Description: The project began as a design competition between three of the most well-known Correctional Architects, General Contractors and Food Service Consultants in the country. William Caruso & Associates provided exceptionally efficient and creative design solutions that were instrumental in the HDR/McCarthy design/build team winning the project. WC&A provided food facilities planning and design services for the South Placer Adult Correctional Facility food service and laundry facilities that is integral to the Bill Santucci Justice Center campus in Roseville. The facility was built to support the existing and new Placer County Jail and Courthouse and houses short term and long term inmates at the existing newly renovated jails. This project included a state of the art high-bay palletized warehouse, scratch baking and production kitchen with latest technology cook/chill production cooking, food bank staging and automated meal assembly systems. The kitchen also produces meals and supports a correctional staff dining/break area and catering functions on the Bill Santucci Justice Center campus. Economies of scale were realized by centralization of the food purchasing, warehouse, production cooking, baking, meal assembly and meal distribution. This SPACF complex also includes a centralized full production laundry with a secured marking and mending space designed by WC&A. Quote: “The facility exceed our expectations”

Maricopa County constructed a large, inmate run food factory not only to produce and process all food for its Corrections Center but to provide surplus food for the needy of the county, and other public and private school and correctional systems, as well. This facility is unique in automated food production terms, utilizing on-of-a-kind, specially designed equipment components to process raw vegetables, fruit, and other donated food components from around the country. The facility also includes both canning and dehydration plants in addition to a volume food-processing wing. The meal delivery system is sized to provide the traditional 3 meals per day, however, it accommodates "Sheriff Joe's" 2 meal per day feeding regiment. .

Description: Department of Corrections California commissioned William Caruso & Associates to program and design what will be the largest correctional healthcare facility in the world. The program provided phased construction of facilities to support 10,000 medical beds for the California DOC correctional system. The first phase of the project required 3,500 beds of varied acuity levels at the Stockton location. The design provided for a 5,000 square foot warehouse, a central 33,000 square foot state of the art cook/chill production kitchen and multiple food staging areas, multiple satellite re-thermalization pantries (located at medical housing units) and a staff dining area with on-site cooking and serving. The facility is programmed and designed to facilitate unique medical diet meals to all patients.

Project Information: Square Footage: 33,000 square feet - Warehouse and Production Kitchen Budget: Overall project - $40 million / Food Service Equipment - $2.8 million Number Served: 5,000 inmates, 500 staff (approximately 16,500 meals per day) Description: WC&A’s commission began by writing a feasibility study for a central cook/chill food production system as part of an expansion of the Denver Justice Center and the Denver County Detention Facility with a goal of production consolidation and the potential of economic efficiencies. The study was well received by the City and County of Denver and funded as a special project by the Mayor of Denver. WCA programmed and designed the Central Production Kitchen, the satellite food service re-thermalization facilities as well as the laundry. The Production kitchen utilizes latest cook/chill technology and is sized to produce 18 to 25,000 meals per day. Economies of scale were realized by centralization of the food purchasing, warehouse, production cooking, baking, meal assembly and meal distribution systems.

This information provides a flavor for the quality and breadth of work that WC&A has accomplished. 1000 INMATE CITY OF LAS VEGAS DETENTION CENTER – Las Vegas, Nevada WC&A was commissioned to assist in the food service planning and design of a new 880–bed correctional project whose kitchen supports an additional existing 120–bed institution in the local Las Vegas area. Our services included operational/design programming, detailed food facility design services and the development of the city's Request for Proposal/Contract Document package that ultimately were sent to catering contractors for bidding purposes.

ADAMS COUNTY DETENTION CENTER – Brighton, Colorado

WC&A assisted in the expansion programming and design of the new foodservice and laundry systems at this metro–Denver county detention center. Included in our work were feasibility analysis and operational programming services as well as complete foodservice and laundry design to meet program objectives. COLORADO DEPARTMENT OF CORRECTIONS – Colorado Springs, Colorado WC&A has developed a feasibility study to determine the cost and quality effectiveness of implementation of a centralized food production program within the department's many Canon City correctional facilities. Units evaluated for this study included:

The potential centralized demand focuses on some 10,000 to 15,000 meals daily and a new, modern commissary with a baking facility capable of producing some 100,000 complete and special dietary meals weekly for the Colorado Department of Corrections.

