Crouch, Dean UH Manoa College of Engineering “Re-engineering for a Sustainable Future” Peter Crouch has been the Dean of the University of Hawaii at Manoa, College of Engineering since July 2006. He has worked with other Colleges at UH Manoa developing joint programs and helped the College win a University wide grant to start a renew- able energy center with other Colleges. The College has worked extensively with other units in the University of Hawai‘i including the Community Colleges to promote STEM education pathways, and in particular transfers into the College of Engineering. He helped the College win funding at over $1 Million a year for four years, from the State of Hawai‘i to support K-12 STEM education. Dean Crouch believes it is important for the College to build on existing strengths to create programs that deal with the challenges that the islands now face. These include building and maintaining renewable energy sources, providing clean drinking water, mitigating the effects of sea level rise associated with global warming and becoming resourceful re-cyclers and re-manufacturers, minimizing the need for import of goods that sustain the Hawai’i economy, and helping maintain a pristine Hawai’i environment. Graduates of his College are employed throughout the State to manage all aspects of its environment, including its buildings, roads, harbors and sea defenses, and water and waste systems. This is a new high school program inHawaii that prepares students earlier for alltypes of engineering careers and strengthenthe local workforce pipeline. This STEM andAerospace program offers a full-time immer-sive high school curriculum focused on engi-neering that is modeled after successful main-land academies and brings a new kind ofaccelerated learning to our state.

Maryknoll School developed the MX pro-gram by working closely with STEM profession-als. Leading defense engineering firm BAESystems helped to develop the curriculum.Other partners who will be involved in provid-ing mentors, internships and other opportuni-ties for students include Structural Systems,Inc., Mitsunaga & Associates, Inc., and FungAssociates, Inc.

ASME STUDENT CHAPTER PROFESSIONAL NETWORKING LUNCH

We attended the November 22, 2015Professional Networking Lunch held in the HaleKoa Hotel Laulima 3-4 Ballrooms. The StudentChapter organizes these sessions to provideprofessional development and networkingopportunities for their members. Professionals

from the local engineering industry are invitedto interact with the students to network and pro-vide insight of professionals in industry. Thecost is nominal being supplemented by theproceeds from Student Chapter fund raisingactivities.

The atmosphere is very professional, and theprogram is fun for student and professionalallowing the attending engineers to meet asmany students as possible, answer questions, and pass on their experiences as engineers. The students are interested in what you have tosay making your attendance rewarding.

Future Professional Networking Lunches areplanned for once a year so there are fewerchances you meeting the same students if youparticipated annually. If you have not attendedone of these networking lunches, you shouldthink about attending the next one.

ME DEPARTMENT ABET VISIT LUNCHEONSeveral ASME-HI members are UHM

Department of Mechanical Engineering (DME)Industry Advisory Board (IAB) members. OnNovember 23, 2015, we attended the ABETVisit Luncheon at the UH Manoa CampusCenter Executive Dining Room to meet theDME’s ABET Program Evaluator. This was thefinal IAB meeting for the DME ABET Re-Accreditation process for its BSME accredita-tion.

According to Dr. Mehrdad N. GhasemiNejhad, DME Department Chair, based on theABET process completed; the DME did well onseven out of eight ABET Criteria. For the eighthInstitutional Support criterion, a “Weakness”rating was received. This rating means there is“lack of strength for compliance” due to a lackof support by the University administration.ABET noted that the DME and program hashad exceptional growth of student enrollmentof over 65% from the last ABET visit inNovember 2009 to Fall 2015 increasing the stu-dent-to-faculty ratio in ME from about 21 in2009 to about 30 in 2015, without the propor-tional increase in Institutional Support in thethree areas of Faculty, Space, and Equipmentand Facility Replacement Funds. The MEenrollment is the highest in the College ofEngineering, and note that the average stu-dent-to-faculty ratio for UH Manoa is 15. TheDME enrollment and program has grown largerthan other departments in the College andhave to work with less faculty and less space.

The University will have until end of theSpring 2016 semester to address and resolvethe issues of Weaknesses, and communicateto ABET to remove the Institutional SupportWeakness rating.

2016 Awards – Call for NominationsAPWA Hawaii Chapter would like to recog-

nize public works projects and leaders in thestate of Hawaii as outstanding examples of ser-vice to public works and is therefore seekingnominations for two awards: the Public WorksProject of the Year and Top 10 Public WorksLeaders of the Year. Selected projects or per-sons will be recognized at a luncheon in early2016, and may be nominated by HawaiiChapter for APWA National recognition.

Through the APWA Awards Program, theHawaii Chapter works to re-energize supportfor the public works industry. Public works pro-jects and professionals are critical to develop-ing and maintaining infrastructure and servicesessential to the welfare and quality of life for thepublic, yet these projects and professionalsoften go unrecognized or unheralded.

The Public Works Project of the Yearaward promotes excellence in the design, management, and administration of publicworks projects through recognition. Awards aregiven to projects in various categories (struc-tures, transportation, environment, historicrestoration/preservation, and disaster or emer-gency construction/repair) with significant con-tributions to public welfare or quality of life. Tobe eligible, the project must be substantiallycomplete. Criteria used in the selection projectinclude consideration for project schedule, safety performance, community relations, envi-ronmental protection, sustainability, or innova-tion.

The Top 10 Public Works Leaders of theYear award inspires excellence and dedicationto public service through recognition to thosewith significant contributions to the administra-tion or management of design, construction, maintenance, or operation of local public worksprojects. Awards focus on career service ratherthan on any one single project or event. Bothpublic and private sector individuals are eligi-ble, but must have ten years of qualifying expe-rience.

Nomination criteria, forms, and instruc-tions can be found at www.apwa.net/awards/CriteriaAndNominationForms. NSPE has been working with the AmericanAssociation of Engineering Societies (AAES) tooppose certain elements of a Model Code ofPractice for Engineers that pertains to engi-neering work on “climate adaptation”. Themodel code, developed by the WorldFederation of Engineering Organizations, would have established a new, more stringent, standard of care for professional engineers thatfar exceeds their existing duties and responsi-bilities and could expose them to professionalliability over perceived “climate change” con-sequences of their work. Professional Liabilityinsurance carriers joined forces with AAES andNSPE to successfully submit suitable revisionsto the draft and produce an acceptable modelcode.4. Letters of agreement have been signedbetween NSPE and McKinley Advisers toimmediately execute plans for a short termmembership recruitment as well as to developplans for a longer-term membership-buildingstrategy for NSPE.5. On its website, www.nspe.org, NSPE main-

tains a regularly-updated set of “Talking Pointsfor Volunteer Leaders” to assist members tospeak authoritatively about NSPE, its purposeand goals, and about the need to preserve andenhance professional licensure and practice.Members who have established a log-inaccount at the site can access these TalkingPoints via the site’s Leadership Toolbox.“Talking Points” are available in either a Wordor Powerpoint format.
