I. WHAT IS THE WATER EFFICIENT LANDSCAPING AND IRRIGATIONORDINANCE?

The City of Riverside's Water Efficient Landscaping and Irrigation Ordinancewas developed in response to state Assembly Bill 325 which requires all cities inCalifornia to address landscape water conservation through a locally adoptedordinance. This ordinance may be found in its entirety in Chapter 19.67 of theMunicipal Code, and is available separately from the Planning Department. Itis fashioned after the state model ordinance and Eastern Municipal WaterDistrict's ordinance.

While water efficiency is the goal of this ordinance, it does not require the use ofsparse landscaping. All Design Review Board guidelines for landscape qualityremain in effect. (See City of Riverside DESIGN REVIEW GUIDELINESmanual for more information). Most of the plants people are accustomed toseeing in "normal" landscapes can be used in water efficient landscapes. Themain differences lie in the layout of the landscaping and irrigation and the ratiosof higher water using plants to lower water using plants. The purpose of thispublication is to summarize the pertinent elements of this ordinance and toprovide guidance as to how these requirements must be accounted for in thedesign of landscaping and irrigation.

II. WHAT IS IN THIS PUBLICATION?

Contained in this publication are the following:

III. WHAT KINDS OF PROJECTS DOES THIS ORDINANCE PERTAIN TO?

A. PROJECTS SUBJECT TO DESIGN REVIEW BOARD APPROVAL:This ordinance applies to all new landscaping and irrigation of all projectssubject to Design Review Board review and approval, except as notedbelow. This includes all commercial, office, multiple family residential,industrial and public agency projects.

B. MODEL HOMES: At least one model home of each model home complexin single family residential tracts must comply with this ordinance.

C. EXCEPTIONS: This ordinance does not apply to single family homes,duplexes, cemeteries, registered historical sites, ecological restorationprojects that do not require an irrigation system, mined land reclamationprojects that do not require an irrigation system and public parks.

IV. WHAT QUALIFICATIONS MUST MY DESIGNER POSSES?

We recommend you carefully consider who to hire to design the landscaping andirrigation of your project. Designing water efficient landscaping and irrigationinvolves special skills and knowledge. Most projects MUST be designed by aprofessional landscape architect, licensed to practice in the state of California.

A. PROJECTS, ONE HALF ACRE OR MORE IN SIZE: The landscapingand irrigation of all projects with a net area of one half acre or more MUSTbe designed/wet stamped by a landscape architect licensed to practice inthe state of California. At the landscape architect's option, irrigation maybe designed by a Certified Irrigation Design Designer or a member of theAmerican Society of Irrigation Consultants.

B. PROJECTS, LESS THAN ONE HALF ACRE IN SIZE: The landscapingand irrigation of projects of less than one half acre net size may bedesigned by any person legally entitled to design such landscaping andirrigation in accordance with state law. This could be a California licensedlandscape architect or it could be the contractor who installs yourlandscaping or the architect who designs your project. If you chose not touse a licensed landscape architect for this size project, make sure yourdesigner is comfortable working with the design and calculation require-ments of this ordinance.

V. WHO WILL REVIEW MY PROJECT?

A. MODEL HOMES: The compliance of model home landscaping andirrigation with the water efficient ordinance will be determined by thePlanning Department plan check staff at the time building permits areapplied for. All requirements noted in this publication, with the exceptionof the Design Review Board application and fee requirements apply tomodel homes.

B. COMMERCIAL, OFFICE, INDUSTRIAL, INSTITUTIONAL, PUBLICAND MULTIPLE FAMILY RESIDENTIAL PROJECTS: The landscap-ing and irrigation of these projects will be reviewed and evaluated forcompliance by the Design Review Board. A complete application forDesign Review Board approval must be submitted and processed. Thisusually takes a minimum of one month.

VI. WHAT IS THE OVERALL PROCESS?

A. Have your project designed in accordance with the requirements noted inthis publication and submit an application for Design Review Boardapproval in accordance with the requirements noted in this publication.(Note: For model homes, simply include with the plans you submit tobuilding permit plan check, a Water Conservation Concept Statementform along with the landscape and irrigation plans for your models incompliance with the requirements in this publication.)

