Zeeb Road Phase 1 – Construction Bid

Fuller seconded that upon the recommendation of the County Highway Engineer and the concurrence of the Managing Director, the Board hereby accepts the low bid and authorizes the Managing Director to sign the contract with Miller Bros. 2019 Non-Union Wage Adjustment

Commissioner Doug Fuller Commissioner Doug Fuller asked if we would be lifting weight restrictions soon. Jim Harmon, Director of Operations responded that we are looking at possibly lifting the weight restrictions for Washtenaw County on Monday, April 8th.

MANAGING DIRECTOR’S REPORT

Sheryl Siddall, Managing Director

The Road Commission will be 100 years old on Sunday, April 7, 2019. We will be having celebration cake on Monday morning, April 8th and cakes will also be delivered to the WCRC yards.

The annual WCRC Spring Luncheon will be held on Thursday, April 25th at the UA190-IBEW252 Hall on Jackson Road. This will be an all-day event for staff for training with a couple of speakers. The main office on Zeeb Road will be closed for the day.

MDOT Safety Grants

MDOT has announced three safety grants that have been awarded for 2020. One grant is for the pedestrian crossing improvements on Hewitt Road near Burns Avenue and two safety grants for two segments along Wagner Road. The first segment between Ann Arbor-Saline Road and Liberty Road, which includes center line rumbles, improved signage and the installation of a left turn lane at Waters Road.

The second segment from Liberty Road up to Huron River Drive includes durable pavement markings, signal improvements at Dexter-Ann Arbor Road and improved signage.

OPERATIONS REPORT

Jim Harmon, Director of Operations

• Jim Harmon reported that the crews are doing a lot of routine maintenance and road patching on gravel and paved roads with the spring thaw.

• Boom mowing is ongoing, five boom mowers are in service. • The 2019 Operations Department Road Program was distributed to the Board. • 2019 Township Meetings – all township meetings have been scheduled for the year. Jim stated

that the townships have been very accommodating with coordinating meetings and good dialogue.

• We have placed our bulk salt order for next season through MiDeal. The salt will be delivered before next winter.

FINANCE & IT REPORT Dan Ackerman, Director of Finance & IT Michigan Transportation Funds Dan Ackerman provided a review of the fluctuating MTF funds due to errors from the State Treasury Department which is making budgeting difficult. The MTF is currently up 4% to date.

• Staff is working on the First Quarter Budget information which will be discussed at the April 16th Working Session.

IT Report

• Staff has located a good vendor for digital signage. • Staff will be offering Tech Talks on specific topics that can be reviewed with staff.

ENGINEERING REPORT Matt MacDonell, Director of Engineering

• Construction projects will resume once weight restrictions are lifted.

2022 Local Bridge Program Application Candidates Matt MacDonell stated that the Saline-Milan Road bridge project is the primary replacement project for this year. We are starting design for the Miller Road Bridge replacement for 2020 and looking at the Dennison Road Bridge replacement and preventative bridge maintenance projects in 2021. Nate Murphy provided a presentation on the 2022 Local Bridge Program Applications. ADJOURNMENT

SUBJECT: NEW BUSINESS ITEMS FOR APRIL 16, 2019 BOARD MEETING

A. CONSENT ITEMS

1. Saline-Milan Road Bridge – MDOT Contract No. 19-5133

Staff is requesting the Board approve the MDOT contract for the Saline-Milan Road structure over the Koch Warner Drain in Section 7 of York Township. The work will consist of a full replacement of the structure, approaches and guardrail. The project is funded through the Local Bridge Program at 95% for construction costs. The 5% local match for the construction costs will be the responsibility of the WCRC. The project has been completed pursuant to MDOT policies and procedures.

PROPOSED MOTION: that upon the recommendation of the Director of Engineering/County Highway Engineer and the concurrence of the Managing Director, the Board hereby approves the MDOT Contract No. 19-5133 Saline-Milan Road Structure over the Koch Drain.

2. Miller Road Bridge – Preliminary Engineering Services

The Board is requested to approve the purchase order for preliminary engineering services with Fishbeck, Thompson, Carr & Huber, Inc (FTCH) for the Miller Road structure replacement over Honey Creek and the Miller Road/Wagner Road roundabout in Section 7 of Scio Township. A Qualified Based Selection (QBS) method was used to select several design consultants for as-needed engineering design services for 2019-2021. The fee proposal provided by FTCH quoted a not to exceed price of $195,700. This fee is reasonable based on the scope of services for this project and past experience with the design of similar structure replacements and roundabout designs. This bridge is funded through the MDOT Local Bridge Program and the roundabout is funded with Surface Transportation Program funds in the 2020 fiscal year.

PROPOSED MOTION: that upon the recommendation of the County Highway Engineer and the concurrence of the Managing Director, the Board hereby approves the purchase order for preliminary engineering services with Fishbeck, Thompson, Carr & Huber, Inc for the structure replacement of the Miller Road structure over Honey Creek and the Miller Road/Wagner Road Roundabout intersection in Section 7 of Scio Township for a not to exceed cost of $195,700.

