential brand building

    between India and UK.

    mittee member Kirti

    Vyas, who is the only

    member from

    Chhattisgarh, said there

    is a huge potential for

    tourism exchange

    between both the coun-

    tries. He said discussions

    revolved around TAAI

    annual convention to be

    held in Scotland for 2015.

    The TAAI delegation vis-

    ited Edinburgh

    International Conference

    Centre (EICC), having

    capacity of 1,200 guests

    as well as near-by all-star

    category hotels.

    They also had the

    opportunity of visiting

    the National Museum,

    where a review of organ-

    izing cultural activities

    tourism officials in UK

    shown an upward trend

    and this trend could

    directly benefit both the

    states in tourism develop-

    ment. Vyas said

    Chhattisgarh is an inter-

    esting tourist destination

    considering the blend of

    tribal tourism, history,

    nature and wildlife that it

    offers. The bulk of tourist

    attractions in

    Chhattisgarh however lie

    virtually unexplored. He

    said the virgin forests,

    dotted with picturesque

    waterfalls, scenic

    plateaus and winding

    rivers offer a feast to

    eyes. The forests of

    Chhattisgarh incidentally

    occupy 42% of the state's

    land surface. Vyas said

    more tourists can be

    attracted to Chhattisgarh

    from abroad as tourist

    attractions in

    Chhattisgarh cater to a

    large tourist taste and

    the state has infinite

    prospect of harbouring a

    flourishing tourism

    industry. He laid stress

    on developing more

    tourist facilities and pop-

    ularizing the states

    tourist destinations.

    Awareness rallyin Raipur on

    No-Tobacco Day

    Thermal power stations toldto give 20% fly ash free tobrick manufacturers

    The National Green Tribunal (NGT) Pune

    has instructed the ther-

    mal power stations of

    Chhattisgarh to give

    the first 20% of the fly

    ash for free to brick kiln

    manufacturers, while

    hearing the application filed recently by

    Chhattisgarh Fly Ash Bricks Association. The

    tribunal also directed that the brick kiln man-

    ufacturing units should be situated 100km

    from the power stations. The application was

    filed against the concerned government offi-

    cials for flouting the norms set by Ministry of

    Environment and Forests (MoEF) regarding

    fly ash. "The court directed that as per the

    norms of the MoEF, the first 20 per cent of fly

    ash should be given to the brick kiln manu-

    facturers for free and the remaining 80 per

    cent should be sold. Until now, only selling of

    fly ash was done through tender process," said

    lawyer of the applicants.

    31 in Raipur and sev-

    eral other cities of

    Chhattisgarh.

    The campaign has

    been launched by the

    state government for

    effective implementa-

    tion of Tobacco Control

    Act through various

    government depart-

    ments and voluntary

    organisations to make

    people aware about

    harms of tobacco con-

    sumption. In order to

    control consumption of

    tobacco, initiative has

    been taken to consti-

    tute a state level coor-

    dination committee

    under the chairman-

    ship of the Chief

    Secretary and high-

    level committee of

    departmental minis-

    ters to increase inter-

    department coordina-

    tion for tobacco con-

    trol. Detailed direc-

    tives have been issued

    by Commissioner Food

    Safety and Controller

    Food and Drug

    Administration to pre-

    vent violation of sec-

    tions 4, 5 and 6 of

    Tobacco Control Act.

    Government of India

    has banned smoking at

    all public places under

    Cigarettes and Other

    Tobacco Products Act

    to save people from ill

    effects of tobacco. Up

    to Rs 200 fine is provi-

    sioned under the Act.

    Tobacco products

    direct and indirect

    advertisements have

    also been banned

    under section 5 of the

    Act including schemes

    to promote tobacco

    products, distribution

    of free samples and

    sale of any other prod-

    uct in the name of a

    tobacco brand.

