Aim: - To study the waste disposal system of Ahmedabad city.
Site Visited: - Ahmedabad Municipal Corporation
Solid Waste Management - Dump Site.
Scenario: -
Ahmedabad is the 7th largest city of India having a
massive population of more than 6 million people. Because of
such a huge population the waste generated each day
reaches almost to 3500 metric tonnes plus an additional of
300 metric tonnes of Construction and demolition waste. The
entire city is divided into 6 zones and 64 wards.
Entire waste of city is collected through Street weeping,
Municipal Bins and Door to Dump scheme. Finally the waste
collected is dumped at Pirana Sewage Farm. Also under WOW
(Wealth out of Waste) project, additional contracts are given
to private companies for recycling of Green waste to Organic
manure.

1) Who Collects the Waste?
1) Nearly 60% of the accumulated waste is collected from
Municipal bins and Street sweeping.
2) 12000+ workers are directly employed in sweeping of
1484 km’s of road of Ahmedabad.
3) To manage the waste disposal system, AMC has adopted
the system of “Door to Dump” since July 2010.

4) Also 1100 places are identified to dump the waste, and
waste is daily collected from these places, also 900
closed body containers are placed in various localities of
the city.
5) Small and Big Trucks, Scrap Lifters, Tractors and Trolleys
are used in this process.
Door to Dump Project: -
1) Under this, the corporation has given contracts to
various companies (Swachtha Corporation, Jigar
Transport, Om Swachtha Corporation and A2Z
Infrastructure) for collecting waste from each and
every house, flats, commercial buildings and industrial
estates of Ahmedabad.
2) The waste is collected through small trucks (Hydraulic
Euro III emission standard compliant Vehicles).
3) More than 1000 Vehicles and 2000 employees are
involved in this Project.
4) 1200 Metric tonne of waste is collected through this
project every day.
5) The Door or Gate to Dump project successfully Covers
100% of all residential and commercial units.
2) When they collect the Waste?
1) All the employees work for all the 365 days of the year.
2) The collection process starts from 7:00 am onwards.
3) This employees work in the two shifts: - Morning- 6:30
to 11:30 for collecting waste from Residential units, and
Afternoon- 3:00 to 6:00 for collecting the waste from
commercial units and Factories.
3) What is collected in Waste?
COLLECTION OF HOUSE HOLD WASTE FROM HOUSES:
This waste is a mixed-waste. It contains recyclable as
well as non-bio degradable waste. Hence this waste is
collected through the EURO-3 CNG Hydraulic vehicles. This is
then further sorted out into recyclable and non-recyclable
waste at the dumpsite. More than 500 people are involved in
this sorting job. 100% of households of Ahmedabad are
covered under this.
COLLECTION OF GREEN WASTE FROM GARDENS:
Such projects started on PPP mode. Organic Waste
converter has been installed to convert bio-degradable waste
to compost. Such machine having capacity of converting
200kgs of Biodegradable waste has been put in use on pilot
scale at Law Garden, Ahmedabad.
COLLECTION OF HOTEL AND KITCHEN WASTE:
It includes collection, transportation and disposal of
kitchen waste from hotels and restaurant. Waste collected
from more than 1100 units under this system is transported
to the composting plant every day. Daily 80 Metric tonnes of
such waste is collected, transported and given to Excel
Industries Pvt. Ltd, Which further converts it into high quality
organic fertilizer.
COLLECTION OF BIO-MEDICAL WASTE:
AMC has contracted the daily collection and
transportation of bio-medical waste from 4 municipal
hospitals, referral hospitals, 64 urban health centres to the
incineration plant.
4) Where they collect the Waste?
1) The waste from each ward is carried by these closed
vehicles, which is then transferred to refuse compactors
or large trucks which take the garbage to the dumping
site.
2) As per the information provided by the in-charge of the
dumping site: Everyday 500 Tractors unload the waste
there 3 times a day + 80 Big Trucks unload the waste
there 3 times a day.
3) The current site at Pirana measuring almost 84 acres has
been operational since 1980. About 175 lakh Metric
Tons of solid waste has been accumulated in 65 acres of
land since then. The height of the site varies from 5 mt.
to 25 mt. Mountains of waste can be clearly seen at the
site.
4) Since October 2009 AMC has started a scientific landfill
site at Gyaspur having an area of 12.88 ha with a
capacity of 11.5 lakh metric tons at a cost of Rs. 12.83
Crore. This is one of the largest landfill sites in India.
5) How is this waste processed?
RECYCLING OF WASTE:
1) The Green Waste (Containing garden waste, kitchen
waste from hotels and restaurants and other) can be
easily converted to organic fertilizer. So it is separated
from non-degradable waste.
2) AMC entered into an agreement with Excel Industries
Ltd. in 1997 for 15 years for composting 500 tons of
MSW per day. AMC has provided 25 acres of land.
WASTE TO ENERGY:
1) AMC has entered into an agreement with UPL Djai
Power Ltd. for processing of 250 tons of MSW per day
into RDF/ Pellets & Fluff in 2007. RDF will be used as
fuel in boiler as a substitute for wood, Lignite, coal
and furnace oil in the industries. AMC has provided 15
acres of land for 25 years.
2) AMC has also entered into an agreement with
Creative Eco Recycle Port Pvt Ltd. for processing of
800 tons of MSW per day into RPPWF (Refuse, Paper,
Plastic, Wood and Fuel) which will be used as fuel in
industrial boilers as a substitute for wood, lignite, coal
and furnace oil. AMC has provided 12.5 acres of land
for a period of 30 years. The plant is under
construction and will be operational soon.
3) AMC has signed an agreement with Hanjer Biotech
Energies Pvt. Ltd. for processing 500 tons of MSW per
day into multiple products like compost, fuel pellets,
RDF etc. AMC has provided 50,000 Sq. Mt. land for a
period of 30 years. The plant is under construction.
4) For augmentation of its processing capacity, AMC,
with assistance from Deloitte Touché Tohmatsu India
Pvt. is in the process of evaluating offers received
from private service providers.

