and human rights by settingup good governance,Myanmar has still needs tostart those two tasks.Therefore, an internationalworkshop on mentionedrural development would beheld in December so as tostart the three tasks alltogether.

Reuters TOKYO, 8 Oct—When a two-day international conferenceon disaster and development opens from Tuesday in thedisaster-hit northeastern Japanese City of Sendai, Japan willhave its moment to shine — as a nation that survived lastyear’s catastrophic earthquake and tsunami with lessons toshare about disaster preparedness.

Global leaders, disaster experts and survivors will gatherin Sendai for the “Sendai Dialogue,” a meeting hosted by theJapanese government and the World Bank to focus on waysto reduce the economic impact of natural disasters.

It will draw lessons from the 11 March, 2011 earthquakeand tsunami that devastated vast areas of Japan’s northeast,especially the three prefectures of Iwate, Fukushima andMiyagi.

The dialogue, which is part of the annual meetings of theInternational Monetary Fund and World Bank in Tokyostarting also from Tuesday, will be attended by finance anddevelopment ministers as well as top officials from internationalinstitutions including World Bank President Jim Yong Kimand IMF Managing Director Christine Lagarde.Delegates arescheduled to visit sites in disaster—stricken areas, includingan elementary school that was one of the few buildings inSendai’s Arahama coastal district to remain standing after thetsunami.

With devastation by natural disasters a shared reality fordeveloped and developing nations, the Sendai meeting aimsto create a global consensus on how to better prepare fordisasters and learn from Japan’s multiple disasters last year,organizers said.

BEIJING, 8 Oct — USDefence Secretary LeonPanetta on Saturday warnedIran of more sanctions overits controversial nuclearprogramme, while theEuropean Union (EU) hasalso threatened recently toimpose a ban on Iran’s gasexport into Europe.

A 23-year-old man was shot in central Berlin on Sunday morning, lying in a doorwayat a train station when he was found by passersby, German news site the Local reported,adding that the hospitalized victim was in a critical condition.

Investigation is underway on the identity of the attacker, the police said.On Saturday, another 22-year-old was shot in the stomach after attending a party in

the early morning. A stranger shot him after an argument.Police are appealing for witnesses, the report said, adding that no clues have emerged

HSBC China services PMIrecovers to 54.3 after one-year

China’s services sectorrebounded in Septemberafter its growth hit a one-year low in August,according to a private sectorsurvey on Monday thatfollows last week’s muchmore gloomy officialassessment.

The HSBC servicessector PurchasingManagers’ Index rose to54.3 in September from 52.0in August, rebounding to itshighest level since Maythanks to an uptick in thenew business sub-index to54.0 - also the highest levelin four months.

The sunny results are inmarked contrast to anofficial non-manufacturingPMI released on 3 October,which showed activity inSeptember slowing to theweakest level sinceNovember 2010. The

official survey, publishedby the National Bureau ofStatistics, tends to reflectlarger state-owned firms,and the two do notnecessarily move in tandem.

Monday’s survey alsocontrasts with both theHSBC and the official PMIones of China’s vastmanufacturing sector,which indicate that China isheaded for a seventh straightquarter of slowing growth.

The research team hassuccessfully synthesized apeptide that mimics theactivity of a virus protein,with laboratory testsshowing the peptide killsmelanoma cells whileleaving normal human skincells unharmed, accordingto the statement of RMITUniversity.

They tested the efficacyof a peptide — a short chainof amino acids — that wasdesigned to work like theproteins of the myxomavirus, a cancer-killing virusshown to be toxic tomelanoma in previousstudies.

“Australia has thehighest incidence ofmelanoma in the world, withmore than 11,000 newdiagnoses each year,” saidLead investigator Dr TaghridIstivan in the statement.

Washington, 8 Oct—US Secretary of State Hillary Clinton on Sunday welcomed the announcement of a framework peace agreement between the Philippine government and the country’s largest rebel group, the Moro Islamic Liberation Front (MILF). “This agreement is a testament to the commitment of all sides for a peaceful resolution to the conflict in the southern Philippines,” the top US envoy said in a written statement.

Kaduna, (Nigeria), 8 Oct—Nigerian police in central north Kaduna State on Sunday confirmed the killing of two persons in Zaria area of the state by gunmen at a pub.

State police spokesperson Aminu Lawal told reporters in Kaduna, the state capital, that security operatives were on the trail of the gunmen, adding there were clues that would assist the police in tracking down the killers. Lawal urged the public to be more security conscious and to promptly report any suspicious characters in their midst. Security sources told Xinhua that the gunmen came in a vehicle and opened fire on their victims at the pub.