    RAIPUR RAIPUR

    Eighteen hospitals in Chhattisgarh,

    including AIIMS, have been issued

    show cause notice for non-compliance

    of rules of bio-medical waste and thus

    causing health and environmental haz-

    ards. The notices, by the Chhattisgarh

    Environment Conservation Board, were

    issued after the hospitals were found

    violating the prescribed rules for dis-

    posal of bio-medical during a routine

    checking. The government hospitals,which are facing the heat include

    Ambedkar Hospital, Raipur,

    Chhattisgarh Institute of Medical

    Sciences (CIMS) and District Hospitals

    in Korba and Dhamtari. The list of pri-

    vate hospitals includes Srashti Medical

    College and Research Centre, Korba,

    Mission hospital, Bilaspur.

    N Baijendra Kumar, Chairman,

    Environment Conservation Board, said

    the violations were discovered during

    routine inspections. He said the field

    officers found the hospitals had no

    proper method in place for segregation

    of bio medical waste and even the gen-

    eral hygiene was found lacking.

    He said the hospital under scanner

    had no proper system of disposal of

    bio-medical waste. He said if the hospi-

    tals fail to comply with the notices,

    strict action would be initiated against

    them. Kumar said bio-medical wastes

    include a wide variety of items that may

    carry disease-causing germs including

    those that cause hepatitis and the virusthat causes AIDS. It also includes items

    such as: live vaccines; laboratory sam-

    ples; cultures; sharp needles; lancets

    that have been used to puncture, cut, or

    scrape the body; and human or animal

    body fluids or waste.

    He said that because laboratories,

    hospitals, and medical clinics generate

    much of this waste, these facilities are

    required by law to follow procedures to

    protect the public from contact with this

    waste. However, many hospitals in the

    state are not following the norms relat-

    ed to disposal of biomedical waster

    increasing risk of infection and other

    health hazards.

    Meanwhile officials of the depart-

    ment claim that majority of the hospi-

    tals in Chhattisgarh are not complying

    with the bio-medical waste disposal

    rules, posing a very serious threat to

    human health and environment.

    Managing committee of Higher

    Education Fund for poor and meritori-

    ous graduation students held its first

    meeting recently. At the meeting, stress

    was laid on getting institutions share

    deposited at the earliest. Informing

    about rules of the Higher Education

    Fund, it was informed that its objective isto extend help to students in emergen-

    cies like sudden death of bread earner of

    the family, serious disease, accident etc.

    Chauhan said that all ministers should ask their

    departments to prepare on important issues pertaining to

    states development concerning them on which Centres

    cooperation is expected. Departmental ministers should

    hold meetings on this issue within next three days.

    Preparations should be made on important schemes per-

    taining to urban and rural development, drinking water

    and irrigation in such a way that maximum cooperation

    can be sought from the Central Government. The Chief

    Minister along with members of his cabinet will meet the

    Prime Minister. Ministers will also meet concerning

    Central Ministers on the issues pertaining to their depart-

    ments.

    The CM said that suggestions can also be given to the

    Centre regarding the hurdles experienced by state govern-

    ment during previous years due to which development

    works were delayed. Information about practical difficul-

    ties should also be given. He said that difficulties were

    faced in environment-related clearances from the Central

    Government during previous years. Suggestions like fixing

    50-50 ratio for labour and material under MNREGA and

    increase in states share in Central taxes may also be given.

    He directed to ensure immediate action on directives given

    at departmental review meetings.

    in Bairagarh. But people

    have to travel to 200 kilome-

    ters to Ratlam for railway-

    monsoon session in year

    2013 had also passed a unof-

    ficial resolution to include

    Bairagarh station in Bhopal

    division.

    The Chief Minister wrote

    that Railway has started

    gauge conversion of Ratlam-

    Indore-Mhow-Khandwa line,

    which is a part of gauge con-

    version work of Ajmer-

    Secundarabad route. Ratlam

    to Mhow gauge conversion is

    underway, but the work

    between Mhow and

    Khandwa is pending. Indore

    is commercial capital of

    Madhya Pradesh, which

    needs connectivity with

    entire country. Due to

    absence of this link, it has

    highly limited connectivity

    with southern and western

    India.