B. After the Design Review Board (plan check staff, in the case of modelhomes) has reviewed the plans and issued its conditions of approval, makeany necessary modifications to the plans and resubmit them for staffapproval. The staff will issue a set of stamped approved plans which mustbe used for installation purposes on the job site.

C. Obtain necessary plumbing permits from the Building Division.

D. Install the landscaping and irrigation in accordance with the revised plansstamped "approved" by the Design Review/Plan Check staff.

E. After the completion of installation, have a water audit performed by aCertified Landscape Irrigation Auditor in accordance with the State ofCalifornia Landscape Water Management Program. (Coordinate this withthe person responsible for the design/certification of the landscaping andirrigation.) It is recommended that a water audit be prepared at leastevery five years.

F. Make corrections in accordance with the results of this audit.

G. Have the landscape architect or other qualified person responsible for thedesign of the project inspect the installation. Make any correctionsdetermined by this person to be necessary to comply with the stampedapproved plans.

H. Have a CERTIFICATE OF SUBSTANTIAL COMPLETION (seeAppendix C) completed by the person responsible for the design for theproject and submit the completed form to the Planning Department.

I. After the landscape design professional has submitted the Certificate ofSubstantial Completion, and you are sure all other Design Review Boardrequirements have been completed, request a final inspection by theDesign Review staff.

VII. WHAT DO I NEED TO SUBMIT?

Submit a complete application for Design Review Board approval that includesthe following: (The requirements in this section do not apply to model homes.)

A. A completed General Application Form available at the PlanningDepartment.

B. A check made out to the City of Riverside, in the amount noted in the feesummary publication available at the Planning Department.

C. Five sets of blueprints of the landscape, irrigation and grading plans.Each set of plans should be stapled together along the left edge and foldedto maximum 8 ½" x 14" size.

D. One 8 ½" x 11" transparency of each plan sheet.

E. One 8 ½" x 11" "PMT" of each transparency.

VIII. WHAT INFORMATION NEEDS TO BE INCLUDED ON MY PLANS?

Landscape and irrigation plans submitted for Design Review Board approval (orPlan Check approval, in the case of model homes) must include all of thefollowing information:

A. GENERAL REQUIREMENTS

1. A complete application must include landscape, irrigation andgrading plans. These plans should be drawn on project base sheetsthat show the locations of all physical improvements, includingbuildings, drives, walks, walls, water features, curbing, trashenclosures and the like.

2. The scale of all plans should be consistent and be large enough forall data to be readable. (1" = 20' scale or larger is desired.)

3. Property lines, compass direction and street names should beclearly annotated.

B. LANDSCAPE PLAN REQUIREMENTS

1. The locations, species and trunk diameters of all existing trees,noting those to be protected in place, those to be relocated and thoseto be removed.

2. The proposed locations of all new plant materials, arranged into likehydrozones and with each plant type and hydrozone clearlyidentified. Any plants may be used, but the Estimated AnnualWater Use should not exceed the Annual Water Budget. Plantsselected should be appropriate for Riverside's climate and theconditions of the site. Preservation of existing plant materials andthe use of species native to this area is encouraged. Fire preventionneeds should also be considered.

3. A plant list keyed to the symbols shown on the plan and indicatingthe full botanic and full common name of each plant.

4. The size of each plant to be used. (Minimum 5 gallon for shrubsand 15 gallon for trees.)

5. Street tree species, locations and planting notes as required by thePark and Recreation Department. Contact the Park and Recre-ation Department at (909) 715-3440 for more information.

6. A completed WATER CONSERVATION CONCEPT STATE-MENT, (See Appendix B on Page 68) including all calculations and

documentation necessary to demonstrate that the ESTIMATEDWATER USE of a project does not exceed its ANNUAL WATERBUDGET.

7. Specifications for the use of at least two inches of mulch in allplanting areas except for turf areas and slopes of 4:1 or greater.Specifications for jute netting or other slope stabilization measuresfor all slopes of 4:1 or greater.

