1 Overview The purpose of this Waste Management Plan is to outline the proposed method to deal with construction waste throughout the entire construction phase of the building from demolition and excavation through to building fitout, landscaping and handover. The method of dealing with construction waste is consistent throughout to ensure that our environmental obligations are being met. The plan outlines how we propose to achieve the project requirements.

2 Recycling Recycling is a vital means whereby Australia’s natural resources are conserved and efficiently utilised. FDC aim is to develop a waste management system centered on resource recovery and recycling.

2.1 Option 1: On-site Recycling

The efficiency of on-site recycling depends on the anticipated waste stream types and quantity along with space being available (and suitable) to house the bins required. The on-site separation of scrap metals such as aluminium, copper pipe and wire, lead and steel is viable. Bins will be identified clearly on sites to aid in the separation of materials. FDC will work together to reduce waste coming to site. Site conditions permitting separate on-site bins for cardboard and paper are also possible and FDC have committed to provide a paper bin for use on site for this purpose. FDC feel that off-site recycling is the more viable option for all other wastes.

 

2.2 Option 2: Off-site Recycling   Off-site recycling is the most appropriate course of action for mixed waste streams and sites with minimum room or access difficulties. At the landfill and recycling facility, it is possible to sort and recycle wastes coming in. This sorting and recycling includes the recovery and production of the following materials: - Paper/cardboard Glass - Steel – OSI and Black Iron - Non-ferrous metals such as: lead, copper, electrical cable, brass and aluminium, all of which are sorted and sent to the appropriate processing plants. - Timber, such as formwork pallets, hardwood, oregon and the like are sorted for reuse with the remainder being processed to make woodchip. - Plasterboard and Gyprock are transformed into soil conditioners. Green waste is transformed into mulch. - Problem waste such as tree stumps and plastics are all processed or recycled to avoid the potential problems that wastes such as these cause at landfills. All hard-core materials such as bricks, mortar, concrete, dirt, soil, sand, tiles and stone are either stacked for reuse or reprocessed into high quality raw materials such as road base, aggregates for drainage, fill sand, soil and turf underlay etc.

3 Environmental Management and Compliance FDC offer a waste management service in accord with the Protection of the Environment Operations Act 1997 and the Waste Minimisation and Management Act 1995. Clients of FDC are secure in the knowledge that their waste is being disposed of according to environmental protection legislation and the principles of ecologically sustainable development. FDC has in place, as a major part of our business, a materials recovery and recycling programme that exceeds the objectives of the waste minimisation and management legislation.

 

 

4 Legislation and Due Diligence 4.1 Legislation

The disposal of wastes in New South Wales is under the control of the Environmental Protection Authority. The EPA administers the Protection of the Environment Operations Act and associated legislation and regulations.

 

4.2 Due Diligence

Companies and individuals are required to act with due diligence in respect of the disposal of the waste they generate. Companies and individuals are exercising due diligence by using appropriate organisations to dispose of waste. Due diligence may be considered to be the legal opposite of negligence. If due diligence is not exercised then negligence may be considered to have occurred. Due diligence applies to both a requirement to act and to a failure to act, thus commission and omission of actions. Due diligence applies to companies, company Directors and employees. Due diligence means that companies and individuals have all the reasonable means to ensure that legal obligations have been met. For waste management, due diligence requires both the waste producer and the waste collector to mutually exercise:

a) Duty of care, and b) Duty of disclosure

5 Definitions of Waste

5.1 Wastes

Wastes are described by many different names and come in many different types i.e. industrial, commercial, building and demolition, clinical, solid, domestic, putrescible, non-putrescible, hazardous, household, inert, municipal and trade waste. They are defined for regulatory purposes in the Protection of the Environment Operations Act. For practical purposes, New South Wales has adopted a waste management hierarchy that prioritises ecological sustainable waste solutions. The hierarchy consists of:

1. Avoiding waste 2. Reusing materials 3. Recycling and reprocessing materials 4. Waste disposal

By engaging FDC to manage wastes, a waste generator has exercised complete due diligence. FDC assumes the responsibility and requirement for the correct collection, transport, storage and disposal of wastes. The waste management service of FDC covers all aspects of all wastes, a complete and thorough service to assist industry, a significant service that is keeping Australia clean.

 

7 Ecologically Sustainable Development Ecologically sustainable development as the fundamental tenant of Australian business stems from the Intergovernmental Agreement of the Environment between Australian Commonwealth, State, Territory and Local Governments on ecologically sustainable development made in May 1992. FDC fully endorses and is committed to the four principles which constitute ecologically sustainable development.

 

7.1 Principle 1: The Precautionary Principle For general hard wastes, there is a great deal of scientific certainty concerning their treatment, storage, transport and disposal. Such materials, in general, have been used by society for millennia. For special wastes, FDC applies the measures and procedures for handling and disposal required by NSW legislation. These measures and procedures are designed to ensure the known and suspected effects of such materials are controlled.