    The Chief Minister has

    written that Simhastha fair

    will be held between April

    and May 2016 at Ujjain.

    Completion of this link will

    provide connectivity withUjjain to pilgrims from

    southern and western India.

    He said that despite repeat-

    ed requests, the former

    Railway Minister did not pay

    desired attention towards

    completion of this work and

    gauge conversion work of 151

    kilometers is pending. The

    Chief Minister said that this

    work should be completed at

    the earliest in view

    unfold over the next

    few weeks, it is on the cards that

    apart from improving ties with

    Indias neighbours, a strong facet

    of the new policy would be to

    improve economic links with China

    and Japan. There is little doubt

    that neighbours would occupy an

    important position in Modis Indiaand the interests of the country

    and the people will be vigorously

    protected by the new Prime

    Minister.

    The clear signal now is that

    national interest would be para-

    mount and this country would not

    bow to anyone. Security and eco-

    nomic issues would be the fulcrums

    of the foreign policy. Indeed, Modi

    has opted for a foreign policy with

    focus on Asia, a change from Indias

    traditionally West-centric approach.

    Modi wants to fashion economic

    diplomacy as a major tool of this pol-

    icy. The prospect of robust business

    cooperation was enough to propel

    Prime Minister Nawaz Sharif to

    undertake the visit to India for

    Modis swearing-in, despite opposi-

    tion from the Pakistani army.

    Shrewd as Sharif is, he cannot be

    under any illusion that Modi would

    be a tough nut to crack. A solution to

    the seemingly intractable perma-

    nent border problem may not be

    within reach, but economic linkages

    are quite possible. India cannot,

    however, countenance Pakistan con-

    tinuing to indulge

    in cross-border ter-

    ror and the use of

    Pakistani territory

    for training subver-

    sives to cause tur-

    moil in India.

    At the same

    time, Modi would

    like to go down as

    a prime minister

    who forced the

    Pakistanis to hand

    over terrorists like

    Dawood Ibrahim

    2008. In return, Modi is willing to

    Aadmi Party (AAP) has begun

    to focus its energies in recover-

    ing the ground it lost to the

    BJP in the Lok Sabha elections.

    AAP lost all seven seats in

    Delhi despite its brilliant per-

    formance in the assembly polls

    five months ago when it won 28

    out of the 70 assembly seats.

    Battling perceptions that it ran

    away from governance by step-

    ping down less than twomonths after Kejriwal took over

    as CM, the party has instructed

    all its MLAs to concentrate on

    development work in their

    respective assembly constituen-

    cies. Putting its ambitious

    swaraj or decentralisation

    model into practice, the party

    has told its MLAs to hold

    mohalla sabhas (public meet-

    ings) in their constituencies to

    finalise a list of the develop-

    ment projects so that MLA

    funds can be put to use. As per

    AAPs decentralisation model,

    each constituency is made up of

    mohallas of 5000 vot-

    ers each. The first

    big challenge for

    the party now is

    make the mohal-

    la sabhas a suc-

    cess by

    ensuring

    maxi-

    mum par-ticipation.

    has met BJP general secre-

    taries and discussed organisational

    matters as also measures to strengthen

    the party ahead of assembly elections

    in some key states. Modi spent over an

    hour with the ten party general secre-

    taries over breakfast at his residence

    seeking suggestions from them on

    improving governance and strengthen-

    ing the party. He asked the party lead-

    ers to act as a bridge between the peo-

    ple and the government.