8. Identification of all water features and noting the means forrecirculating water.

9. Plant installation details, including tree staking (minimum doublestaking with tire strip ties per City specification), soil preparation,weed control measures and other pertinent details.

10. The location and total square feet of each hydrozone, and the totalof all landscaped areas, in square feet.

11. A soils analysis (recommended, but not required) indicating soiltexture, infiltration rates and levels of soluble salts and Ph .

C. IRRIGATION PLAN REQUIREMENTS

1. Specifications and locations of all main and lateral lines, valves,automatic controllers, anti siphon controls, moisture sensors,wiring, sprinklers, emitters, water meters, quick couplers and otherirrigation equipment.

2. Irrigation schedules, both for the initial establishment period andthe post establishment period. Include run time in minutes percycle, suggested number of cycles per day and frequency ofirrigation for each station. (Schedules should avoid periods typicallyassociated with high temperatures and/or winds)

3. Identification of each hydrozone and indicating each such zone tobe controlled by separate valves.

4. Specifications for low head anti-drain check valves.

5. Specifications for automatic controllers.

6. Specifications and design details within each control valve circuitto assure the minimization of over-spray, consistent applicationrates, full coverage, proper operating pressure, adjustmentcapability and ease of maintenance. (Street medians of 10 feetwidth or less may not be irrigated with overhead spray heads.)

7. Specifications for sleeving pipes under paved areas.

8. Specifications for swing joints or other riser protection.

9. Static water pressure at the point of connection.

10. Flow rate in gallons per minute, application rate in inches per hourand design operating pressure in pounds per square inch for eachstation.

11. Identification of any use of recycled water.

D. GRADING PLAN REQUIREMENTS

Landscape and irrigation plans submitted for compliance with the WaterEfficient Landscaping and Irrigation ordinance must be accompanied bya preliminary or final grading plan that includes the following:

1. All physical improvements, including buildings, paving, curbing,walls and the like with elevations noted.

2. All cut and fill slopes indicated with appropriate symbols andnoting slope ratios.

3. Enough information about the grades of adjacent properties andstreets so as to make clear the relationship of the subject propertyto the adjacent properties.

4. Drainage patterns and improvements.

IX. HOW DO I CALCULATE THE ANNUAL WATER BUDGET?

A. The City of Riverside has adopted the same formula used by EasternMunicipal Water District for calculating the Annual Water Budget of a

project. To calculate the Annual Water Budget (AWB) complete thefollowing steps:

STEP 1 Calculate the Annual Water Budget (AWB) using theformula detailed below:

STEP 2 Round off the Water Budget figure calculated to the nearestwhole number. (If higher than .5 round up. If lower than .5round down.)

STEP 3 Enter the calculations and resulting figure on the WATERCONSERVATION CONCEPT STATEMENT form. (SeeAppendix B on Page 68).

B. The following is the formula for calculating the Annual Water Budget foreach water meter serving a project:

AWB = (56.65)(0.8)(TLA)1200

C. The numbers and abbreviations used in this formula have the followingmeanings:

AWB: The Annual Water Budget in billing units per year. (OneBilling unit equals 100 cubic feet, or 748 gallons.)

56.65: The reference evapotranspiration of the Riverside area ininches of water per year.

0.8 The "allowable percentage", or how much of the waterrepresented by the reference evapotranspiration rate allowedto be used by a project. In other words, a project can use nomore than 80 percent of the water needed to keep cool seasonturf grass healthy in the Riverside climate area.

TLA: The total landscaped area, measured in square feet.

1200: The factor used to produce an answer in "billing units". (To convertthe answer to gallons, multiply the formula by 748).

D. SAMPLE CALCULATION for a small individually metered project witha total landscaped area of 8000 square feet:

AWB: (56.65)(0.8)(TLA)1200

SUBTOTAL: 302.13

ROUNDEDANSWER: 302 billing units per year

In this instance, the total Annual Water Budget for this project is 302billing units per year. This figure would be compared to the EstimatedAnnual Water Use, for the project, as calculated in the section entitled"HOW DO I CALCULATE THE ESTIMATED ANNUAL WATER USE?"on Page 7 of this publication. The Water Use should not exceed theAnnual Water Budget. If it does, the Design Review Board is empoweredto require the landscape and/or irrigation designs to be modified to adjustthe Estimated Annual Water Use so as not to exceed the Annual WaterBudget.