3. Edison Avenue Traffic Calming Project – Ypsilanti Township Agreement

Staff is requesting the Board approve the agreement with Ypsilanti Township for designing and administering the construction of nine (9) speed humps on Edison Avenue between Packard Road and Greenside Avenue at the estimated cost of $61,950.00. The cost of the project will be paid for 100% by the Township.

PROPOSED MOTION: that upon the final approval from the Ypsilanti Township Board with the recommendation of the County Highway Engineer and the concurrence of the Managing Director, the Board hereby approves and authorizes the Chair and Managing Director to sign the Ypsilanti Township agreement for the design and administration of the construction of nine (9) speed humps on Edison Avenue between Packard Road and Greenside Avenue at the estimated cost of $61,950.00.

4. Textile Road at Woodland Drive Intersection Project – City of Saline Agreement

Staff is requesting the Board enter into an Agreement with the City of Saline for the preliminary engineering, construction engineering and construction local match costs for the Textile Road at Woodland Drive Intersection Improvement project. The project will construct a roundabout at the intersection, which will include HMA paving, concrete curb and gutter, sidewalk, storm water management system, and the coordination/installation of DTE street lighting. In accordance with the Agreement between the City and WCRC, the City will reimburse WCRC for a portion of all WCRC costs incurred for project’s preliminary engineering, construction engineering and construction local match costs.

PROPOSED MOTION: that upon the recommendation of the County Highway Engineer, and the concurrence of the Managing Director, the Board hereby approves the Agreement between the City of Saline and the Washtenaw County Road Commission for the Textile Road at Woodland Drive Intersection Improvement Project Preliminary Engineering, Construction Engineering and Construction Costs and authorizes the Chair and Managing Director to sign said Agreement.

5. Chubb Road/ Five Mile Road Improvements – Final Plan Approval

Chubb Road between Five Mile Road and Six Mile Road, and Five Mile Road between Chubb Road and 1,800 feet west of Napier Road are local, gravel roads located in Salem Township. Salem Township approached the Road Commission with the desire to convert Five Mile and Chubb Roads to paved all-season roadways due to high volumes of commercial truck traffic and to eliminate dust issues. Salem Township has committed to paying 100% of the project costs using revenue from their general fund and assessing property owners along both roadways. The total estimated construction cost is $3.1 million. Staff desires to schedule a bid opening for the project on May 8, 2019.

PROPOSED MOTION: that upon the recommendation of the County Highway Engineer and the concurrence of the Managing Director, the Board hereby approves the final plans, specifications and estimate of approximately $3.1 million, for the paving of Chubb Road between Five Mile Road and Six Mile Road, and Five Mile Road between Chubb Road and Napier Road, located in Sections 21, 22, 27 & 28 of Salem Township.

6. 2019 Ann Arbor Township Agreement

This agreement for Ann Arbor Township includes three solid applications with an optional fourth application of contract brine on all certified, unpaved local roads throughout the township. The total estimated cost of the agreement is $20,907.20 with the estimated township share being $10,453.60 (see attached agreement).

PROPOSED MOTION: that upon the recommendation of the Director of Operations, and the concurrence of the Managing Director, the Board hereby approves and authorizes the Chair and the Managing Director to sign the 2019 Ann Arbor Township Agreement with the Township’s estimated share being $10,453.60.

7. 2019 Augusta Township Agreement

This agreement for Augusta Township includes two solid applications of contract brine on all certified, unpaved local roads throughout the township. The total estimated cost of the agreement is $36,286.88 with the estimated township share being $18,143.44 (see attached agreement).

8. 2019 Dexter Township Agreement

This agreement for Dexter Township includes three solid applications of Kaiser Well brine on all certified, unpaved local roads throughout the township. The total estimated cost of the agreement is $29,062.44 with the estimated township share being $14,531.22 (see attached agreement).

9. 2019 Lima Township Agreement

This agreement for Lima Township includes one solid application Kaiser Well brine on all certified, unpaved local roads throughout the township, a second application of 30,000 gallons on various certified unpaved local roads as mutually agreed upon, and an additional 3,400 gallons applied on Wylie Road and McKinley Road; limestone resurfacing on Gross Road and Trinkle Road; and township-wide drainage improvements. The total estimated cost of the agreement is $230,961.86 with the estimated township share being $184,237.86 (see attached agreement).

PROPOSED MOTION: that upon the recommendation of the Director of Operations, and the concurrence of the Managing Director, the Board hereby approves and authorizes the Chair and the Managing Director to sign the 2019 Lima Township Agreement with the estimated Township share being $184,237.86.

10. 2019 Lodi Township Agreement

This agreement for Lodi Township includes three solid applications of contract brine on all certified, unpaved local roads throughout the township. The total estimated cost of the agreement is $48,877.74 with the estimated township share being $24,438.87 (see attached agreement).

This second agreement for York Township includes ditching and berming on Fosdick Road and Crane Road; and limestone resurfacing on Maple Road. The total estimated cost of the agreement is $324,100.00 with the estimated township share being $270,809.43 (see attached agreement).