    This is the first such meeting called

    by Modi after he took charge as Prime

    Minister. Modi will meet more party

    workers and leaders at the BJP head-

    quarters, in a bid to touch base with

    them and thank them for their strenu-

    ous efforts in ensuring the success of

    the party in Lok Sabha Elections. Themeeting is believed to be an attempt to

    ensure that organisational strength of

    the BJP is not weakened in the wake of

    massive mandate the party received in

    the recent Lok Sabha elections. Senior

    BJP leaders said the aim is to keep the

    party vibrant and not to let the guard

    down after the partys emphatic victory.

    During the meeting it was also dis-

    cussed as to what mechanism should be

    evolved to include suggestions from

    common people and party supporters to

    the government for effective and good

    governance.

    The sources said the prime minister

    also asked the party leaders to prepare

    for assembly elections in Maharashtra

    and Haryana later this year and

    Jharkhand, Jammu and Kashmir and

    Bihar next year. Besides, he also asked

    them to be prepared for the assembly

    elections in 2016 in states of West

    Bengal, Tamil Nadu, Kerala, Assam

    rect use of tobacco every year and

    the figure could go up to eight mil-

    lion by 2030 unless urgent action is taken

    says WHO. In India one out of 10 Indian

    adults dies of tobacco related diseases and

    Tobacco is cause for 1.5 lakh cancers, 4.2

    million heart diseases, and 3.7 million lung

    diseases every year. Our country has one of

    the highest rates of oral cancer.

    According to Tobacco Intervention

    Initiative statistics, 4300 lakh tobacco is con-

    sumed in the form bidis, chewing tobacco,

    gutka and snuff and smoking cigarettes.

    Fourteen crore men and 4 crore women are

    addicted to tobacco in India according to offi-

    cial figures. Over half of the male popula-

    tion around 57 per cent in the age group 15-

    49 years uses tobacco in some form and over

    one tenth of women in this age group also use

    tobacco. More than 5,000 youth in our coun-

    try take to tobacco use every day. The health

    ministry estimates that by 2020, tobacco will

    be responsible for 13% of all deaths in India

    and says that without any intervention, more

    than 38.4 million bidi smokers and 13.2 mil-lion cigarette smokers are likely to die pre-

    maturely. Second-hand smoke also remains a

    big problem. The misconception about cer-

    tain tobacco products being safe also encour-

    ages many to consume tobacco in one or

    another form. Although 24 states and five

    union territories have so far banned gutka

    and paan masala containing tobacco, there is

    a question mark over the implementation of

    the ban. Whether it is the capital Delhi or

    other town where the ban is in place, gutka is

    being either sold openly or clandestinely in

    different names and pouches which is thepeople addicted to are even willing to pay a

    higher price.

    According to the new Cigarette and other

    Tobacco Products (Packaging and Labelling)

    Amendment Rules, 2012, notified on

    September 27, 2012, all tobacco product packs

    in the country are to carry new pictorial warn-

    ings which focussed in detail the portion of the

    human body affected by tobacco use.

    Electronics manufacturingcluster projects sanctioned

    in Badwai and Purva

    New Delhi

    BHOPAL: The Central

    Government has sanctioned Rs 88.65

    crore electronics manufacturing proj-

    ects in Badwai near Bhopal and Purva

    near Jabalpur. These projects will pro-

    vide employment to over 17 thousand

    people. Cost of cluster project sanc-

    tioned for Badwai is Rs. 48.34 crore.The Central Governments share will

    be 50 percent while 25 percent each will

    be contributed by units to be estab-

    lished there and the state government

    through MPSIDC. For the project, 50

    acre land has been allotted where

    world-level high-quality facilities of

    power, water, road and other infra-

    structure will be provided. The project

    will be operational within 2 years 3

    months. Investment worth Rs 260 crore

    through units is expected in the clus-

    ters. In them, 3 thousand people will

    get direct and 9 thousand indirect

    employment. Project cost of cluster

    project sanctioned for Purva is Rs.

    40.31 crore. Pattern of cost sharing forthis project will also be the same as

    Badwai cluster. For the project, 40 acre

    land has been allotted where high-qual-

    ity facilities will be provided.

