LIMITED.)is strengthening their Transmission and Distribution systems by way ofconstructing 2X315MVA, 400/220KVSubstationat Lapangawith construction ofassociated LILO lines ( LILO of IBMeramandali Both circuit) on turnkey basis atLAPANGA inthestateofODISHAasoutlinedinthedetailedscopeofwork.TheworksaretobecarriedoutonTurnkeyBasistillfinalcommissioningofsubstation&associatedtransmissionline,itstesting,commissioningandhandingoverthesametotheowner.
OPTCL is implementingaprojectnamedGridStrengthening forODISHA.Thefollowingtransmissionsystemisenvisagedunderthisproject.(a)LILOOFIBMeramandaliline6.0Km.(appox) (b)Establishmentofnew400/220KV,2X315MVAS/S atLapanga in theStateofODISHA

(III)Beforeproceedingwiththeconstructionworkofthenewsubstationandexisting substations.Thecontractorshallfullyfamiliarizehimselfwiththesiteconditionsandgeneralarrangementsandschemeetc.Thoughthepurchasershallendeavortoprovidetheinformation,itshallnotbebindingforthepurchasertoprovidethesame. The bidders are advised to visit the substation sites and acquaint themselveswith thetopography, infrastructureandalsothedesignphilosophy beforeparticipatinginthetender.Thebiddershallbefullyresponsibleforprovidingallequipment,materials,systemandservicesspecifiedorotherwisewhichare requiredtocompletetheconstructionandsuccessfulcommissioningoperationand

maintenanceofthe substationinallrespects.Allmaterialsrequiredforthecivil (cement,sandand steel etc) and construction/installation works shall be suppliedbythecontractor.Thecompletedesign(unlessspecifiedotherwiseinspecificationelsewhere)anddetailedengineeringshallbedonebythecontractorbasedonthedetailscopeofworkas indicated.Refer thedrawingsas includedunder theTSII fordesign purpose.
(a)Anyotheritemsnotspecificallymentionedinthespecificationbutwhicharerequiredforsupply,erection,testingandcommissioningandsatisfactoryoperationofthesubstationaredeemedtobeincludedinthescopeofthespecificationunlessspecificallyexcluded.(b)The contractor shall also be responsible for the overall coordination withinternal/externalagencies,projectmanagement,trainingofpurchaser'smanpower,loading, unloading, handling, moving to final destination for successful erection,testingandcommissioningofthesubstation/switchyard.(c)Baywidthfor400KVshallbe27mtrs.(minimum)andfor220KVshall be18mtrs.(minimum)subjecttomaintainingrequiredstatutoryclearance.Theshortcircuitforces(with63KAShortCktCurrent),applicablefor supportstructuresshallbecalculatedby the contractor. Designof substation and its associatedauxiliariessystemsincludespreparationofsinglelinediagramsandelectricallayouts,erectionkeydiagrams,electricalandphysicalclearancediagrams,designcalculationsforEarthmat,DirectstrokeLightingProtection(DSLP)BusBarandSpacers,controland protection schematics, wiring and termination schedules, civil designs (asapplicable) and drawings, design of the fire fighting system , outdoor& indoorlighting/illumination and other relevant drawings and documents required forengineeringofallfacilitieswithinthefencingtobeprovidedunderthiscontractarecoveredunderthescopeofthecontractor.

(V)Meteorologicaldata:ThemeteorologicaldataofthesubstationsisenclosedunderTSII.However,for designpurposes,ambienttemperatureshouldbeconsideredas50deg.Cand relativehumidityas100%.Atmosphereatallsubstationsisheavilyindustrially pollutedzone.(VI)SoilData:ThebiddershallberesponsibleforcarryingouttherequiredtestsatsiteandshouldfullysatisfyhimselfaboutthenatureofsoilexpectedtobeencounteredpriortothesubmissionofBid.AnyvariationofsoildataduringdetailedengineeringorconstructionstageshallnotconstituteavalidreasoninaffectingthetermsandconditionsoftheBid.(VII)SCHEDULEOFQUANTITIES.The requirement of various items/equipments and civil works are indicated in BidProposal Sheet schedules (BPSVol. 1Bof the bidding documents as Shedule2A,2B,2C&3).
Allequipment/itemsandcivilworksforwhichbillofquantityhasbeenindicatedinBPS(BidProposalSheetSchedulesVol1B)shallbepayableonunitratebasis.Duringactualexecution,anyvariationinsuchquantitiesshallbepaidbasedontheunitrateundereachitemincorporatedinNotificationofaward.
Wherethequantitiesofitems/worksarenotindicatedbutindicatedasLOT/LS,thebidderisrequiredtoestimatethequantityrequiredforentireexecutionandcompletionofworksandincorporatetheirpriceinrespectiveBidpriceschedule(BPSVol1B)oftheBidding documents. For erection hardware items, bidders shall estimate the totalrequirementoftheworksandindicateLOTwiselumpsumprice.Anymaterial/worksfortheLOTnotspecificallymentionedinthedescriptioninBPSasmayberequiredshallbedeemedtobeincludedintheLOTitself.
Besides the mandatory spares ,which are mentioned in the in the bid priceschedules(BPSVo.1BSchedule3oftheBiddingdocuments),optionalsparesrequiredmaybeseparatelyquotedbytheBidder.ThiswillnotbeconsideredforBidEvaluation.Thepurchaserreservetherighttopurchasethethesameoptionalspares.
The bidder is clarified that no mandatory spares shall be used during thecommissioningoftheequipment.Anysparesrequiredforcommissioningpurposeshallbearrangedbythecontractor.Theunutilizedsparesifanybroughtforcommissioningpurposeshallbetakenbythecontractor.(VIII)BASICREFERENCEDRAWINGS:
400/220KV LAPANGA S/S will be a extended substtaion of the ongoing220/132/33KVSubstationatLapanga.Forthe400KVvoltagelevel,breakerandhalfswitchingschemewith type layoutarrangementshallbeused.For220KVVoltagelevel,doublemainandtransferbusschemelayoutarrangementshallbeused.