31 suspected terrorists killed in northern Nigeria

damaturu, (Nigeria), 8 Oct— Nigeria’s Joint Task Force in northeast Yobe State said on Sunday that it has killed 31 and arrested 10 suspected terrorists during a gun battle in Kandahar and Cemetery areas of Damaturu, the state capital.

The announcement was made in a statement issued by spokesman Lt Eli Lazarus in Damaturu, who added that a field commander of the terrorists was among the suspected Boko Haram members killed. The task force said it was working hard to track down other members of the group.

Weapons recovered included six rifles and 90 rounds of ammunition. Other items recovered were knives, bows and arrows, and three cans of improvised explosive device.

Chinese tourists’ per capita expenditure in Singapore triples in 10 years

singapore, 8 Oct—More and more Chinese tourists choose to visit Singapore for longer time, with visit arrivals doubled and per capita expenditure tripled during the past ten years from 2002 to 2011.

According to official data from Singapore Tourism Board (STB), China was once the third largest in-bound market for Singapore in 2002, with only 670,000 visitor arrivals. But since 2003, China has become the second largest in-bound market, from which about 1. 578 million people visited Singapore last year, a dramatic increase of 35 percent from 2010.

China’s ou tbound tourists also pay more attention to the quality of their travels. Wu Na, Director of Meridian International Travel, said a lot of Chinese tourists she received now choose to stay in Singapore for more than one day rather than simple sightseeing when transiting to other countries.

When one feels that there isno a glimmer of hope for personal achievementeven though he has fought tooth and nail, hisconfidence would erode over the time with nothirst for success.

Practical and creative approaches must beapplied into knowledge delivery to help tap thepotential intellectual ability of the youth whoneed to think freely without being restrictedwithin the old ideological framework.

One person killed in mine blast in SE Turkey

ankara, 8 Oct— One person was killed and another wounded in a mine blast in southeastern Turkey on Sunday, private Dogan news agency reported.

The mine, probably planted by the members of the outlawed Kurdish Workers’ Party (PKK), exploded when a tractor hit the mine at Sennoba area of Uludere town of Sirnak Province, leaving the 18- year-old Turkish citizen dead and a village guard wounded, according to the report.

The wounded was taken to Sirnak State Hospital for medical treatment, said the report.

The PKK, listed as a terrorist organization by Turkey, the United States and the European Union, took up arms in 1984 in an attempt to create an ethnic homeland in southeastern Turkey.

Violence claims 11 lives

in Karachi, Pakistan

islamaBad, 8 Oct—At least 11 people were killed and several others were injured in separate incidents of violence and target killings in Pakistan’s southern port City of Karachi over the last 24 hours, local media and police reported. Some unknown gunmen shot down a middle-aged man, Abbas Qadri, on Sunday afternoon in Sarjani Town area of the city. Police later confirmed that the deceased was an activist of a religious party, and his killing seemed to be an incident of sectarian attack.

A teenager was shot dead in Gulshan Iqbal area of the metropolis while three others were gunned down the restive Lyari and Korangi areas.

Australian radio host faces withdrawal of ad after comment on PM’s late father

CanBerra, 8 Oct— When Sydney radio talk show host Alan Jones told a Sydney University Liberal Club fund-raiser a fortnight ago that Prime Minster Julia Gillard’s father “died of shame” because of her lies, he would not have expected that all the sponsors would withdraw from his show.

The Macquarie Radio Network which owes Jones’ high-rating Sydney 2GB breakfast show announced on Sunday it would be temporarily suspending all advertising on the show, after an “unprecedented focus” on the controversial shock jock through mainstream and social media. Jones confirmed the news in his programme on Monday morning.

After his comments on Gillard’s father was made known, Jones had immediately arranged a Press conference to publicly apologize and made a further “unambiguous and unconditional” apology on air last Tuesday.

Despite his damage-control efforts, more than 85,000

people signed a petition last week calling for his sacking, while the Facebook page Destroy the Joint urged followers to write to advertisers and “destroy Alan’s joint”.

By 2 October, more than a dozen sponsors including Woolworths, Coles, Mercedes-Benz and ING Direct had canceled or suspended advertising on his program, estimated to make around 2 million Australian dollars (2.04 million US dollars) a month for the radio network. Tokyo, 8 Oct— Honda Motor Co said on Sunday it would recall about 489,000 CR-Vs sold in the United States and the Europe after finding rain water may enter the vehicles’ power window switch on the driver’s door, which could eventually cause the switch to overheat and catch fire.

The Japanese automaker

will be recalling about 220,000 CR-V sport utility vehicles in Europe, around 268,000 units in the United States and fewer than 100 in Africa, a Honda spokeswoman said. All the vehicles are produced between 2002 and 2006.