    Investment worth Rs 110 crore through

    units is expected in the clusters. The

    project to be operational within 2 years

    3 months is expected to provide direct

    employment to1365 people and indirect

    employment to 4095 people.

    keen on early implementation of

    the Goods and Services Tax

    (GST) regime and has asked tax offi-

    cials for a separate presentation on the

    matter.

    He has also expressed his desire to

    hold an early meeting with State finance

    ministers on GST. Jaitleys move is sig-

    nificant as the previous Government

    had held the Opposition responsible for

    stalling the Bills passage. The BJP

    manifesto promised to bring on board all

    State governments in adopting GST,

    addressing all their concerns.

    The GST will replace a number of

    indirect taxes being levied by the

    Centre and the State Governments and

    is intended to remove cascading of taxes

    and provide a common national market

    for goods and services. Originally, it was

    supposed to be introduced from April 1,

    2010. But stiff opposition, mainly from

    BJP-ruled States such as Gujarat and

    Madhya Pradesh, forced the Centre to

    defer it.

    Now, with the BJP at the Centre,

    there is hope of early implementation.

    The previous Government had brought

    a Constitutional Amendment Bill to

    introduce the GST, but failed to get it

    through because of lack of consensus.

    Now, with the dissolution of the

    15{+t}{+h} Lok Sabha, the Bill has

    lapsed and a new Bill has to be tabled.

    Officials said since the basic framework

    is ready, not much effort is required to

    re-introduce the Bill. If the new

    Government does not make major

    changes, it may not require detailed

    scrutiny by the Standing Committee.

    The Government will not have a prob-

    lem passing the Bill, given its strength

    in the Lok Sabha.

    Although, the ruling coalition is not

    in a majority in the Rajya Sabha, the

    Bill is not expected to face any hurdles

    as the Congress has always supported

    GST. Besides the GST, Jaitley also

    asked revenue officials about the rea-

    sons for failure in achieving the tax col-

    lection target. The officials, according to

    sources, attributed the shortfall to mod-

    eration in industrial activity and the

    slowdown in imports. It may be noted

    that the government had estimated a

    gross revenue collection of ?12.36 lakh

    crore but later revised it down to ?11.59

    lakh crore.

    tions related to tourism said that rate of tax

    on hotels situated in wildlife resorts and

    hotels at other places is the same. This dis-

    crepancy should be removed.

    change scenario of cities and provide public

    Directing to start preparations for Ujjain

    Simhastha right now, he directed to chalk out

    action plans for development of Omkareshwar

    and Maheshwar also along with Simhastha. He

    said that a meeting to review Simhastha works

    will be held every month. Chauhan directed

    to form MP Urban Development Company for

    institutional reforms and construction of nec-

    essary infrastructure in cities. This company

    will mobilise necessary financial resources for

    urban development. In view of contribution of

    real estate sector in urban development, the

    Chief Minister directed to simplify rules and

    regulations.

    Urban Transport Fund

    to be set up soonThe meeting took decisions on a number

    of important issues pertaining to urban admin-

    istration and development. Dedicated Urban

    Transport Fund will be set up soon for cities.

    For this, a proposal will be put up before the

    cabinet. To ease traffic, a proposal has been

    chalked out to construct multi-level parking in

    major cities. For this, state-level Public

    Transport Infrastructure Authority will be con-

    stituted, which will help in maintenance and

    repair works of bus stands, depots, terminals

    etc apart from passenger information service

    and common ticketing.

    Urban lease renewal policy

    Chauhan directed to chalk out urban lease

    eing judgmental and being

    judged, two situations that are

    completely opposite to each

    other and that involve very different

    feelings. Have you ever seen someone

    judging someone else? You must have.

    The one who judges will always be

    hardnosed and extreme. Look at your-

    self when you judge someone the next

    time. How unsympathetic and callous

    we become when the mistake is some-

    one elses and how kind and forgiving

    we become when the mistake is ours!

