DILG confers SDO Municipal Government with the SEAL OF GOOD HOUSEKEEPING

The Municipal Government of Santo Domingo, Ilocos Sur

wrapped up its outstanding performance for the year 2012

by earning the silver Seal of Good Housekeeping (SGH)

conferred by the Department of the Interior and Local

Government. In accordance with the assessment and eval-

uation conducted by the DILG of Ilocos Sur, the municipal

government received a final score of 96.61 percent which

is equivalent to an “excellent” descriptive rating.

For 2012 scaled up Seal of Good Housekeeping, the LGUs

were assessed on the following governance areas:

Accountable Governance – “Unqualified” or “ qualified

COA opinion on financial transactions of the im-

mediately preceding year;

Transparent Governance – Compliance to the 1) Full Dis-

closure Policy of Local Budget and Finances, Bids

and Public Offerings as stated in DILG Memoran-

dum Circular No. 2011 -134 dated September 19,

2011 and section 84 of FY 2012 General Appropri-

ation Act, and (2) Government Procurement Act –

a) organized and functional Bids and Awards

Committee, and (b) on-line posting requirement

through the Philippine Government Electronic Pro-

curement System (PhilGEPS) – Bid Notice Ab-

stract and Award Notice Abstract.

Frontline Service Performance – Excellent or Good Perfor-

mance rating as indicated in the Anti-Red Tape

Act – Report Card Survey of the Civil Service

Commission.

As recipient of the Silver Seal, Santo Domingo, Ilocos Sur

is eligible to access the DILG’s one million peso Perfor-

mance Challenge Fund, a support fund to finance local

development initiatives in furtherance of national govern-

ment goals and strategic thrust.

The Seal of Good Housekeeping is a project of the

DILG which recognizes LGUs with good performance

in internal housekeeping, particularly in the areas of lo-

cal legislation, development planning, resource genera-

tion, resource allocation and utilization, customer ser-

vice, and human resource management and develop-

ment, as well as, in valuing the fundamentals of good

governance. It shall be recalled that Santo Domingo was

conferred the bronze Seal of Good Housekeeping in

True to its role of providing legislative support to the

realization of the vision and mission of the Local Gov-

ernment Unit, this last quarter of the Calendar Year, the

Sangguniang Bayan passed resolutions requesting fi-

nancial assistance from various agencies, approving

plans and projects, and applications for accreditation by

non-government organizations.

For this quarter, SBM Ernesto Q. Tadeja initiated a

resolution requesting the Secretary of the Department

of Agriculture a financial assistance in the amount of

Twenty Million Pesos for the concreting of FMR in

various barangays. The SB also passed a resolution,

through the initiative of SBM Rizaldy Rosario, request-

ing financial assistance worth Two Million Pesos from

Senator Francis “Chiz” Escudero for the rehabilitation

of drainage canal system at the Public Market. Request

for Five Million Pesos from ABS Party List Repre-

sentative Catalina “Baby” G. Leonen for upland green-

ing project was also passed through the initiative of

SBM Jane de Vera.

SBM Godofredo T. Ingan, SBM Jesus T. Tobias, II and

SBM Joan Tabangcura initiated resolutions for the ap-

proval of the Six-Year Municipal Disaster Risk Reduc-

tion Management Plan, the Executive Legislative Agen-

da for CY-2013-2016, the Annual Investment Plan, and

the Priority Development Projects funded by the 20%

Development Fund of the Annual Budget.

Realizing the complementary role of non-government

organizations, the SB also passed resolutions, through

the initiative of SBM Tadeja, accrediting the following

associations as NGO’s: St. Dominic Multi-purpose Co-

operative, PANSACA Irrigators Association, Santo Do-

mingo Development Cooperative, Santa Flora Baya-

nihan Center, Santo Tomas Development Cooperative,

Santo Domingo Tricycle Drivers and Operators Multi-

purpose Cooperative and Santo Domingo Rural Liveli-

hood Multipurpose.

Sponsored by SBM Bryan Dexter V. Tadena, an ordi-

nance was passed changing the name of Santo Tomas

Primary School into Santo Tomas Elementary School

due to the grades five and six classes it now serves.

Seal of Good Housekeeping: A Mark of

Ethical Leadership

The Seal of Good Housekeeping (SGH) is awarded to

LGU’s that successfully meet the requirements of the

full disclosure policy, have exemplary standards of

frontline services and procurement, proven to have no

adverse or disclaimer audit findings by the Commission

on Audit.

