(1)

Theprovisions

contained

in

the

Particular

Specification

and

the Drawings shall in the event of any inconsistency or

discrepancy prevail over the provisions contained in this

General Specification (GS) and the Materials and

WorkmanshipSpecification.

(2) The provisions contained in the GS shall prevail over the

provisionscontainedintheStandards,CodesofPracticeand

similarstandarddocumentsstatedintheContract.

(3) This GS shall be read in conjunction with other documents

includedin

the

Contract.

(4) Allclauseandsectionreferences intheGSshallrefertothe

Sections, SubSections, clauses and subclauses within this

documentunlessspecificallydescribedotherwise.

(5) References in the Contract to "General Specification" shall

meanthisdocumentandtotheprovisionscontainedherein.

(6) Further to the requirements of the Conditions of Contract

concerning the sufficiency of the Contract Documents, the

(3) Further to Clause 1.1 of the Conditions of Contract, the

following words or phrases used in the GS shall have the

meaningsgiventothembelow:

Baseline Programme means the Works Package

Contractorscoordinated

detailed

programme

for

the

Works

prepared in accordance with Clause G12.6, and which is

referred to in the Conditions of Contract as the baseline

programme, Approved Programme or Approved Revised

Programme,dependingonthestatusoftheprogramme.

Commissioning means all activities and operations to be

performedbytheWorksPackageContractor toensurethat

allmachinery,apparatusandsystems, insofaras ispossible,

is capable of being fully operated by the Works Package

Contractor to satisfy all Integrated Test functions and tests

tobeperformedduringtheTestRunningperiod.

Completion Testsmeans tests including InstallationTests,

PAT, SAT, TOC and PRO to be executed after the supply,

deliveryandinstallationofthePermanentWorksbutpriorto

practical completion of the Works or after any part of the

Permanent Works contained in any section of the Works is

installed but prior to practical completion of the section of

theWorksinwhichthepartiscomprised.

Contractors

Independent

Checking

Engineer

means

the

Registered Professional Engineer appointed by the Works

Package Contractor to independently check and certify the

designofTemporaryWorks.

"DefinedArea"meansanareaoftrackasdescribedinClause

G2.11.

DesignDocumentsmeansalldrawings,designcalculations,

software, specifications, samples, patterns, models, written

procedures and all other documents and things relating to

the

design

of

the

Permanent

Works

and/or

the

Temporary

Works which are prepared by or on behalf of the Works

PackageContractor.

"General Works Train" or Works Train means any rolling

stockprovidedbythePDPortheWorksPackageContractor

respectively for thepurposeofcarryingout installationand

testingworkswithintheDefinedAreaorRestrictedArea.

IntegratedTestmeansthosesystemwideoperabilitytests

tobeundertakenbytheWorksPackageContractorwhereby

the

Works

Package

Contractor

shall

demonstrate

the

compatibility between his plant and the plant of Other

WorksContractors.

Monthly Progress Report means a report which shall be

preparedandsubmittedbytheWorksPackageContractorto

the PDP on a monthly basis, detailing the progress of the

ContractandothermattersasspecifiedinSectionG12.

"Operating

Railway"

means

the

existing

railway

tracks

currentlyinrevenueoperationorinTrialOperationsandany

ancillaryareassuchasthedepots,sidings,stations,terminus

and traction power feeder stations which form part of the

operatingsystem.

"RailwayOperator"meansPrasarana(oroneof itsgroupof

companies),orKTM,orothersuchcompanywhichoperates

or will operate the particular railway or transit system

referredtointheclauseinwhichthetermhasbeenapplied.

"RelevantAuthority"

means

any

Government

department

or

publicbodyhavingjurisdictioninrelationtotheWorks.

"Restricted Area" means the location in the railway under

construction which houses electrical or mechanical

equipmentthathasbecomeenergisedandhencepotentially

dangeroustopeopleworkinginthearea. Whenthetermis

usedfortrackareaitsassociatedpowerrailisenergisedand

it isbarricadedfromunauthorisedaccessandtrainsmaybe

runningathighspeedfortesting.

curve

means

the

graphical

relationship

between

the

planned (and actual where appropriate) quantity of

completed work (or resources) and time. The curve

producedistobeillustratedonanaccumulativebasiswhere

the slope of the line indicates the rate of undertaking the

workorrateofexpenditureoftheresources.

TestRunningmeansthatperiodofPAT,SAT,andTOCprior

toTrialRunningwhentheOtherWorksContractorsshallbe

testing their plant and equipment and run the same in

conjunction

with

the

Railway

Operator.