COLORADO DEPARTMENT OF CORRECTIONS – SAN CARLOS FACILITY - Pueblo, Colorado WC&A was commissioned by the Colorado Department of Corrections to plan and design the new food facilities at their San Carlos facility in Pueblo, Colorado. Our work included development of the production, serving, waste handling, and transportation systems to service this unit from the existing and adjacent Colorado state hospital facility. All work was completed on time and within budget over an 18–month design period span. COOK COUNTY JUSTICE CENTER – Chicago, Illinois This project entailed the complete food and laundry services planning for a new 650-inmate medium security facility operated by Cook County, Illinois. WC&A undertook all program and facility design of the food/laundry areas, working closely with the owner’s operating departments and architectural/engineering team. All work was completed on time and within budget. COUNTY OF SAN DIEGO CORRECTIONAL SYSTEM – San Diego, California The county of San Diego commissioned William Caruso & Associates, Inc. to master plan the laundry facilities for twenty-three of its operations. Services were performed for three different operating arms of the County's Correctional Department, namely:

Health Services – Correctional Medical Services and University of California – San Diego Medical Center

Sheriff's Department – nine facilities including the Las Colinas Detention Facility for Women

Juvenile Services DALLAS COUNTY COMMISSIONERS COURT FACILITIES – Dallas, Texas WC&A was commissioned to study the impact of a cook/chill food production system implementation into Dallas County's six (6) major correctional holding facilities. A detailed study was completed that suggested development of a new central kitchen feeder unit to serve a number of satellite receptor kitchens. DOUGLAS COUNTY JUSTICE COMPLEX – Douglas County, Colorado

WC&A was commissioned to program and design the foodservice and laundry facilities in the Douglas County Justice Complex. This facility was designed to accommodate 600 inmates with a 6,000 square foot central kitchen and a 2,500 square foot central laundry. FEDERAL CORRECTIONAL INSTITUTION MINIMUM SECURITY FACILITY –

FEDERAL CORRECTION INSTITUTION MEDIUM SECURITY FACILITY – Florence, Colorado FEDERAL PENITENTIARY – LEVEL 5 MAXIMUM SECURITY FACILITY – Florence, Colorado FEDERAL PENITENTIARY – LEVEL 6 MAXIMUM SECURITY FACILITY – Florence, Colorado William Caruso & Associates, Inc. was commissioned to plan and design the above listed correctional facilities by the U.S. Department of Corrections – Washington, D.C. This project includes a large, campus–like environment with three units sitting side by side on over 150 acres of land with separate security demarcation for each unit. Additionally, the task included the planning and design of the first ever Level Six Code Maximum Security Facility to be built in the United States. Overall these facilities serve some 2,500 inmates and staff.

ILLINOIS YOUTH CENTER, KEWANEE – Kewanee, Illinois

The Illinois Youth Center in Kewanee, Illinois is a 400–bed youth detention center. WC&A was commissioned to provide both foodservice and laundry design services for this project. During the foodservice and laundry design process, numerous security features were implemented such as refrigerated food storage spaces were designed to receive deliveries through exterior entrances while interior doors to the kitchen area is locked. A refrigerated meat prep room was designed with full length, double–pane windows for unobstructed views from guard rooms. All equipment specified for the project was provided with the latest in foodservice equipment security devices. JEFFERSON COUNTY CORRECTIONAL FACILITIES – Golden, Colorado Two (2) facilities are being planned, one for a correctional "detox" center and the second for general correctional services. Each unit and its self–contained foodservice system will act as an independent operating unit. LANE COUNTY JUSTICE CENTER – Lane County, Oregon WC&A developed a program and complete design for this 200–bed youth detention center. The design consisted of three separate facilities that included a central kitchen and laundry, a 21–bed alcohol rehabilitation facility, and a 20–bed shelter care facility. Each facility stands alone and functions as a separate unit. The re–habilitation facility design sets a prototypical standard for future, similar facilities. LANCASTER COUNTY ADULT DETENTION FACILITY – Lincoln, Nebraska WC&A was commissioned to program and design the new Lancaster County Adult Detention Facility food service and laundry facilities. This complex is programmed to provide support to 2,000 inmates on-site as well as 500 meals daily off-site. Aramark is the Food Service Operator.

LARIMER COUNTY DETENTION CENTER – Ft. Collins, Colorado WC&A was commissioned by Larimer County to plan and design all food/beverage and laundry facility components for a major renovation project that expanded this facility. Included in our work were detailed master planning and space programming as well as design and cost/benefit analyses work related to various proposed new food service production systems. MARICOPA COUNTY CENTRAL SERVICES CENTER – Phoenix, Arizona

WC&A provided food facilities planning and design services for this $90 million project. Maricopa County constructed a large, inmate run food factory not only to produce and process all food for its Corrections Center but to provide surplus food for the needy of the county, and other public and private school and correctional systems, as well. This facility is unique in automated food production terms, utilizing unique, specially designed equipment components to process raw vegetables, fruit, and other donated food components from around the country. The facility also includes both canning and dehydration plants in addition to the volume food-processing wing. The facility currently produces 44,000 meals per day. MESA COUNTY JAIL – Glenwood Springs, Colorado The county commissioners commissioned WC&A and the project design team to provide complete programming and design plans for this new 300–bed facility. The master plan for the jail provided for 180 beds under the initial Phase I construction package with future expansion to 300 beds. The foodservice design was based on the 300–bed count with a phased equipment installation schedule to accommodate the 180 beds under the initial phase with individual production components expandable to accommodate the future requirement of 300 beds. The system includes a unique service concept of bulk–food transport in custom carts to various day rooms for buffet–style service to inmates. The main kitchen includes an alternate tray make–up component to allow portioned tray service to inmates under lock–down or high–security conditions.

