during that year period. Membership dues are due no later than 15 days after receipt of the invoice and if paid late, a $15.00 late fee will be added for each month the payment is late.

Range Rules, Policies, & Procedures

1. Shooting hours are from 9:00 a.m. until 5:00 p.m. unless otherwise indicated on the calendar. However, hours are subject to Range Safety Officer (RSO) availability. Please check the RSO calendar on the +website for the hours of operation for each day. RSO’s work on a volunteer basis and donate their time for the benefit of the members. Please respect the RSO's and the hours posted by them.

2. New member orientations are mandatory prior to member's range usage. New members notified

of membership approval must contact the Assistant CRSO/Lead Safety Trainer, or his/her designee, to schedule an Orientation that will include a review of this document, and a live fire safety demonstration.

3. RSO’s are required to verify membership. When arriving at the range you must check in with the

on duty RSO, show your current membership card, and sign in. You must have your membership ID with you at all times while on the range property.

4. Unless otherwise exempted by the Director or his designee, you may bring a maximum of four

guests per visit. You are responsible for your guests and must be with them at all times when they are shooting, they may not handle guns while unattended. All guests must complete a liability waiver containing the following statements:

5. “By signing below I acknowledge that as a Volusia County Gun & Hunt Club (VCGHC) member, or

the guest of a member, I have read and understand the VCGHC Range Rules and Operating Procedures as instructed by the member. If I am participating in a scheduled competitive event I understand that I am a guest of the Match Director and am required to have made myself aware of all Range Rules and Operational Procedures. I understand that the VCGHC reserves to right to discontinue all shooting activities for violating the Range Rules and Operating Procedures or any acts of unsafe behavior on my part as determined by a VCGHC Range Safety Officer (RSO) or Match Director. A daily fee of $15.00 per guest will apply.”

7. Only parents or legal guardians can sign a waiver for nonmember minors under 18 years of age, grandparents cannot do so, nor can parents or legal guardians give verbal permission to do so, there are no exceptions. If a member shows up with a minor who is not their child they cannot sign a waiver for the minor so they and the minor must leave the property. Being told the minor will not shoot makes no difference, they cannot be on the property without being covered by a waiver.

8. If a minor with a valid VCGHC ID badge arrives with any adult member they are allowed to shoot

since they are a club member and their parent or legal guardian has already signed a waiver as part of their family membership. A family member minor arriving without an adult mem3 July 2020er is not allowed to shoot alone or with other minor.

9. Everyone must wear eye protection at all times anywhere on the property. Hearing protection should be worn when near active shooting.

10. Only those Firearm Instructor members certified by the NRA or a Federal, State, County, or

Municipal law enforcement agency, with a VCGHC Firearm Instructor Authorization in place, may teach or instruct at the VCGHC. Unauthorized Certified Firearm Instructor members are prohibited from teaching or instructing in any capacity, including non-compensatory or for financial benefit. Violators and students will lose their membership privileges.

11. Members not certified as a Firearms Instructor by the NRA or any federal, state, county, or municipal

law enforcement agency may coach others for no compensation or financial benefit.

12. Persons holding a concealed weapon or firearms license may carry concealed while on the range. However, the firearm must remain concealed at all times if not being used for practice. If you wish to shoot the concealed weapon for practice please inform an RSO before doing so. At his/her discretion you may be asked to demonstrate the ability to do so in a safe and proficient manner. Law enforcement personnel may carry weapons in accordance with their departmental policies.

13. No alcoholic beverages, empty alcohol beverage containers, or glass containers are allowed on the

range. Do not shoot if you are on any medications that cause drowsiness or may otherwise impair your judgment.

14. Please clean up after yourself by putting all appropriate trash into the provided barrels. Cardboard

targets and discarded sticks should be placed in the blue dumpster near the Connex.

15. Shooters are responsible for replacing any property damaged by their actions.

16. Absolutely no shooting of domestic livestock or wild game on the range.

17. Please pick up all brass, especially .22LR, and it put into the brass buckets, cases other than brass

should be disposed of in the trash barrels. You may take your own brass; however, brass that makes its way into the buckets becomes range property. Proceeds from the sale of this brass are used to replenish range supplies that benefit all members. Anyone caught taking brass out of the buckets will be asked to leave. If it happens again, you will lose your membership privileges.

