About the Program

This is a federal grant program that assists low-income, unemployed people 55

years of age or older who meet specific income and residence requirements, and

provides part-time employment opportunities with 501(c)3 non-profit organiza-

tions such as the Hagerman Valley Foundation.

A Dual Mission

This program has a dual mission - community service and employment. Commu-

nity service partners such as the Hagerman Valley Foundation identify the staff

they need but don’t have the resources to hire. While working for Hagerman Val-

ley Foundation and enhancing its services to the community, Experience Works

pays the wages and benefits. This fantastic opportunity to provide older workers

with a chance to use their lifetime of wisdom and work is one of the great hall-

marks of this program and why it has been so popular throughout its 50 year his-

tory.

November 5, 2019 Bond and Levy Requests

ALL GOODING COUNTY REGISTERED VOTERS CAN VOTE: (208) 934-4422, 208-934-4841 QUESTION: Shall Gooding County, Idaho (the “County”), be authorized to issue and sell general

obligation bonds in the principal amount of up to $15,966,955 for the purpose of financing (i)

the acquisition, construction and equipping of a County jail and (ii) improvements to and renova-

tion of the County court house including all lighting, heating, ventilation and sanitationn facilities

and appliances necessary to maintain and operate said buildings and facilities (the “Project”),

together with costs and expenses related thereto, the final installment of each bonds to fall due

not later than twenty (20) years from the date of issuance thereof, all as provided in the Bond

Election Ordinance No. 2019-113 adopted by the Board of County Commissioners on September

9, 2019? The following information is required by Section 34-439, Idaho Code:

The interest rate anticipated on the proposed bond issue, based upon current market rates, is

two and eighty-two hundredths percent (2.82%) per annum. The amount to be repaid over the

life of the bonds, based on the anticipated interest rate, is $21,267,100, consisting of

$15,966,955 in principal and $5,300,145 of interest. The estimated average annuaL cost to the

taxpayer on the proposed bond is a tax of $87.89 per $100,000 of taxable assessed value based

on current conditions and the data above. As of November 5, 2019, the County does not have

any existing bonded indebtedness.

ONLY THOSE IN HAGERMAN FIRE DISTRICT (ALL Hagerman, few in Bliss) CAN VOTE

Hagerman Fire District: (208) 539-6546 [please review commentary p17] QUESTION: Shall the Board of Commissioners of Hagerman Fire Protection District, Idaho be

authorized and empowered to permanently increase the property tax levy as permitted by Sec-

tion 63-802(1)(h) Idaho Code an additional One Hundred Thousand Dollars ($100,000) to defray

personnel costs associated with provisions for licensed services by the Hagerman Fire Protection

District 24 hours a day, 365 days a year, commencing with the fiscal year 2020-2021, and operat-

ing the District provided by resolution of the Board of Commissioners of the Hagerman Fire Pro-

tection District adopted on September 3, 2019? Approval of this levy override is necessary to

increase the protection of its resident's public health, life, and property. On a house valued at

$100,000 with a standard homeowner's exemption, the annual taxes collected for this levy

would be approximately $61.78.

ALL IN HAGERMAN/BLISS FIRE DISTRICTS minus any outside of Gooding County,

plus a few in Gooding Rural area, can vote: (208) 280-0352

QUESTION: Shall a new taxing district be created called the Hagerman-Bliss Recreation District?

The initial requested levy rate would be .0005. This means the estimated average annual cost to

the taxpayer would be $50 per one hundred thousand dollars ($100,000) of tax(able property

value. The maximum levy rate will never exceed .0006.

HAGERMAN FIRE PROTECTION DISTRICT

History of the Hagerman Quick Response

In 1980, a small group of individuals including myself, took a State First Responder

course and formed the Hagerman QRU. This unit was manned by Volunteers who

paid for their own training and supplies. The community was very giving and the

unit was funded with donations and fund raisers. Funding for the QRU continued

in random donations and various grants we acquired.

Several years later the Hagerman Fire District offered to let us keep our vehicle in

their new station which was considerabe help but still did not help with funding.

As the years went by with increasing call volume and cost of operations, the QRU

was in danger of disbanding. Because of this, the Fire Department acquired the

QRU and funded its operation but without any other training and equipment funds

to continue these services.

Now fast forward to 2019. Call volume is close to 400 calls per year and costs con-

tinue to rise. Now, a second full time employee is needed to help ensure timely

response.

Using current funding for this employee will strain our ability to acquire updated

gear and adequate training for our volunteers. By the way, if it were not for our

dedicated volunteers, 24/7 response would require at least 8 full time employees.

