    FOREWORD

    The 2017 Vital Statistics Report Volume 2 presents statistics on births in the Philippines with a brief analysis. Statistics contained herein are facts surrounding the occurrences of births in the Philippines for the year 2017. These statistics were compiled from the registered birth certificates received by the Office of the Civil Registrar General (OCRG), through the Provincial Offices of the Philippine Statistics Authority (PSA), from the Offices of Local Civil Registrars in all cities and municipalities of the country.

    Births that occurred among Filipinos living abroad are also included in this report.

    Data were obtained from the reports on births of the Philippine Foreign Service Posts transmitted to the Department of Foreign Affairs, Manila and subsequently submitted to the PSA Civil Registration Service. The scope and coverage of the report, basic data source and limitation, responsibility in the registration process and the definition of terms used in the report are discussed in the Explanatory Notes. Appendix C presents, in capsule form, the civil registration process.

    The statistics and information presented will not only assist planners, policy

    makers, program managers and researchers but also Local Government Units in monitoring, evaluating and developing strategies to improve the socio-economic programs affecting health and social well being of the population.

    This report was made possible with the support of the City/Municipal Civil Registrars, attendants at birth, Consuls or Vice Consuls, Department of Foreign Affairs, PSA Regional and Provincial Offices, together with individual persons and entities that reported the vital events.     EXPLANATORY NOTES

    Introduction

    Vital events refer to marriages, births, deaths, fetal deaths, and all such events that have something to do with an individual's entrance and departure from life, together with the changes in civil status that may have occurred during the lifetime of a person. Recording of these events in the civil register is known as vital or civil registration.

    Scope and Coverage This Vital Statistics Report (VSR) Volume 2 includes births that occurred in 2017 compiled from the reports submitted to and received by the National Statistician and Civil Registrar General of the Philippine Statistics Authority (PSA) from all Local Civil Registrars (LCR) of the country, and the Department of Foreign Affairs (DFA) on all registered vital events with Philippine Foreign Service Posts (PFSP) involving Filipino nationals living and sojourning abroad. Civil registration is a continuous process. Hence, there is a need to establish certain cut-off periods. The data presented here are registered births that occurred from January to December 2017. Cumulative figures for 2017 may differ from preliminary counts because late registrations were considered until June 2018. The rationale in the publication of the VSR is to update the vital statistics data to more current levels to be able to

    provide important information in the civil status of persons as well as to generate demographic and health indicators that may help in the assessment of health/social services provided by the government. It will also provide national and local executives with information on the level of registration of vital events at the city/municipality level and will also serve as a means of monitoring the implementation of the civil registration system.

    Basic Sources of Vital Statistics The Philippine Statistics Authority (PSA), which took over the civil registration function of the former National Statistics Office (NSO) pursuant to Republic Act 10625, otherwise known as the “Philippine Statistical Act of 2013” maintains an Archive of Civil Registration documents. In the civil registration system, there are several basic forms needed to record births from where vital statistics are generated. In this report, the Certificate of Live Birth or Municipal Form No. 102 is the source of data. A facsimile of this form is found in Appendix B. The VSR Volume 2 contains statistical tables including basic data on births up to the city/municipality level. Summary data are also available at the provincial and regional levels for ready reference. However, due to the number of pages devoted to the production of statistical tables, only a limited number is presented in this report.

    Limitations of the VSR Act No. 3753 otherwise known as the Civil Registration Law of 1930 mandates that all vital events shall be registered. However, due to lack of awareness of the people on the importance of civil registration, especially in remote areas, there is still a problem of under-registration of vital events. Every year, it has been observed that there is a notable increase in late birth registration, in view of the fact that it is a requirement for enrolment in school and also for obtaining one’s passport for foreign travel. The increasing number of late registration also poses a problem in updating the published vital statistics report in the past. Another source of under-reporting in the VSR is the late submission of reports by most of the concerned agencies. Moreover, in the processing of vital documents, there is usually a cut-off time of inclusion. After this, the late documents that are submitted late are no longer included in the current year being compiled. In view of the above limitations, caution is necessary in the interpretation of data, since information presented is not adjusted for under registration, both for local and foreign vital events. Marked fluctuations in vital events that may be observed for specific areas may not necessarily reflect differentials, but rather an indication of variations in registration and/or submission of events.