In

addition

during

thisperiodsystemwidetestsshallbeundertakenthatshall

requiretheattendanceofrelevantOtherWorksContractors.

TrialRunningmeansthatperiodimmediatelyfollowingthe

completion of a section of railway under construction, but

prior to opening, when the Railway Operator shall be

operating the rolling stock and all other systems and

generally using the railway as though a scheduled service

was operating, except for the absence of farepaying

passengers.

requires.

(2) Utilitiesareelectricity,lighting,trafficcontrol,telephoneand

other communication cables, gas, water supply, sewerage

and drainage, including all associated protection, supports,

ancillarystructures,

fittings

and

equipment.

(3) Survey Datum Levels refers to the prevailing datum system

applicabletotheKlangValley.

(4) The survey projection and the coordinates used on the

Drawings refers to theprevailing surveysystemapplicable to

theKlangValley.

Trials G1.4 (1) Trials shall be carried out as stated in the Materials and

Workmanship Specification to demonstrate that proposed

materials

and

methods

of

construction

will

produce

work

whichcomplieswiththespecifiedrequirements.

(2) Trials shall be carried out before the construction of the

relevant Permanent Works commences so as to allow the

PDPasufficientperiodtodetermineifthetrialcomplieswith

thespecifiedrequirements.

(3) Trials shall be carried out using materials and methods of

constructionofthetypesandlocationsapprovedbythePDP.

(4)

If,in

the

opinion

of

the

PDP,

work

which

complies

with

the

requirementsoftheContracthasnotbeenproduced inthe

trial, particulars of proposed changes to the materials or

methodsofconstructionshallbesubmitted forapprovalby

thePDP,andfurthertrialsshallbecarriedoutuntilrelevant

work which complies with the specified requirements has

been produced in the trial, unless otherwise agreed by the

PDP.Worksforwhichtrialsarerequiredshallnotcommence

until, in the opinion of the PDP, work which complies with

thespecifiedrequirementshasbeenproducedinthetrial.

(5) UnlesspermittedbythePDP,thematerialsandmethodsof

constructionusedtoproduceworkwhichcomplieswiththe

specifiedrequirementsinatrialshallnotbechangedunless

furthertrialshavebeencarriedouttodemonstratethatthe

proposedchangesaresatisfactory.

Practice

G1.5 (1) The particular edition of any Standard or Code of Practice

applicable to the Works, shall be the edition stated in the

Specifications. If no edition is specified, the Standard or

CodeofPracticeshallbedeemedtobetheeditioncurrentat

thetime

of

Tender,

unless

otherwise

approved

by

the

PDP.

If

theMalaysianStandardexists,whichthePDPdeterminesto

beequivalenttotheBritishorotherStandardspecified,then

(3) The Works Package Contractor shall provide for the use of

the PDP such Standards and Codes of Practice as may be

thepropertyoftheWorksPackageContractor.

(4) The Permanent Works, and, where appropriate, materials

andworkmanship,shallbe inaccordancewiththeMaterials

andWorkmanshipSpecificationandtherequirementsofthe

Contract, or where no standard is identified, the Works

Package Contractor shall make a proposal which shall be

subjecttoapprovalbythePDP.

Drawings G1.6 (1) A list of those drawings forming part of the Contract

(2) All references to drawing numbers shall refer to the latest

duringthecourseoftheWorksandformthebasisforfuture

Site reinstatement and as a record for details/standards

requiredforsuchreinstatement.

(9) Precondition surveys of buildings and structures shall be

carried out by a suitably qualified engineer or qualified

building surveyor, as necessary for the nature of the

structure concerned and which shall produce an accurate

record (together with photographic records) of the existing

stateof

the

structure

prior

to

the

commencement

of

work

in

theconcernedarea. Inadditiontoanyreportsissuedtothe

Relevant Authorities, the Works Package Contractor shall

submitthree(3)copiesofthepreconditionsurveyreportsto

the PDP not less than twentyeight (28) days prior to the

commencementofworkinthatarea.

(10) The Works Package Contractor shall conduct video record

surveysofallexistingdrainageandseweragesystemswithin

anddirectlyadjacenttotheSiteandsubmittothePDPtwo

tocommencement of any works within the relevant parts of

the Site. The surveys shall extend to the first manhole

(11) The Works Package Contractor shall conduct video record

surveys of all existing and new drainage and sewerage

allsurveyrecordsandvideofootagewithintwentyeight(28)

days of the issue of the Certificate of Practical Completion

fortheWorks.

(6) The location and size of stockpile material, including

excavated material within the Site, shall be submitted for

approvalbythePDP.Allstockpilesshallbemaintainedatall

timesinastablecondition.

