News on Customer Liaison Group (CLG) 70th Meeting T he 70th meeting of the CLG was held on 25 September 2014. A guided tour for members to the Water Resources Education Centre was arranged specially on the same day. Members were introduced to the importance of water resources and water conservation through exhibits, live demonstrations and interactive games in the tour. They were also briefed on the water supply history of Hong Kong, water management strategies, water cycle, local water resources, Dongjiang water supply, water conservation measures and water saving devices, etc. A presentation was given to the members on the inclusion of a new product to “the Water Efficiency Labelling Scheme” (WELS) - Flow Controller’s during the CLG meeting. The aims of WELS were: (1) to provide consumers with information on the levels of water consumption and efficiency ratings of plumbing fixtures and water-consuming appliances; (2) to facilitate consumers to select water efficient products; (3) to promote public awareness of water conservation and efficiency; and (4) to achieve water savings. The water efficiency of the flow controllers was rated to different grades according to their types and nominal

flow rates. Grade 1 was the most water efficient whereas grade 4 was the least water efficient. The WELS covered flow controllers for both water taps and showers for bathing.

When choosing flow controllers for water taps, attention should be paid to their sizes and shapes of the outlets. For the case of showers for bathing, whether they were originally assembled with flow controllers rendering it not practicable to install an additional one was a prime consideration. Customers were advised to follow the manufacturer’s instructions for the installation. They should make sure that the flow controllers were installed at the correct position and flow direction. Other additional features of flow controllers were not covered in WELS.

The current per capita domestic fresh water consumption in Hong Kong was 130 litre/day, with

another 90 litre/day of seawater for flushing. This 220 litre/day total water consumption was higher

than the international average of 170 litre/day. Members were briefed on various

Water Resources Education Centre extends its visitors’ coverage

Guided tours for primary school students are organised at the Water Resources Education Centre (WREC) located at WSD’s Mong Kok Office to acquaint them with information

about water resources of Hong Kong through exhibitions, live demonstrations and interactive games. In order to arouse greater public concern on water resources and to attract more visitors from different walks of life, WREC has now extended its guided tour service to non-profit-making organisations, community centres and organisations. Customers served by the Customer Enquiry Centre in Mong Kok are also welcomed to pay a visit to its “Water Saving Device Showroom”. Interested parties or individuals, please contact WSD’s staff at telephone number 3188 2941.

WSD staff won Individual Awards in the Ombudsman’s Award 2014

Customer satisfaction is one of the WSD’s core values. In recognition of their devotion

to serve the public, our Mechanical Engineer, Mr LUI Wing Kit and Engineer, Mr WONG Fuk Hing received Individual Awards in the Ombudsman’s Award 2014 for their significant contribution in providing quality customer services and in handling complaints. Over the years, WSD’s staff received several individual prizes, which is an affirmation of the endeavours we have been making.

Introduced in 1997, the Ombudsman’s Awards Scheme aims to acknowledge and cultivate a positive culture and professionalism in facing and handling complaints in public sector. Since 1999, the Awards have been extended to honour individual public officers for their efforts in contributing to a fair, open, accountable and efficient public administration. The Presentation Ceremony was held on 30 October 2014 with 41 civil servants in total being honoured Individual Awards.

Dongjiang Water Supply System Visit and Press Conference

The Advisory Committee on Water Resources and Quality of Water Supplies (ACRQWS) visits Dongjiang

Water Supply System annually to witness the quality of Dongjiang water and its latest development. Last year’s visit was conducted on 13 and 14 October followed by a press conference immediately after the visit. In the press conference, members advised that they were impressed by the high technology and new equipment used in the the “Environmental Water Quality Monitoring Centre of Guangdong Yue Gang Water Supply Co Ltd.” and “Dongjiang Water Quantity and Quality Monitoring and Control System”. They also reported that the water quality of Dongjiang was satisfactory.

Water Conservation Forum for Hotel and Catering Industries

Water Conservation Forum for Hotel and Catering Industries organised by the ACRQWS and supported by

the WSD was held on 25 November 2014 at Hong Kong Science Museum. It aims at providing a platform for practitioners to share their experience and explore their current practices on water usage management, water saving measures, water saving system design and technology etc. so as to further promote the culture of water conservation in Hong Kong.

At the forum, 6 representatives and professionals from the hotel and catering industries were invited to share their experience on water conservation practices and the latest development in the industries with 200 practitioners and participants from professional groups and academic field. In the Q&A session, there were keen discussions and the atmosphere is enthusiastic. Through the active conversation, all the participants gained valuable experience in setting up their long-term water-saving plans.

Simplified “e-Bill Service” Launching Ceremony cum World Water Monitoring Challenge 2014

The simplified “e-Bill service” Launching Ceremony cum World Water Monitoring Challenge 2014 was held at the Ma On Shan Water Treatment Works on 20 December 2014. Representatives from ACRQWS, the International Water Association and Non-

Government Organisations joined the event, and the occasion was boisterous. By simplifying the application procedures and shoring up other value-added services, the WSD wishes to enhance its electronic service and reduce paper consumption, and to support environmental protection and the sustainable development of the society.

On the same date, 50 secondary school students participated in the World Water Monitoring Challenge 2014. Under the instructions and guidance of the WSD’s chemists, participants used handy kits to carry out tests on the water samples for measuring four key water quality indicators: temperature, pH, dissolved oxygen and turbidity. The activity had successfully raised the students’ awareness in water safety and consciousness in water conservation.