    Responsibility in the registration of vital events Registration of vital events is the responsibility of the Local Government Units (LGU) through the LCRs who are under the technical supervision of the Civil Registrar General of the NSO by virtue of the provisions of Act 3753. However, pursuant to the Philippine Statistical Act of 2013, the PSA took over the civil registration function of NSO with the National Statistician as the Civil Registrar General who provides overall directions in the implementation of the Civil Registry Law and related issuances and exercises technical supervision over the LCR. For births, the administrators of hospitals, clinics, rural health units and similar institutions including barangay secretaries, practicing physicians, midwives, nurses, and traditional birth attendants who attend births are responsible in causing the registration and certifying the facts of the events at the LCR offices. The concerned parents, next of kin, or the person who has full knowledge of the occurrence of the event is to report the birth, in default of the above mentioned informants. Meanwhile, reports of births occurring abroad from the PFSP are forwarded to the DFA and subsequently submitted to the PSA – Civil Registration Service.     Definition of terms and concepts Civil Registration is defined as the continuous, permanent and compulsory recording of the occurrences and characteristics of vital events, primarily for their value as legal documents and secondly for their usefulness as a source of statistics. Live Birth is a complete expulsion or extraction from its mother of a product of conception, irrespective of the duration of the pregnancy, which after such separation, breathes or shows any other evidence of life, such as beating of the heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, whether or not the umbilical cord has been cut or the placenta is attached; each product of such birth is considered live born. Birth Order refers to the numerical order of a child in relation to all previous deliveries of the mother. Birth Weight is the first weight of the fetus or newborn obtained after birth. For live births, birth weight should preferably be measured within the first hour of life before significant postnatal weight loss has occurred. Citizenship is the status that entitles a person to the rights and privileges of a subject of a chosen country. Citizenship is acquired by birth, by naturalization or by election. Crude Birth Rate (CBR) refers to the number of number of live births per 1,000 mid-year population.

    Daily Average refers to the arithmetic mean of birth occurrences per day.

    Daily Index refers to the increase/ decrease from the overall daily average of birth occurrences. Low Birth Weight (LBW) refers to the weight at birth less than 2,500 grams (5.5 lbs.) as per World Health Organization definition. Multiple birth is a type of birth wherein a woman delivered more than one child from one pregnancy. Place of Occurrence refers to the place where the vital event took place. Place of Registration is the city /municipality where the event is to be registered. Generally, it is the office of the Local Civil Registrar of the place of occurrence. Sex Ratio refers to the number of males per one hundred females. Usual Residence refers to the place where the person habitually or permanently resides.

    BIRTH STATISTICS TOTAL REGISTERED LIVE BIRTHS

    In 2017, a total of 1,700,618 live births were registered which is equivalent to a crude birth rate (CBR) of 16 births per thousand population. On the average, there were about 4,659 babies born daily or about 194 babies born per hour or approximately three babies born per minute.

    The number of registered live births showed a decreasing trend, noticeably from 2012 to 2017. The decrease in the last five years was 5.0 percent, from 1,790,367 live births in 2012 to 1,700,618 recorded births in 2017. (See Table A and Figure 1)

    Several factors may contribute to the declining births, such as social change or lifestyle choices associated by economic affluence. Based on the 2017 National Demographic and Health Survey (NDHS), the total fertility rate declined steadily over time, from 4.1 children per woman in 1993 to 2.7

    children per woman in 2017. Resources needed for supporting families may cause many couples to think twice about having kids. The use of any method of family planning among married women has increased from 40 percent in 1993 to 54 percent in 2017. (2017 NDHS)

    More males (887,972 or 52.2%) were born than females (812,646 or 47.8%) which resulted in a sex ratio of 109 males per 100 females. (See Figure 2)

    BIRTHS BY PLACE OF OCCURRENCE AND USUAL RESIDENCE OF MOTHER

    Of the total live births, 57.8 percent were born in Luzon, 19.1 percent in Visayas and 23.1 percent in Mindanao. Among the regions of the country, the National Capital Region (NCR) recorded the

    highest number of birth occurrences of 14.0 percent. Second was CALABARZON (13.6%) and the third was Central Luzon (11.2%). (See Figure 3 and Table B)

    The difference between the place of birth by occurrence and place of birth by usual residence of the mother by region is shown in the last column of Table B. Five out of the 17 regions reported positive differences in the number of births by place of occurrence. These positive differences may be indicative of expectant mothers giving birth outside of their usual place of residence due to better health care facilities and social services in the receiving region. In Luzon, the receiving region was NCR which accounted for 21,157 births. Notably, expectant mothers from neighboring regions such as CALABARZON and Central Luzon preferred to give birth in NCR. (See Table B)

    MONTH OF OCCURRENCE In 2017, most births occurred in September with 162,612 (9.6%) of the total births in the country. It was followed by the months of October

    (9.5%), November (9.3%), and December (9.0%). The month of February had the least number of births in 2017 (see Figure 4).