18. The Woods Bay Shoot House is used for various competitive matches held at the range and is not available to the general membership unless under the direct supervision of a VCGHC Active RSO, Corporate Firearms Instructor, Visiting Firearms Instructor, Match Director Squad RO, or otherwise exempted by the Director or his designees.

19. Class 3 weapons are allowed with prior RSO notification and proper credentials, e.g., law

enforcement officer, NFA tax stamp, or a NFA Class III dealer. All NFA rules apply

Operational Procedures

1. Privately owned vehicles are not allowed on the handgun bays, they must remain in the designated parking areas outside of the large timbers unless otherwise exempted by the Director or his designees.

2. Transporting Firearms: All handguns, loaded or unloaded, must be carried to a gray table shooting

station fully encased to be unpacked and repacked, if loaded it must be unloaded under the direction of an RSO. (Handguns may not be hand carried in a holster). There is one shooting station in each bay and only two shooters are allowed to use it at a time. Upon reaching the shooting station if you have a holster you may then transfer the handgun from its case to the holster. Uncased guns must be stored at the shooting station, they are not allowed on the picnic tables. Range bags and gun cases are allowed at the picnic tables, ammunition is allowed at the shooting station or picnic tables. Guns are allowed on the white “Safe Tables”, ammunition is not.

3. Long guns must be in a gun case or have the action locked open, a chamber flag inserted, magazine removed, and be pointed straight down while being transported. At the shooting station long guns not in use must have the action locked open, magazine removed, and a chamber flag installed in the ejection port. Chamber flags are available for sale at the sign in trailer.

4. No one is allowed to shoot at any steel, with any gun, in bays one (1) and two (2). Any steel includes VCGHC

or privately owned steel.

5. No one is allowed to shoot at any steel with a long gun in bay three (3). For VCGHC purposes any gun

with a barrel length exceeding eight inches (8") is considered a long gun regardless of it's caliber

6. No one is allowed to shoot at any VCGHC steel in any bay with a long gun. When shooting at any steel in bays where steel is available to shoot, you must be no closer than the end of a fully extended reset rope for the plate racks. When shooting at privately owned steel in any other bays you must be no closer than a distance equal to the VCGHC plate rack fully extended reset rope.

7. All handguns not in use must have the action locked open with the ejection port facing up or the cylinder open so anyone can verify the firearms are safe. If your handgun is such that the action will not stay open on its own you must use a chamber flag, long guns must use a chamber flag at all times.

8. Keep all firearms unloaded until you are on the firing line and ready to shoot.

9. Paragraphs 6 and 7 are the number one violated rules by members, especially in regards to their

responsibilities for guests not being aware of our Range Rules. If in doubt please consult a RSO.

10. When shooting from behind a shooting station:

11. With a holster: Draw, load and shoot the firearm. After shooting a semi-automatic firearm remove

and secure the magazine, check and clear a round from the chamber, release the slide, point it downrange and pull the trigger, then holster the firearm. If the firearm has a magazine disconnect you will have to insert an empty magazine to pull the trigger. After shooting a revolver open the cylinder to remove the empty cases then close the cylinder and holster the firearm.

12. Without a holster: Pick up, load and shoot the firearm. After shooting a semi-automatic remove and

secure the magazine, check for a clear firearm, then lay the firearm down with the action open and facing up. After shooting a revolver open the cylinder to remove the empty cases then lay the firearm down with the cylinder open and facing up.

13. When shooting in front of a shooting station:

14. With a holster; Proceed to the firing line, draw, load and shoot the firearm. After shooting a

semiautomatic remove and secure the magazine, physically and visually verify the chamber is empty, then holster the firearm and return to the rear of the table. After shooting a revolver, open the cylinder to remove the empty cases and close the cylinder, then holster the firearm and return to the rear of the gray table.

15. Without a holster; with the gun unloaded proceed forward to the firing line with the muzzle

pointed at the rear berm then load and shoot the firearm. After shooting a semi-automatic remove and secure the magazine, physically and visually verify the chamber is empty. After shooting a revolver, open the cylinder to remove the empty cases then close the cylinder. With either, turn 90 degrees either way and position the firearm downrange with your hand on top so that you can carry it like a briefcase, complete the turn facing up range and proceed to the shooting station with the firearm pointing downrange. If right handed pass the shooting station on the left side and lay the gun down with the action open and facing up. If left handed pass the shooting station on the right side and lay the firearm down with the action open and facing up.

