1 Introduction The Region of Waterloo and Grand River Conservation Authority (GRCA) has contracted a consulting team of Matrix Solutions Inc., Woods, Natural Resource Solutions Inc., and SGL to complete the Upper Cedar Scoped Subwatershed Study. This is a multi-phase study, where Phase 1 includes analysing field data, both existing and newly collected data, to characterize watershed form and function. Information from each discipline (e.g., groundwater, ecology, water quality, stream morphology, hydrology) will be integrated to characterize the watershed, leading into the impact assessment and management recommendations.

The purpose of this report is to document the desktop characterization of surface water quality for the upper Cedar Creek watershed, using data collected by the Grand River Conservation Authority (GRCA) from 2015 to 2017.

The current monitoring network is believed to be sufficient to characterize the water quality of Cedar Creek following a data gap analysis conducted by Matrix Solutions (Matrix 2017). Table 1 presents an overview of available surface water quality data for Cedar Creek, while Figure 1 presents the locations of the monitoring sites.

2 Water Chemistry Water quality sampling was conducted at five sites (Location IDs: 6474009, 6474005, 6474008, 6474010, 6474006) between May and November of 2015 to 2017. The data from each sampling location varied from year to year, as presented in Table 1. Sampling also occurred once at Cedar Creek downstream of Roseville Road (Location ID: 6474004) in 2015 during spring melt. Cedar Creek downstream of Roseville Road was found to be dry for the rest of the 2015 open water season; therefore, samples were not collected in subsequent years.

2.1 Methods For each of the study years, the Grand River Conservation Authority (GRCA) completed field sampling programs where they collected field measurements of surface water samples and obtained grab samples for laboratory analysis. A YSI 600XLM multi-parameter sonde was used to collect field measurements of pH, conductivity, water temperature, and dissolved oxygen. Water samples were sent to Maxxam Analytics (CALA approved) for laboratory analysis of chloride, nitrite-nitrogen, nitrate-nitrogen, and total suspended solids (TSS). In 2017, additional laboratory analysis was completed for total copper, total lead, total zinc, total phosphorus, and dissolved phosphorus.

Water quality results were compared to the Canadian Council of Ministers of the Environment (CCME 2017a, CCME 2017b) and Ontario Provincial Water Quality Objectives (OMEE 1999) guidelines. Statistical analysis of the results was also conducted to determine yearly maximums, minimums, medians, means, and standard deviations overall and for wet and dry event sampling. Wet and dry event conditions are determined by whether or not there was any precipitation 24 hours before sampling. Further analysis included boxplots, trend analysis, and Mann-Kendall tests to describe patterns in the water quality data.

2.2 Results Summaries of the water quality data are below in Tables 2 through 6. Further breakdown of the summaries by wet or dry events can be found in Appendix 1. The full dataset with CCME and PWQO guidelines applied is located in Appendix 2.

There were five guideline exceedances for pH at four of the monitoring sites (Location IDs: 6474009, 6474005, 6474008, and 6474006). Exceedances for pH only occurred in 2016 in April (one exceedance during dry event sampling) and August (four exceedances during wet event sampling) with a maximum pH of 8.7.

There were 96 guideline exceedances for nitrate-nitrogen at four of the monitoring sites (Location IDs: 6474009, 6474005, 6474008, and 6474006). Exceedances for nitrate-nitrogen occurred each year with at least one exceedance at every sampling event with a maximum nitrate-nitrogen concentration of 10.4 mg/L. There were no differences noted when comparing wet and dry event sampling. Upstream stations (e.g. 6474009 and 6474005) are more consistently in exceedance of CCME and PWQO guidelines than downstream stations. Of particular note, station 6474010 (tributary downstream of Reidsville) does not report any nitrate-nitrogen exceedances.

Guidelines for total phosphorus was consistently exceeded for most stations, in particular 6474009 (2599 Roseville Road) and 6474010 (tributary downstream of Reidsville).There were 55 guideline exceedances for total phosphorus at all of the monitoring sites. Total phosphorus was run only in 2017 where there was at least one exceedance at every sampling event with a maximum total phosphorus concentration of 0.11 mg/L. Concentrations were typically greater during wet event conditions than dry event conditions; however, there were only 3 dry event samples collected in 2017 compared to 13 wet events.

There were nine guideline exceedances for total copper at two of the monitoring sites (Location IDs: 6474005 and 6474008). Total copper was run only in 2017 where eight of the exceedances occurred during the months of March to May and one exceedance in August. The maximum concentration of total copper was 0.0095 mg/L. Concentrations were typically greater during wet event conditions and were non-detectable during dry event conditions; however, there were only 3 dry event samples collected in 2017 compared to 13 wet events. It is noted that both stations reporting copper exceedances are the first two downstream of the HWY 401 crossing, indicating potential impacts associated with stormwater contributions from the highway.