(7) TheWorksPackageContractor shallnotallowanimals tobe

broughtonto

the

Site.

Siteservices G2.3 (1) TheWorksPackageContractorshallprovideallsiteservicesas

necessaryandappropriatefortheconstructionoftheWorks,

whichshallinclude,butnotnecessarilybelimitedto:

a) electricity;

b) water;

c) compressedair;

d)

sitecommunication

facilities;

e) temporarydrainageandsewagedisposal;

f) temporaryfireprotectionsystems;

g) temporarylightningprotection;

h) dangerousgoodsstores;and

i) temporarylightingfacilities.

(2)

Suchservices

shall

be

provided

by

the

Works

Package

Contractor for use solely in connection with the proper

executionof theWorks.TheWorksPackageContractorshall

comply with all regulations of the utility undertakers and

Government Departments concerned. The Works Package

Contractor shall provide and maintain all installations

associatedwithsuchservicesandinrelationtheretoshalltake

allreasonableprecautionstosafeguardthesafetyandhealth

of all persons and the security of the Site. The PDP may

require the immediate disconnection or alteration of such

installations or portions thereof as he considers to be

prejudicialtosafety,healthorsecurity.Assoonasanyorall

oftheWorksPackageContractor's installationsareno longer

requiredfortheexecutionoftheWorks,theyshallbeentirely

removedtothesatisfactionofthePDP.

(3) All installations shall comply fully with all appropriate

statutoryrequirements.Pipes,tubes,ductsorcablescrossing

highways,footpaths,orrightsofwayshallberampedoveror

recessedbelow

the

surface.

Specific

services

shall

comply

withthefollowing:

a) Electricity

The electricity supply shall comply with the

requirementsofSectionG7herein.

b) Water

Anadequatesupplyofpotablewatershallbeprovided

at

the

Site,

including

provision

to

the

satisfaction

ofthewatersupplyauthorityofanystoragetankssothat

sufficient potable water is always available for the

executionoftheWorks.

c) CompressedAir

Except in pressurised workings, the compressed air

supply forpneumatictoolsandequipmentshallbeat

apressureofnotmorethan0.9MN/m2orothersuch

pressureasmaybe limitedbyprevailing regulations.

Detailsof

proposed

air

supply

for

use

in

pressurised

workings shall be submitted by the Works Package

ContractorforapprovalbythePDP.

d) SiteCommunicationFacilities

The Works Package Contractor shall install efficient

means of site communications including messenger,

telephone and,where appropriate, twoway radio to

thesatisfactionofthePDP.Intunnelwork,theWorks

Package Contractor shall install telephone

communicationbetween

tunnel

faces,

bottoms

and

tops of shafts and the Works Package Contractor's

officeandPDP'soffice. Temporary telephonepoints

alongtunnelsshallbeprovidedatevery500metres.

e) TemporaryTunnelandSubwayVentilation

The temporary ventilation system for tunnels and

subways shall achieve aminimum air velocity of 0.3

m/secand

shall

prevent

still

air

in

equipment

rooms,

cross passages and niches. The Works Package

Contractor shallensure thatallemissions,discharges

oroperations shall include localventilation toensure

suitableemissiondilution. Ifadditional ventilation is

required to support the activities of the Works

PackageContractor inaccordancewiththeairquality

guidelines of BS6164, this shall be provided by the

Works Package Contractor. All practical measures

shallbetaken,includingtheuseofcatalyticconverters

toensure

that

diesel

operating

plant

is

maintained

and

operated to a high standard in order to minimize

emissionsandensuremaximumdilution.

(4) ThePDPwill instructtheWorksPackageContractorastothe

requirements for site services tobe connected to thePDP's

portable site accommodation at any given location and the

Works PackageContractor shall provide andmaintain these

servicesduringhisuseoftheSite.

Sitecleanliness G2.4 (1) The Site shall bemaintained in a clean and tidy condition.

Materials,including

materials

required

for

Works

shallbestoredinanorderlymanner. Rubbish,debris,cement

bags,disused formwork,disusedpackagingandthe likeshall

be disposed of at least once a day and the works areas

cleanedbyflushingwithwaterifnecessarysothattheSiteis

kept constantly cleanand tidy. Notwithstanding the above,

theWorksPackageContractorshallalsoplacerubbishbinsat

strategiclocationsthroughouttheSite.