Full disclosure policy includes posting of required pro-

curement services both electronically and manually (on

bulletin boards/billboards). It also connotes transparency

on all transactions, thus – all procurements undergo the

rigid system of bidding process to ensure that public

funds are utilized with utmost prudence.

Quality standards are also required to all frontline ser-

vices which includes the following offices: Licensing,

Assessor, Local Civil Registry, Health Services, and So-

cial Welfare Services. For frontline services, the follow-

ing areas of concern are evaluated: compliance with Anti

-Red Tape Act (ARTA), service quality, physical work-

ing condition, and customers’ satisfaction.

For two years now, Santo Domingo is a consistent

awardee of the Seal of Good Housekeeping. With the

stringent criteria it imposes, the SGH award is not only

indicative of high quality performance but more im-

portantly an index of ethical leadership. Amidst the is-

sues and controversies on the anomalous utilization of

pork barrel in the Congress, the Seal of Good House-

keeping is an initiative that boosts the morale of local

leaders, especially those with high ethical standards.

If leaders are ethical, their qualities will cascade down to

the level of the rank-in-file and this will inspire ethical

practices throughout the entire organization. Indeed, the

Seal of Good Housekeeping is a mark of ethical leader-

ship

Champion for the Cleanest and Greenest

Municipality and Cleanest, Greenest and

Safest In-land Body of Water

The Municipality of Santo Domingo was declared Provin-

cial Champion by the Regional Development Council –

Ilocos Region on 2013 Search for Cleanest and Greenest

Municipality and Cleanest, Greenest and Safest In-land

Body of Water among the 1st – 3rd class municipalities.

For the cleanest and greenest municipality category, the

Team evaluated the Public Market, Slaughterhouse, Con-

trolled Dumpsite and the Rural Health Unit. The evalua-

tors rated these areas 97.33% for the following observa-

tions: 1) The market has a proper zoning, vendors are cos-

tumer-friendly and there is orderliness; 2) The dumpsite

was observed to have several improvements including or-

derly stock filing of waste materials; 3) For the RHU, it

was reported that the building is clean and its services are

good.

For the category of Cleanest, Greenest and Safest In-land

Body of Water, the Municipality garnered a rating of

100% due to the proper maintenance of fish cages at

Sucoc River and fish deboning project in Suksukit and the

plastic pondliner in Nanerman.

It shall be recalled that Santo Domingo has been a con-

sistent champion in the Search for the Cleanest, Greenest,

and Safest In-land Body of Water for the past three years;

and has always been a runner-up in the clean and green

True to its tradition, the Municipality of Santo Domingo

joined the nation in commemorating Rizal’s 117th Death

Anniversary on December 30, 2013.

Led by the municipal officials

and employees, barangay coun-

cils, Dep-Ed faculty and admin-

istrators, the participants parad-

ed around Metro Poblacion with

the musical accompaniment of

school rhythmic bands of Beni-

to Soliven Academy, Paras-

Parada, North Central and

South Central Elementary

Schools.

The parade proceeded to the

Rizal Park where a program

was held, highlighting Rizal’s

life and writings. This year’s

major presentation was the

“Taldiap Iti Nobela nga El Fili-

busterismo” which presented

reenactment of the important scenes in the novel, El Fili-

busterismo. The dialogues of the characters were embed-

ded with patriotic messages that awakened nostalgic

feelings among the spectators. The “Taldiap” was very

much applauded because it revived memories which can

only be found in the pages of history. The municipal em-

ployees, as characters, were an added attraction in the

presentation.

In her speech, Dr. Victoria T. Battad, the guest speaker,

encouraged her listeners to ignite the seal of Rizalism in

their hearts and minds, and continue to emulate the char-

acteristics of Rizal in their homes,

schools and work place.

Mayor Amado T. Tadena, on the

other hand, spoke on the govern-

ment’s program that would enable

the masses gain freedom from the

bondage of unemployment, pov-

erty, sickness, and ignorance.

The commemoration of Rizal’s

death anniversary is an annual

activity of the Santo Domingo

LGU with the participation of

Dep-Ed and non-government or-

ganizations. This year the parade

of lanterns made from recyclable

and indigenous materials added

meaning to the celebration. Ba-

rangay Borobor won the First

Prize in the category of indigenous materials and Baran-

gay Lussoc won the First Prize in the category of recy-

clable materials.

On the same occasion, San Pablo was awarded as Most

Participating Barangay. Awarded as Best in Uniform

were: Santo Tomas Barangay Council, Lussoc RIC and

Naglaoa-an Barangay Tanod.
