What is FRMS?
✓Aims to manage fatigue irrespective of the cause.
✓Based on science and empirical findings.
✓ Is data driven.
✓Requires a systematic, organizational approach.
A continuous process of planning, monitoring and managing the level of alertness of flight and cabin crew when performing their duties.

Why move to FRMS?
Prescribed limitations provide only “one slice of cheese”.
FRMS provides more defence barriers.
✓ Addresses alertness variables not
addressed by FDLs.
✓ Reflects unique and changing airline factors.
✓ Manages fatigue risk relevant to specific circumstances
Allows for greater operational flexibility.

What is ICAO proposing?
For application to:✓ Annex 6, Part 1 Operators: International Commercial Air
Transport – Aeroplanes✓ Flight crew and cabin crew
All SARPs related to fatigue management to be brought under one broad heading✓ Prescriptive FDLs (as current)✓ FRMS
States to choose whether they will allow FRMS as an option to their operators
States to continue to provide prescriptive FDL regulations