15. 2019 Prescription Safety Eyewear Policy

To provide guidelines regarding the purchase of prescription safety eyewear for employees of Washtenaw County Road Commission (WCRC) who require prescription safety eyewear tailored to their personal prescriptions, the Human Resources Manager is proposing the new Prescription Safety Eyewear Policy.

PROPOSED MOTION: that upon the recommendation of the Human Resources Manager, and with the concurrence of the Managing Director, the Board hereby approves the Prescription Safety Eyewear Policy.

16. Munger Road – Road Closure

Staff is requesting the Board approve the road closure of Munger Road south of Michigan Avenue in Pittsfield Township for the road to be open cut to repair a sanitary sewer structure owned Ypsilanti Community Utility Authority. Area residents and motorists will be temporarily impacted during the repair of the structure and a detour route will be posted. No through traffic will be allowed, however access for residents within the closure will be maintained. The duration of the road closure is scheduled to be approximately eight days. However, please be advised that due to weather conditions, the duration is tentative and subject to change. A Media Advisory will be issued prior to the road closure. Pursuant to the adopted “Procedures & Regulations for Permit Activities” the Board of County Road Commissioners must authorize the closure of roads under its jurisdiction.

PROPOSED MOTION: that upon the recommendation of the County Highway Engineer and the concurrence of the Managing Director, the Board hereby approves the closure of Munger Road just south of Michigan Avenue in conjunction with the permitted repair to the existing sanitary structure.

17. ALDI – Road Improvement Agreement

Staff is requesting the Board to approve and authorize the Managing Director to sign the Road Improvement Agreement (RIA) between the Washtenaw County Road Commission and ALDI, Inc., a Michigan incorporated company, in connection with the development of a grocery store located on Carpenter Road in Section 12 of Pittsfield Township. The RIA states ALDI, Inc. shall construct and pay for a mast arm traffic signal and driveway approach at Carpenter Road and their proposed driveway approach.

PROPOSED MOTION: that upon the recommendation of the County Highway Engineer and concurrence of the Managing Director, the Board hereby approves and authorizes the Managing Director to sign the Road Improvement Agreement between the Washtenaw County Road Commission and ALDI, Inc. in connection with the development of a grocery store located on Carpenter Road, Section 12 of Pittsfield Township.

18. Local Bridge Funding Applications

The Local Bridge Program funding applications are due to the Michigan Department of Transportation by May 1, 2019. The selected bridges will be funded for the 2022 fiscal year. Each agency requesting funding is limited to five (5) applications. To be eligible for bridge funds, the structure must meet the definition of a bridge, which is defined as a structure with a total clear span length of 20 feet.

Staff is requesting the Board approve the proposed five (5) applications to submit for funding through the Local Bridge Program (LBP) for the following structures:

1. Str 10968 Willis Road over Paint Creek (On-System Replacement Funding) 2. Str 10982 Plymouth Road over Fleming Creek (On-System Replacement Funding) 3. Str 11002 Stony Creek Road over Paint Creek (On-System Rehabilitation) 4. Str 11034 Martz Road over Paint Creek Repeat Application (On-System Rehabilitation) 5. Bundle of bridges for Preventative Maintenance:

a. Str 10976 Geddes Road over Fleming Creek (On-System PM) b. Str 10979 Jackson Ave over Mill Creek (On-System PM) c. Str 10983 Plymouth Road over Fleming Creek (On-System PM) d. Str 11004 Whittaker Road over Paint Creek (On-System PM) e. Str 11005 Whittaker Road over Paint Creek (On-System PM)

The Road Commission believes the above listed bridges have the highest chance of being selected for funding in the 2022 fiscal year. The Local Bridge Program will fund 95% of the construction costs of the selected bridges. The Road Commission would be responsible for the design, right-of-way, construction engineering and the local match for the construction costs. If the bridge is located on a local road, the Township or other local source would be responsible for sharing 50% of the local costs with the Road Commission.

Prior to the May 1, 2019 deadline, a current certified Board resolution, signed and dated, supporting the projects will need to be submitted with each bridge funding application.

B. ACTION ITEMS

1. Pittsfield Glen Condominiums, Pittsfield Township – Relinquishment of Public Road Easements

The Pittsfield Glen Condominiums, located near the northwest corner of Platt Road and Textile Road in Pittsfield Township, was originally proposed as a public road development. Easements dedicating road right of way to WCRC were recorded in 2005. None of the roads internal to Pittsfield Glen have been constructed. The current owner of Pittsfield Glen, Pittsfield General Development, LLC, is in the process of amending documents as required by local ordinance so all roads become private. Staff has no objections to these roads becoming private. Staff requests that the Board relinquish the public’s interest in those public road easements which have not been constructed nor certified as public within the development.

PROPOSED MOTION: that upon the recommendation of the County Highway Engineer and the concurrence of the Managing Director, the Board hereby approves the attached resolution to relinquish interest in a public road easement associated with Pittsfield Glen Condominium.