MONTANA STATE PRISON LAUNDRY – Deer Lodge, Montana WC&A was commissioned by the state of Montana to evaluate the existing state laundry system and provide recommendations and design services to upgrade the laundry facilities. WC&A’s evaluation led to the consolidation and design of a semi-automatic laundry facility servicing the state hospital as well as the state men’s and women’s correctional facilities utilizing the most state-of-the-art laundry equipment available. A marked increase in quality control, contraband control and operational/labor saving was realized immediately upon start-up. MULTNOMAH JUVENILE JUSTICE COMPLEX – Portland, Oregon WC&A was commissioned to program and design the foodservice facilities for the Juvenile Justice Complex. This facility houses 600 juvenile "wards" and produces 1,800 meals per day. Ward dining occurs in day rooms with hot and cold food and beverages delivered for each meal via transport carts. OREGON YOUTH AUTHORITY FACILITIES – Josephine, Linn/Benton, Clatsop,

Harney, and Crook Counties, Oregon

WC&A was retained to program and design two prototypical foodservice facilities to be used for seven combination state and county Oregon Youth Authority detention complexes. A central kitchen with refrigerated and dry storage, preparation, cooking, tray washing, and assembly space was provided within each complex. Housing–pod day rooms for inmate meal service are equipped with typical dish–up pantries ranging from four to six per site. RIDGEVIEW YOUTH SERVICES CENTER A RIGHT OF PASSAGE – Aurora, Colorado William Caruso & Associates, Inc. was commissioned to the state of Colorado Department of Corrections to plan and design the foodservice areas, which included the kitchen and dining facilities as well as the gymnasium foodservice concessions for the Right of Passage program. This facility houses 500 juveniles in a campus-style tradition.

RJ DONOVAN – San Diego, California WC&A is providing complete food facilities planning and design services for the RJ Donovan Correctional Renovation Project. This facility is a medium security facility. The project adds an additional 1000 beds to the site. The new housing unit will also be equipped with two new dining rooms served by a common re-thermalization kitchen and tray washing facilities. Budget: Overall project - $56 million / Food Service Equipment - $3 million. Number Served: 3,500 inmates, 700 staff (approximately 11,200 meals per day). SCOTTS BLUFF COUNTY JAIL – Scotts Bluff, Nebraska

The Scotts Bluff County Jail is a new replacement facility in Scotts Bluff Nebraska. The facility is a full service correction facility accommodating 175 adult inmates and separate 25 juvenile inmates. Due to it remote location, a portion of the bed capacity is used for holding prisoners. WC&A was commissioned to design the food service and laundry facilities STATEVILLE CORRECTIONAL CENTER – Joliet, Illinois

Stateville is a maximum-security institution housing 3,200 inmates. Feeding is accomplished in a central core building, which was totally remodeled in 1987. The new facilities included three (3) secured dining areas of 200 seats, main servery, and full kitchen. The end results were upgraded environments for dining and improved speed and service.

TOOELE COUNTY JAIL – Tooele, Utah WC&A's work included the design of a state–of–the–art foodservice and laundry facilities capable of serving 100 inmates at this new county–owned facility in Utah. TUCSON AND MEADOWS LAUNDRIES – Tucson, Arizona WC&A was commissioned to review and advise the State of Arizona Department of Corrections regarding construction/installation standards in the inmate constructed central laundry facilities for the Tucson and Meadows state correctional facility. WASHINGTON DEPARTMENT OF CORRECTIONS – Airway Heights, Washington The state of Washington Department of Corrections commissioned WC&A to plan and develop a new "food factory" facility in Eastern Washington to produce food for over 2,000 local inmates and 25,000 statewide inmates. WC&A developed the master plans for this large cook–chill system facility and designed all components ready for operation by the Owner. This facility has been lauded as being "on the cutting edge" of technological advancement. WISCONSIN DEPARTMENT OF CORRECTIONS – Madison, Wisconsin The state of Wisconsin Department of Corrections commissioned WC&A to extensively study the state’s Department of Corrections facilities and evaluate the potential for centralized cook–chill systems. Extensive research and data development was accomplished along with schematic design plans to implement a partial centralized system that would support more urbanized facility production needs through centralization. A number of remote Department of Corrections units remained on a self-contained traditional cook–serve system.
