Texas Comptroller Susan Combs reminds Texasfamilies to take advantage of the opportunity to enrolltheir children in the Texas Tuition Promise Fund andavoid future increases in tuition and required fees atTexas public colleges and universities. The currentenrollment period for the state’s prepaid college tuitionprogram ends Feb. 28. The Texas Tuition Promise Fund allows participants tolock in the cost of undergraduate tuition and requiredfees at Texas public colleges and universities attoday’s prices and choose from a variety of affordableoptions to prepay for those costs. “In Texas, the average cost for 15 credit hours at apublic college or university has risen by more than 70percent since 2003,” Combs said. “With the TexasTuition Promise Fund, families can avoid future tuitionand required fee increases at Texas public colleges.” After Feb. 28, enrollment in the program at 2010-11prices will close, except for parents of newborns andchildren under one year old, who have until July 31 toenroll at this year’s prices. Open enrollment willresume in September with new contract prices basedon Texas public college costs for the 2011-12academic year. The Plan is a prepayment contract for tuition andrequired fees at Texas public colleges and universities.It also includes all the tax advantages that come withany other 529 plan, including federal income, gift andestate tax benefits. Under the plan, families can prepay tuition andrequired fees for a four-year degree, two years ofcommunity college or just a few classes or semestersat Texas public colleges and universities by purchasinghigher education “tuition units.” It takes 100 units topay for one academic year of tuition and required fees.Payment options include lump sum payments, severalinstallment plans and a pay-as-you-go plan that letsfamilies start small and gradually add more units at theprices in effect at the time of purchase. Once youraccount is opened, your friends and family can makecontributions to your child’s account using the TexasTuition Promise Fund gifting option.
