President' s MessageThank you to those members who participatedin our Annual Meeting on April 20th, an important event that gives League the opportunity toaffirm past accomplishments as well as vote onleadership and program for the coming year.Many of the accomplishments are noted in thisissue of the VOlER and are presented in "bullet" form because it would just take too muchspace to tell the detailed story about the level ofcommitment of our members to serving thecommunity through League.
LWVF Board Member Sue Dudley's presentation on Energy at our Annual Meeting was infonnative and thought-provoking. Severalmembers of the audience approached her laterfor a copy of her remarks, which she has promised to make available to us. Give us a coupleof weeks and then check with the office.
League's Day in Immokalee was a great success, thanks to "tour guide" Denise Coleman.Forty-two League members and guests learnedabout child care, health care, the GuadalupeCenter and its work, a tomato packing plant,housing, the economics of the community, andmuch more.
We were pleased at the ·outcome of the Board ofCounty Commissioner's vote on two issuesclose to our hearts, affordable housing and impact fees, in recent weeks.
Hope you'll come to hear about the pre-trial release program and a drug rehabilitation program on May 11th. Renee Hansen's JusticeCommittee has had a banner year! Her committee meetings rival many a college course forcontent and relevance.
I'd like to express my sincere appreciation tothe Board, committee chairs and all our members for making this a most successful year.I'm honored to be able to continue as your president and look forward to working with youwhen our activities resume in the fall. Have agreat summer!

About the program ...A look at pre-trial servicesand drug rehabilitation programs
Help for Collier's Adult OffendersPart of the Justice Committee's mission is to study~ operation of~e crim~al justice system in Col~er.County, placmg particular emphasis on rehabilItation programs and alternatives to incarcerationfor appropriate offenders. The May meeting willfocus on two such excellent progmms.
League member Judge Cynthia Ellis has workedextensively with Sheriff Don Hunter to set up a pretrial release program in her courtroom. She willdiscuss this effort, in which she grants minor offenders - many of whom cannot afford moneybail and who have been screened by the Sheriff'sd~p~ent --: pre-trial r~lease. Also addressingthis subject WIll be Pre-trial Release Supervisor forthe Sheriff's Department, Corporal Betsy Varnold.
Drug offenses take up an increasing part of thec.ourt'~ workl~ad,both in Collier County and nationWIde. Project Recovery, a drug rehabilitationprogram which operates in the jail, will be discussed by Captain Earl Jacobson, Jail Administrator, Joan Joslin, a National Certified AddictionCounselor who works with the prisoners, and Dr.Jane Haddad, Director of Mental Health Programsfor Correctional Medical Systems.
Join us in May for a timely discussion whichshould be of interest to all of us.

13th teen citizenship program teachesnuts and bolts of county governmentIn collaboration with Collier County 4H and Collier County PublicSchools, the LWVCC again conducted a very successful teen citizenshipprogmm, with students from 5 high schools participating. On-site visitswere made with elected county officials and staff. Among those visitedwere League members Judge Cynthia Ellis; Director, Extension ServiceDenise Coleman; Tax Collector Guy Carlton; and Supervisor of Elections Mary Morgan.
Affordable housing concerns result inLeague's monitoring both city and countyLeague:
• Gave imput to the City Council concerning the ComprehensiveHousing Affordability Strategy (CHAS) program and the use of adesignated site in the city for affordable housing.
• At the county level, supported efforts to establish a housingdirector who would report to the County Manager.
• Supported a new development, Osprey Landing.• Supported the Bear Creek development of 120 units.
Leaguers complete over 220 telephone interviews for County's Annual SurveyFor the fourth year, LWVCC members interviewed residents to discovertheir attitudes and opinions on county government services andcommunity issues. Results should be available in the near future.
Legislative Committee focuses its lobbyingeffons on legislative priority issuesState legislators answered a League questionnaire addressing priority issues, with their answers forwarded to our State office. The committee'sefforts included letters to our State representatives on merit selection ofjudges. Congressman Goss was contacted concerning solid waste andhazardous waste legislation and the issue of recycling materials.
Health Care consensus completedThis Committee's study of the delivery and fmancing of health care inthe United States culminated in consensus taking, with our League's"ballot" sent to the national office. Five members of the committee participated with other organizations in a Southwest Florida Health CareForum.

Justice Committee studies coun operationsand criminal justice in Collier CountyThe Committee interviewed:
• Circuit Court Administrator Paul Brigham• Bailbondsman Tom Clifton• Andrea Lissette, Court Advocate for the Shelter for Abused Women
The Florida League made the extension of merit selection and retention tocircuit and county judges a 1992 legislative priority, and the January General Meeting and Lively Issues speakers were:
• Attorney Frank Baker• Attorney Jan Brett, 20th Circuit Judicial Nominating Comm. Chair• League member Jeanne Brooker, a recent Commission appointee
The League also seeks to encourage implementation of the recommendations embodied in the County's Integrated Corrections Strategic Development Plan. Meetings of the County's Correctional Planning Committeewere attended by the Committee Chair.
"Oil dependency: the problems, the solutions"is focus of International Relations studyEnergy choices developed as a focus of the monthly discussions throughsuch reference material as Energy Technology Choices - Shaping OurFuture published by the Congress's Office of Technology Assessment.
Monthly meetings were held which featured in-depth reports by subcommittees on the following topics:
• Government Policies• Conservation/Efficiency• Alternative Energy Sources• Pollution
The Committee sponsored Sue Dudle~, LWVF Natural Resources Director, as the featured speaker at the April General Meeting. The title of hertalk was "Energy Will Shape Our Future."
Education Committee continues activities insuppon of better public school educationCommittee activities included:
• Attending all School'Board meetings• Continuing to support the mentor program at Naples High School• Working with ,the Collier County Public Schools and Naples Area
Chamber of Commerce to study the possibilities of a businesseducation summit
• Supporting the Greater Naples Civic Association's study ofyear-round schools.

Membership - Our League has grown from 172 members in April of1991 to 202 as of April of this year. A new member orientation was heldbefore the General Meeting on March 16, and a roster printed which isavailable to all members.
Finance - Economic pressmes caused a decline in giving by our corporate sponsors creating a budget shortfall. On the positive side, thepublication of the Voters Guide was generously supported as was the reprinting of Make Government Your Business. Member contributionswere less than anticipated; however, contributions to the James WestmanMemorial Fund helped us exceed our member goal.
Hospitality - Monthly meetings were held in the Norris Room of theDepot, October through May and had an average attendance of 73. Decorations coordinated with the meeting topic were provided by Pat Scudder, who also handled reservations and registration, assisted by LibbyHanson. Louise Porter was in charge of meeting arrangements.
Telephone - Members of this committee were faithful in remindingmembers of meetings.
Mailing - Meeting monthly, this committee was charged with seeingthat the VOTER was mailed.
VOTER - League's newsletter was published monthly, Octoberthrough May, with various committee chainnen providing the articles.The circulation of approximately 400 and reaches not only League members but also governmental and civic leaders. As well, it is sent to otherleagues throughout the state.
Voters Service Committee endeavors to "Take Back the System"Thanks to the efforts of many Leaguers, we:
• Sponsored a Deputy Registrar Training Workshop• Registered voters at: 5th Avenue Octoberfest, Coastland Mall (6 times), Naples High School, Barron
Collier High School, Lely High School, and St. John Neumann Catholic High School.• Compiled, published and distributed the Naples City Council Candidates' Questionnaires• Conducted a televised Naples City Council Candidates Public Forum with Palmer Cablevision.• Participated in Voter Outreach Election Education Efforts