2.3 Mann-Kendall Analysis Yearly and overall (2015 to 2017) trends in water quality at the monitoring sites are further described using Mann-Kendall analysis and are summarized in Appendices 3 and 4. Due to the small sample sizes, wet and dry events were grouped for trending analysis which may influence trending results. Additionally, total metals (copper, lead, and zinc) and phosphorus (total and dissolved) were only analyzed in 2017 which may influence the overall trending (2015 to 2017) presented for those parameters.

The most upstream site (Location ID: 6474009) saw an overall increasing trend for nitrate-nitrogen and an overall decreasing trend for chloride. When broken up by year, the same trending exists in 2016 and levels off to no trending in 2017. The downstream sites (Location IDs: 6474005, 6474008, 6474006), excluding the unnamed tributary, show similar trending for nitrate-nitrogen but only for 2017. Chloride decreasing trends may be indicative of salt management approaches (e.g. reduced salt usage) being implemented on area roads, or variations in winter conditions requiring less salt. Nitrate-nitrogen increasing trends may be indicative of fertilizer use in the surrounding agricultural properties.

Other notable trending is in the total metals (copper, lead, zinc) which were only analyzed in 2017. The most upstream site (Location ID: 6474009) saw an increasing trend in total copper for 2017 while downstream sites (Location IDs: 6474005, 6474008) saw decreasing trends, and the unnamed tributary (Location ID: 6474010) and Cedar Creek mouth (Location ID: 6474006) saw no trending. Similarly, decreasing trends were seen at downstream sites for total lead (Location IDs: 6474008, 6474006) and total zinc (Location ID: 6474006). Total copper was not detected at the most upstream site for most of 2017 with two detections later in the year which triggered the increasing trending. The downstream sites, excluding the unnamed tributary, showed decreasing trends for at least one of the total metals analyzed.

2.4 Boxplot Analysis Further seasonal comparisons of monitoring locations over the course of the study and to each other are presented as boxplots in Appendix 5.

Total metals display higher concentrations in the spring and decreasing concentrations for the summer and fall (excluding location 6474008 for Zinc in the fall). This trending further demonstrates what was seen in the Mann-Kendall analysis and may be indicative of elevated levels earlier in the year due to spring runoff.

Conductivity, chloride, and total suspended solids display increasing concentrations moving downstream along Cedar Creek. Lowest concentrations were measured in the headwaters of Cedar Creek (Location ID: 6474009) and from the unnamed tributary downstream of Reidsville Road (Location ID: 6474010). Highest concentrations were measured in the middle reach of Cedar Creek (Location ID: 6474008) and was found to decrease again at the mouth of Cedar Creek (Location ID: 6474006). This indicates an accumulating effect for these parameters along the most upstream monitoring locations that decreases toward the mouth of Cedar Creek as the surface water in the creek is likely diluted by surface water from tributaries.

Nitrate-nitrogen displays decreasing concentrations moving downstream along Cedar Creek. Lowest concentrations were measured at the tributary (6474010). Highest concentrations were measured at the start of Cedar Creek (6474009). A possible source of nitrate-nitrogen may be from agricultural activities with the greatest impact occurring in the headwaters of Cedar Creek.

Total phosphorus displays increasing trends moving downstream, similar to chloride, in the spring; and decreasing trends moving downstream, similar to nitrate-nitrogen, in the summer and fall. The summer and fall sources of total phosphorus may be from agricultural activities similar to nitrate-nitrogen, but the similar trending to chloride suggests total phosphorus may also be present in spring runoff.

3 Temperature The water temperature of a river is useful when characterizing the water quality. The temperature data can be used to thermally classify a water system which can help determine the fish that would be best suited for that habitat. Coldwater fish, such as brook trout (Salvelinus fontinalis), are sensitive to changes in water temperature due to urbanization, climate change and thermal pollution (Chu 2009) and their habitat preferences can be used to gauge water quality. Water temperature information was collected along Cedar Creek by the Grand River Conservation Authority in 2015 to 2017 and the analysis of those data is provided below.

3.1 Methods HOBO U22 Water Temp Pro V2 loggers were used to measure continuous water temperature. The loggers were set to collect temperature readings in 15 minute intervals. The temperature loggers were deployed at the beginning of the year (between January and May) and removed at the end of the year (December) from 2015 to 2017 at four monitoring sites (Location IDs:

6474005, 6474008, 6474007, and 6474008). Temperature loggers were installed at two additional monitoring sites in 2016 (Location ID: 6474009) and in 2017 (Location ID 6474010).

Habitat preferences for brook trout were used as a reference for water quality. Brook trout have habitat preferences for water temperatures that are below 22°C and spawning season (October and November) preferences for water temperatures below 9°C (Eakins 2018). Thermal gradient nomograms were also used to assess habitat quality.

3.2 Results Temperature readings from the data loggers are shown yearly in Figures 2, 3, and 4 and are summarized in Appendices 6-1 and 6-2.