X. HOW DO I CALCULATE THE ESTIMATED ANNUAL WATER USE?

A. To calculate the Estimated Annual Water Use for each water meterserving a landscaped area, complete the following steps:

STEP 1 Calculate the estimated annual water use (EAWU) for eachhydrozone in the landscaped area using the formula detailedbelow.

STEP 2 Add all of the EAWU's of all of the hydrozones.

STEP 3 Round off this sum to the nearest whole number. (If higherthan .5, round up. If lower than .5 round down.)

STEP 4 Enter the calculations for each hydrozone and resultingoverall figure on the WATER CONSERVATION CONCEPTSTATEMENT form.

B. The following is the formula for calculating the Estimated Annual WaterUse (EAWU) for a hydrozone:

EAWU = (56.65)(KC)(HA)(DE)(AE)(1200)

C. The numbers and abbreviations used in this formula have the followingmeanings:

EAWU: Estimated Annual Water Use in billing units per year. (Onebilling unit equals 100 cubic feet or 748 gallons.)

56.65: The reference evapotranspiration of the Riverside area ininches of water per year.

KC: The Crop Coefficient of the plants in a hydrozone. (See thesection entitled "HOW DO I USE CROP COEFFICIENT(KC) FACTORS?" on Page 9 and Appendix A on Page 12 ofthis publication for information regarding the use of KCfactors.)

HA: The area of the hydrozone in square feet.

DE: The Distribution Efficiency of the irrigation system ex-pressed as a decimal as follows:

! 0.70 for spray heads

! 0.85 for gear driven, impact or ball driven rotors.

! 0.85 for bubbler heads

! 0.90 for drip irrigation systems

AE: The Application Efficiency of the irrigation system, ex-pressed as a decimal as follows:

! 0.85 for irrigation systems with a centralized controlsystem or a series of controllers that are designed touse evapotranspiration rates, or systems that usemoisture sensors.

! 0.65 for irrigations systems which do not use any ofthe above soil or weather driven controls.

1200: The factor used to produce an answer in "billing units". (To convertthe answer to gallons, multiply the formula by 748).

D. SAMPLE CALCULATION for a small, individually metered landscapeproject with two hydrozones and a total landscaped area of 8000 squarefeet:

EAWU, hydrozone one: (56.65)(0.5)(3000) = 92.56(3000 sq. ft.) (0.9)(0.85)(1200)

EAWU, hydrozone two: (56.65)(0.5)(5000) = 198.35(5000 sq. ft.) (0.7)(0.85)(1200)

SUBTOTAL: 92.56 + 198.35 = 290.91

ROUNDED ANSWER: = 291 billing units

In this instance, the total EAWU for this project is 291 billing units. This figurewould be compared to the Annual Water Budget (AWB) for the project, ascalculated per Section 9 of this publication. The Estimated Annual Water Useshould not exceed the Annual Water Budget. If it does, the Design Review Boardis empowered to require the landscape and/or irrigation designs to be modified toadjust the Water Use so as not to exceed the Water Budget.

XI. HOW DO I USE CROP COEFFICIENT (KC) FACTORS?

A. ABOUT CROP COEFFICIENTS: A "Crop Coefficient", or KC is theamount of water a plant needs to be maintained in healthy condition in aparticular climate. It is one factor used in determining the EstimatedAnnual Water Use of a project. The City requires that landscape plans bedesigned so that plants are grouped in hydrozones of like KC's. In otherwords, plants rated in the "medium" water use range must be groupedtogether and placed on separate irrigation valves, those in the "low" waterusing range must be grouped together and placed on separate irrigationvalves, etc. To determine the KC of the plants in a hydrozone, completethe following steps:

STEP 1 Refer to Appendix A entitled "WATER NEEDS OF PLANTSIN THE CITY OF RIVERSIDE" on Page 12 and chooseplants for each hydrozone that meet the design objectives of

the landscape plan and which are in the same KC category(either 1, 2, 3, 4 or 5).

