Narrative description of Project:

Qatar General Electricity & Water Corporation (KAHRAMAA) signed with AES to build a 750 MW and 40 MIGD Independent Water and Power Project (IWPP) at the industrial Ras Laffan City (RLC). AES expected the Ras Laffan $720 million IWPP to be fully operational by May 2004. KAHRAMAA needed to build a transmission system to deliver this “take or pay” 40 MIGD to several population centers in Qatar by September 2003.

The project involved the construction of a transmission line from the industrial Ras Laffan City (RLC) pumping station to nine waterworks sites in north Qatar and around Doha as shown here. A booster station was to be located at an intermediate location to boost the water pressure along the pipelines.

Description of actual services provided by your staff within the assignment:

1. Transmission pipelines (177.275 km of 250-1200 mm ductile iron)2. Six booster pumps (500 lit/sec each at 125 m head at Al Khor)3. PLC system for the booster pump station4. Surge system at the RLC and the booster pumping stations5. Standby generation (2x1280 kW, 3 phase 11 kV/50 HZ)6. Fiber-optic cables (24 single mode fibers) along the route plus two sites.

We hired Montgomery Watson Harza (MWH) to conduct the preliminary design of the pipeline, booster pumps and surge system. We surveyed the pipeline route, conducted geotechnical investigations, and deterimined all the needed factors for the design. We lead design and estimating teams to provide Nimal Co. with all the needed technical and financial information needed to provide a fixed price design/build proposal.

The effort involved detailed modeling of the pipeline and pumping station to determine the surge systm requirements. Although there was limited data available to conduct a proper surge analysis, MWH used the tender data to predict the probable operational scenarios of the pipeline. This preliminary analysis using the TransAM surge analysis software package (version 9.3b) recommended that surge alleviation is implemented to prevent sub-atmospheric pressures in the pipeline, which should satisfy as well the design criteria for maximum hydraulic working pressures.

The final deliverables were the design, drawings, bill of quantities, and detailed price breakdown.

This involved the design and construction of this water network project inside the ISAF/NATO congested camp in the airport. There was 3 km of pipes and 2 pumping stations. Each pumping station had 100 m3 water tanks, chlorination system, and two sets of small water supply pumps and two sets of large fire pumps. The system was designed to be phased in, while the old network can operate until the full new system was operational.

Description of actual services provided by your staff within the assignment:

The work provided consisted of design and construction of 3 km of Pipelines, manholes, pumps, tanks, and chlorination system. The following is an outline of the design effort on this project.

1. We identified and analyzed demand patterns and daily rates for each customer type.

2. The network pipes and nodes were entered with relevant friction and loss coefficients for pipes, fittings, valves, and hydrants. Each node had elevation and demand data.

3. The pump curves were entered based on manufacturer literature

The computer model allowed us to study the result of the different runs aimed at optimizing the system. The goal was to select the right pump for fire flow, and regular flow, with pressure not dropping below 1.5 bar at any point in the network, or exceed 2/3 of the rated pipe pressure. In addition the runs assumed only one set of pumps are working, while the other is being maintained

Narrative description of Project:

Total project contract value is $85 million and covers several design/build of Border Police Facilities, Standby Police Facilities, and Uniformed Police Facilities at various locations throughout Afghanistan, complete with water network consisting of well, pump house, water pipelines, and service connections for all buildings in each compound.

This project is defined as the management, design, material, labor, and equipment, to design and construct and/or refurbish all utilities, water networks, roads, buildings, force protection measures, site security, de-mining activities, and other features. The facility has barracks, toilets, DFAC, offices, arms rooms, and holding cells. Total built-up area is over 100,000 m2.

Description of actual services provided by your staff within the assignment:

The projects were treated as one group with AED weekly progress meetings covering all of these FY06 projects. One example of these projects is the $23 million project in Lashkar Gah.

After the completion of 65% design, COE suspended work on this project in January 2007 due to serious land disputes between the locals and the Police. In April of 2007, new land was identified and new design was developed. Work on site resumed in June 2007, but COE requested Phase 1 of the project to be completed by December 1, 2007. We accepted the challenge of completing 9,000 m2 of ANP facilities within 5 months.

The first task was to obtain enough approval of the 35% and 65% design to allow the ordering of the long lead items such as the 3-D panel system and the pre-engineered steel buildings. Within 2 months, most of the critical 3-D panel system was ordered and delivered to site. The other challenge was the shotcrete machines. We needed additional two shotcrete machines to meet the schedule. Instead, we ordered three machines, and air freighted them to Kabul to meet the tight schedule.