    We all are guilty of judging othersand at the same time forgetting to be

    empathetic, while being forgiving when

    we are being judged. This is human

    tendency and I dont think you will be

    able to say no when I ask if you have

    ever done this. And whenever it comes

    to someone who is our own, we tend to

    become protective about them and limit

    our vision to whatever looks positiveabout them and never want to see the

    negatives in them. And thats what our

    sub conscious does for us. It helps us

    ignore the bad points of those we like

    and embosses the bad points of those

    we do not like.

    For instance, a close one of yours is

    very particular with everything and

    wants everything specifically according

    to her taste in her food and doesnt tol-

    erate any deviation in it. You proudly

    tell this to others as a quality. To you, it

    is just another good quality they have.

    But if you find the same quality insomeone else, you find it attitude or

    just another tantrum.

    You wont understand this example

    until you think about someone other

    than you who does this. Because this is

    probably one of those things that every-

    body is guilty of but doesnt actually

    believe they do. Just like telling lies.Most people would do that without real-

    izing, some would say Oh that! That

    wasnt a lie! That was just hiding the

    truth! Yeah! Just hiding the truth! As

    if hiding the truth is as beneficial as

    telling it! This is an amazingly awe-

    some phrase that Ive found many peo-

    ple saying and not realizing that hiding

    the truth is even more harmful andhurtful than telling a lie.

    Ultimately what I mean is simply

    this one line: whenever were judged,

    theyre being unkind and judgmental,

    and whenever we are being judgmen-

    tal, right is right and wrong is wrong.

    The only thing that comes out of this

    blabber is that we must realize when

    we judge someone that we might as

    well be in their place some day and that

    day, others will be the judges. So be

    compassionate.

    Be empathetic. Be judgmental but

    only when judging yourself. Becausethere is no one other than ourselves on

    this earth who we can or should

    change, and no one on this earth other

    than ourselves who can or should

    change us. So be happy. Be wise. Be

    empathetic. Be judgmental, but judge

    none other than yourself.

    Food Security Festival in

    state from June 9; 14.50lakh families to be verified

    Mukhyamantri Annapurna Yojana has been

    expanded in the state since March 1, 2014

    under the provisions of National Food Security

    Act. Apart from Antyodaya and BPL families,

    25 other categories of families have been identi-

    fied and brought under the ambit of priority

    family category. Benefit of Mukhyamantri

    Annapurna Yojana is being extended to 4 crore18 lakh people in the state. Still now, large

    numbers of families are to be included in the

    scheme. For this, Food and Civil Supplies

    Department has decided to celebrate Food

    Security Festival from June 9 to 25. Left out

    families will be brought under purview of

    scheme, eligibility slips will be distributed at

    conventions on June 25. Benefit of

    Mukhyamantri Annapurna Yojana being

    extended to 4 crore 18 lakh people in the state

    During the period, left out families will be con-

    tacted and issued eligibility slips. With this,

    they will start getting benefit of Mukhyamantri

    Annapurna Yojana in July. There are 58 lakh

    SC and ST families in the state. Of these, only

    43 lakh 55 thousand families have been verifiedon Samagra Portal. During the festival, every

    eligible family under Samagra Social Security

    Mission will be surveyed and lists of those not

    yet verified on the basis of declaration will be

    posted Panchayat-wise and ward-wise on the

    website praman.samagra.gov.in.

    Left out families will be asked to fill up

    Form-A to be verified as priority families. The

    department has directed collectors to appoint

    one in-charge in every Panchayat and ward for

    this. An additional person may also be appoint-

    ed to assist in-charge in the villages were over

    50 SC and ST families are yet to be verified.

    Directives have also been given to train the

    staff to be deployed for verification.

