ASB takes a position on current debates and is in contact with mem- bers of the Bundestag (lower house of German Parliament) and the European Parliament as well as ministries and other institutions.

Who we areThe Arbeiter-Samariter-Bund (ASB) is a German aid and welfare organisation with 16 branches at federal-state level and more than 200 branches at regional, district and municipal level. Almost 36,000 employees and some 15,000 volunteers ensure a quality service in areas such as civil protection, rescue services and social welfare services.

ASB is a non-political and non-denominati-onal charity and relief organisation. We help all people – regardless of their political, ethnic, national and religious affiliation. We provide rapid and direct help to all those in need of our support.

Since its foundation in 1888, ASB has pro-vided services that focus on people’s needs, including care for the elderly, Rescue Ser- vices, First Aid, services for children and young people, support for people with disa- bilities and those suffering from mental-

health problems, as well as Foreign Aid and further education. The ASJ, ASB’s indepen-dent youth association, promotes social enga- gement of children and young people. ASB Foreign Aid focuses on Humanitarian Aid, Disaster risk reduction, Return and reinte-gration as well as Internationale Samaritan Cooperation.

What was to become ASB began in 1888 with six carpenters in Berlin. At a time when

With its first mission abroad in 1921, Foreign Aid became a major compo- nent of the organization. Humanitarian and democratic principles form the basis of our activities at home and abroad.

Our main activities

Using an integrated approach, we provide effective worldwide aid and also support the establishment and development of local self-help structures.

Humanitarian AidIn the event of a sudden crisis or disaster abroad, we provide quick and targeted relief according to the needs of the affected population.

Disaster risk reductionBy strengthening local disaster management and self-help capacities, we reduce the local population’s vulnerability in the event of an emergency. We also assist the local popu- lation to prepare for dealing with the after- math of disasters.

Return and reintegrationWe seek to enable refugees and displaced persons to return to a safe environment. A crucial element in our work is to create socio-economic prospects to afford people the chance of a fresh start.

International Samaritan CooperationBy enabling exchange and networking bet- ween German and international Samaritan associations, we promote the development of structured organizations and provide sup-port for their work in Central and Eastern Europe.

How we work

Providing help – as fast as possible, as long as necessaryOur work is based on an integrated approach. In the event of a sudden crisis or disaster, we provide help as quickly as possible by, for example, deploying our rapid response teams, with the assistance of reliable partners and our own established local country offices. We regard it as a duty to support people struck by disaster for as long as is necessary.

Therefore, we not only provide emergency relief but also help communities with recon-struction work, implementation of long-term measures to fight the causes of poverty and help the local population to better prepare themselves for possible future emergency situations.

Linking fulltime and voluntary commitmentVoluntary contribution is one of ASB Germany’s most valuable resources. This is why we combine our fulltime and voluntary contingents to cooperate in the provision of Emergency Assistance to people all over the world.

Strengthening local partnersWe aim to improve the living conditions of local populations and to reduce their depen- dence on external support. We strengthen

the local population’s capacity to help them- selves by systematically supporting local groups, e.g. NGOs, through consultation, further education and financial funding. Our flexibility in terms of programmes and strategy enables us to react in ways most appropriate to the requirements of the res- pective country.

Promoting international partnershipsWithin the International Samaritan Cooper- ation, we initiate, promote and encourage partnerships between German ASB branches and Samaritan organizations in other coun-tries. Thus we help to establish sustainable welfare structures in partner countries and create a range of social services for people in need.

Bundling resourcesAs part of a leading welfare federation, we have access to a wide range of experience and know-how. We share this knowledge with our partner organizations and coope-rate in national and international networks on a basis of mutual trust. This enables us to bundle resources and make full use of their synergistic effects.

Being accountable for what we doPart of our philosophy is to ensure the res-ponsible and efficient use of our finances. We feel obligated to be fully accountable to those we help as well as those who fund our operations, namely our donors, supporters and the general public. Therefore, we conti-nuously carry out internal and external qua-lity assurance procedures as well as audits to ensure and extend the transparency and professional quality in our work.

The ASB Foreign Aid Department runs country offices in Africa, Asia, Southeast Europe, Central America and the Carib-bean. These country offices are active in the fields of Humanitarian Aid, Disaster risk reduction as well as Return and reinteg-ration of refugees and IDPs. Projects are either directly implemented by the ASB country offices or in cooperation with local partner organizations. ASB applies a holistic approach in its activities and feels committed to supporting the people affected as long as possible after a disaster.

ASB’s Foreign Aid programmes receive funding from private and institutional donors, e.g. the German Federal Foreign Office, the German Federal Ministry for Economic Cooperation and Development, the EU and ECHO, Bureau of Population, Refugees and Migration as well as UN-Organisations, such as FAO, UNHCR, UNDP, UN-OCHA, UNICEF, WFP and others.

