In the co rridors, the media took over and interviewed
Mayor Ochs, Mr. Kennedy. Longboat Key Commissioners
Sam SeegeJ and Claire Bell and many representatives from
Lido Shores, whose 103 residents have finn opinions on both
sides of the bridge issue.
This is Observer CountryMr . Kennedy stated that the DOT is still committed and
pa s approva l necessary for Plan B (fixed span) to sIan
"7inmediate1y on it, bUI that when the highest political body
(the Sarasota County Commission) voiced disapproval of the
plan for the fixed span (Plan B) . then the DOT went back to
the drawing board and proposed Plan D.Kennedy's comment was "w e will go ahead when we can
get a concensus from thi: political subdivisions involved".
By "g o ahead" he said that his office was ready 10 build
either of the two alternatives, a bascule or a fixed span.
What will govern the ultimate decision. he slated, was the
feeling of the majority of the citizens of -the "p o liticalsubdivisions" involved.
The County Commissioners initially favored the drawbridge . The Longboat Key Commissioners are divided, with
two favoring the draw bridge, the other four in favor of the
fiJted span.A LBK town survey made last summer showed that those
who responded favored a fixed span by a 3- 1 margin, but
some claim a 65 foot tall fixed span is too tall.

authorized Mayor Sid Ochs Wed. night to invite D.O.T. to'hold an ope n pub lic hearing on LBK as soon as possible on
the subject of New Pass Bridge.The p u r p o ~ of the Mayor 's request was to .make sure the
people had the opportunity to hear all the facts at firs thand, to
ask que stions. and give thei r opinions.Commissi ner Sam Seegel made the motion and
Commi.ss ioner Clai re Bell seconded. an unusualcombination since they are on opposite sides of the issue.
Town Manager Allgire's comments before the voteseemed to hit a responsive chord : " We have a traffic jig-sawpuzzle relating to New Pass Bridge . Sarasota Bay Bridge.Route 4 1, 1-75 and Gu'lf of Mellico Drive but 50% of thepieces are mi ssing. The rest of the pieces are in the provinceof the DOT and we need more information and more localinput" .
Earlier.the Mayor reported
onthe Tues. DOTpresentation to the County Commission and said that
Chairperson Clay had inviled Rep. Ted Ewing and Toml>J.nson to speak <both were allegedly in favor) but did nolinvite Rep. Pat Neal who is against the draw bridge.
Then the Mayor publically lit into TV Channel 40(Sarasota) for allegedly misquoting him deliberately on hispreference . He said hi s correct position is fo r a fixed. twolane bridge, less than 65 ft . high so thaI the present and futureauto and boat tr"J.flic demands will be adequately met. AtM45, the meeting recessed so the Mayor might tape acorrection for use on WXLT-TV 's news program Wed .night. It was on the 11p.m . news.

to p repare a resolution oppossing the licensing of salt watertishennen similar to a resolution recently passed by HolmesBeach. They also declined to purchase a float in the Kin g

yet to read a co mment from a sa ilor .It is my opinion that the hi gh-rise bridge would best
accommodate a ll the people involved. We sai lors are d irectlyinvolved with this bridge. It is our major access to SarasotaBay from the Gu lf of Mexico. In the eve nt of a sudden squall
or summer stonn the safety of our families can depend uponhow quickly we can pass th rough to Sarasota Bay.
There has been comment that the high-rise bridge is toohi gh. but if it won't accommodate the mast o f a 30-footsai lboat, why build it'?
The current bascule bridge has caused much hard feelingsamong members of the community recently when theresidents of Longboat Key wanted to limit the times thebridge could open . Have these same people fo rgotten so
soo n theireffons tg paralyze the various sai ling groups using
New Pass for safe passage? Many of us are not residents of
Longboal Key. but we are re sidents of the immediate area.our boats are des igned for recreation , famil y-style!. and theyare energy savers. unlike the power hungry motor cruisersmany Longboat residents are using for pleasure.

