Lifecycles will follow a cycle of 3 stages starting with the initial release of a product and ending with its retirement. Each stage of the lifecycle will indicate the level of support that the product is given. This document will also outline the service level of data, services and applications. This includes service hours, expectations for uptime, and policies regarding communication of outages and changes. Stages of the VTANR GIS are described below, including the level of specific support that each stage of the lifecycle provides. Product Lifecycle Stages VTANRGIS uses three phases to a product’s lifecycle. General Availability Mature Retired Product lifecycle phases indicate to the customer the level of support they can expect for a given software version, product, application, and/or service. As the enterprise of GIS grows at ANR, it becomes difficult to manage. Enabling a cycle of development and production resources allows for responsible retirement of legacy solutions while fostering the development of new technologies. The three phases and the expected level of support are outlined below. General Availability General availability is an initial release of a product. General availability releases may require further development before the mature phase. This phase will have full ANR technical support and will receive frequent updates and patches. Software Support The software general availability phase will typically follow the retirement of a software product’s previous version. ANR has no intentions in maintaining multiple versions of software systems. Desktop software should only affect ANR’s internal users and thus, policies will be adjusted as necessary. ANR will perform enterprise geodatabase upgrades in concert with its desktop version to ensure full functionality.

VTANR Lifecycle Support Policy Overview The VTANR Lifecycle support policy is drafted to keep consumers of our data, services, and applications aware of its lifespan. Product Lifecycle Stages VTANRGIS uses three phases to a product’s lifecycle.

• General Availability • Mature • Retired

Product lifecycle phases indicate to the customer the level of support they can expect for a given software version, product, application, and/or service. As the enterprise of GIS grows at ANR, it becomes difficult to manage. Enabling a cycle of development and production resources allows for responsible retirement of legacy solutions while fostering the development of new technologies. o If it is found that forward compatibility between clients and enterprise geodatabase is not possible, ANR will confide in the EGC to determine the appropriate version for direct connection by EGC partners and determine the appropriate communications to the affected parties.

• ANR will provide full technical support of software packages and databases. • ANR will do its best to ensure software and data compatibility issues are addressed before software products are released for general

availability. No guarantees will be made to its customers that general releases will be issue free. ANR GIS will work to ensure continuity of service during upgrading existing software products.

Data Support • Data is current and actively updated • Metadata exists and is publicly available for consumption/distribution. • ANR will provide user technical support • Edits to datasets will be made where necessary. • ANR will notify the public 30 days in advance of any data/schema changes that may affect service or application interruption. • No representations that data is accurate. Some errors may exist and it is up to the discretion of the customer to use the data for

mapping purposes. Under no circumstances should data be used for surveying/navigation/or other application requiring a certain level of precision.

Map Service Support

• Map services are current and actively updated. • Map services are used for consumption in applications. • ANR will provide user technical support. • ANR will make modifications where necessary. • No guaranteed service uptime.

Application Support

• ANR will provide user technical support. • Applications are available for public use. • Application will receive patches, fixes, and updates to stay current and functional. • Applications may not have 100% functional parity of previously retired applications. • Functionality added as it is developed.

Mature The mature phase is reached when a product has received the bulk of its updates and patches. ANR GIS provides full technical support and patches for mature products and are generally more stable and require less interaction from staff. At this phase, ANR may be in the process of identifying potential replacements for the product and may start the deprecation process. ANR GIS will notify the public within 30 days of a Mature product phase deprecation and graduate the product to the retired phase. Software Support

• Software is stable. • No compatibility issues. • ANR will provide user technical support. • ANR will perform ArcGIS Desktop upgrades at the first minor release following a major release. Ie, 10.x.1

o ANR GIS will notify its staff 30 days in advance of a scheduled ArcGIS Desktop upgrade1. • ANR will notify the public 30 days in advance of a database software upgrade.

o ANR uses SQL Server enterprise geodatabase software. Upgrades to this software may require users that connect directly to our enterprise database to install the appropriate native client software.

Data Support

• Data is current and continually updated. • ANR will provide user technical support. • No data/schema changes will be made. • No representations that data is accurate. Some errors may exist and it is up to the discretion of the customer to use the data for

mapping purposes. Under no circumstances should data be used for surveying/navigation/or other application requiring a certain level of precision.

• 30-day notice will be given when a dataset is scheduled for deprecation and graduated to the retired phase. Map Service Support

• Map service is current. • ANR will provide user technical support. • No changes to service properties will be made.

• A 30-day notice will be given when a service is scheduled for deprecation and graduated to the retired phase. To best prepare its customers, ANR will provide an anticipated deprecation date to encourage its customers to migrate their applications and services prior to its retirement and eventual removal.

Application Support

• Application is current. • Application is available for public use. • If application is following an application retirement, functional parity is met to the best of the abilities of ANR GIS. • ANR will provide user technical support. • Application will receive patches, fixes, and limited updates. • A 90-day notice will be given when an application is scheduled for deprecation and graduated to the retired phase. To best prepare its

customers, ANR will provide an anticipated deprecation date to encourage its customers to migrate their applications and services prior to its retirement and eventual removal.

Retired The retired phase of a product indicates a limited lifespan. Retired products should have a deprecation date set for when the product is officially eliminated and will no longer be available for public consumption. Software Support

• Software is no longer supported and will be removed at its deprecation date. • ANR will not upgrade existing clients. • NEW clients will receive the next software release. • ANR GIS will plan its upgrades in concert with ArcGIS Desktop, ArcGIS Server, and ArcSDE to ensure there are no issues with

compatibility. Data Support

• Data is current to a specified moment in time. • Data is no longer updated. • ANR will NOT provide user technical support. • No data/schema changes will be made. • No representations that data is accurate. Some errors may exist, and it is up to the discretion of the customer to use the data for

mapping purposes. By no circumstances should data be used for surveying/navigation/or other application requiring a certain level of precision.

Communications of Lifecycle Announcements Announcements regarding lifecycle status changes will be made for two reasons:

• A mature product is entering retirement and a retirement date is set. • A substantive change is made to any product. A substantive change would include the removal of objects (feature classes, tables, rasters,

relationships) and/or fields associated with these objects from an AGS Map Service (including geocoding services), renaming products, changing IDs, and/or changing vector feature types (points, lines, and polygons from one feature type to another). NOTE: Adding fields to an object DOES NOT constitute a substantive change. Data edits to features or attributes DO NOT constitute a substantive change.2

Lifecycle status announcements will be made 30 days prior to a data or map service change and 90 days prior to any software/application change. The primary channels for announcements will be:

1. VTANR GIS Team 2. VGIS-Listserv 3. VTANR Open Data Portal

It will be the responsibility of the end-user to subscribe to the listserv and/or check the VTANR Open Data Portal periodically to ensure there are no interruptions of service.
