› 3G network prioritized over GSM A 3G capable UE shall remain in 3G network as long as possible. When there is no 3G coverage, the UE will be handed over or re-select to GSM network. This approach will allow the 3G user access to HSPA broadband services as much as possible.
› Limit Inter-Frequency and IRAT HandoverIt is recommended to limit the amount of Inter Frequency and IRAT Hard Handovers. The best KPI performance can be achieved when mobility is performed by soft/ softer handover, as there is no need for UE to enter compressed mode or perform hard handover

– The goal : should not exceed 20 inter frequency neighbor definitions per each serving cell, recommended value = 16 per carrier (i.e: in case of three carrier max. = 32)
