  • THE SPIRIT of CRICKET

    Cricket is a game that owes much of its unique appeal to the fact that it is expected to be played not only within its laws, but also within the Spirit of the Game. Any action, which is seen to abuse this spirit, causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the Captains.

    1. There are two Laws, which place the responsibility for the team’sconduct firmly on the Captain.Responsibility of Captains—The Captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws.Players’ Conduct – in the event of a player failing to comply with the instruc-tions by an Umpire, or criticising by word or action the decisions of an Umpire, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the Umpire concerned shall in the first place report the matter to the other Umpire and to the player’s captain, and instruct the latter to take action where required.

    2. Fair and Unfair Play — According to the Laws the Umpires arethe sole judge of fair and unfair play. The Umpires may intervene at any time and it is the responsibility of the captain to action where required.

    3. The Umpires are authorised to intervene in cases of:• Time-wasting• Damaging the pitch• Dangerous and unfair bowling• Tampering with the ball• Any other action that they consider to be unfair

    4. The spirit of the game involves RESPECT for:• Your opponents• Your own captain and team• The role of the umpires• The game’s traditional values

    5. It is against the Spirit of the Game• To dispute an Umpire’s decision by word, action or gesture• To direct abusive language towards an opponent or umpire• To indulge in cheating or any sharp, practice, for instance(a) to appeal Knowing the batsman is not out(b) to advance towards an umpire in an aggressive manner whenappealing(c) to seek to distract an opponent either verbally or by harassmentwith persistent clapping or unnecessary noise under the guise of enthusiasm and motivation of one’s own side.

    6. Violence – there is no place for any act of violence on the field of play.

    7. Players – Captains and Umpires together set the tone for theconduct of a cricket match. Every player is expected to make an important contribution.

    SENIOR PLAYER CODE OF BEHAVIOUR

    In addition to the General Code of Behaviour set out in this By-law, as a player in any activity held by or under the auspices of a Community Cricket Peak Body, a Region or an Affiliated Club and Association you must meet the follow-ing requirements in regard to your conduct during any such activity or event:

    1. Play by the rules and abide by the Spirit of Cricket

    2. Never argue with an umpire. If you disagree, have your captain,coach or manager approach the umpire during a break or after the game.

    3. Control your temper. Verbal abuse of officials and sledging otherplayers, deliberately distracting or provoking an opponent are not acceptable or permitted behaviours in Cricket.

    4. Work equally hard for yourself and your team-mates. Your team’sperformances will benefit and so will you.

    5. Be a good sport. Applaud all good plays whether they are madeby your team or the opposition.

    6. Treat all participants in Cricket as you like to be treated. Do notbully or take unfair advantage of another competitor.

