At PPANO, November is the time for our “Annual Meeting”… a cause for celebration, for reflection, for moving

forward. It’s a time when we as an organization stand up, unified… because we are continuing to make a positive impact

for our profession in Northern Ohio

In this our last issue of Compass Points for 2017, I have tossed and turned, written and re-written, thought and rethought

and whittled away to a crossroad that our Country is experiencing in these most difficult of days. We are crossing the lines

of social and political interaction and in the process forgetting about some of the basic tenants of our obligations as United

States citizens... or are we? In 2016, Colin Kaepernick, a free agent NFL quarterback, who was at the time playing with

the San Francisco 49ers, sat and later knelt during the playing of the National Anthem in protest of police brutality and

racial inequality... his actions set in motion a loud statement of grievance for reform of a government that was missing the

mark in protecting the lives and liberties of some of its own. In 2017, in response to comments made by our President, the

numbers joining his protest grew to over 200 in one weekend of NFL games and more in other sports and entertainment

venues around the world.

When the founding fathers of this Country signed their names to the Declaration of Independence, they did so as a stand of

solidarity against political alliance with Britain, most certainly an act of courage that required great personal sacrifice. We

didn’t even have the flag as we know it today, and, it was more than 100 years later before the Star Spangled Banner was

adopted as our National Anthem. Yet, these 56 patriots (including eight from Britain) felt it their obligation and

unalienable right to express concern for their “life, liberty and pursuit of happiness.”

Kneeling or sitting before the Flag or during the National Anthem, both, symbols which celebrate our freedom, would not

be my choice or platform of protest… but, whether or not we are all in agreement of how we choose to petition the

government to respond to our concerns, our choices clearly define our right to say “yes” or “no”, which by its very nature

is one of the principles of the real liberty that makes America a great country.

The American Legion was chartered and incorporated by Congress in 1919 to advocate patriotism. Today, it’s America’s

largest veteran’s service organization that continues to uphold time-honored values.

Much like PPANO, the American Legion’s success depends on active membership, participation and volunteerism. I’m

not saying, that your active participation in PPANO will change the moral fiber of our Country, we still have much to do

in that arena… but, standing up for something you believe in WILL impact an organization that has learned that the secret

to getting it right… is getting it started and doing it right. That doesn’t always happen the first time, but, lessons are

learned when you engage and perfection comes to those who grow from the experiences.

I can’t condone the behaviors or commentary that comes from the leadership and mentors of this Country… most of it has

no place in the governing of this great land… but, we don’t change the problem by creating new ones, and, we can’t

always fight those who are calling for reform in their own chosen ways. We change the problems by coming together and

getting it right… by advocating new direction with random acts of kindness… by making a positive impact with the

authenticity of our lives. Mother Teresa said it best, when she said: “I alone cannot change the world, but, I can cast a

stone across the waters to create many ripples.”

The use of digital signatures is common place in the private sector, commercial transactions, and even when applying to

universities. But how can public procurement transition away from the pen to implementing and taking advantage of the efficiencies

signatures legally binding.

Conducting RFPs can be intimidating for many procurement professionals – but that does not have to be the case! We will

examine real-life examples of potential evaluation criteria and price scoring methodologies to discover what works best for varying

situations. Pick up tips on who to include on evaluation panels, as well as the keys to conducting successful, professional panel

In the last edition of “Compass Points” I wrote about my experiences at

NIGP Leadership Development Symposium and how it opened my eyes to the vast professional network of

chapter and NIGP leaders that we have to turn to. As I alluded to then, it was eye opening. This past August, I

had the opportunity to take part in another professional development first, my first NIGP Annual Forum and

Products Exposition. I am happy to report back again, that it was another phenomenal even hosted by the

NIGP. If my network expanded tenfold at Symposium, it grew exponentially at Forum. As we all know, the

daily grind of working in public procurement is extremely rewarding, but can also be challenging and taxing at

the same time. Taking time away from the office to network and learn with and from likeminded professionals

was extremely refreshing. Whether someone is a buyer in a Florida Park system or a Contract Manager for a

West Coast City, we all face many of the same issues and can learn from one another. In addition to moving

forward with my own professional development,

I have two main goals that I want to achieve after my first Forum experience. First, I want to continue to see

PPANO evolve and grow as an organization expending our network and offerings. We have come a long way

in three years, but I know that we have the talent within our ranks to become a group that makes other Chapters

say “WOW!” Second, it is my hope that PPANO can continue to look for ways to expend our member

involvement with NIGP.

As I mentioned at the last meeting, and we will be looking at again soon, the PPANO Board is close to

announcing at least one new program to make this a reality. I am going to close

this article the same way I closed my last. My challenge for each and every

member of PPANO is to think about how you can get involved, both with

PPANO or NIGP. You never know where it could lead!

Start planning now for the 2018 NIGP Forum in Nashville, TN.

PPANO Members,

As we close another successful year I would like to take a few moments to thank everyone for the generous donation of your time and

commitment to our AWESOME organization.

In 2017, our dedicated officers, board members and committees were hard at work and held four successful educational classes (two classes

via a grant by US Communities), a “Meet, Greet and Eat”, organized four chapter meetings, golf outing, revised the By-Laws and much more.

Membership is holding steady and the Membership Committee is working diligently recruiting new members. As part of our commitment to the

outreach program; PPANO will be attending the Ohio Parks Recreation Association Conference (OPRA) - January 29-30, 2018. This will be a

great way to showcase our chapter’s mission, vision and value to several hundred government entities in Northeast Ohio as well as other

entities throughout our State.

Please save the date for the following:

1. Trade Show on April 20, 2018 Corporate College East.

2. Annual Golf Outing on September 14, 2018 at Big Met Golf Course.

With that said we need your help for these events. Keep an eye out for volunteer opportunities via Member Connect.

Please utilize the Professional Development Assistance funds (PDA’s) to attend a class, forum, NIGP registration, etc. These funds are

available to YOU our members. It doesn’t take much to get a few hundred dollars.

As we move forward I encourage all of you to get involved at some level. Join a committee, attend a class, volunteer at a PPANO event, etc.

PPANO values your time, commitment, and passion to keep us thriving.

Thank you for all that you do.