What with the Red Tide, the heat. trips out of state and theusual business of summer , your publisher forgot to renew hisregistration on his outboard equipped boat. Nothing reallycriminal, just an active "f orgener" . So when we went out in
Bunonwood Harbor one Sunday afternoon in September.who should be there but the Florida Marine Patrol. As wepassed, we waved to them . and they to us, and then wenoticed they turned around. followed us. flashed the bluelight, turned on the siren, and pulled us ove r to the curb. or
what passes as a curb near the "A" marker.Two very polite officers. their .45 calibre pistols at the
ready, asked us fo r our registration. which we thenremembered we had neglected to renew . Officers Rogers andKlohn , then asked us to follow them. Fortunately the motorstarted and off we went to an area out of the way where theyanchored and asked us to pull along ·s ide. Luckily they didnot judge us by our seamanship du ring that delicate
manoeuvre.Out came the anache case and the questions. all very
business like. efficient, and polite . But when it came ' to
telling them how many scars and tattoos I had on my upperbody. as it asks on the form • • figured that while I don't haveany tanoos, I do have some scars. But since each one is smalland has its own personal history. I figured it was no ones'business but mine, so I lied and said "none", hoping theydidn't spot the 1,4 inch football scar over my eye, nearlyhidden by my white hair. or the Ih inch scaron my right arm.1can't even remember how • got th at one.

questions .. . I guess.We found the officers so nice. we admined we we u
wrong, were gu ilty of ··operating a motor boat without a
curre nt registration" and asked them how. where and whenwe paid our fine . Nothing quite so simple. Possibly due to the
smuggling of "c ontrolled substances" in inland Floridawaters. the Florida Marine Patrol has little choice but to writea c itation. No argument there. either.
But . . . unlike a time when we were a day over on our autoregistration or inspection (I do have a habit of forgening) andwere to ld to get it renewed within 48 hours or go to court, thistime it's go to court .
After signing my name that " I agree to appear to answerthe offense c harged or to pay the fine subsc ribed" , I droveinto Sarasota (they caught us 100 yards from the Manateeline) and asked to do whateverone does when one admits one

So the DOT, in trying to do what "t he public" wants, is in
the middle o f a g iant co ntroversy. which is furthercomplicated by the proposed " paper" bridge ac ross Ihe bayto Sarasota.
If this bridge were not being ·considered, then the high
DOT traffic Cou nt fo r the New Pass bridge would be valid.But if there is a Sarasota-Bay bridge in the future close by,then the DOT ca n get along with a two lane draw bridge.since the traffic count will be much lower.
But if the Bay bridge is located mid-Longboat Key, thenit's back to a tixed span in tenns of New Pass since the trafficcou nt will then be higher.
MayorOchs sa id that the Tow n survey shows conclusivelyhow the people of Longboat Key feel and that a fixed span is
what a majority of them want.Commissioner Seegel, a memberof S MATS. feels that the

Key , it is my opinion that it is wrong to imply that a drawbridge must be considered a hazard if a hurricane threatens.
Many hours before the stonn might hit. the operator will
have been instructed not to raise the bridge. thoug
h suchinstruction would hardly be necessary since no boats will beactive.
Also , it is hard to believe that there would be a traffic jam
s ince residents will have been warned at least 24 hours in
advance.When recalling our bad experiences with the stonn
.. Agnes" a few years ago. it must be borne in mind that wehad no previous hurricane experience, no over-all plan. andour different law offices were giving different instructions.
One can't he lp wondering how the people on Anna MariaIsland feel about their draw-bridge. and the peop le on theNonh end of Longboat Key. who must use two of them.
Whatever arguments are put forth for this or th at bridge. it
seems to me that it is not honest to imply that we might haveto deal with panic .

Last Jul y ' we wrote to Thomas Webb and received aresponse from his office.
· We st ill believe that the ori ginal. Plan "B", a high rise.straight shot approach is the best. This would be the safestand least expensive (long range) way of solving the problem.
We think a two lane would be sufficienl at the present with
the idea in mind t h ~ t another bridge may someday be builtover the bay to th e mainland. Ifnot, in th e future, another twolane bridge co uld be built next to the Plan "B " bridge.
We are 20 year residents of Longboal Ke y, know theterrible condition the bridge is in and also know of the manyaccidents that have occurred because of those curves . .