Glimpses on SWM Activities
Preparation of Ahmadabad’s SWM Master Plan for 2031:
AMC is in the process of finalizing its Solid Waste Master
Plan for 2031 with assistance from the Urban Management
Centre (UMC). This plan will serve as a guiding document for
Ahmedabad to manage municipal waste, align with other
national and international best practices and the city towards
zero waste cities.
Sanitation Mobile Court:
AMC launched country’s first Sanitation Mobile Court on
4th June, 2009 dedicated to make the regulations stricter
against those who litter. AMC registered a total of 78,418
cases till 31st March 2012 and levied penalties to the tune of
Rs 125.72 lakh.
Enhance Citizens’ Awareness:
AMC has initiated IEC (Information, Education and
Communication) activities to generate awareness among the
general public towards cleanliness, waste treatment and
waste disposal. The Centre for Environmental Planning and
Technology (CEPT) is acting as technical adviser to AMC on
this project. The Urban Management Centre (UMC) is
planning and designing communication messages while Het
Graphics and Aayush Foundation are involved in its
dissemination. Activities include making short films, publicity
through television channels and local cable channel network,
publishing advertisements in newspapers, distribution of
information pamphlets, erecting banners, showing A/V slides
in cinema theatres, performing street plays, organizing road
shows involving school and college students.
By-Laws for SWM:
AMC is also in the process of preparing SWM by-laws
with the help of All India Institute of Local Self Government
for better administration and regulation of SWM activities.
Project for Recovery of Dry Recyclables:
The focus of this initiative is to segregate solid dry
recyclable waste at the source i.e. at the household level and
create awareness to generate people’s participation.
Recyclable paper, plastic, metal (ferrous and non ferrous) and
glass (non hazardous to handle) would be taken by the
collectors from households who would be paid appropriate
amounts. This enables cleaner waste streams and increases
usability of waste.
Zero Waste Ahmedabad by 2031:
AMC has signed a Memorandum of Understanding with
UNCRD (United Nations Centre for Regional Development,
Japan) towards making Ahmedabad a zero waste city. UNCRD
is providing technical support to AMC for developing a
“Roadmap for Zero Waste Ahmedabad”.
AMC participated at the Special Event of ISWA World
Congress 2011 where it agreed on the “Declaration for Zero
Waste Ahmedabad” by 2031.
AMC’s FUTURE PLANS
Scientific Closure of Existing Dumping Site:
AMC is in the process of finalizing design, construction,
operation and maintenance of a processing plant for scientific
and safe disposal of dead animals, carcass and slaughter
house/meat market and fish market waste for a period of 30
years. It is in the process of finalizing transportation, design,
construction, operation and maintenance contract for
processing of 300 tons of construction and demolition waste
daily for a period of 30 years.
For effective implementation of e-waste (Management
and Handling) Rules, 2011 in Ahmadabad, AMC is in the
process of preparing an e-waste plan on PPP basis.