    7. Cooperate with your coach, team-mates and opponents. Withoutthem, there would be no competition.

    8. Respect the rights, dignity and worth of fellow players, coaches,officials and spectators.

    9. Refrain from conduct which could be regarded as sexual or otherharassment.

    10. Respect the talent, potential and development of fellow playersand competitors.

    11. Care and respect the uniform and equipment provided to you.

    12. Be frank and honest with your coach concerning illness andinjury and your ability to train and play fully.

    13. Conduct yourself in a responsible manner relating to language,temper and punctuality.

    14. Maintain a high standard of personal behaviour at all times.

    15. Be honest in your attitude and preparation to training. Workequally hard for yourself and your team.

    16. Cooperate with coaches and staff in relation to programs thatadequately prepare you for competition.

    17. Do not engage in practises that affect sporting performance(alcohol, tobacco and drug use).

    PLAYER BEHAVIOUR REGULATIONS

    The Wangaratta & District Cricket Association adopted a Member Protection Policy By Law at the Annual General Meeting on 25th August 2004. Codes of Behaviour form part of the By Law, comprising the following:General, Administrator, Coach, Junior Player, Senior Player, Umpire, Parent/Guardian, Spectator, and Media.While always a most competitive game, the continued strength of the sport has relied upon the acceptance of the Umpire’s decision and the prepared-ness to play within the “spirit of the game”.The areas of main concern and those clearly unacceptable to the Association are:(a) The use of offensive language – generally as a disparagingremark to an opposing player or toward an Umpire, or even as an expression of frustration or self-admonishment. This includes racial or religious vilification (any act that is reasonably likely to threaten, disparage, vilify, insult, humiliate or intimidate another person or group based on race, religion, descent, and colour or national or ethnic origin).(b) The questioning/disputing of the Umpire’s decision – often in anaggressive or sarcastic manner. This applies equally to dismissals and unsuc-cessful appeals as to the judgement of calls on no-balls, wides, byes, etc.(c) The excessive number of frivolous and ridiculous appeals –primarily aimed at pressuring and intimidation the Umpire into a favourable decision.(d) The actions of the dismissed batsman— in failing to leave thecrease promptly on being given out and any equipment abuse (e.g. banging the bat into the ground or against the fence or race, etc, and or throwing the bat or equipment during or after his return to the pavilion).(e) ‘Send offs’ – usually to a dismissed batsman by the bowler or amember of the fielding side. This can often lead to a more serious altercation.

    The Wangaratta and District Cricket Association has two processes for the reporting and consideration of unsatisfactory behaviour:

    1. SERIOUS OFFENCESerious breaches of misbehaviour will see the player immediately reported by the Umpire(s) controlling the match. Refer to Rule 30 – Rules for the Conduct of Matches (‘Reporting of Players’)

    2. A MINOR OFFENCEFor less serious breaches where an Umpire has occasion to speak to the player regarding his/her behaviour, but does not believe a report is necessary, the incident will be noted on the Umpire’s Match Report on MyCricket. Should a player be noted on three (3) such Reports during the season, they will be suspended and may be called by the Executive to appear before the Indepen-dent Tribunal to explain his/her behaviour.IN BOTH INSTANCES, SHOULD A PLAYER BE FOUND GUILTY OF AN ACT OF MIS-CONDUCT, HE SHALL BE LIABLE FOR A SUSPENSION, WHICH MAY BE DETERMINED OR ENDORSED BY THE INDEPENDENT TRIBU-NAL.The Umpire(s) will be the sole judge(s) as to whether an action is A SERIOUS OFFENCE or A MINOR OFFENCE.

    A schedule of set minimum penalties shall be determined from time to time by the Executive of the Association and published in a schedule of set minimum penalties prior to the commencement of each season.

    RULES FOR THE CONDUCT OF SENIOR MATCHES(Revised edition: September 2018)

    1. APPLICATION OF LAWS and RULES(a) LAWS of CRICKETLaws of Cricket (Code 2000 5th edition—2017) as adopted by Cricket Austra-lia shall apply to all matches, except as hereinafter modified.(b) EXECUTIVE COMMITTEE POWERS and EMERGENCY RULINGS (i) The Executive Committee shall have the power to take any action deemed appropriate against a club or player breaking a WDCA rule or a Law of Cricket. (ii) Subject to the Rules and Constitution of the WDCA theExecutive Committee shall have the power to decide all questions arising out of WDCA matches not provided for in these rules.

    2. PROGRAMMES of MATCHES(a) DETERMINATION of PROGRAMMESThe Clubs comprising the Association shall compete in such program of matches and play on such grounds and under such conditions as may be determined by the Association.(b) ALTERATION to PROGRAMMESubject to the approval of the Executive, the President and Secretary may if necessary, alter the programme in respect to dates or grounds on which any of the matches shall be played.