Single line diagram, structural layout drawings of proposed S/s(indicative only) isenclosedwiththebiddocumentsforreference,whichcanberefereedduringdetailedengineeringbythebidder. The reference drawings for earthing and others, which form a part of thespecifications, are given in Tech SpecVolII. The bidder shall maintain the overalldimensionsof the substations, buildings, phase to earth clearance, phase to phaseclearanceandsectionalclearance,clearancesbetweenbuses,busheightsbutmayalterthelocationsofequipmenttoobtainthestatutoryelectricalclearancesrequiredforthesubstation.
The enclosed drawings(indicative) in the TSVOLII give the basic scheme,structurallayoutofsubstation,substationbuildings,associatedservicesetc.Incaseofanydiscrepancybetweenthedrawingsandtextofspecification,therequirementsoftextshall prevail in general. However, the Bidder is advised to get these clarified fromPURCHASER.(IX)Theauxiliarytransformersofrating1000KVAshallbeusedtofeedthesubstationauxiliaries.The1000KVA,33/0.415KVauxiliarytransformer shallbeconnectedto33KV system of the substation. This auxiliary transformers should not be used forconstructionpurpose.Thedetailedschemeisshowninthesinglelinediagram.(X)SPECIALTOOLSANDTACKLES:
Thebiddershall includeinhisproposalthedeploymentofallspecialtoolsandtackles required for erection, testing, commissioningandmaintenanceof equipment.However,alistofallsuchdevicesshouldbeindicatedintherelevantscheduleprovidedintheBPS.InadditiontothisthecontractorshallalsofurnishalistofspecialtoolsandtacklesforthevariousequipmentinamannertoberefereedbythePURCHASEduringtheoperationoftheseequipment.(XI)FACILITIESTOBEPROVIDEDBYTHEBIDDER:(a)Biddershallmakearrangementfortheauxiliarypowersuppliesforconstructionpurpose.ThecostoftheuseofthepowershallbebornebytheBidder. Thebiddershallberesponsibleforsafetyofhumanandequipmentduringtheworking.ItwillbetheresponsibilityofthecontractortocoordinateandobtainElectricalInspector's clearance before commissioning, any addition items, modification due toobservationofsuchstatutoryauthoritiesshallbeprovidedbythecontractatnoextracosttothepurchaser.

a)FinalizationofthesubstationstructurallayoutinconsultationwithOPTCL.b) Execution of all civil works as per schedule for erection of all substationequipment, structuresand foundationof transformers, roads,culverts, rainwaterharvestingarrangements,constructionofearthmat,cabletrench,drainagesystem,Fencingetc.c) Erection, testing, commissioning of all equipment and handing over of thesubstation bays complete in all respect as per approved scheme and to thesatisfactionoftheEmployerincludingstatutoryinspection.d)Themakesoftheequipment/components/materialsshallbefromOPTCLapprovevendor list indicated in this tender and to beapprovedby theemployer beforeplacementoftheorderonthevendor/manufacturer.e)Thecontractor(s)shallarrangepowersupplyforconstructionoftheproject.Theexpenditure for such arrangement till completion of the project shall be to thecontractor(s)account.f)Thecontractor(s)shallarrangecleanwaterforconstructionandcuringtothecivilworks.Theexpenditureforsucharrangementtillcompletionoftheprojectshallbetothecontractor(s)account.g) The work as mentioned in the price schedule shall be considered for theevaluationofthebid.h) Thecontractor shall arrange for security of all thematerials includingownersupplymaterials(handedovertohim)thatarerequiredforsuccessfulcompletionoftheprojecttillfinalhandingoveroftheentireworktoOPTCL.i) Contractor has to obtain Project License in respect of the projects from theSecretary, Electrical Licensing Board of ODISHA at his own cost, prior tocommencementofworks.j) The contractor shall supply one official copy of each Standard listed in theappropriateschedule.

The Contractor shall also refer to theTechnicalSpecification(Vol.II),forproperunderstandingoftheworksinvolvedinrespectofeachsubstation.

5.Standards
Allmaterialsandequipmentsshallgenerallycomplyinallrespectswiththelatestedition of the relevant Indian Standards. International ElectroTechnicalCommission(IEC)oranyother internationallyacceptedStandardequivalentorbetter than relevant Indian Standard. Equipment complying with all otherauthoritativestandardssuchasBritish,ASA,VDE,etc.willalsobeconsideredifperformanceequivalentorsuperiortoIndianStandardisensured.

7.PackingandMarking
Thebiddershallincludeandprovideforsecurelyprotectingandpackingtheplantsoastoavoiddamageintransitunderproperconditionandshallberesponsibleforalllossordamagecausedbyanydefectinpacking.