 7.2 Principle 2: Inter-generational Equity

Resource recovery and recycling as carried out by FDC together with corresponding savings in fossil fuel energy and more efficient use of landfill sites are direct, positive and practical measures to provide for inter-generational (future generations) and intra-generational (present generation) equity.

7.3 Principle 3: Conservation of Biological Diversity and Ecological Integrity Disposal of waste by FDC is at a designed licensed landfill site. The site has detailed rehabilitation plans to ensure the biological diversity and ecological integrity of the site and its environs. The recovery and recycling of resources conserves resources and consequently minimises the impact of the initial production of resources on the biological diversity and ecological integrity of land.

 

7.4 Principle 4: Improved Valuation and Pricing of Environmental Resources FDC applies control measures in the treatment, storage, transport and disposal of waste materials to minimise air, water and noise pollution. These control measures are the means whereby the valuation of the environmental resources of air quality, water quality and area amenity is enhanced.

8 Conclusion FDC’s clients can feel secure in the knowledge that their waste is being disposed of and recycled according to environmental protection legislation and the principles of ecologically sustainable development. Recycling Reports are a key feature of FDC’s waste management services and can be provided to clients at the end of each month indicating the recycling results achieved by individual sites. This allows our clients the confidence of knowing they are achieving Government standards and meeting all reporting requirements.

1 Executive summary

Environmental Resource Management (ERM), was commissioned by FDC Construction Pty

Ltd to conduct a Visual Hazardous Material survey of nine properties located at 80 - 92 Solander

Road, 1 Thomas Street and 1 Crews Road, Seven Hills, NSW, 2147. All properties were

comprehensively investigated by ERM, which involved a detailed visual inspection of the

buildings onsite, construction materials and other potentially hazardous materials located within

the boundaries of the properties. The inspections were undertaken on Tuesday and Thursday

the 7th and 9th of August 2018.

All dwellings were occupied at the time of inspections, as such no sampling was conducted and

the inspection was strictly limited to visual only. The structures are proposed to be

removed/demolished as part of the future re- development plans of the Site. It is expected that

the Hardi Aged Care facility is to extend, with the development of underground carparks and

new buildings.

The hazardous materials survey visually identified potentially asbestos containing materials to

be present in all buildings. Asbestos was generally located in all electrical backing boards,

external walls and eaves, internal wet areas and some sheds. Please refer to Section 5.0 for

specific locations.

1 Introduction

Environmental Resource Management (ERM), was commissioned by FDC Construction Pty

Ltd to conduct a Visual Hazardous Material survey of nine properties located at 80 - 92 Solander

Road, 1 Thomas Street and 1 Crews Road, Seven Hills, NSW, 2147. All properties were

investigated by ERM, which involved a detailed visual inspection of the buildings onsite,

construction materials and other potentially hazardous materials located within the boundaries

of the properties. The inspections were undertaken on Tuesday and Thursday the 7th and 9th of

August 2018.

Emphasis was placed on detailing the presence of asbestos containing materials (ACM), lead

in paint, polychlorinated biphenyls (PCBs) and Synthetic mineral fibres (SMF). Additionally, the

properties areas were investigated for any potentially contaminating activities that could

contribute to hazardous materials been present onsite.

2 Types, Uses & Regulatory Control

2.1 Asbestos

Asbestos is the fibrous form of mineral silicates belonging to the serpentine and amphibole

groups of rock-forming minerals. The most significant types include Chrysotile, Crocidolite, and

Amosite (white, blue and brown or grey asbestos respectively). Asbestos is mined as a naturally

occurring rock fibre, broken down from mineral clumps to groups of loose fibres.

During the 1950s, 1960s and 1970s it was common to use asbestos as a fire retardant on

structural members and as a fire rating of penetration core holes. Its thermal energy

conservation characteristics were used to insulate both hot and cold water pipes and ducting.

Later such products as asbestos cement sheeting, bituminous mastic and membrane, vinyl

tiles, Bakelite and Zelemite boards and many others utilised asbestos in their manufacture, as

it increased their compression and tensile properties.

Asbestos exposure, both personal and to the environment, is covered generally by the

requirements of the National Occupational Health and Safety Commissions Code of Practice

and Guidance Notes:

How to Safely Remove Asbestos Code of Practice (Safe Work NSW 2016);

Code of Practice for the Management and Control of Asbestos in Work places

(Safework NSW 2016); and

Guidance Note on the Membrane Filter Method for Estimating Airborne Asbestos

Fibres [NOHSC:3003 (2005)].

Other relevant legislation includes:

Work Health and Safety Act 2011 (NSW);

Work Health and Safety Regulation 2017 (NSW);

Environmentally Hazardous Chemicals Regulation 1999 (NSW);

Protection of the Environment Operations (Waste) Regulation 2014 (NSW), and;

Protection of the Environment Operations Act 1997 (NSW).

2.2 Lead Paint

Lead naturally exists in three forms; elemental lead, oxides and metal complexes. According to

current guidelines, where the lead content of paint exceeds 1.0% the paint is classified as a

lead-based paint and appropriate steps should be taken to ensure minimal exposure in the

workplace and the receiving environment.

