IV. Foreign & Domestic ProblemsA. the United States had difficulty commanding respect from allies or enemies

1. Great Britain refused to send an ambassador, to make a commercial treaty, or repeal the Navigation Laws. Trading posts along Canadian border source of trouble with Native Americans

3. France demanded repayment of loans made during the American Revolution & restricted trade with the West Indies
