the answer:A Certificate of Occupancy (CO) is typically issued for new construction. It means that thedwelling has passed inspection by the building inspector and is suitable and safe to livein. In the case of new construction a lender will require that CO be issued before lendingand lawyers and agents will also most always require it before closing a transaction.So yes, for practical purpose it is required. In times past, the City of Asheville requiredCertificates of Occupancy for existing homes certifying habitability before the homecould be sold, but that is no longer a requirement by the City.