News on Customer Liaison Group (CLG)

70th Meeting

The 70th meeting of the CLG was held on 25 September 2014. A guided tour for members to the Water Resources Education

Centre was arranged specially on the same day. Members were introduced to the importance of water resources and water conservation through exhibits, live demonstrations and interactive games in the tour. They were also briefed on the water supply history of Hong Kong, water management strategies, water cycle, local water resources, Dongjiang water supply, water conservation measures and water saving devices, etc.

A presentation was given to the members on the inclusion of a new product to “the Water Efficiency Labelling Scheme” (WELS) - Flow Controller’s during the CLG meeting. The aims of WELS were: (1) to provide consumers with information on the levels of water consumption and efficiency ratings of plumbing fixtures and water-consuming appliances; (2) to facilitate consumers to select water efficient products; (3) to promote public awareness of water conservation and efficiency; and (4) to achieve water savings. The water efficiency of the flow controllers was rated to different grades according to their types and nominal

flow rates. Grade 1 was the most water efficient whereas grade 4 was the least water efficient. The WELS covered flow controllers for both water taps and showers for bathing.

When choosing flow controllers for water taps, attention should be paid to their sizes and shapes of the outlets. For the case of showers for bathing, whether they were originally assembled with flow controllers rendering it not practicable to install an additional one was a prime consideration. Customers were advised to follow the manufacturer’s instructions for the installation. They should make sure that the flow controllers were installed at the correct position and flow direction. Other additional features of flow controllers were not covered in WELS.

The current per capita domestic fresh water consumption in Hong Kong was 130 litre/day, with

another 90 litre/day of seawater for flushing. This 220 litre/day total water consumption was higher

than the international average of 170 litre/day. Members were briefed on various

water saving tips and the “Let’s Save 10L Water” Campaign to encourage the public to establish a good habit of conserving water. To take part in the Campaign, members of the public could access via WSD Mobile App to

the “Let’s Save 10L Water” webpage, sign the Commitment Certificate, and

use water wisely in daily life with reference to the water saving tips on the webpage. Each participating household could apply for a

pair of complimentary flow controllers as a tool to achieve water saving.

Water Resources Education Centre extends its visitors’ coverage

Guided tours for primary school students are organised at the Water Resources Education Centre (WREC) located at WSD’s Mong Kok Office to acquaint them with information

about water resources of Hong Kong through exhibitions, live demonstrations and interactive games. In order to arouse greater public concern on water resources and to attract more visitors from different walks of life, WREC has now extended its guided tour service to non-profit-making organisations, community centres and organisations. Customers served by the Customer Enquiry Centre in Mong Kok are also welcomed to pay a visit to its “Water Saving Device Showroom”. Interested parties or individuals, please contact WSD’s staff at telephone number 3188 2941.

WSD staff won Individual Awards in the Ombudsman’s Award 2014

Customer satisfaction is one of the WSD’s core values. In recognition of their devotion

to serve the public, our Mechanical Engineer, Mr LUI Wing Kit and Engineer, Mr WONG Fuk Hing received Individual Awards in the Ombudsman’s Award 2014 for their significant contribution in providing quality customer services and in handling complaints. Over the years, WSD’s staff received several individual prizes, which is an affirmation of the endeavours we have been making.

Introduced in 1997, the Ombudsman’s Awards Scheme aims to acknowledge and cultivate a positive culture and professionalism in facing and handling complaints in public sector. Since 1999, the Awards have been extended to honour individual public officers for their efforts in contributing to a fair, open, accountable and efficient public administration. The Presentation Ceremony was held on 30 October 2014 with 41 civil servants in total being honoured Individual Awards.

Dongjiang Water Supply System Visit and Press Conference

The Advisory Committee on Water Resources and Quality of Water Supplies (ACRQWS) visits Dongjiang

Water Supply System annually to witness the quality of Dongjiang water and its latest development. Last year’s visit was conducted on 13 and 14 October followed by a press conference immediately after the visit. In the press conference, members advised that they were impressed by the high technology and new equipment used in the the “Environmental Water Quality Monitoring Centre of Guangdong Yue Gang Water Supply Co Ltd.” and “Dongjiang Water Quantity and Quality Monitoring and Control System”. They also reported that the water quality of Dongjiang was satisfactory.

Water Conservation Forum for Hotel and Catering Industries

Water Conservation Forum for Hotel and Catering Industries organised by the ACRQWS and supported by

the WSD was held on 25 November 2014 at Hong Kong Science Museum. It aims at providing a platform for practitioners to share their experience and explore their current practices on water usage management, water saving measures, water saving system design and technology etc. so as to further promote the culture of water conservation in Hong Kong.

At the forum, 6 representatives and professionals from the hotel and catering industries were invited to share their experience on water conservation practices and the latest development in the industries with 200 practitioners and participants from professional groups and academic field. In the Q&A session, there were keen discussions and the atmosphere is enthusiastic. Through the active conversation, all the participants gained valuable experience in setting up their long-term water-saving plans.

Simplified “e-Bill Service” Launching Ceremony cum World Water Monitoring Challenge 2014

The simplified “e-Bill service” Launching Ceremony cum World Water Monitoring Challenge 2014 was held at the Ma On Shan Water Treatment Works on 20 December 2014. Representatives from ACRQWS, the International Water Association and Non-

Government Organisations joined the event, and the occasion was boisterous. By simplifying the application procedures and shoring up other value-added services, the WSD wishes to enhance its electronic service and reduce paper consumption, and to support environmental protection and the sustainable development of the society.

On the same date, 50 secondary school students participated in the World Water Monitoring Challenge 2014. Under the instructions and guidance of the WSD’s chemists, participants used handy kits to carry out tests on the water samples for measuring four key water quality indicators: temperature, pH, dissolved oxygen and turbidity. The activity had successfully raised the students’ awareness in water safety and consciousness in water conservation.
