Your Eminence/ Grace/Excellency/Father/Sister/Brother in Jesus,Warm greetings from the CBCI Office for Justice, Peace and Development!

Justice Sunday 18 August 2013

Peace on Earth in Justice

This year marks the completion of fifty years after the Encyclical Pacem in Terris was authored and released by Pope John XXIII on 11 April 1963. Pacem in Terris is a heartfelt cry for the cause of justice and peace and a testament to the incontestable fact that Pope John XXIII was an apostle of peace.

The release of Pacem in Terris was timely and its clarion call for peace appropriate as the world then had witnessed the Cuban Missile Crisis – an “arm wrestle” between the U.S. and the USSR – in 1962, and the erection of the Berlin Wall. The world was at the verge of an atomic war on account of the mounting tensions between the North and the South Blocs, and the ‘existence and proliferation of weapons of mass destruction.’ However, this encyclical helped deactivate the horrific mechanism of the crisis.

We notice today the same tendency of nations to attempt to preserve peace through the production and stockpiling of arms. Excessive economic, social and cultural inequalities among peoples arouse tensions and conflicts, and are a danger to peace. The only way to peace is forgiveness. To accept and offer forgiveness makes possible a new quality of rapport between people, interrupting the spiral of hatred – revenge – violence. To love the one who offends you disarms the adversary and is able to transform a battlefield into a place of supportive cooperation.

Synod of Bishops in 1971 spoke of ‘Love of neighbour’ as an absolute demand for

justice, because charity must manifest itself in actions and structures which respect human dignity, protect human rights, and facilitate human development. To promote justice is to transform structures which block love. Peace is not what we find in a place that is free of noise, problems and hard work; peace is what allows us to preserve the calm in our hearts in adverse situations.

Pacem in Terris emphasised that peace on earth can only be established if the right order of relationship exists between individuals, between and within nations and among all people. These relationships must acknowledge that ‘every human being is a person’ and as a person everyone has rights and obligations flowing directly and simultaneously from human nature. If heeded well, the encyclical’s appeal that “any dispute which may arise between nations must be resolved by negotiation and agreement, and not by recourse to arms” (PT, 126) will go a long way in ensuring and establishing peace not only between India and Pakistan or between India and China but among all warring countries in any part of the world.

India – the largest importer of arms in the world, and one of the 24 countries that abstained from the UN Arms Trade Treaty – particularly needs to learn right lessons from what Pacem in Terris says about Arms Race. Arms Race deprives less developed countries of social and economic progress (PT, 109) and creates a climate of fear. “Hence justice,

Page 8: Vol. 4 July-august 2013 issue 4 - faridabaddiocese.infaridabaddiocese.in/admin/uploads/E-Messenger_July-August-2013.pdfMar Jose Puthenveettil (Newly Elected Auxiliary Bishop of Archdiocese

right reason, and the recognition of man’s [/woman’s] dignity cry out insistently for a cessation to the Arms Race” (PT, 112).

The Church in India is concerned about the following issues: Arms Race; any political and economic power that excludes the poor; the protection of the environment; those philosophies and attitudes that see people simply as consumers; domestic violence, any violations of human rights; all forms of violence; and any spirituality that disconnects us from the concerns of the world. In short, we are concerned with the issues of the world and everyday life and sustain hope in the midst of all the concerns and problems of the world. Envisioning a new world order built on the pillars of truth, justice, love and freedom, in the words of Holy Father, Pope Francis, we need to counter a culture of waste with a culture of solidarity. The CBCI Office for Justice, Peace and Development sees in Pacem in Terris a constant reminder to individuals and the nations that they always choose the path of peace abandoning the path of war and strife.

As Mother Teresa said, “We know only too well that what we are doing is nothing more than a drop in the ocean. But if the drop were not there, the ocean would be missing something”. We, Christians, have to speak freely on issues that the government or others may find disagreeable and act on their consciences in the workplace and elsewhere. In his Easter message, our Holy Father, Pope Francis lamented: “Peace to the whole world, torn apart … by the iniquitous exploitation of natural resources!” Sadly, the peoples of many nations with an abundance of natural resources find themselves victims of a paradox that some refer to as the “resource curse.” Genuine transparency and participation can

change the “resource curse” into a blessing. In word and gesture, Pope Francis invites us these days to act in ways that protect “the poorest, the weakest, and the least important” in our society.

18 August 2013 being the Justice Sunday – an observance diligently fostered by the CBCI Office for Justice, Peace and Development every year – the Office wishes to invite all Christians and people of good will in our great nation, India, “to search, first of all, for what contributes to peace” (Rom 14:19) and to allow themselves to be reminded and inspired by the guiding principles of Pacem in Terris that will ensure peace on earth in justice. This gesture on the part of the Office is intended to be a fitting tribute to the historic Encyclical.

On the Justice Sunday this year, let us affirm our resolve to transform this world into a divinely established order, into God’s own kingdom ‘that is founded on truth, built up on justice, nurtured and animated by charity, and brought into effect under the auspices of freedom’ (PT, 167). Let our fundamental objective of the celebration of Justice Sunday be the recognition, respect, safeguarding and promotion of the rights of the human person to build peace on earth in justice. Assuring one and all of you of our prayers for enduring peace on earth – peace that will be the fruit of justice, truth, charity, and liberty, we remain,Yours in Jesus Christ,Most Rev. Dear Brothers and Sisters in Jesus Christ,

Prison Ministry Sunday:The church in India observes the Sunday 11 th of August 2013 as Prison Ministry Sunday. On this day our attention should go to those who are suffering in prison and those who engage themselves as volunteers to minister the prisoners following the divine request - have you visited me when I was in prison (Mt. 25:39). We read in the gospel how Jesus reached out to the marginalized and rejected people. This pastoral letter will help all people to follow Christ very closely and respond positively to the divine quest - Have you visited me in Prison.