STEP 2 Refer to the "KC CONVERSION CHART" in Appendix A onPage 12 to see the KC range associated with that category.

STEP 3 If the plants are located in a generally shaded area, use thelower end of the range. If they are in a generally sunnyarea, use the higher end of the range. Similarly, if the soilsare more porous use the higher end of the range. If they areless porous, use the lower end of the range. In other wordsuse a figure within the range that would reflect the waterholding characteristics of the hydrozone location.

STEP 4 Use the figure determined by the above in the Annual WaterUse calculation for each hydrozone.

B. PLANTS NOT ON THE LIST: The KC values provided in the WaterNeeds Of Plants list are educated estimates of the water needs of a numberof plant materials commonly used in the Riverside area. KC's have notbeen determined for all plants suitable for this climate. Horticulturalreference books or horticulturists can provide useful information inestimating the water needs of plants not on this list. As further databecomes available, this list will be expanded. You are not limited to theplants on this list. If you wish to use other plants, simply indicate thebasis for the KC factor you have given the plants not on the list. Gener-ally, evergreen trees native to the Mediterranean climates have KC'sbetween 0.40 and 0.60. Evergreen shrubs in this climate zone range from0.25 to 0.50. Native plants from arid zones average about 0.25.

ORGANIZATION OF THE PLANT LIST: Under each KC category,plants are alphabetically organized by botanical name into the followinggroups: (Note: These definitions and specifications are to aid in plantselection for landscaping usage. They are not intended to conform tohorticultural or scientific definitions. Plants having multiple uses will belisted accordingly.)

TREES: Woody plants with one or several wood trunks, usuallyexceeding 21 feet in height.

LARGE SHRUBS: Woody plants that range from 11 to 20 feet in height,with similar widths.

MEDIUM SHRUBS: Woody plants that range from 4 to 10 feet inheight, with similar widths.

SMALL SHRUBS: Typically woody plants that range from 1 to 3 feet inheight, with similar widths.

VINES: Typically woody plants with long, flexible limbs,mostly climbing by tendrils that wrap around objectsand support the plant by twining or clinging.

TURF GRASS: Grasses used as turf and which are designed to with-stand substantial traffic.

BEDDING PLANTS: Seasonal or annual plants typically used for color and

usually under 2 feet in height.

GROUNDCOVERS: Ground hugging plants, usually under one foot in

height and with at least twice the spread.

D. OTHER INFORMATION: The list also includes the following informa-tion:

1. SUNSET ZONES: These relate to the Climate Zones in the SunsetGarden Book published by Sunset Magazine. The City of Riversideis in Climate Zone 19.

2. SOUTHWEST NATIVE: This refers to plants that are native to thesouthwestern part of the United States and/or parts of BajaCalifornia.

3. COUNTY NATIVE: This refers to plants found naturally some-where in Riverside County. Due to climate variations in theCounty, not all County natives are suitable for Riverside's climate.Consult a horticulturalist if in doubt.

APPENDIX A

WATER NEEDS OF PLANTS IN THE CITY OF RIVERSIDE

The plant list on the following page included most of the plant materials commonly usedin the City of Riverside. In choosing plants off of this list, however, it is important toconsider the actual conditions on the site and the design concept of the landscape planbefore determining that a particular plant is suitable. Factors such as soil types, shadefactors, adjacency of paving and buildings, proximity to existing on site and off siteplantings, microclimate and the like will impact the suitability of a plant for a particularsite.

The following is the Crop Coefficient conversion chart for determining the KC factor inthe Estimated Annual Water Use formula. In determining whether to use a number atthe high or low end of the range, plant location and site characteristics should beconsidered. Plants in heavier soils in shaded conditions would tend to need lessirrigation water and it would, therefore, be appropriate to use a figure at the low end ofthe range. Plants in sunny areas where soil conditions are more porous would needmore irrigation water and a figure at the high end of the range would be appropriate.
