IcanhardlybelievethisisthelastVoterreportinmytwoyeartermasPresident.ThetimehasflownbyandIamverygratefulforthechancetoserveandlearnasPresidentofthisamazingorganization.IamespeciallyappreciativeoftheBoardmemberswhohavebeenacentralpartofeverythingtheLeaguehasaccomplishedandhavebeenverysupportiveofmeasthePresident.IwillcontinuetoserveontheBoardafterourverycapablenewleadershipteamiselectedatourMayannualmeeting,andwillalsobeservingalongwithNancyPorterandPollyHortonontheStateofIowaLeagueBoard.ThemoreIlearnabouttheLeagueofWomenVoters,pastandpresent,andtheworkwearedoing,themorecommittedIhavebecometotrytomakealittledifferenceinthefutureofourdemocracybybeingpartoftheLeague.Ihopeallofyoufeelthesame.

ProgramPlanning
HousingPosition TheLeaguebelievesthatwithinJohnsonCounty,decent,affordablehousingshouldbeavailableforindividualsandfamilieswithoutdiscrimination.Toachievethis,theLeaguerecommendsthatallgovernmentswithinthecounty,IncludingtheJohnsonCountyBoardofSupervisors,workwithlocalfor-profitandnon-profitorganizationstoestablishagencies,policies,andprogramsthatbuildandmaintainaninventoryofaffordablehousing. Toaddressthecountyneedsforaffordablehousing,theLeaguesupportsacooperative,regionalapproachto:
1. Maintainprogramsthatprovidesufficientfundsforaffordablehousing.2. Createpoliciesthatprovideanadequatesupplyofaffordablehousingforboth
ownershipandrental.3. Improveandincreasehousinginventorythroughnewconstruction,conservation
andrehabilitationofaffordableunits.4. Promoteenergy-efficienthousingtoreduceenergycoststohomeownersor
apartmentrenters.5. Providehousingforthehomeless.
Theultimateaimofsucheffortsshouldbethesuccessfulinclusionofaffordablehousingintoallneighborhoods,existingornew,witharangeofpricesandavarietyofhousingtypes;i.e.apartments,duplexes,triplexes,multi-familyunits.Atthesametime,outreachtocitizensshouldincludeinformationabouthousingavailabilityandcost.Localmunicipalitiesshouldevaluatetheirhousingstockregularlytoensurethattheiragencies,policies,andprogramsareeffectiveandattainingthegoalofmaintainingand,whennecessary,expandingaffordablehousingopportunitiesintheircommunities.
(TheLWVJCinitialHousingPositionwasreachedin1992afteratwo-yearstudy,thenrevisedin2003.This2016documentisthefirstupdatesincethattime.SeealsotheLWVUSHousingPositiononwhichtheLWVJCdrewatLWVUS.orgImpactonIssues:SocialPolicy/“EqualRights”;“FairHousing”;and“HousingSupply.”)
Winter2015,withlocalnewspapersreportingaseriousshortageofaffordablehousinginJohnsonCounty,LeaguemembersattheannualProgramPlanningmeetingdecidedtorevisittheLWVJC2003HousingPosition,inparttoreviewitandinparttomakesureitwasthebestpossibleadvocacytool.InFebruaryof2016,theHousingStudyUpdateCommitteehadcompleteditsreview,andbytheMarchittheCommitteewasreadytopresentadraftofanupdatedHousingPositiontotheLWVJCBoard.OnMarch21,2016,theBoardapprovedthedraftforpresentationattheAnnualMeetingMay2016. Theupdateretainsandhighlightsthe2003recommendationtolookforregionalsolutionstothispersistentproblemwiththecooperationofalllocalandcountygovernmententitiesandanyfor-profitandnon-profitorganizationsinvolvedinhousing.Inaddition,theupdateforegroundstheneedforsufficientfunding;emphasizesenergy-efficientinnovationtoreduceutilitycoststohomeownersandapartmentdwellers;addshousingforthehomelesstothelistofconcernsneedingattention;andurgescommunitiestoevaluatebothhousingstockandtheirprogramsregularlytoensuretheyareeffective.