16. Do not carry any firearm outside of the bay unless it is unloaded and holstered or unloaded and fully

encased. Long guns must be unloaded with a chamber flag inserted and the muzzle pointed straight down at the ground.

17. For General Members; Unless under the direct supervision of a VCGHC Active RSO, Corporate

Firearms Instructor, visiting Firearms Instructor, Competitive Match Squad RO, or exempted by the Director or his designees, targets must be set up against the rear berm so that bullets impact it without first striking the ground, and with the shooting station or position chosen to provide 180 degree coverage within the side berms.

18. For Competitive Shooter Members; Targets must be set up so that all bullets impact a berm without first striking the ground with the shooting station providing 180 degree coverage within the side berms. RSO’s are tasked to inquire regarding your status as a competitive shooter without requiring documentation, and to ensure that target placement is in accordance with the above. At an RSO’s discretion, members may be asked to demonstrate the ability to perform combat or quick draw practice in a safe and proficient manner before being allowed to do so.

19. Do not handle any firearm for any reason while people are down range.

20. If you have a misfire, keep the firearm pointed downrange for 30 seconds before opening the action.

21. If you have a firearm malfunction and cannot clear it leave it on the shooting station table

pointed down range and contact an RSO. Due to insurance liability RSO's are not allowed to "work on" firearms and will carry the firearm to your vehicle if it can be done safely.

Bay 6, 15 position common firing line

1. VCGHC provides a 15 position firing line to accommodate shooters who would like to enjoy

shooting under a covered shooting area. This area is under the moderation RSO/shooters. The shooters who shoot in this area will be directed by the following:

2. The RSO/shooter will direct the shooters on the shooting line to cease fire by an audible horn

blast 3 times.

3. At this time the shooters will clear firearms of a round in the chamber then place a chamber flag in ALL firearms or case the firearm at the shooting position after the chamber is cleared of a round.

4. The RSO/shooter will then advise all shooters to step out of the shooting position behind the YELLOW post out of reach of all firearms on the shooting line.

5. Once all shooters are behind the YELLOW line the RSO will then turn on the YELLOW warning

light, remove the yellow chain and allow shooters to proceed down range to check and change targets.

6. AT NO TIME WILL ANY PERSON BE ALLOWED TO PROCEED DOWN RANGE WHEN THERE IS

SOMEONE FORWARD OF THE YELLOW POST IN A SHOOTING AREA.

7. No person will allowed to step into the shooting area or handle a firearm while persons are down range.

8. When all persons have returned to the area behind the yellow post the RSO//user will check

the down range again to make sure it is clear of all persons.

9. The RSO/user will re-secure the chain to block the down range entrance.

10. The RSO/user will then indicate the range is HOT by an audible single horn blast, verbal instruction, and turn off the yellow light.

11. The shooters will then be allowed to reenter the shooting area forward of the yellow post and

resume shooting.

900 yard range

1. The 900 yard range is strictly controlled by the range master and his designees. At no time will

any person be allowed to shoot at the 900 yard range unless they complete a qualification course by the range master or his designee. The only exception will be at the discretion of the range master, Gorka Ibanez or Lloyd Cornelius.

2. The only calibers allowed on the 900 yard range will be 30 caliber or less. Only exceptions will

be under the direct authorization and direction if the range master, Gorka Ibanez or Lloyd Cornelius.

3. Once a shooter has successfully completed the VCGHC qualification course, the shooter will be

allowed to shoot under the direction of the range master or his designee.

4. After the qualified shooter has been observed by the range master and his designees over several range sessions the shooter will only then be allowed to shoot at the 900 yard range unsupervised.

300 Yard Rifle Range Rules

Privately owned vehicles are allowed on the rifle range to set and check targets.

1. Long guns* must be in a gun case or have the action locked open, a chamber flag inserted, magazine removed, and be pointed straight down while being transported to a shooting station, not the safe table or bench behind the shooting stations. If cased it must be unpacked and repacked at the shooting station with the barrel remaining downrange, do not handle firearms in any manner when the range is in a “cold condition”. Be extremely aware of muzzle discipline at all times while transporting long guns and on the firing line.