Office and post bond of close to $30 if one does not wish to go
to court. We hadn't realized what a menace to society we
were .Court day was in October in Sarasota, Coun Room A,
Judge Marvin E. Si lvennan presiding. The time scheduledwas 9:30 a.m. and the Judge directed all those assembled toplead Gu ilty. No t Guilty, or Nolo ( w ~ every Latinstudent knows as nolo contendere) . ~ told of theconsequences of each. and of the constitutIOnal rights of allpersons charged. Quite a lesson in rights and responsibilitiesand a most refreshing welcome to the impersonal bearing of
many judges and civ il servants.Judge Silvennan pointed out first tha t th e people in courY!
were facing criminal charges. This was a bit of ajolt. Then hestated that if you plead gui lty or no lo, the case could bed isposed of the same day . If you pleaded not-guilty. youcould request a jury or non jury trial. and he stressed yourrights and the rights of the state .
If you were found gu iltY or if you pleaded nolo, the Judgecould then impose a fine. and you wou ld then have to pay it
(cash please. no checks) plus $12 Court costs and a 5%
charge for what 1understand to be the "c rime compensationfund ". The latter seemed like a good idea in theory but itsimplementation questionab le when applied to a boat
registration.For about 15 minutes. the judge heard various cases:
Unl ice nsed dogs, welfare fraud, bad checks , then Case No.78- 13 11 -09-MI , The State of Florida vs. Ralph B. Hunter .Ho w do you plead?
The judge said I cou ldn't say a word if I pleaded gui lty.
and I didn ' t wan t ajury trial . so I said " nolo" and asked him
if the charges against me were really of a criminal nature. He
sta ted that from a strict legal point, th ey were, so I pleaded.
guilty and awaited th e fine ."Twenty-five dollars p lus court costs, plus the 5Ck.
Grand total: $38.25.I can see where the time and paperwork of all concerned
was worth it all. but as a taxpayer, I sti ll wonder if it all was
really necessary. Next year. please just send me a notice tojog my ailing memory like the Motor Vehicle Bureau does.Perhaps th ey do, but I' ve never received one in three years.
In any case, couldn ' t a boat owner be given 48 hours to gethis registration renewed before the legal juggernaut startsro ll ing? •
Sarasota-Bay bridge is just a " paper" bridge , that there is nomoney for it and it would not be buill in thi s century .Therefore he would be in favor of a lixed span. not a bascule.
Rep . Pat Nea l is also in favor of the fixed span, as was theDOT in its initial recommendation.
But since the " highest political subdivision " {the CountyCommissioners) has taken a stand in favor of a draw bridge ,
the DOT has come up with Alternate D. and there are man,'!on Lido Shore and Longboat Key who support them. -
Mayor Ochs feels thai matter is too imponantto be left 10
the County and would prefer the State make th e decision in
the in teres ts of eve ryo ne conce rned, especially si nce
Longboat Key is half in Manatee CounlY.To furthe r complicate the issue. Bay Isles is in the process
of deve lop ing a Mall near the LBK Town Hall to include aPublix, Eckerd and other stores, plus housing fo r hundreds.maybe thousands more people. The effect of this buildingprogram a nd others can on ly be estimated. but it would havea ·bearing on the traffic going to and from Sarasota fromLongboat Key .
In asking fo r a co nsensus, Mr . Kennedy told THE
OBSERVER that his office is trying to do the right thing intenns of what " the public " wants so long as it is practicalfrom an engineering point of view, and that wh ile the FederalHighway Administration has approved Plan B. the fi xedspan, it wou ld likely approve plan D as well. According toMr . Kennedy . the volume of mail he receives by Jan . 31s1wi ll have a bearing on the final decision .