    ATTENDANT AT BIRTH BY PLACE OF OCCURRENCE Of the total number of births in the country, 93.3 percent were attended by health professionals which may either be a physician, a midwife or a nurse. (See Figure 5, Table C)

    The number of births by place of occurrence and by usual residence of mother showed a remarkable proportion of births attended by health professionals in 16 regions. The percentage of births attended by health professionals were more than 85 percent of the total births in each of

    these regions. This is indicative of improving health services in terms of maternal and child health care. Only Autonomous Region in Muslim Mindanao (ARMM) showed a very low proportion of medically attended births. More than half of the births that occurred in the region were attended by traditional birth attendants (hilot/ unlicensed midwife). (See Table C)

    AGE GROUP OF MOTHER AND FATHER Babies born to adolescent mothers (196,478) were four times more than those sired by adolescent fathers (52,342). Moreover, babies born to mothers aged less than 15 were 17 times more than those sired by fathers of the same age group. (See Table D)

    The modal age group of childbearing in 2017 was at 20-24 years old with 471,356 births (27.7%) of the total. On the other hand, fathers aged 25-29 were recorded to have sired the most number of births (416,168 or 24.5%).

    The median age of mothers was 26 and for fathers was 29 years old.(See Figure 6)

    BIRTH WEIGHT Birth weight serves as a measure of the nutritional status of newborns. Low birth weight is defined by the World Health Organization (WHO) as weight at birth less than 2,500 grams (5.5 lbs.)

    Of the total number of newborn babies, 86.4 percent were above the defined low birth weight. (See Figure 7)

    Most babies weigh at 2,500 to 2,999 grams or about four in ten babies. There were 2,515 (0.15%) babies who were born less than 1000 grams in 2017. (See Figure 8)

    BIRTH ORDER

    First-born babies had the largest proportion of live births accounting for more than one-third of all babies born in the country. They were followed by babies whose birth orders were second which accounted for about one-fourth of the total babies for the whole year.

    As birth order increases, the number of children born to mothers decreases. The number of babies born on the 5th and higher birth orders was about one-tenth of the total babies in 2017. (See Figure 9)

    About 40 percent of the total first-born

    babies were born to first-time mothers

    aged 20-24, while 27 percent are to

    teenage mothers. (See Table E)

    Over 60 percent of the total number of

    first-born babies have parents who are not

    married. Most of the unmarried mothers

    are aged 20-24, followed by mothers aged

    15-19.

    Moreover, childbearing at age less than 19

    years old is more likely to have

    complications during pregnancy and labor,

    that may result to higher morbidity and

    mortality to both mother and child. The

    danger of pregnancy is also true for

    women aged 50 years old and over.

    LEGITIMACY STATUS

    More than half (907,061 or 53.3%) of the total registered live births in 2017 were born out of wedlock (See Figure 10). The three regions which recorded the highest number of illegitimate children were from CALABARZON (144,622), NCR (141,206), and Central Luzon (100,956). The proportion of illegitimate babies in ten regions of the country was more than half of the total births. These regions are Eastern Visayas (65.4%), NCR (64.9%), CALABARZON (58.2%), Davao (57.4%), Central Visayas (56.7%), Bicol (55.7%), Caraga (55.6%), Northern Mindanao (53.6%), Central Luzon (52.7%), and Ilocos Region (50.6%).     BIRTHS OCCURRING ABROAD

    About 16,942 births that occurred among Filipinos living or sojourning abroad were reported for the year 2017, with a daily average of occurrence of 46 births. The sex ratio is 107 males for every 100 females born.

    The highest number of births occurred in the month of January with 1,624 (9.6%), while the least number of births was in November with 1,184 or 7.0 percent of the total births in foreign countries. (See Table G)

    The peak age of child bearing among Filipinos living abroad was at 30-34. (See Table H) Of the total births, majority were born to Filipino parents which accounted for 13,849 (81.7%) births. Most babies with a

    foreign-born parent had American fathers (264), followed by Korean nationals (148) and British nationals (140). On the other hand, the top three nationalities of foreign-born mothers were Chinese (16), Japanese (16), and Australian (9). (See Figure 11 and Table I)