2. Long guns not in use must have the action locked open with a chamber flag installed in the

ejection port, so anyone can verify the firearm is safe. Chamber flags are available for sale at the sign in RV.

3. Targets must be placed on the provided backboards and allow the shooter to see the berm

on both sides and the top and bottom of the target. Target placement areas are clearly designated; please do not put targets on, above, or below the timbers that support the backboards.

4. Targets may not be set at intermediate distances; to shoot at distances less than100 yards

you must do so at a handgun action bay.

5. Unless otherwise exempted by the Director or his designee the use of Tannerite or any other explosive targets, binary or otherwise, are not allowed at the VCGHC. Scheduled RSO's will receive advance notification of any authorized exemptions and the terms and conditions thereof. There are no exceptions!

6. New members must demonstrate the ability to handle long guns in a safe and proficient manner while keeping bullets within 10 MOA at a minimum of 100 yards with iron sights and within 10 MOA out to 300 yards with iron sights or optics.

7. If members require instruction in mounting optics, sighting in, or demonstrating the ability

to handle long guns in a safe and proficient manner within 10 MOA at a minimum of 100 yards, they must contact Gorka Ibanez or Lloyd Cornelius at 386-301-7881 to arrange for private instruction.

AGREEMENT, WAIVER OF LIABILITY, RELEASE, INDEMNIFICATION, AND COVENANT NOT TO SUE

By signing below I acknowledge that as a Volusia County Gun & Hunt Club (VCGHC) member, or the guest of a member, I have read and understand the VCGHC Range Rules and Operating Procedures as instructed by the member. If I am participating in a scheduled competitive event I understand that I am a guest of the Match Director and am required to have made myself aware of all Range Rules and Operational Procedures. I understand that the VCGHC reserves to right to discontinue all shooting activities for violating the Range Rules and Operating Procedures or any acts of unsafe behavior on my part as determined by a VCGHC Range Safety Officer (RSO) or Match Director. A daily fee of $15.00 per guest will apply.

I AGREE TO ASSUME THE RISKS incidental to such participation and, on my own behalf, on behalf of my executors and administrators, I RELEASE, INDEMNIFY, HOLD HARMLESS, COVENANT NOT TO SUE, AND FOREVER DISCHARGE the Released Parties defined below, of and from all liabilities, claims, actions, suits, damages, costs or expenses of any nature arising out of or any way connected with my participation in any such Activity and/or my failure to wear eye or ear protection during any such Activity. The Released Parties are the VCGHC, its members, shareholders, officers, directors, employees, range safety officers, authorized firearms instructors, contractors, volunteers, representatives, attorneys, insurers, successors, and assigns.

I expressly agree that this Agreement is intended to be as broad and exclusive as permitted by law and that if any provision of this agreement is held illegal, invalid or otherwise enforceable, the enforceability of the remaining provisions shall not be impaired thereby, and such invalid part, term or provision shall not be deemed part of this Agreement. I further agree that any ambiguities in this agreement shall not be construed in favor of or against any party by virtue of that party having drafted the Agreement. No remedy conferred by any specific provisions of this Agreement is intended to be exclusive of any other remedy, and each and every remedy shall be cumulative and shall be in addition to every other remedy now or hereafter existing at law or in equity or by statute or otherwise. The election of any one or more remedy hereafter shall not constitute any waiver of the right to pursue other available remedies.

This Agreement shall be governed by the laws of the State of Florida, and any legal action arising out of my participation in any Activity, or any litigation relating to the enforcement of this Agreement shall be commenced exclusively in either the Circuit Court of the Seventh Judicial Circuit in and for Volusia County, FL, or the County Court in and for Volusia County, FL, as appropriate.

I UNDERSTAND THAT ENGAGING IN FIREARMS SHOOTING ACIVITIES CONSTITUTES MY INVOLVEMENT IN A VERY HAZARDOUS AND DANGEROUS ACTIVITY WITH ACCOMPANING RISKS OF PERSONAL INJURY OR DEATH AND LOSS OR DAMAGE TO PERSONAL PROPERT, AND I HEREBY VOLUNTARY ASSUME THOSE RISKS.

This instrument shall remain in force and effect indefinitely. I have read and understand the foregoing provisions, Waiver of Liability, Release, Indemnification, and Covenant Not to Sue and I have executed this instrument voluntary on this date.