The First Assistance Samaritan Teams (FAST) provide effective, professional and rapid response to disasters worldwide. Key com- ponents of the international FAST-Aid are provision of basic medical care and purifica-tion of drinking water.

SAMARITAN INTERNATIONAL (SAM.I) is a European federation of non-profit and non-governmental organizations, indepen- dent from political parties and churches, working in the area of First Aid in cases of emergencies and diseases with democratic participation of a large number of supporters.ASB is one of the founder members of SAM.I.

When you need immediate help, ASB rescue service is at your side – by am-bulance or helicopter.

In case of accidents near water, the life- guards and rescue divers from ASB’s water rescue service ensure that patients receive best care directly at the scene of the accident and en route to the hospital.

Emergency situations like an accident or sudden illness can also occur abroad and require particularly fast and compe- tent assistance. In these cases, members can rely on the ASB worldwide Ambu-lance Service, which will transport them to a hospital near their home quickly,

safely and free of charge, providing intensive medical care if required throughout the journey.

Most accidents happen when family or friends are around. Therefore, ASB offers training courses based on all areas of life to ensure almost everyone can perform First Aid in an emergency.

Along with the traditional First Aid courses, there are also special courses for children of pre-school or school age and for parents in the event of emergencies involving babies or children. Animal lovers can also learn First Aid for dogs.

Civil protection and provisionWhenever people come together for concerts, sports or other large events, medical provisions must be guaranteed. In such cases, ASB provides teams of voluntary medical staff.

ASB Civil Protection Service intervenes after events of extreme weather conditions or accidents with many casualties. The voluntary helpers provide emergency medical care and set up treatment sta-tions or emergency shelters.

Rapid response teams provide logistical support, food and medical care as well as transportation to nearby hospitals and the psychosocial care of victims.

ASB canine rescue teams helps in the search for missing people, for example, in collapsed buildings.

ASB’s Crisis Intervention Teams are on hand to support people who have gone through incriminating experiences. The specially trained and experienced staff offer psychosocial support to the relatives of those injured or killed. In large-scale incidents, they are asked by rescue service to provide a first port of call for those affected.

Care for the elderlyASB provides a wide range of outpatient and inpatient services, so that people can retain their independence in their old age.

The Home Emergency Call System guarantees senior citizens fast and competent 24-hours-assistance. The ASB Meals-on-wheels-Service delivers lunch directly to elderly people’s home.

Like-minded senior citizens can meet up for social activities in senior clubs

and social clubs. If they can no longer remain in their own home either tem-porarily or permanently, senior citizens are sure to find the right place for them-selves within one of the 150 ASB Care Homes and Sheltered Accommodation Facilities. In this case, ASB carers ap- proach progressive memory loss and limited mobility with proactive measu-res and individual support.

Care for children and adolescents“Every child is unique”: ASB’s Care for child-ren and young people is based on this motto. Here, children and young people are regarded as equals, whose rights are protected and personalities are promoted.

They can discover the world through play in ASB crèches, kindergartens, children’s day centres and afterschool centres. They receive individual support from teachers who encou- rage personal responsibility, social group beha-

viour, as well as mental, musical and motor skills.

Children with and without disabilities learn together in a range of integrated children’s Day Care Facilities. ASB Children’s Homes and Group Accommodation Facilities are an alternative for children and young people who are no longer able to live with their families. Teachers and social education workers accom- pany young people on their journey into adulthood. They foster the development of young people with targeted educational or therapeutic approaches and enable the child-ren and young people to lead an everyday life in familiar surroundings.

The ASB Outpatient Family Assistance Ser-vice offers advice and support to families in difficult domestic situations. There is also support for single parents, as well as two mother and child health clinics.

The ASB Family Centres, multi-generation houses and Support Centres offer informa-tion advice and assistance for parents and children.

ASB is also cooperating with schools to support and challenge children and young people.

The ASJ (Arbeiter Samariter Jugend), ASB’s independent youth association, organises attractive holiday and recreational activi- ties, seminars, contests as well as national and international gatherings for children and young people.

This offers children and young people the opportunity to get involved and have fun together. In addition, international youth camps provided an exciting insight into the lifestyle and culture of other countries.

Help for people with disabilitiesASB has a wide range of services to help people with disabilities.

Sheltered accommodation facilities provide people with disabilities with the necessary individual support, assistance and advice to help them structure their everyday life. People who require intensive support have the option of staying in their own home.

ASB Early Learning Centres provide indivi-dual support to pre-school children with a disability in order to encourage positive development.

Social-psychiatric servicesPeople with a mental illness have to battle numerous problems in their everyday lives. The social and psychiatric services offered by ASB help these people to cope with their illness better. The outpatient psychiatric care helps people to lead an independent life in familiar surroundings.

ASB’s day centres offer people with mental illness the opportunity to structure their daily routine around their interests and to interact with others. Anyone who is unable to remain at home due to illness can find a new home, medical assistance and social support in ASB assisted living facilities.