Maximum allowable lead content in new paint was lowered to 0.25% in March 1992. This was

further reduced to 0.1% in 1997 (NHMRC). For existing paint, levels exceeding 1.0% lead

should be managed in accordance with AS4361.1 – 1995 Guide to Lead Paint Management.

Lead was a major constituent of paint from the late 1800s to 1970. It was used as a base, a

drying agent, as colouring (often white, red, orange, yellow and scarlet) and to protect steel or

iron from rust. Most Australian homes and buildings constructed before 1970 contain lead-

based paint.

The current Standards, Regulations and Guidelines pertaining to lead paint management,

removal, stabilisation and disposal include the following:

Work Health and Safety Act 2011 (NSW);

Worksafe Australia exposure level for airborne lead of 0.15 mg/m³ TWA;

Environmental Guidelines: Assessment, Classification & Management of Liquid & Non-

liquid Wastes (NSW DEC, 2004);

Protection of the Environment Operations (Waste) Regulation 1996 (NSW); and,

Protection of the Environment Operations Act 1997 (NSW).

2.3 Polychlorinated Biphenyl

Polychlorinated Biphenyls (PCBs) are produced in France, Germany, Italy and the USA under

the trade names Phenchlor, Clophen, Fenchlor, Kanechlor, Arochlor and Sovol etc. The main

properties of PCBs that account for their production in a variety of items are: low solubility in

water, miscibility with organic solvents and polymers, high dielectric constant, chemical stability,

high boiling point and flame resistance.

PCBs are used in closed systems such as electrical transformers, capacitors, fluorescent light

capacitors, hydraulic fluids and insulated electric wires and cables. A safe exposure level of 1

mg/m³ for the lower chlorinated biphenyls (42%) and 0.5 mg/m³ for the higher chlorinated

biphenyls (54%) in the working environment has been adopted in Australia by WorkSafe

Australia.

The current Standards, Regulations and Guidelines pertaining to PCB management, removal,

2.4 Synthetic Mineral Fibres

According to the NOHSC Synthetic Mineral Fibres (SMF) is a “generic term used to collectively

describe a number of amorphous (non-crystalline) fibrous materials.” This can include items

such as glass fibre, mineral wool and ceramic fibre which are often found in electrical

equipment. SMF can also be referred to as Man Made Mineral Fibres (MMMF). Due to their

similar use and appearance to asbestos, concerns exist surrounding the health effects

associated with SMF.

Based on reduced health concerns by the International Agency for Research into Cancer

(IARC), the generic 1990 Code of Practice for SMF was not incorporated into the uniform

National WHS legislation and was instead rescinded and not replaced. Most forms of SMF are

not classified as hazardous by Safe Work Australia. For the majority of SMF, the inhalable dust

exposure standard is the most appropriate standard to apply to SMF exposure.

3 Nature of Survey

The survey was conducted on the 7th and 9th of August 2018, the inspection was conducted for

the 9 residential dwellings and their associated structures. All dwellings were occupied at the

time of inspections, as such no sampling was conducted and the inspection was strictly limited

to visual only. Below are the inspected properties.

The structures are proposed to be removed/demolished as part of the future re-development

plans for the Site. It is expected that the Hardi Aged Care facility is to extend, with the

development of underground carparks and new buildings.

Materials suspected of containing PCBs were logged and where possible photographed. No

significant detail was placed on the identification of PCBs as the ongoing maintenance of the

properties and associated structures indicates that modern light fittings were utilised. As the

structure on the Site has the intension of been demolished, lead content within the paint was

considered insignificant.

4 Extent of Survey

This report is confined to reporting the discovery (or non-discovery) and presence of asbestos,

lead-based paints, PCBs and SMF by visual inspection of the structures accessible and

inspected by ERM on the dates of inspection. Visual inspections were able to provide

information on the extent, matrix, and condition of the asbestos material encountered.

5 Hazardous Material Summary

Summarised below in Table 10 are the detailed locations of potential asbestos containing

material identified during the inspection, or areas of likely asbestos containing materials. Some

areas identified are based upon investigators knowledge and indicators that would suggest

presence of asbestos containing materials.

Material condition has been described to provide guidance on the risk associated with the

material. Generally the material will be described as below:

Good – Material that is generally undamaged with little to no surface exposure or

deterioration.

Moderate – Material that has been damaged or contains minor cracks, internal materials are

exposed with potential risk of becoming airborne.

Poor – Material that is highly damage, showing obvious signed a weathering and exposure to

airborne is considered likely.

6 Conclusion

The hazardous materials survey visually identified potentially asbestos containing materials to

be present in all buildings. Asbestos was generally located in all electrical backing boards,

external walls and eaves, internal wet areas and some sheds. Please refer to Section 5.0 for

specific locations.

All material identified as potentially asbestos containing materials should be treated as

asbestos containing materials unless subsequent laboratory testing indicates otherwise.

Removal works should be validated by an occupational hygienist following the removal works,

as outlined in the WorkCover NSW “How to safely remove Asbestos Code of Practice” prior to

demolition.