MATCH VENUES(a) NOMINATION and APPROVAL of VENUESWithin Thirty (30) days after the Annual General Meeting of the Association in each season, each club shall nominate for the coming season, the grounds to be the home venues for club. Such grounds shall be subject to the approval of the Executive.(b) CHANGING NOMINATED VENUES(i) Any application to change the nominated venue for anyscheduled match shall be lodged in writing via email with the Executive no lat-er than Wednesday 12noon prior to the first date for which approval is sought.(ii) Any such application must nominate an alternative venue andthe dates that the ground will be unavailable and the reason for the ground being unavailable on those dates.(iii) The Executive shall have no obligation to consider any venue change application received after the Wednesday 12noon deadline.(c) FAILURE to MEET ENGAGEMENT or to HAVE GROUND FITAny club failing to meet its engagement or with due regard to the weather, to have its ground, or a ground to be approved by the Executive, in a proper con-dition for play, shall be fined an amount determined by the Association, and/or the Adverse Weather Committee shall have the power to award points to the opposing club unless the Executive accepts the reason given.(d) REGULAR GROUND and PITCH REPORT – SEPTEMBER and OCTO-BERDuring the month of September and early October each club must report to the Senior and Junior Executive members on a regular basis, on the condition of the ground and pitch of its ovals and on the progress being made to have them ready for play on the second Saturday in October.

    4. VENUES FOR SEMI FINALS and FINAL MATCHESThe Executive shall fix the dates of play and appoint venues for semi-final and final matches. No change of fixed dates and/or appointed venues shall be made under any circumstances.

    5. TWO DAY MATCHESTwo-day matches will be conducted under the following conditions:

    A GRADE

    Play will commence at 1.30pm with the scheduled finishing time 6:30pm. In each day of two day matches 75 overs shall be bowled to constitute a day’s play subject to allowance for the following:(i) Interval for change of innings – deduct 3 overs(ii) Delays due to adverse weather effects of an aggregate 30 minutes or less, and play is considered safe to resume, it will continue until the days constitut-ed number of overs is reached.In the event of excess of aggregate 30 minutes lost, captains in consultation with the umpire, will decide as to when play is considered safe to resume and whether to implement deductions - 1 over for every 4 minutes lost - and whether number of overs remaining constituting a day’s play shall be equal-ised or not for each team.

    The umpire shall, where agreement is not reached, make the final ruling as to the number of overs to be bowled that will constitute a day’s play.In finals matches only, when play on day 1 is interrupted for more than 60 minutes for the second day to commence up to and not exceeding 70 minutes earlier providing the side batting has not previously completed its innings. The innings shall be compulsory closed when relevant first day overs quota is reached.**These conditions may be altered in finals matches at the discretion of the WDCA Executive.(iii) Any unforeseen and/or unavoidable field delays unrelated totime wasting – deduct as per adverse weather interruptions above. If the side batting first, has not been dismissed, its innings shall be compulso-rily closed at the completion of 75 overs in the event of side batting first had been compulsory closed, team batting second shall bat for the same number of 75 overs.Where there have been overs lost on the first day (30 minutes or more) which has resulted in the compulsory close of the team batting first’s innings, the team batting second shall receive the same number of adjusted overs as the first batting team.Where the team batting first is dismissed under 75 overs on the first day, the team batting second, after deduction of 3 overs for change of innings where applicable, bat for overs remaining to constitute a day’s play. They will be enti-tled to bat for the constituted 75 overs on day two also.Any time lost, 30 minutes or more, shall incur the 1 over per 4 minutes deduc-tion. Allowing for relevant over deductions, play continues still recognising 75 overs constituting a day’s play. The intent is to maximise the overs played in a day.In the event where the team batting second is dismissed prior to the 75 over completion, the team that batted first will be able to commence a second innings following a 10-minute change over, batting the remaining overs to see the day out.

    Team adjournment will be from 3:50 till 4:10pm, unless an innings is terminat-ed within 10 minutes of normal time when the tea adjournment is to be taken forthwith.Should play be entirely prevented on day one, game will be conducted on the second day under one day conditions as per rule 6.

    Tea interval - 9 wickets lost:In the event of the team batting has 9 wickets dismissed at the scheduled team interval, play shall continue until wither the last batsman is dismissed or 30 minutes has lapsed without further wicket falling, whichever occurs first, when tea interval of 20 minutes shall be taken.

    Cricket Balls:The fielding side shall provide a new approved four (4) piece red ball for its first innings, and the fielding captain may, if he so desires, provide a new ap-proved four (4) piece red ball at the beginning of the second innings and also after 80 overs or 200 runs have been scored from the ball in an innings.