China tests world’s fastestalpine railway

HARBIN, 8 Oct—China on Monday showcased the world’sfirst alpine high-speed rail line, which threads through thecountry’s three northeastern provinces. A test train departedfrom Harbin West Station, located in the capital of HeilongjiangProvince, on Monday morning for Dalian, a port City inLiaoning Province. With a trial speed averaging 300 km perhour, the train completed the 921-kilometer journey in aboutfour hours.

Engineers with the railway project said the rail track builtusing cutting-edge technology can accommodate temperaturesbetween 40 degrees Celsius below zero and 40 degrees Celsiusabove freezing. Trains will be able to run at an average of 350km per hour on the line after safety tests are conducted. Theyhave adopted the eight-compartment CRH380B train modelbuilt by China Northern Railways.

The rail line, featuring 24 stations, is expected to go intonormal operation by the end of the year. The populousnortheastern provinces are known as China’s key industrialbase, and the high-speed rail line is expected to ease thetransportation bottleneck in the region. S Korea’s imported car sales hit new high in SeptSEOUL, 8 Oct—Imported car sales in South Korea hit a new

high last month due to continued demand for foreign luxury carmodels, data by the local trade association showed on Monday.

Sales of imported cars reached a fresh record high of 12,123vehicles in September, topping the previous high of 11,708units tallied in May, according to the Korea AutomobileImporters and Distributors Association (KAIDA). The figurewas up 20.6 percent from the same month last year, and was up14.6 percent from a month earlier.

For the first nine months of this year, imported auto salesamounted to 95,706 units, up 20.1 percent from the same periodlast year. The double-digit growth trend was attributable forrising demand for luxury models and consumption tax cuts forcars. “The September imported car registration increased on anon- month basis due to launch of some new models, delivery

of delayed orders and tax cut for cars,” said Yoon Dae-sung,executive director of KAIDA.

German luxury carmaker BMW ranked first in terms of best-selling brand last month with 2,308 vehicles sold here. It wasfollowed by Mercedes-Benz with 2,062 units and Volkswagenwith 1, 831 units. Audi ranked fourth with 1,441 units sold andToyota came next with 972 units.

The most popular model was Mercedes-Benz’s E300 modelwith 593 units sold to beat Camry manufactured by Toyota with531 units sold. It was followed by BMW’s 520d with 515 unitssold. By size, vehicles with an engine capacity of 2-liter or lesswere most popular, posting 48.5 percent market share inSeptember. Anti-tank mine explosion kills three farmers,injures 3 others in northwestern CambodiaPHNOM PENH, 8 Oct—

Three Cambodians have beenkilled and three othersseriously injured in an oldanti-tank mine explosion inthe country’s BattambangProvince, police confirmedon Monday.

The explosionhappened at 4:40 pm (localtime) when a home- madetractor ran over an anti-tankmine in Samlot district,Battambang province, about300 kilometers northwest ofPhnom Penh, Nguon Nuy,deputy police chief of Samlotdistrict said. “All of them arefarmers. They trucked cornfrom their farms and met the

incident,” he told Xinhuaover telephone, adding thatthe mine was likely to beplanted during the chronicwar in the 1980s. “The area isa former battlefield andlandmines have not beencleared from the area yet,”hesaid.

This is the secondremarkable mine explosionincident in the province inless than two weeks. The firstone occurred on 30 Sept, inwhich six people were killedand two others seriouslyinjured.

Cambodia is one of thecountries suffered worst frommines as the result of nearly

three decades of war andinternal conflicts from themid 1960s until the end of1998.

MOSCOW, 8 Oct — Russia on Sundayunveiled the torch relay route of the 2014Winter Olympics to be held in Black Sea resortCity of Sochi, saying the longest-ever relaywould be launched within 12 months in thecountry.

The 123-day relay will run across some65,000 kilometers from Russia’s westmostexclave of Kaliningrad to the frozen Chukotkain the Far east, more than one and a half timesthe circumference of the Earth. According toDmitry Chernyshenko, president of theOrganizing Committee of the Sochi Games,the main task of the relay was to unite thewhole country.

“We have to fulfill a responsible andambitious task — to unify our country’speople and rediscover the diversity and beautyof Russia, first of all, for ourselves,”Chernyshenko said. “We want to allow every

people to feel as a part of the Olympic movementand every town to become an Olympic host fora short time,” he said.

By tradition, the Olympic flame will be litduring a ceremony in Olympia, Greece, onSunday and reach Moscow on 7 Oct, 2013 tobegin the relay.

Chernyshenko revealed the relay routecovered all 83 Russian regions, adding thatthe flame would even reach the bottom of theworld’s deepest Lake Baikal in Siberia.

“Our task is to do our utmost to show theOlympic flame to 90 percent of Russians,” hesaid. More than 14,000 torchbearers and some30,000 volunteers will accompany the flame.
