Water rates increased in JanuaryAFTER announcing an increase in train fares over the weekend, the government announced on Monday an increase in the cost of water in parts of Metro Manila, Rizal and Cavite beginning Jan. 5.Metropolitan Waterworks and Sewerage System administrator Gerry Esquivel said they approved last Friday the request of Manila Water Company and Maynilad Water Services to increase water rates as part of its foreign currency differential adjustment (FCDA).The water rate increase is due to the FCDA tariff adjustment [and] has nothing to do with the arbitration, Esquivel said, referring to an arbitration case the MWSS is facing over the rate reduction it implemented in 2013.The arbitration case was filed by Manila Water, the east Metro Manila zone concessionaire, before the International Chamber of Commerce in September last year. The west zone concessionaire Maynilad filed its own arbitration case the following month.The concessionaires filed the case after MWSS reduced water rates in tranches totalling P1.46 per cubic meter instead of raising basic charges by P8.58 per cubic meter as originally requested by Maynilad.But Esquivel explained the increase had nothing to do with that case and was solely due to the FCDA, a mechanism that allows the concessionaires to cover foreign exchange fluctuations that also affect their payments on foreign currency-denominated loans for expansion and service improvement.Esquivel maintained that the increase will amount to an increase of 1.33 percent in FCDA, or about P10 to P20 for residential customers of Manila Water. Maynilad customers, on the other hand, will pay for an increase of P9, or 1.12 percent in FCDA.Moreover, the MWSS said low-income households consuming 10 cubic meters a month or less will not be covered by the adjustment.Manila Water corporate communications head Jeric Sevilla said the FCDA adjustment will have no impact on the companys projected income and the last time Manila Water adjusted its rate was in 2013 when the MWSS implemented the contested rate reduction.In the dispute notice Manila Water filed before the ICC last September, the company said the rate reduction would affect building and maintenance programs in the East Zone which will severely compromise and impair the companys ability to fulfill its obligations to its customers.Starting October, Manila Water started to implement the reduced rates in October after the MWSS Regulatory Office turned down separate petitions to raise water rates.In the case of Manila Waters 2012 average basic water charge of P24.57 per cubic meter, the MWSS board approved a minus 29.47 percent adjustment to be implemented in five equal tranches of -5.894 percent a year. Ayala-led Manila Water was seeking a basic rate increase of P5.83 per cubic meter.The MWSS board also approved a minus 4.82 percent rate adjustment on Maynilad Waters 2012 average basic water charge of P30.28 per cubic meter, to be implemented in five equal tranches of -0.964 per year.