    The in-charge officers will get eligible fami-

    lies to fill up forms on June 9 itself and receipt

    thereof will be given. The families not getting

    eligibility slips will be made to fill up Form-B

    for inclusion in the scheme. Use of entry of casteon the basis of declaration on Samagra portal

    will be done for the purpose of extending bene-

    fit of only PDS to these families. Process will be

    undertaken from June 18 to 22 for presentation

    of declarations by provisionally verified SC, ST

    and other category families. Eligibility slips will

    be distributed at block level conventions on

    June 25. The left out persons will be provided

    eligibility slips through local bodies and Gram

    Panchayats from June 26 to 30.

    should be realised on self con-

    sumption of power from captive

    power plants. Representatives

    of tobacco industries suggested

    to reduce tax on tobacco prod-

    said that higher taxes have

    been imposed on tobacco prod-

    ucts consciously to reduce their

    consumption in society. About

    delay in assessment, Rai said

    that the process will be expe-dited. Discussions were also

    held on ITR-related issues.

    The appointment of Smriti Irani as

    the Union Human Resources

    Development (HRD) Minister has

    sparked a war of words among many,

    including leaders of both Congress and

    BJP. And though this war, like many oth-

    ers, began on Twitter, it is not confined to

    it any more. The latest to join the wagon

    is new Water Resources Minister Uma

    Bharti, who has hit back at the critics of

    Irani, primarily Congress members, ques-

    tioning the qualification of UPA chairper-

    son Sonia Gandhi.

    Bharti said, What was the qualifica-

    tion of Sonia Gandhi that she directed

    economist PM Manmohan Singh? Sonia

    should tell her MPs to keep quiet or give

    her own qualifications. Earlier, another

    BJP leader, Santosh Gangwar also hit

    back at the Congress, saying, I want to

    ask Congress how educated Sonia Gandhi

    is. This attack by the ministers in the

    Modi government came amidst a series of

    attacks and counter-attacks on Twitter

    over Iranis HRD portfolio. HumanResource Development Minister, Smriti

    Irani herself has refused to comment on

    the controversy over her educational

    qualification. In her affidavit before the

    Election Commission, Irani has stated

    her last education as "Bachelor of

    Commerce Part-1, School of Open

    Learning (Correspondence), University of

    Delhi-1994." But the question remains

    why is Congress targeting Smriti Irani? If

    one has to decipher the deeper context

    then one cannot ignore the fact that

    Smriti Irani contested against the

    Gandhi scion and to everyones surprise

    the 38-year-old BJP leader put up a good

    fight against Congress Vice President inhis decades old family bastion. Thus it is

    natural to raise the question whether

    Congress ego is wounded? Out of all 45

    Cabinet and MoS ministers only Irani

    was targeted by the Congress. Uma

    Bharti too does not have required qualifi-

    cations to head the cabinet but nobody

    questioned her credentials. Is it Congress'

    way of alienating Modi from his ardent

    supporter, Smriti Irani? Its known to all

    that Smriti has risen in ranks in the

    party in a short span of time. She enjoys

    the new PMs favour as she is the nomi-

    nated Rajya Sabha MP, and is a repre-

    sentative of Gujarat while she does not

    even belong to the state.Despite losing imperative election

    and even more significant seat to

    Congress she has managed to bag a cabi-

    net post in Narendra Modis compact cab-

    inet. Congress leader Ajay Maken had

    tweeted, "What a Cabinet of Modi? HRD

    Smriti Irani is not even a graduate! Look

    at her affidavit at ECI site pg 11."

    But rather than being a united oppo-

    sition, Congress house seems to be divid-

    ed after the massive debacle the century

    old party faced in the general elections

    this year. Ajay Maken's comment has

    been opposed even by other Congress

    leaders. "Instead of personal attacks we

    should focus on issues," said Congressleader Manish Tewari.

    should be on substance not superficiality-

    assessed. Construction of memori-

    als of Shaheed Tantya Bhil and

    Shaheed Bhima Nayak should be

    completed within time-limit.

    earliest.

    a scheme has been chalked out to

    award writers of regional dialects

    in the state. Each writer of every

    regional language will be given

    prize money of Rs. 51 thousand.Culture Department has chalked

    Artiste Welfare Board. A function

    will be held to mark completion of

    construction of Tribal Museum at

    Bhopal. Excavation for archaeolog-

    ical survey is being undertaken in

    10 tahsils of the state.

