Dear Councilmember Michael Brown:

Enclosed are the Ward 7 ANC Redistricting Task Force recommendations for AdvisoryNeighborhood Commissions and Single Member District boundaries as required by law. Our

recommendations include prose descriptions of boundaries as well as ANC and SMD

populations.

Due to the change in Ward 7 boundaries, the task force faced the challenging task of redrawing

and realigning ANC and SMD boundaries in a reasonable and responsible manner thatmaintained neighborhood cohesiveness, parity, and efficient governance for the residents of

Ward 7.

As Ward 7 lost the Fairlawn community to Ward 8, we gained what is commonly referred to asReservation 13 from Ward 6. This geographic shift in the overall landscape for Ward 7 posed

challenges as we formed the layout for our ANCs and SMDs. In good faith, the task force

attempted to achieve its goals to meet the requirements of the law while addressing the uniquegeographic and community issues that we faced.

As a result, we are seeking twelve exemptions:

1. SMD 7B07 results in a population of 2,233. The residents of this SMD reside in a

secluded community with a National park as a natural boundary and changing theexisting boundary lines without significantly impacting neighboring SMDs was not in thebest interests of the affected communities.

2. SMD 7C01 results in a population of 2,163. Due to the adjacent SMD 7C04 being

overpopulated and needing to be reduced, it was logical to add two census tracts to SMD7C01.

3. SMD 7D01 results in a population of 1,774. This SMD borders Ward 5, Ward 6, and the

Anacostia River. Due to the unique geographic boundaries of this SMD, it is impracticalto add population from other census tracts.



4. SMD 7D02 results in a population of 2,150. Census tracts from SMD 7D03 were added

to this SMD in an effort to make the boundaries more cohesive for the neighborhood.5. SMD 7D05 results in a population of 2,111. There was no need to make changes to the

composition of this SMD.

6. SMD 7E05 results in a population of 1,800. In effort to maintain neighborhood

cohesiveness and geographical convenience, this SMD was reduced in size. The futurepopulation due to proposed development was also taken into account.

7. SMD 7E06 results in a population of 1,889. In effort to maintain neighborhoodcohesiveness and geographical convenience, this SMD was reduced in size.

8. SMD 7E07 results in a population of 1,851. In effort to maintain neighborhood

cohesiveness and geographical convenience, this SMD was increased in size although itstill does not meet the 1,900 person requirement. The future population due to proposed

development was also taken into account.

9. SMD 7F03 results in a population of 2,191. The boundary lines for this SMD were

changed to include a neighborhood school as the majority of the children who attend thisschool live in this SMD.

10. SMD 7F05 results in a population of 1,808. This SMD was overpopulated and needed tobe reduced. The census tracts in the SMD are large and a natural boundary is a Nationalpark. The end result was an SMD below the 1,900 minimum.

11. SMD 7F06 results in a population of 2,106. In effort to maintain neighborhood

cohesiveness and geographical convenience, this SMD is slightly over the 2,100 limit.12. SMD 7F07 results in a population of 3,630. Due to the institutionalized population of the

DC Jail and the non-institutionalized residents of this SMD, the population exceeds the

maximum.