  • Provision for early finish:At any time after five o’clock on the second day, when in agreeance the cap-tains, consider there is no opportunity to gain a further result, may request the umpire to terminate the match. Captains should clearly acknowledge possible repercussions of points lost, averages affected, impact on end of year awards etc. before requesting time is called. Umpire, satisfied all factors have been taken into account, may then grant their request.Where a bating team has no compulsory closure of its innings, the rule is stating that the match will continue under ordinary conditions regardless of whether it is on day one or day two.

    A RESERVE

    Play will commence at 1.30pm with the scheduled finishing time 6:00pm. In each day of two day matches 68 overs shall be bowled to constitute a day’s play subject to allowance for the following:(i) Interval for change of innings – deduct 3 overs(ii) Delays due to adverse weather effects of an aggregate 30 minutes or less, and play is considered safe to resume, it will continue until the days constitut-ed number of overs is reached.In the event of excess of aggregate 30 minutes lost, captains in consultation with the umpire, will decide as to when play is considered safe to resume and whether to implement deductions - 1 over for every 4 minutes lost - and whether number of overs remaining constituting a day’s play shall be equal-ised or not for each team.The umpire shall, where agreement is not reached, make the final ruling as to the number of overs to be bowled that will constitute a day’s play.In finals matches only, when play on day 1 is interrupted for more than 60 minutes for the second day to commence up to and not exceeding 70 minutes earlier providing the side batting has not previously completed its innings.     Play shall commence at 1.30pm with scheduled finish time of 6.00pm, and a tea adjournment of 20 minutes between each 34 over innings.Each day shall consist of 2 innings of 34 overs, thus constituting a day’s play of 68 overs, subject to the allowance of the following;(i) when applicable interval for change of innings - deduct 3 overs.(ii) Delays due to adverse weather effects of an aggregate 30 minutes or less, and play is considered safe to resume, it will continue until the days constitut-ed number of overs is reached.

    In the event of excess of aggregate 30 minutes lost, captains in consultation with the umpire, will decide as to when play is considered safe to resume and whether to implement deductions - 1 over for every 4 minutes lost - and whether number of overs remaining constituting a day’s play shall be equal-ised or not for each team.The umpire shall, where agreement is not reached, make the final ruling as to the number of overs to be bowled that will constitute a day’s play. There is the provision for when day 1 play is interrupted for more than 60 minutes for the second day to commence up to and not exceeding 70 minutes earlier provid-ing the side batting has not previously competed its innings.The innings shall be paused when relevant first day quota is reached.These conditions may be altered in finals matches at the discretion of the Association executive.(iii)Any unforeseen and/or unavoidable field delays unrelated to time wasting - deduct as per adverse weather interruptions above.

    On day 1:Team batting first, if not dismissed, shall be entitled to receive 34 overs where upon completion, their innings shall be paused and the team interval of 20 minutes be taken.On resumption of play team batting second will commence their innings, and if not all dismissed, will receive 34 overs, where their innings shall be paused. Thus, the constituted day’s play of 68 overs has been reached.On day 2:Team who batted first on day 1 shall resume their innings from where it was paused on day 1. If not dismissed prior to receiving 34 overs the innings shall be then compulsory closed. Play shall resume following tea interval of 20 min-utes with second team recommencing their first innings from the point it was paused on day one. Their innings shall be, if not dismissed earlier, compulsory closed, on receiving 34 overs remaining in the constituted day’s play of 68 overs.In the event of the following occurring on:Day 1(i) Team batting first is dismissed early in excess of 30 plus overs, team bat-ting second shall, on resumption of play after the tea interval, be entitled the receive the total number of overs, no change of innings calculation required, remaining in constituted day’s play of 68 overs.Where dismissed in under 30 overs, team 2 will commence their innings, allowing for deduction of 3 overs for change of innings, batting the overs short of 34, which when reached, tea interval will be taken.(ii) If team batting second is dismissed prior to receiving their 34 over en-titlement, team one will resume their first innings from the point previously paused, receiving remaining overs, less change of innings adjustment, in constituted day’s play of 68 overs. This innings shall recommence on day 2 with no compulsory closed.