Counts of number of days where temperatures for optimal brook trout habitat (22°C) and spawning (9°C) have been exceeded at the Cedar Creek monitoring sites are summarized in Table 7 and covered in more detail in Appendix 6-2. Differences were noted in counts compared to previous reports (GRCA 2017). Days with any temperature exceeding the limits were included in the summary table counts while methods for counts from previous reports are not clear.

Only three monitoring sites (Location IDs: 6474005, 6474010, and 6474006) had at least one day where the water temperature exceeded 22°C. The majority of days exceeding 22°C occur in 2016, indicating a warmer year. The mouth of Cedar Creek (Location ID: 6474006) had the greatest number of exceedances for 2016 showing that water temperatures increase as the water moves further downstream. The unnamed tributary (Location ID: 6474010) was the only monitoring site where water temperatures exceeded 22°C in 2017, which indicates that the unnamed tributary is warmer than the mainstem and may tend to be a less preferable habitat for brook trout compared to Cedar Creek. There is a small pond upstream of the unnamed tributary sampling location which could contribute to the warmer temperatures. The closest monitoring site downstream of the unnamed tributary (Location ID: 6474007) had no exceedances for 22°C indicating the warmer tributary waters do not have a strong warming effect on Cedar Creek.

Total number of days where water temperatures exceeded the preferable brook trout spawning temperature (9°C) between October and November were consistent at all monitoring sites with most of October and half of November being above preferred spawning temperatures.

The low number of total exceedances for brook trout habitat along with water temperatures meeting acceptable brook trout spawning conditions during their spawning season indicates Cedar Creek is an acceptable habitat for brook trout and it can be classified as a coldwater stream. However, since only half the days during the spawning period have suitable temperatures, acceptable brook trout spawning conditions in Cedar Creek would be sensitive to increases in water temperature.

Another way to describe river temperature is following thermal classifications as outlined in Chu 2009. The thermal classification accounts for air temperatures as well as water temperatures to group rivers into one of five categories: cold, cold-cool, cool, cool-warm, and warm. The categories can be used to determine if a river is an acceptable habitat for various fish species. Air temperature data was obtained through the Government of Canada website (GoC 2018) from the closest nearby weather station in Kitchener/Waterloo. Maximum daily air and water temperatures were collected for all days in July and August between 4 pm and 6 pm and plotted on a nomogram as described in Chu 2009 (Figures 5a to 5f).

Only the Cedar Creek headwater monitoring site (Location ID: 6474009) falls under the cold category while the next two downstream monitoring sites (Location IDs: 6474005, 6474008) fall on the border between cold and cold-cool. The unnamed tributary monitoring site (Location ID: 6474010) falls under the cool-warm category while the site downstream of the tributary is cold-cool. The site at the mouth of Cedar Creek (Location ID: 6474006) is under the cool category. Following Chu 2009, brook trout prefer rivers that are under the cold thermal classification but can tolerate the cold-cool and cool thermal classifications. These results agree with the discussion above that the upstream areas of Cedar Creek (Location IDs: 6474009, 6474005, 6474008, and 6474007) would provide a more suitable brook trout habitat, while the mouth of Cedar Creek (6474006) and the tributary feeding into Cedar Creek (6474010) would be less suitable.

4 Summary To support the Upper Cedar Creek Scoped Subwatershed study, an analysis of water quality and temperature data collected by the GRCA was completed. Generally, this analysis has found that the overall water quality of Cedar Creek decreases as one proceeds downstream. Of particular note, the analysis found the following:

• While nitrate-nitrogen values are elevated throughout Cedar Creek, they are particularlyelevated in the headwaters (2599 Roseville Road and Cedar Creek Road), suggesting inputfrom agricultural practices. The tributary downstream of Reidsville is the exception to this,with all nitrate-nitrogen observations being less than guideline.

• Total phosphorous increases as one moves downstream in the spring, but decreases movingdownstream in the summer. This suggests phosphorous inputs are related to the springfreshet, and during the summer, contributions of groundwater to Cedar Creek reducephosphorous concentrations. Phosphorous exceeded guidelines for all stations, with thetributary downstream of Reidsville having the highest concentrations.

• While not in exceedance of CCME or PWQO guidelines, chloride increases as one moves downstream during the spring season. It is anticipated that chloride levels are associated with winter road salting.

• Metals were generally found to be within guidelines, with the exception for two stations immediately downstream of HWY 401 (Cedar Creek Road and Alps Road) where copper exceedances were identified. It is expected these exceedances are influenced by stormwater contributions from HWY 401.

• Thermal regime analysis found that the majority of stations can be classified as either “cold” or “cold-cool” water. The station furthest upstream (2599 Roseville Road) was classified as “cold”, with the furthest downstream station (Mouth of Cedar Creek) being classified as “cool” to “cold-cool”. The tributary downstream of Reidsville was classified as “cool-warm”, indicating a smaller proportion of streamflow being composed of groundwater than other reaches in Cedar Creek and may be due to a pond upstream of the tributary sampling location.