(2) TheWorksPackageContractorshallthroughouttheperiodof

theContractprovideacentraldebriscollectionpointonSite,

as approvedby thePDP. OtherWorksContractors shallbe

required todeposit theirdebris in this collectionpointona

dailybasisandtheWorksPackageContractorshallathisown

expenseprocure the regular collection and removalof such

debris from the Site.Aftereveryworks shift, allwork areas

shallbecleanedandmadetidytothesatisfactionofthePDP.

(3) As part of the Works Package Contractors general

housekeeping, the removal of all unused materials,

construction detritus, general waste, redundant packaging

andthe

like,

shall

be

planned

and

carried

out

on

aregular

basis,andwhichshallalsobepartofhisfirecontrolstrategy

for the Site. In addition, the Works Package Contractors

housekeepingproceduresshallalsoincludethemonitoringof

waste and detritus produced and left on the Site byOther

Works Contractors to ensure that the Other Works

Contractors are also removing suchmaterials from the Site

expeditiously, and to alert the PDP in cases of non

cooperationinsuchmatters.

(4) The Works Package Contractor shall ensure that no earth,

debris,orrock isdepositedonpublicorprivaterightsofway

asa resultof theWorks, includinganydepositsarising from

themovementofWorksPackageContractorsEquipment.All

roads, both within and external to the Site which are

impactedonbytheWorksshallbekeptincleanconditionby

theWorksPackageContractor.Allhaulroadswillberegularly

gradedandwatered,asnecessarytominimisedustnuisance.

(5)

The

Works

Package

Contractor

shall

provide

and

maintain

apatrol unit for the duration of theContract. The unit shall

compriseone(1)foremanandtwo(2)labourerswhoshallall

be delegated fulltime to the unit. Themain duties of the

patrol unit shall include the up keeping of proper lighting,

signingandguardingprovisionsaswellasotherrelatedduties

asdirectedfromtimetotimebythePDP.

(6) Thepatrolunit shallbe required toworkoutside theWorks

PackageContractor'snormalworkinghours ifsorequiredby

thePDP.

(7) The Works Package Contractor shall provide all necessary

protective clothing, safety equipment, hand tools, ladders,

trestles,power supply, replacement equipment and the like

fortheexclusiveuseofthepatrolunit.

Parking

Facilities

G2.5 (1) The Works Package Contractor shall provide adequate

parking facilities formobile equipment and vehicles on or

closetotheSite.

(2) The parking facilities shall provide adequate space for

parkingall

mobile

equipment,

works

vehicles,

delivery

vehicles,stafftransportationvehiclesandvisitorsvehicles.

(3) WheretheparkingfacilitiesarelocatedontheSite,covered

walkwaysshallbeprovidedbetweentheparkingareasand

Site facilities such as offices, storage, and accommodation

areas.

(4) WheretheparkingfacilitiesarelocatedawayfromtheSite,

shuttle bus services and covered waiting areas shall be

providedtofacilitatethemovementofpeoplebetweenthe

parkingfacilityandtheSite.

(6) TheWorksPackageContractorshallatalltimesensurethat

public nuisance is not caused by the parking of mobile

G2.6 SitePestControl

RodentControl G2.6.1 The Works Package Contractor shall at all times take effective

measures to prevent damage by rodents to the PermanentWorks

andconstituentparts thereof,suchascables,electroniccards,etc.,

during theexecutionof theWorksandshalladvise thePDPofsuch

measurestakenaccordingly.

Preventionof

mosquito

breeding

G2.6.2 Measuresshallbe taken topreventmosquitobreedingon theSite.

Themeasurestobetakenshallincludethefollowing:

a) Emptycans,oildrums,packingsandotherreceptacleswhich

may retainwater shall be deposited at a central collection

pointandthosenotrequiredforfutureuseshallberemoved

fromtheSiteregularly.

b) Standing water shall be removed or, where this is not

practicable treated at least once every week with an

environmentally acceptable product which will prevent

mosquitobreeding.

treatedinsuchamannerthatwaterwillnotberetained.

G2.7 The Works Package Contractor shall comply with the obligations,

requirements and restrictions applicable to any land allocation for

theWorksPackageContractor'suse.

SiteSecurity G2.8 (1) TheWorks Package Contractor shall establish, operate, and

maintainasecuritysystemfortheSiteinaccordancewiththe

requirementsoftheParticularSpecification.

(2) The Works Package Contractor shall provide adequate

training forhis securitystaff toensure that theyareable to

dischargetheirsecuritydutiesproperly.

(3) ThePDPssecuritystaffshallconductinspectionsandsecurity

auditsontheSitefromtimetotime,andthePDPshallnotify

the Works Package Contractor of any required remedial

measures or recommended improvements to the Works

Package Contractors security system arising from such

inspectionsandaudits.