    NOTE: Junior fast and medium paced bowlers must on either day always comply with and not exceed their daily match overs quota as stated in rule 37.

    Day 2Where team one shall resume continuing their first innings on day one, due to team two in their first innings, being dismissed prior to their 34 overs being received on day one, team one innings shall continue until dismissed, or until they have batted for 2/3rds off overs to be played on day 2 which is a maxi-mum of 44 overs.The second team them commences their second innings, batting until scheduled compulsory close of constituted day’s play of 68 overs is reached. In the overs remain, with this innings closed early, team that batted first will commence their second innings to complete constituted days play.

    Where a batting team has no compulsory closure of its innings, the rule is stating that the match will continue under ordinary conditions regardless of whether it is on day 1 or day 2.

    No play possible on day 1, day 2 is played under one day playing conditions and regulations as per rule 6.

    Bowling Restrictions

    1 x Day Match – Maximum allowable overs per bowler 8.2 x Day Match – Maximum allowable overs per bowler, per day 10.

    Batting Restrictions:

    Compulsory retirement at 75 runs. Retired batsmen may return to the crease if all other batsmen are “out”.

    Adverse Weather:Only when adverse weather has interrupted play excessing an aggregate of 30 minutes on either day, shall overs lost be calculated and be adjudicated on. The intent is to maximise the overs played in a day.

    Tea Interval - 9 wickets lost:Where on the second day, with team not having a compulsory closure re-quirement, has nine batsmen dismissed at scheduled team interval, play shall continue until either the last batsman is dismissed or 30 minutes has lapsed without further wicket falling, whichever occurs first, when team interval of 20 minutes shall be taken.

    Cricket Balls:The fielding side shall provide a new approved four (4) piece red ball for its first innings, and the fielding captain may, if he so desires, provide a new ap-proved four (4) piece red ball at the beginning of the second innings.

    C GRADE

    All matches are one day matches. Refer to rule 6.

    6. ONE DAY MATCHESOne-day matches will be conducted under the following conditions:

    A GRADE

    One afternoon matches will commence at 1.30pm with a scheduled finishing time of 7.00pm. Scheduled tea interval of 20 minutes will be taken between teams’ innings.

    Constituted days play will consist of 80 overs, comprising of 2 equal innings of 40 overs for each team, subject to the following allowances;(i) when applicable interval for change of innings - deduct 3 overs. (ii) If the game be interrupted due to adverse weather conditions by 30 min-utes or less, and play is considered safe to resume, it will continue until the days constituted number of overs is reached. If the game is interrupted due to adverse weather conditions by more than thir-ty (30) minutes in aggregate, captains in consultation with the umpire, will de-cide as to when play is considered safe to resume, and whether to implement deductions - 1 over for every 4 minutes lost- and whether number of the overs remaining constituting a day’s play shall be equalised or not for each team.The umpire shall, where agreement is not reached, make the final ruling to the number of overs to be bowled that will constitute a day’s play.For a winner to be declared both teams must bat for at least 25 overs. The result wil be determined by the number of runs scored irrespective of wickets lost. Fewer than 25 overs received by both teams, match will be declared a draw.(iii) Any unforeseen and/or unavoidable fielding delays unrelated to time wast-ing - deduct as per adverse weather interruption above.If side batting first has not completed its innings on completion of 40 overs the innings shall be compulsory closed. Scheduled completion time for side batting first is 4:05pm when 20-minute tea break shall be taken.In the event of the side batting first has been compulsorily closed, team batting second shall, if not dismissed bat for the same number of 40 overs.In the innings of the side batting first is completed prior to 3:35pm or before 40 overs bowled, the side batting second if not previously dismissed shall after calculation of change of innings deduction of 3 overs, bat until the scheduled tea interval of 20 minutes. Following the adjournment, recommence their innings, which shall consist of at least the same number of overs or total of the balance remaining over, available to complete the number of overs that constitutes a day’s play.