and introduced 1978 officers and directors of the Chamber

Mo re than any othe r item of jewelry, I am questioned
about cameos . Contrary to the belief of many, cameos can
reoand are being made t<Xlay. out of many types ofmateriaJ.
The most popular is she ll , and we find much of our Victorian
carving done in shell. The carving is made on the outer
surface of a conc h shell which contains a ~ of pink or a
tone f b r o w n . It!s then cu t out of the c onUv i n g usually
a while figure With a background of the cOlor of the she lllining .
The cameo is the type of " tourist " jewelry most often
found today. The name "tourist jewelry " came from the
days of the Victorians when " marathon excursions" were;:-
the fash ion of the day. The cameo, no matter how it was set.was popular from the earliest days of Victoria's reign untilalmos t the very end .
Ma ny factors contribute to the value of a cameo or
i n t a g l i ~ First. age is a definite factor . and since they are~ o m e t l m e ~ made of gem material. they are practically
t n d ~ s t r u c t l b In th at ca se . very often (he mounting
furn ishes a clue to the age of a specimen, but since fine old
cam eos and intaglios are often remounted, the fact that it
may be in a 19th century mounting is no definite proof.
The des ign is another important factor to consider. and the
craftsmanship of the carving. Poorly c ut cameos and
intaglios show poor work manship , especially in such details
as th e eyes. nose and mouth of a portrait head. etc. Finely'cut
cameos and intaglios will bear close inspection even under
magnification , and usually poor work is visible to theuna ided eye .
One must be most careful in purchasing a cameo to see that
it is carved fro m one piece of mate ria l. Sometimes the
carving is done out of one substance and applied to another.
This is o ften discern able because of a fine glue line under
Natura lly. the val ue of this piece cannot compare
With one carved out of one piece of material. Today. also.
there are means of stamping OUI a figure in stone · either
cameo or intaglio. Heme lite is often used as intag lios and one
must loo k carefully to see if the dep ressions have beenstamped or carved .
It is cus tomary today to ex pl ain that cameos are either
··stone cameos". " She ll Cameos" or "C oral Cameos" .
depe nding on the mate rial from which th ey are fashioned . A
sto ne cameo. for example . refers to one made from any
natura lly occurring mineral or rock. And the e th ical jewe ler
should inform hi s c usto mer if the engraved material is
IMITATION - i.e • composed of wax, g lass. plastic. etc.
Today the demand for engmved gemstones and cameos is
being rev ived and some fa ntastic and creative work is be ing
don e - very often a copy of the old designs. but neve nheless.

I was at the SMATS meeting on Wed. in B r a d e ~ l t o n andmade a brief about the bridge between Longboat Key atNew Pass and City Island in Sarasota.
I favor the high level bridge on the western corridor whichI believe is alternate ··B·' in your Negative Declaration. I'msure the arguments are we ll known.toyou but I' U restate them
briefly:I. The bridge would be Ihe only exit for Longboat Key in
case of a storm. I would very much fear the possibility
that 15.000 people woul d be caught on the Key with noaccess out because of a bascule bridge fai lure.
2. Engineering service levels. It is clear to me that the low ·level. two lane. bascule bridge now being considered forthe loca tion would not have satisfactory service levels. It
directs people around two serpentine curves into the City
of Sarasota and would provide very. low service.3. The number of relocations from alternate .. is only two
as I understand it .4. I believe there are fewer environmental impacts with
alternative·· B··.
Jim . ! feel rather strongly abo ut this arid I cannotunderstand why the Department has changed its position. Ido know that a new assumption has been placed into thecauldron by SMATS because of their recen! addition _of aSarasota Ba y Bridge in the area. You know as Ido that such abridge is going to be next to impossible to construct becauseof fiscal and environmental constraints.
. This letter is· to in fonn you that I would request thatanother 334 corridor hearing be held before final decisionsare made on this bridge. It appears that alternate ·· B·· is
reaJly the only one which people in the area want, (with thepossible exception of 6 homeowners on Lido Shores wh ohired Tom Gallen) and that any other bridge would be a
- serious, serious mistake .I plan to follow th is closely but I hope that you·JI keep me
advised as to any new developments which mi ght occur.

Presi!1ent Mazer in his remarks stressed the need foreternal vigi lance on the pan of the Association members sothat single family dwellings wi ll be preserved on the Key. President Mazer then introduced the guest speaker,Bev erly C lay. Chairperson of the Sarasota CountyCommissioners. Her remarks conceIned the New PassBridge, which she hopes wi ll be the bascu le bridge,

southern end of Longboat Key as recommended by SMATSof which she is also Cha irperson.

President Mazer said that he would like to get 100%

The ··Circus City Trolley·· will be in operation by Mar_1st, according to Jerry Therian Chai rman of the SarasotaChamber of Commerce Committee assigned to the task.
The route is still subject to change. but wi ll stan out at the
Hya tt House. and Iravelto Ringling Bl vd. and Osprey. then10 Ma in Street and out to Sf. Annands. After going half way·rol.!nd the Circle, it will. go down to the end of Lido Beachand then return, the whole trip taking about an hour.