    Kejriwal sought to stem the grow-

    ing anger against lack of trans-

    parency and democracy within the

    party by announcing a series of

    organisational changes in the party.

    Addressing a packed hall of

    about 2000 volunteers recently,

    Kejriwal apologised for not being

    more accessible to them and prom-

    ised to hold a meeting of all Delhi

    volunteers once every month.

    Responding to the complaints

    expressed by large number of volun-teers regarding lack of inner-party

    democracy, which was also the main

    reason cited by AAP founding mem-

    ber Shazia Ilmi for quitting the

    party, Kejriwal told volunteers that

    all important decisions of the party

    would be henceforth taken after

    wider consultation with the party.

    This all-powerful Political Affairs

    Committee has been under attack

    by AAP workers for imposing deci-

    sions taken behind closed doors on

    the party. Kejriwal also told volun-

    teers that he will be available for

    meetings with them everyday

    between 9 am and 10 am at his

    Tilak Lane residence.

    Assembly polls on his mind,Kejriwal is set to address meetings

    Narmada-Malwa Link and Bargi diversion

    has urged her that Narmada-Malwa Link Project

    and Bargi diversion project should be declared as national

    projects. He also urged for early clearance of pending irri-

    gation projects of MP. The Chief Minister said that fulfilling

    river linking dream of former Prime Minister Atal Bihari

    Vajpayee, the state government has completed Narmada-

    Kshipra Link Project costing Rs. 400 crore. This will make

    available water not only for Simhastha-2016 but also for

    industrial units in Ujjain, Dewas and Pithampur and 300

    villages. The CM said that the state government intends to

    make concrete arrangements for irrigation of 6.50 lakh

    hectare and drinking water supply to 3000 villages in

    Malwa region through Narmada-Malwa Link Project.Under the scheme, Narmada waters share of Madhya

    Pradesh will be lifted and flowed into Yamuna-Ganga

    basins rivers Gambhir, Parwati, Kali Sindh and Kshipra.

    Chauhan said that estimated cost of the project is Rs.

    26,000 crore. State government cannot mobilise such large

    sum from its own resources. Therefore, this project needs to

    be declared as a national project. It fulfills all norms of

    national project set by Government of India. The CM also

    urged to declare Bargi diversion project as a national proj-

    ect. Estimated cost of this project is Rs. 5127.22 crore. It has

    sanction of Planning Commission of India. Under the proj-

    ect, construction of canals is underway to take surplus

    water of Narmada basin to Ganga basin and irrigate 2.45

    lakh ectare in Jabalpur, Katni, Satna and Rewa. The CM

    urged Bharti for early sanction of Bargi diversion project as

    a national project.

    Clearance to other pending projects

    Drawing Bhartis attention towards other pending proj-

    ects of MP including Indira Sagar canal phase-5,

    Omkareshwar canal phase-4, Indira Sagar canal phase-1

    and 2, Lower Goi project and 13 projects of command area

    development under A.I.B.P programme and urged for their

    early sanction. The CM also drew Bhartis attention

    towards projects pending with Water Commission, New

    Delhi.

    Quarries of minor minerals should be exemptedfrom environmental clearance

    In a letter to Union Minister for Environment and

    Forests Prakash Javadekar, Chauhan has urged that quar-

    ries of minor minerals should be exempted from provisions

    of environmental clearance. The Chief Minister said that

    the Union Ministry for Environment and Forests had made

    environmental clearance mandatory for less than 5 hectare

    mining projects through a notification on September 9,

    2013.