FCEC UIProjects JV is using the same team that worked on the 50 barracks of the ANA Lashkar Gah camp. We are confident they will repeat the experience with completing the last eight barracks in ANA camp in a 4 month cycle. However, the current security situation presented us with an additional challenge. The road from Kabul to the site passes through the most dangerous parts of Afghanistan (Zabul, Kandahar, and Helmand provinces). The convoys are regularly attacked along this road. We organized large convoy escorts, to ensure safe passage. In addition, we chartered an Antinov for weekly flight of staff and critical material/equipment to nearby Lashkar Gah City airfield

The project was part of the World Bank funded Rehabilitation of Kabul Airport Runway. The storm water network and pumping station was to be rehabilitated, to ensure rainwater runoff is kept off the runway.

The rehabilitation consisted of the following:-1. A new pump house including pumps and equipment.2. New pumps and control equipment in the existing intact pump

house.3. New generator set and generator building at each pump house.

Three 12 inch pumps were installed at each pump station. The control system was configured such that two pumps are in use, and one is spare.

The pumps were capable of handling a flow of water at each well of 1000 m3/h, with a total head of 4.20 meters. The power demand at each pump house was 30 KW.

The design established the demand for each building, designed the networks, and established the connection requirements to the main plants at KMTC.

TECH-4 Approach, Methodology and Work Plan

1. Work Plan

FCEC UIProjects JV will immediately mobilize its full fledge design office with over 80 engineers. We will spend the first week planning the work and lining up critical expertise like geotechnical and hydrological engineer from Mashal Engineering. The project goals and detailed schedule will be developed and explained to all team members. The work plan will be split according to the following:

a. Preliminary Survey

Preliminary Survey will be done in the second week of the assignment and it will incorporate initial survey of potential routes, initial survey of water resources, initial hydro and geotechnical survey, and collection of economic data. Specifically, the initial phase will aim to study all the options available to meet the contract requirements.

The study will obtain in this week as much data about the Aibak town and surrounding villages. It will identify the economic factors that might impact the water needs of the area population of 147,035. Considering demand of 100 liters per day per person, and annual average population growth of 2.7 %, we will identify the adequacy of the sources of water supply in and around the spring located 40 km distance from the Aibak, to meet the demand over the coming 30 years.

We will do initial survey of potential routes that this 40 km pipeline could take. We will identify any potential needs of the villages located close to the future transport piped line. We will survey the condition of the existing town water supply network, which has not been in function-for the last 15.years.

We will take samples from the Char Asyab spring to check it suitability according to WHO regulation, and confirm Ministry of health tests. We will verify the quoted discharge of the spring if it is the quoted 2 m3/s (two thousand liters per second). We will check the impact of the future pipeline draw on its current use for irrigation purposes.

We will verify that potential pipeline and water structures will not have land property issue. We will confirm the validity and limitations of the written agreement that has been signed by local leader in Daron Zaw village for using the water spring and land for installation of the pipes. We will assess the economic benefits to the Aibak town and the Char Asyab community from this project.

Our team for this phase will consist of Fahim Qadiri as team leader, a surveyor with a Total Station, and hydro-geo consultant Mohammed Mashal or one of his senior staff.

b. Preliminary Design

Preliminary Design will follow the Preliminary Survey, and will be done in the third week. According to the data collected in the field, our home office team will develop preliminary design. The preliminary design will identify technical options for the pipeline route, water structures, and pumping stations if needed. The preliminary design aims at identifying the scope of work, and sizing every component of the project.

c. Option Studies

Option Studies and Cost and Preliminary Reports will be done in the fourth week. This will allow the client to decide on the economical options before a detailed design is started on one of the recommended options.

d. Detailed Survey

After receiving Client Approval in week five, we will return to Aibak to carry out Detailed Survey that incorporates Detailed Survey of Potential Routes, Detailed Survey of Water Source and Detailed

hydro and Geo survey. We expect to finish this within a week; by end of week 6.

e. Water Network Design

In the coming two weeks (Period, no. 7 and 7) we will develop the detailed design of the water network, which will mainly focus on topography and pipeline sizing.

f. Water Network Design

In the coming two weeks (Period, no. 9 and 10) we will develop the detailed design of the water intake structures, pumping if any, and intermediate and final storage structures.

g. Bid Documents and Final Report

The last two weeks of the project will be spent on developing the bid documents and the final report. The bid documents will include the bill of quantity, specifications, and any additional drawings and photographs needed for proper tender documents. In addition, we will develop the final report that shows the design criteria, information about technical concept of the water supply. The report will provide information about present condition of the water supply system, new sources proposed for water :supply and type of construction material which will be used for construction of the pipe line, reservoir, distribution network add all other included hydro-structures in water Supply System. The technical report will also provide information about expecting expenditure for maintenance and operation for time periods of 1, 15 and 30 years. The report will include cost estimates and economic engineering analysis for proposed alternatives and time periods.hydrological study of the available water including using satellite topography and surveying. Identify the potential quantity and quality of the water, will decide on the intermediate storage of the water and what filtration and purification is required.

