Clinical Commissioning Groups [CCGs]

CCGs are clinically led groups that include all of the GP groups in their geographical area.. They are responsible for designing

and commissioning local health services and have to use the Joint Strategic Needs Assessment (JSNA) and Joint Health and

Wellbeing strategy when drawing up their commissioning plans.

CCGs are overseen by NHS England (including its Regional Offices and Area Teams). These structures manage primary care

Local Health Protection Teams Updated Jan 2016

Local Health Protection Teams lead Public Health England’s response to incidents and outbreaks of infectious diseases and

threats to health from non-infectious hazards. Activities include: local disease surveillance; maintaining alert systems;

investigating and managing health protection incidents and outbreaks and delivering and monitoring national action plans for

Local Authorities Commissioning for Public Health

The transfer of public health from the NHS to local government and Public Health England (PHE) is one of the most significant

extensions of local government powers and duties in a generation.

Local authorities are now responsible for public health commissioning and have appointed new Directors of Public Health

(DPH). Local authorities are also responsible for providing some public health services in conjunction with Public Health

England. Overall local authorities now have a much greater role shaping services.

Regional Directors of Public Health

The most fundamental duties of a directors of public health (DPH) are set out in law and. How those statutory functions

translate into everyday practice depends on a range of factors that are shaped by local needs and priorities from area to area

and over time.

A number of the DPH’s specific responsibilities and duties arise directly from Acts of Parliament - mainly the NHS Act 2006 and

the Health and Social Care Act 2012 - and related regulations. Some of these duties are closely defined but most allow for

local discretion in how they are delivered.

Joint Strategic Needs Assessment (JSNA) is a collection of information that aims to identify the health and wellbeing needs of

the local population on each local authority area.

The JSNA is expected to:

Describe the future health and wellbeing of its population.

Better support the needs of local communities by identifying and encouraging interventions at earlier stages to more

effectively target the causes of health problems.

Help understand the needs of the whole population.

Consider and understand the wider determinants of health.

Health & Wellbeing Boards use the JSNA to develop the Health and Wellbeing Strategy and set commissioning priorities

Joint Health and Wellbeing Strategy

Each Health and Wellbeing Board will be required to draw up a joint and high level Health and Wellbeing Strategy, informed by

the Joint Strategic Needs Assessment. It will set the overall strategic direction for Health and Wellbeing.

Health and Social Care Overview and Scrutiny Committees

Each relevant council has a health overview and scrutiny committee dedicated to scrutinising local NHS policy, planning, and

impact against local needs and inequalities. This committee is made up of councillors (and in two-tier areas often includes

district/borough members as well as county councillors) and thereby has democratic legitimacy. It may also include co-opted

members. Cabinet members are not eligible to sit on the health overview and scrutiny committee or any other scrutiny

committee. The meetings are open to the press and public in the same way as any council meeting.

Local Healthwatch

There are 9 local Healthwatch in the East Midlands; one for each local authority area. Local Healthwatch organisations will

involve people from all parts of the community, giving everyone a voice in local health and care services. They will collect

evidence from the community and bring this to the attention of local health commissioners and will be a representative on

health and wellbeing boards. They will also use this evidence to inform Healthwatch England.