For the past 5 years, we have subsidized our operations by fighting fires outside

the State of Idaho. This income requires participants to leave their family and sleep

on the ground during the operations, making it increasingly difficult to obtain.

The requested permanent override levy, in the amount of $100,000, will be added

to our current budget every year and will be used very carefully in providing fire,

EMS and QRU services.

It's fall for sure and things are winding down at the visitor cen-ter. Our experiment with hands-

on stations was somewhat successful-- until people went out of their way to break things. We'll be trying more new activities and equipment as the time goes on. We will also have an internship or two avail-able for the spring if you know of a high school graduate who may want to try ranger work for 12 weeks or so, they can help us with our experiments as well. Speaking of experiments, we like to do monthly science experiments with the Hagerman Elementary students. If you would like to volunteer for an hour or two during the school day on a Tuesday or Wednesday let us know. Last month les-sons were anything from weather predict-ing to extracting DNA from peas! We hope to see you soon.

HAGERMAN FIRE DISTRICT The fall weather has shown up rather suddenly this year bringing cooler temps. Fire can still carry in the afternoons, there have been sev-eral wildland fires in the Magic Valley the past couple of weeks that developed and required multiple resources and departments to bring under control. With that everyone still needs to be very careful with you burning operations for the remainder of the fall season. Also with the cooling weather make sure that you wood burning appliances are cleaned and ready for safe operation for the winter months. Everyone needs to change the battery on the smoke alarms in your homes to ensure that they are in good working order, smoke detectors save lives. The Hagerman Fire Pro-tection District is on the ballot with a proposal for a levy increase. This proposal is for adding around $100,000 to our annual operating budget, this increase would amount to an increase of $61.00 for $100,000 in assessed property value. The District feels this increase would insure our ability to maintain the level

of service that the community has come to expect. This increase would be to fund person-nel costs for Fire and EMS, and replacement costs for an aging fleet of Fire and EMS appa-ratus. Please exercise your right to vote on this issue, everyone that resides in the Hager-man Fire Protection District can vote. The District encompasses around 110 square miles of area, if you live in the District please come out to vote.

BIG HUGE THANK YOU TO CHRISTALYN AND KALEB BRUNSON!! These two folks were able to

troubleshoot NUMEROUS problems that cropped up on Friday, a day before our event!! On

short notice, Christalyn and Kaleb pulled together a wonderful breakfast for our vendors and

parade entry folks! They organized the park entertainment, and worked tirelessly to get our

mobile stage ready for this event. We cannot thank you two enough for becoming a part of our

team... yall totally rock!!

BIG HUGE THANK YOU to Paul Johnson and 94.7 BUCK FM!! Paul has been the announcer for

our parade for 3 years running now. He is the morning DJ on BUCK FM, and if you haven't given this station a listen, you NEED to!!! They play TONS of classic country music. Paul and the sta-

tion provided the sound equipment as well. It was a pleasure working with you again, Paul!

BIG HUGE THANK YOU to Alan Jay (running for mayor) for providing the trailer we used for the

announcer platform! You have always come forward to lend Hagerman a helping hand, and we

truly appreciate all that you do for our town!

BIG HUGE THANK YOU to Jim Archibald (owner of Angler's) who lent us an extension cord when

we realized we couldn't reach the electrical box!! YOU saved the day, sir!! We didn't realize until

about 10 minutes before the parade started that we couldn't reach the power box at Chappel's

Market. Whoops!! Jim graciously loaned us a power cord.

BIG HUGE THANK YOU's go out to Bryon Hildreath and Toby Lapp, Idaho 75 Band, Greg Griggs,

Laura Lyon's Gooding and Hagerman Dance Studio and Jodi Hartman's Hagerman Music Acad-

emy. You folks provided entertainment for the crowd in the park, and you were willing to work

with the Foundation as things continued to change. We appreciate your patience and your help

with some fantastic music and dancing in the park!

BIG HUGE THANK YOU's to all of the folks who joined the parade! We had 34 entries this year-

the biggest parade yet! We had FIVE horse and wagon teams enter this year!! We were able to

convince these folks to join our parade by promising them that there would be NO sirens this

year. There were some teams that haven't had a whole lot of exposure to the public, and we

decided it would be safer for our crowd if we didn't risk a runaway team due to loud sirens.

BIG HUGE THANK YOU's to all of our vendors!!! We had over 52 vendors in the park after the

parade! We could NOT have had such a successful event if you folks hadn't committed to coming

to Hagerman BEFORE DAYBREAK IN FREEZING WEATHER and setting up your booths! We hope

that you had A FAB DAY of sales, and we hope to see you again real soon.