We will survey the potential routes of the pipeline. Identify the optimal route and identify storage and purification requirement of samangan and any distribution network.

Mr. Sadiq was successful in setting up UIProjects-Afghanistan office and turning it into #1 Afghani Contractor. New products included the Low Dross Aluminum Melter (winner of the 1997 R&D Magazine Top 100 Award), Freeze Concentration for hazardous waste and dairy applications, and Pulsed UV for water treatment applications. Secured $4 million of federal and state funding for these programs. Developed a competitive strategy that was successful in securing a 1/3-equity position in a membrane technology startup company. Started forming strategic alliances, when Edison decided to refocus on selling electricity; closing this subsidiary. Instead of starting another job with Edison, I elected to start my own Middle East project development business (UIProjacs).

Southern California Edison, Edison International, 1990 – 1998.Project Manager.

Developed and managed technology development projects funded jointly by Edison, host site customers, the Department of Energy, California Energy Commission, Electric Power Research Institute and others. Managed the EPC of energy efficiency and clean process projects for residential, agricultural and industrial customers optimizing their use of water, power and gas. This included managing the demonstration of membranes, UV disinfection, ozone, aluminum melting, and UV printing technologies. Conducted seminars and utility wide marketing campaigns to demonstrate the economical and environmental benefits of these programs.

Supervisor, Project Controls. Provided project management support to utility related projects worth over $700 million. Projects covered innovative developments in the generation, transmission, distribution, and end-use of electricity. Projects included the $350 million NOx reduction and generation efficiency improvement program of all 22 generating stations, the introduction of DCS systems to these stations, and several other hydro and renewable energy generation projects.

Managed for one year Bechtel’s EPC contract for upgrading the $200 million Solar Two power plant, and continued providing project management support to my successors as the Project Controls Supervisor throughout commissioning and first year of operation. The Solar Two project included two special 30 HP multi-stage pumps pumping 560 C molten salt (value of contract $55 million).

Managed the EPC of a proposed $30 million waste to energy power plant to utilize new German fluidized bed technology, and the EPC of a 3 mile gas pipeline bringing waste process gas from a nearby Chevron refinery to be burned in Edison steam generators. Other major programs included an extensive automation effort to improve the control and efficiency of the transmission and distribution network, and the introduction of various fiber optics, radio, satellite, telephony and microwave communication and SCADA systems for monitoring & controlling the grid (Smart Grid).

Kuwait Project Management Consulting Co., Kuwait ,1981 – 1987. Managing Partner.Responsible for management of all aspects of this consulting company. Developed track record of completing projects within budget and schedule. Provided project management services on $100 million worth of EPC projects. Developed $30 million worth of contract claims, with better than 50% success rate. Provided Kuwait’s first ever CAD and CPM services on several major projects, including the CAD services for the Kuwait $300 million Conference Center, and Yemen’s San'aa University.

Helped manage my father’s $10 million annual construction business. In the years 1987 through 1990 (Gulf War), I took over most of the day-to-day management from my father. Responsible for expanding their activities into new markets, that included becoming the top water utility O&M contractor in Kuwait. This involved creating and training 34 fully equipped crews to provide water pipeline construction and replacement service 24 hours a day, 365 days a year. The company secured half of Kuwait’s water network replacement contracts between 1987-1990 (DI pipes from 4”-64”). Developed and implemented an effective computerized management system, cost accounting and billing system, and developed an estimating system that improved the bidding success rate from 1 in 10 to 1 in 3.

Mr. Faryad completed all the drawings related to the rehabilitation of the drainage system, the two pump houses and the electrical substation. Produced all the detailed drawings for the runway and several kilometers of taxiways and aprons. This involved translating tens of thousand of surveying points into clear site drawings, that where emailed to Scott Wilson of UK to produce final design drawings.

Afghanistan: Kabul Airport Customs/Passenger Facilities Rehab, GTZ.Developed the architectural rehabilitation of the arrival and departure lounges. The effort involved as well master planning the whole building to allocate areas for local flights, transit passengers, and services.

Damaged Bridges on Kabul Kandahar Road Project, Afghanistan. USAID REFS Program/Louis Berger Group. The project included the hydrological study and preliminary design for five completely destroyed bridges, the design and tender documents for the repair of 29 minor damaged bridges, and 7 damaged vented causeways. Canadian Embassy Project, Kabul , Afghanistan, UIProjacs, Structural Engineer. Mr. Haidary completed the structural design of the three buildings in the embassy and several small structures, under the supervision of a senior structural engineer. The work included using SAP and AutoCAD, and complete structural drawings were produced for the project.

This includes potable water, sanitary sewer, communications and electrical power. The project involved the connection of these networks to the larger KMTC 8,500 man camp.

The work was done under very difficult logistic and security conditions. Mr. Haidary conducted the site survey under very difficult security and weather conditions, and participated in drawing a