The Prison Ministry of Pope Francis: Pope Francis, after assuming the Holy Office as Roman Pontiff held the Maundy Thursday Ceremony in a prison in Rome. He washed the feet at the juvenile detention centre in Rome and he surprised the world by reflecting the

ministry of Jesus beyond gender, caste and creed. As Vicar of Christ he reminds us that we are called to respect human dignity of every person including those who have committed serious crime because all are made in the image of God.

In raising the issues of prisoners, the

Church is in no way seeking to justify crime but make an ardent desire to make prisoners to become law abiding and productive citizens after their release from the prison.

There are about 2,41,200 under trial prisoners as against 1,28,592 convicted prisoners in 1382 prisons of India. The overcrowding number of under trial prisoners give staff less time to screen the prisoners to see the signs of self harm, risk of suicide, mental health problems and potential violent prisoners. It increases the availability of drugs and other contraband as the prison staff does not have time to observe and attend the prisoners. It creates long queues before toilets, showers, phone booths and so on. Family contacts and visits are much restricted.

No scientific classifications of criminals are possible. First time offenders, circumstantial offenders and young offenders are kept with hard core criminals. There are group violence and personal attacks on other prisoners. First time offenders are tortured and made to do all the menial works. Many criminal activities are going on in prisons and among prisoners - murder of fellow prisoners and suicide; The prisoners are depressed and cannot sleep at night because of mental and physical tension about their existence in prison and about their future.

Pastoral letter(Please read this pastoral letter in all the churches on 11th of august 2013,

in connection with Prison Ministry sunday)

Year of Faith and Prison Ministry:In this year of faith celebrating the Prison Ministry Sunday is very relevant one. Faith without charity bears no fruit. In this year of faith church strongly advocates to work for justice and charity, to heal and protect the prisoners, to make the offenders accountable for what have done, to provide restitution to the victims, to facilitate healing process and to reintegrate the victims and offenders. Every diocese and parish should promote prison ministry to visit the prisoners who are in need of counseling, education, medicine to visit the families of prisoners and to educate the children of prisoners.

Support for the Prison Ministry:As this ministry is maintained only by local contribution depending upon the providence of God, personal, parish and institutional level contribution, personal presence as volunteers and prayers are needed to accelerate the work of Prison Ministry India. Do not neglect to show

hospitality and generous hearts towards strangers and out castes. Remember those who are in prison as though you were in prison with them: those who are being tortured as though you yourselves were being tortured. On this Prison Ministry Sunday the Church wishes to pay tribute to the untiring work of prison ministry volunteers whose hard work and support have been vital in transforming lives of prisoners and conditions of prison. As we gather to worship and celebrate the Eucharist, let us consider how we can provide a place at the table of the lord for, prisoners deprived of their liberty.

May I express my heartfelt appreciation and prayers to all of you for your committed works and generous contribution in prison ministry. May God bless all of you who volunteer and support for prison ministry.

Yours devotedly in ChristPeter RemigiusPatron of Prison, Ministry India

NEW INITIATIVESPATHEYAM (A Meal for a Life Programme)The Social Service Centre of our diocese has initiated a new programme, for the poor and the marginalized, in view of partaking the long awaiting vision of our national poverty alleviation programme. This programme aims to satisfy with daily bread to small portion of the deserving marginalized people of our society. in midst of our numerous needs and added expenses, this programme demands to those volunteer parishioners of our diocese to contribute one or two food packets to the poor. This programme not only materially satisfies those poor people of the marginalized rather it is to create the gospel value based on social commitment. This sharing attitude has to be entertained in our parishes, especially to the younger generations. So this programme is executed with the help of parish level Youth members with the guidance of socially spirited parishioners.

At present Palam, Dwarka and Mayur Vihar Phase 1 parishes already initiated this social activity for the alleviation of the poverty in the proximity society. This effort gives more satisfaction to the families who take part in this social programme and the volunteers who distribute these food packets to the poor people in the premises of government hospital and in

the streets. Let all the parish try to join in this programme and distribute the food to the deserving people of your area. Instead of blaming and criticizing the government let us stretch our hands in such social activities.

FORMATION OF THE PARISH LEVEL SJSS UNITAs we celebrate the first anniversary of the creation of our diocese, reminds us an important responsibility to practice, to help the needy. Let us thank God for His abundant blessings on us at the same time; it adds more responsibilities of social commitment to share with poor, not only money but also our time for their empowerment. Diocesan level social activities invite those socially spirited parishioners to spare our time for such social cause of our society.

It is our long-awaiting vision of the diocesan social service to initiate parish level social activities for better execution of the social projects. We have number of projects undertaking by our diocesan social service centre. All these projects are meant for the empowerment of the poor and the marginalized. Those volunteers can involve one or other way to extend the assistance to those marginalized with the guidance of the Social Service Centre.

With the permission and recommendation of Archbishop Kuriakose, all the parish priests are asked to form a SJSS Unit for the better execution of the social activities. The parish level SJSS unit formation will help the diocesan centre to coordinate all parish level social activities and to motivate all the parishes in this regard. This also helps us to bring out all
