VOLUSIA COUNTYSMART GROWTH

COMMITTEE MEETING

DECEMBER 11, 2013

DIRT ROAD ISSUES•Public Health – detrimental health conditions with exposure to particulate matter•Safety – unpaved roads are less safe for motorists than paved roads, primarily due to loss of visibility due to dust and loss of traction due to loose materials•Quality of Life – increased vehicle maintenance costs, dust issues, emergency access•Maintenance –grading roads is recurring routine maintenance, spot repair and rehabilitating dirt roads is additional maintenance. Level of service has decreased due to budget constraints.•Stormwater Issues – unpaved roads are very susceptible to washouts during heavy rainfall events causing erosion and sedimentation control problems•Environmental Issues – storm water runoff from unpaved roads washes sediment downstream into environmentally sensitive lands or in natural waterways. This sediment is a source of nutrient pollution to our waterbodies.
